Committee Introductions and Approve Minutes Attachment: Draft October minutes Committee Updates Kendall Square Mobility Task Force RFR released Tegin informed the Committee that MassDOT had released an RFR to form a Kendall Square Transportation Task Force to identify short-, medium-, and long-term projects and policy initiatives to improve transportation in Kendall Square. BRT Study Group meeting October 17, 2014 Tegin updated the Committee on the progress of a study group to look at the feasibility of implementing BRT in Boston. Updates on MBTA coordination: Transit Service Analysis, EV technology The City has been discussing the progress of implementing bus priority treatments at a couple locations in Boston and has asked for information on their effectiveness. The MBTA is interested in piloting electric vehicle technology and the City is working with them to help identify possible funding sources. Pearl Street Reconnection and Dana Park Hubway solicitation for input The City is seeking input on the Pearl Street Reconstruction project. South Station Expansion Project
On page 2 of the WWTR, the Proponent reports in the Boston Water & Sewer Commission's (BWSC) assessment that there is adequate capacity in its sewer mains to collect and convey the Project's new wastewater flows, which could increase wastewater fl ow contribution from the site by as much as 453,150 gallons per day (gpd) at the South Station site, an increase of 122% from existing conditions, according to the WWTR. This may be true for 5.1 dry weather flow conditions, but downstream BWSC and MWRA sewer systems serving South Station and the other project areas can surcharge and overflow during large storms, due to large volumes of stormwater entering combined sewer systems. Any increase in sanitary flow, if not offset with infiltration/inflow ("III") or stormwater removal from hydraulically related sewer systems can be expected to worsen system surcharging and overflows. The WWTR separately describes local and state regulations requiring I/I removal at a ratio of 4 gallons III removed for every new gallon of sanitary flow to ensure the mitigation of these potential impacts. The Proponent commits to 4: 1 I/I removal to offset new wastewater flows generated at the South Station site. I/I removal from hydraulically related systems may occur remote from the project site. It is imperative that the Proponent evaluate how the local sewers to which the project's flows will be connected will perform with the large added flows from the project and the III reduction that may occur far afield. Connections to the BWSC sewer 5.2 pipes should be carefully selected to ensure that any local sewer surcharging is not worsened by the new flows in a way that causes greater CSO discharges at nearby CSO regulators and outfalls,.notwithstanding the removal of extraneous flows elsewhere. -

Transit Capacity Evaluation
Riverside Redevelopment - Transportation Impact and Access Study (TIAS) Revised 2020-02-13 Transit Capacity Evaluation Because the project site will be integrated with the existing transit station, public transit plays an important role in how people will get to and from the site. As such, an in-depth analysis of the existing transit system and its ability to accommodate future passenger demands was prepared. This section contains the following information: › Methodolgy › Existing MBTA Green (D) Line Capacity o Planned MBTA Green Line (D) Improvements › Existing MBTA Bus Service Capacity › Current and Future Transit Operations › Projected Ridership and Distribution of Project Generated Transit Trips › Future Transit Service Capacity Analysis Methodolgy In an effort to understand the potential for additional ridership, available capacity was estimated on transit lines that could be utilized for access to and from the site. For this study, the MBTA Green Line rapid transit (subway) line and the MBTA Route 558 bus service were evaluated for project impacts on passenger capacity. The capacity analysis results in a comparison of the expected demand for transit to the planned capacity of the service. Thus, for the subway and bus lines, we first identify the service segments that are expected to be used by riders generated by the proposed development project. For each service, we identify the peak passenger load point – the service segment that is most crowded, based on existing ridership, by time of day (for buses it’s by trip; for subway, it’s by 30-minute service period). These passenger loads are compared against the service’s capacity. -

LabCentral to Open Next-Stage Facility for Growing Life Science Companies, Supported by Pfizer LabCentral 610 accepting companies now, with opening anticipated December 2017 New LabCentral space builds on LabCentral model: private lab suites in a supportive coworking environment CAMBRIDGE, Mass. (September 21, 2017) – LabCentral and Pfizer today announced plans to open LabCentral 610, a new LabCentral offering located at Pfizer’s Kendall Square Worldwide Research and Development campus. The 33,000-square-foot facility is slated to open in December and will house up to six early- to mid-stage companies. Eligible startups include those with high-impact science, excellent execution, and significant prospects for achieving scientific and business success whose space needs exceed current LabCentral offerings. The companies may be ‘graduates’ from the current LabCentral space, or those interested in securing space in the thriving bioscience Kendall Square neighborhood. A joint steering committee made up of representatives from LabCentral and Pfizer evaluate potential companies. Three local biotechs have been accepted: Affinivax, EnBiotix, and Aquinnah Pharmaceuticals. Technical Analysis for BRT in the Greater Boston Area October 2014 In 2013, through a grant from the Barr Foundation, the Institute for Transportation and Development Policy (ITDP) began a technical analysis to determine which corridors could have the potential for gold-standard bus rapid transit (BRT). ITDP is a non-profit that focuses on the design and implementation of BRT systems around the world and has helped to design many of the gold-standard BRTs outside of the US. To date, there are no gold-standard BRTs in the US but there is good potential for Boston to build the first. Initial Corridor Selection Existing Ridership When determining which corridors are ripe for BRT, ITDP applies a methodology that it has used in all of the systems it has helped to design – that is, to focus on the existing ridership as an indication of where BRT could be most successful. BRT infrastructure is generally designed to provide the greatest time savings for the greatest number of people so looking at where the greatest numbers of people currently travel is an important first step. Often, it is the instinct of governments to build BRT where there is no mass transit at all – not even a bus line. But where there are currently no buses, one must rely on a slow build-up of demand over time and it could be years before buses are full and high frequency can be justified. This could lead to empty bus lanes and negative public perception of the project. It also means new operating costs to be carried by the transit agency. -

There are even numerous apps and services (Yelp, FourSquare, Google Maps to name a few) that provide platforms for adults to express their subjective feelings and opinions about restaurants, bars, landmarks, and public places, but as researchers have shown', these apps don't quite capture the full picture of meaningful places or spaces for people.
