Actions to Transform Mobility TRANSPORT KENDALL Navigating the Growth and Transformation of Kendall Square Introduction The Kendall Square has undergone a dramatic transformation over the past 40 years. The scientists, engineers and entrepreneurs in Kendall Square together have created one of the most dynamic innovation districts in the world. Kendall’s innovation ecosystem is dependent on the talent and resources of institutions and companies located in close proximity. Close connections to Boston’s medical centers, investment resources, and education institutions have likewise been invaluable. Kendall Square has become central to Massachusetts’s economy attracting talent from every corner of the state, however Kendall is not as geographically central within the regional transit system as downtown Boston. Despite this, Kendall has grown from one red line station into a model transit-oriented development district with a truly multi-modal commute pattern, supported by the City of Cambridge’s progressive parking and transportation demand policies. Kendall has spurred the emergence of new districts focused on life science and technology innovation throughout the region. The state’s economic growth is dependent on reliable transportation connections between where people live and work. Transport Kendall seeks to maintain and enhance the transit-oriented development model in Cambridge. Committee Introductions and Approve Minutes Attachment: Draft October minutes Committee Updates Kendall Square Mobility Task Force RFR released Tegin informed the Committee that MassDOT had released an RFR to form a Kendall Square Transportation Task Force to identify short-, medium-, and long-term projects and policy initiatives to improve transportation in Kendall Square. BRT Study Group meeting October 17, 2014 Tegin updated the Committee on the progress of a study group to look at the feasibility of implementing BRT in Boston. Updates on MBTA coordination: Transit Service Analysis, EV technology The City has been discussing the progress of implementing bus priority treatments at a couple locations in Boston and has asked for information on their effectiveness. The MBTA is interested in piloting electric vehicle technology and the City is working with them to help identify possible funding sources. Pearl Street Reconnection and Dana Park Hubway solicitation for input The City is seeking input on the Pearl Street Reconstruction project. The City is seeking input on options for the long-term location of the Dana Park Hubway station. -

This White Paper, commissioned by Champ P3, LLC reviews the opportunities for and obstacles to delivering rail service at a rural scale appropriate for a rural state. Champ P3 is a mission driven public-private partnership modeled on the Eagle P3 which built Denver’s new commuter rail network. Vermont’s two railroads, Vermont Rail System and Genesee & Wyoming, have experience hosting and operating commuter rail service utilizing Budd cars. -

RECOMMENDATIONS WMATA State of Good Repair Years of underfunding and tremendous regional growth have resulted in underinvestment and significant deterioration of the Washington Metrorail’s core transit infrastructure and assets, creating substantial obstacles to consistently delivering safe, reliable, and resilient service to its customers. In an effort to bring the system up to a state of good repair, WMATA created Momentum, a strategic 10-year plan that has set short-term and long-term actions to accelerate core capital investment in state of good repair and sustain investment into the future. Momentum identifies a $6 billion list of immediate and critical capital investments, called Metro 2025, aimed at (1) maximizing the existing rail system by operating all 8-car trains during rush hour, (2) improving high-volume rail transfer stations and underground pedestrian connections, (3) enhancing bus service, (4) restoring peak service connections, (5) integrating fare technology across the region’s multiple transit operators and upgrading communication systems, (6) expanding the bus fleet and storage and maintenance facilities, and (7) improving the flexibility of the transit infrastructure. With the first capital investment alone, WMATA estimates a capacity increase of 35,000 more passengers per hour during rush hour, which is the equivalent of building 18 new lanes of highway in Washington, DC. The second investment is a “quick win” to relieve crowding in the system’s largest bottlenecks and bring its most valuable core infrastructure up to a state of good repair. South Station Expansion Project
On page 2 of the WWTR, the Proponent reports in the Boston Water & Sewer Commission's (BWSC) assessment that there is adequate capacity in its sewer mains to collect and convey the Project's new wastewater flows, which could increase wastewater fl ow contribution from the site by as much as 453,150 gallons per day (gpd) at the South Station site, an increase of 122% from existing conditions, according to the WWTR. This may be true for 5.1 dry weather flow conditions, but downstream BWSC and MWRA sewer systems serving South Station and the other project areas can surcharge and overflow during large storms, due to large volumes of stormwater entering combined sewer systems. Any increase in sanitary flow, if not offset with infiltration/inflow ("III") or stormwater removal from hydraulically related sewer systems can be expected to worsen system surcharging and overflows. The WWTR separately describes local and state regulations requiring I/I removal at a ratio of 4 gallons III removed for every new gallon of sanitary flow to ensure the mitigation of these potential impacts. The Proponent commits to 4: 1 I/I removal to offset new wastewater flows generated at the South Station site. I/I removal from hydraulically related systems may occur remote from the project site. It is imperative that the Proponent evaluate how the local sewers to which the project's flows will be connected will perform with the large added flows from the project and the III reduction that may occur far afield. Connections to the BWSC sewer 5.2 pipes should be carefully selected to ensure that any local sewer surcharging is not worsened by the new flows in a way that causes greater CSO discharges at nearby CSO regulators and outfalls,.notwithstanding the removal of extraneous flows elsewhere. -

DRAFT – MASSDOT CAPITAL INVESTMENT PLAN 1 To our customers I am pleased to present the Massachusetts Department of Transportation’s (MassDOT) draft five-year Capital Investment Plan (CIP). Over the coming weeks, we look forward to your feedback on the proposed projects that are funded. This document, in many respects, is the outcome of both Governor Patrick and the Legislature’s seven year effort to deliver on transportation reform and investment. In 2007, an immediate transportation needs bond bill was passed and signed into law, and the Governor created the first ever Mobility Compact to enable the historically siloed transportation agencies to work together to improve our system. One year later, the Patrick Administration worked with the Legislature to enact the $3.0 billion Accelerated 1 Secretary of Transportation Richard Davey offering remarks at the 2013 Bridge Program to address hundreds of crumbling bridges in Transportation Day on the Hill event at the State House. Massachusetts. In 2009, Governor Patrick and the Legislature delivered landmark transportation reform legislation that eliminated bureaucracies, improved safety and the customer experience, saved the taxpayer hundreds of millions of dollars and created MassDOT. In 2011 and 2012, the Patrick Administration launched a series of statewide conversations to hear the public’s vision for the future of transportation in the Commonwealth and ideas for how to equitably pay for it. This past July, new transportation reforms and additional resources became available to invest in transportation. And now, we are publishing the first consolidated transportation capital plan in the Commonwealth’s recent history. This CIP is designed to be a transparent, comprehensive plan that describes how MassDOT is funded and provides a roadmap for balancing in our statewide transportation needs with fiscally constrained transportation resources. -
