A RESOLUTION ENACTING MUNICIPAL ORDINANCE NO. 2018-144, AN ORDINANCE MANDATING THE CREATION AND INSTITUTIONALIZATION OF THE PUROK HEALTH BOARD IN EACH OF THE RECOGNIZED PUROKS OF THE 15 BARANGAYS OF THE MUNICIPALITY OF SAN FRANCISCO, CEBU

WHEREAS, there is a need to broaden community participation in order to strengthen the local health board;

WHEREAS, to raise the consciousness of the community on local health activities in order to strengthen the appreciation of a holistic and democratic system of governance, the methods should be participatory, innovative and sensitive to the cultural and psychological sentiments of the people;

WHEREAS, it must be ensured that community members understand their rights and the processes to participate in health decisions.

Now, therefore, on motion of Hon. Nerisa L. Arquillano, Chairman of the Committee on Health duly seconded by Hon. Aaron A. Capao, Jr., Chairman of the Committee on Rules and unanimously carried by all Members of the Sangguniang Bayan presents and assembled,

RESOLVED, to enact Municipal Ordinance No. 2018-144, to wit:

MUNICIPAL ORDINANCE NO. 2018-144

AN ORDINANCE MANDATING THE CREATION AND INSTITUTIONALIZATION OF THE PUROK HEALTH BOARD IN EACH OF THE RECOGNIZED PUROKS OF THE 15 BARANGAYS OF THE MUNICIPALITY OF SAN FRANCISCO, CEBU

Be it ordained by the Sangguniang Bayan of the Municipality of San Francisco, Cebu, that:

SECTION 1. - LEGAL BACKGROUNDS. - SECTION 17 of R.A. 7160, otherwise known as the Local Government Code of 1991, clearly specify among others, under Basic Services and Facilities for Barangay, the health and social welfare services including maintenance of barangay health care center and day care centers and general hygiene and sanitation, beautification and solid waste collection.

Article XIII, Section 11 of the 1987 Constitution mandates for a comprehensive health system which encompasses promotive, preventive, curative and rehabilitative care services at affordable cost and shall give priority for the needs of the unprivileged sick, elderly, disabled women and children, as well as the undeserved and high-risk groups of the population.

Same constitution mandates for the promotion of the right to health of the people and instill health consciousness among them and a balanced healthful environment.

The Local Health Board recognizes the imperative need of creating a Purok Health Board for each of the recognized Puroks of the 15 Barangays in the Municipality of San Francisco.

With the strengthening of the Municipal Health Board, the Health Policies of the Municipality of San Francisco shall be approved and adopted, which health system, is to be characterized as participative, integrated, comprehensive, community-based and well managed. SECTION 2. - CREATION AND COMPOSITION. - It is hereby mandated that a Purok Health Board be created by each of the recognized Puroks of the 15 barangays of the Municipality of San Francisco, to be supervised by the San Francisco Municipal Health Board, with the following composition:

Chairman: Purok President Vice-Chairman: Purok Chairman on Health Members: 7 chosen members from Purok

SECTION 3. - DUTIES AND FUNCTIONS. - The Purok Health Board shall have the following duties and functions:

1. Formulate policies on health and social welfare services of their respective Puroks; 2. Develop community-based health and sanitation programs/projects; 3. Formulate policies on general hygiene, beautification and solid waste management; 4. Recommend the above policies/programs and projects to the Barangay Council through the Kagawad on Health for approval and implementation; 5. Coordinate with the Barangay Council in carrying out the above-functions and other health-related activities.

SECTION 4. – The Municipal Health Board of San Francisco shall assist the Puroks and sees to it that their respective Purok Health Boards are organized, trained and operated as a working dynamic organization catering to the health needs of their constituents. .

SECTION 5. – The creation of Purok Health Board shall be included in the respective constitution and by- laws of respective Puroks.

SECTION 5. - This ordinance shall take effect upon its approval.

ENACTED BY A DULY CONSTITUTED QUORUM OF THE 10TH SANGGUNIANG BAYAN OF SAN FRANCISCO, CEBU THIS 5th DAY OF FEBRUARY 2018.
