The Indigenous Learning Institute for Community Empowerment (ILI) is a collaboration among several indigenous peoples’ organizations in Asia that aims to build the capabilities of indigenous peoples’ leaders and organizations in advocating and asserting indigenous peoples’ rights. It was established as a learning institute where indigenous peoples can come together to learn from each other and share their experiences towards empowering their own organizations and communities. ILI is not based in one building or a centralized structure; rather it is found in the numerous local communities, villages and grassroots organizations where indigenous peoples live. ILI is an indigenous term of the Igorot peoples of the Cordillera, Philippines meaning people, identity and community. Among the Ho people of India, ILI means the sacred rice wine that is offered to the gods or spirits of the ancestors in prayer and thanksgiving. The training focuses on leadership principles and organizational management. It provides knowledge and skills needed by indigenous peoples in leading and running their organizations. It also includes skills on advocacy for the recognition of indigenous peoples’ rights, on community development and management of projects and activities and facilitation skills. Included at the end of the training manual are annexes containing particular context papers, specific case studies, actual experiences and samples of organizational structures, which may be used as references, models or examples by the facilitators giving the training. The papers included in the annexes are by no means complete or representative of the overall situation and experiences of indigenous peoples in the whole of Asia. Rather, they provide models and good practices to guide the facilitators and participants in conducting the training. Local facilitators would need to localize and enrich the training material using their own stories, examples and cases appropriate to the particular context and situation of the participants. Other special topics and skills needed by leaders, such as conducting education and information, are not included in this manual, and may be taken up in other courses and specific trainings. There are also special leadership trainings for youth, women, and other sectors that may be taken separately. Before going into the main components of the leadership training, it is necessary to do a presentation or conduct a workshop to discuss the particular situation, issues and needs of the indigenous peoples organizations or communities of the participants. This is necessary in order to provide the wider social context within which their organizations operate, which should always be considered in leading, managing and running an organization. This part should be based on and suited to the particular background and situation of the participants. The methodology of this training is inter-active — through the conduct of workshops, role-playing and practicum to develop certain leadership skills of the participants. The facilitators will provide the basic inputs of the training, but the participants will learn from their own practice and experiences during 2 LEADERSHIP TRAINING FOR INDIGENOUS PEOPLES Introduction the training. The duration of the training is flexible, depending on the level of experience, literacy, needs and expectations of the participants. Each sub- topic can be shortened or lengthened as needed. The estimated total number of days needed to conduct this basic training is 3-4 days or around 24 - 36 hours. This training module was originally developed by the Cordillera Peoples Alliance (CPA) and its allied members. It was revised several times based on the feedback, assessment and evaluation by the CPA network throughout the process of its leadership training program through the years. It was further enriched as a result of a national workshop on leadership attended by indigenous participants from different regions of the Philippines. The Basic Leadership Training module developed by CPA was later adopted in the implementation of the Indigenous Community Organizing and Leaders Training (ICOLT) Project Pilot Phase (October 2005 - July 2007), which was a collaboration among different indigenous peoples organizations in Asia, namely, the Asia Indigenous Peoples Pact (AIPP), PACOS of Sabah, Malaysia, the Cordillera Peoples Alliance, and Kalumaran of Mindanao, Philippines. The generic training modules were then translated into local languages and localized to suit the indigenous participants, which contributed to the further enrichment of the module. The experiences and lessons learned during the ICOLT Project Pilot Phase have been helpful in improving the Leadership Training module and the overall conduct of the trainings. The Mamanwas still on the process of integration to Philippine body-politic. It is in this scenario they were able to retain indigenous religion, institutions and rituals. Thus the study was conducted. It covers on the following sites: Mt. Manganlo in Claver, Lake Mainit in Alegria both Surigao Del Norte, Hitaob in Tandag City, Lubcon and Burgus in Cortes and Sibahay in Lanuza of Surigao Del Sur respectively. The study used ethnographic method with strict adherence of the right of pre- informed consent in accordance with RA 8371 or Indigenous Peoples Right Act of 1997. It can be deduced from the paper that despite of socio- cultural changes of the IP’s of Caraga the Mamanwas were able to retain these practices but for how long? Moreover, socio-cultural change is slowly taking place in the Mamanwa social milieu. Preservation of these worldviews is wanting as a part of national heritage and for posterity.

Community-based disaster risk management in the Philippines: Achievements and challenges of the purok system. Austrian Journal of South-East Asian Studies, 10(1), 101-108. The purok system in the Philippines is promoted as a voluntary self-organization at the sub-village level which strengthens community resilience to natural hazards. In 2011, the system received the UN Sasakawa Award and gained prominence among the practitio- ner community. Based on a qualitative study in the municipality of San Francisco (Cebu province) from December 2014 to March 2015, the article elaborates on the achievements and challenges of the purok system. Striking merits encompass efficient and effective- in formation dissemination and evacuation measurements between all levels of political ad- ministration that stem from the system’s remarkable enforcement of human and social capital. This is underpinned by a clear determination of roles and responsibility that is subsumed under the concept of accountability. However, the purok system faces inter- nal challenges of maintenance and implies profound conceptual ambiguities regarding the notion of voluntarism and capabilities that favor clientelism. Nevertheless, the pu- rok system clearly distinguishes itself from conventional community-based disaster risk management practices and implies potentials that are highly beneficial for strengthening resilience in disaster prone areas. Bucjan Surigaodel Sur State University, Tandag, Philippines ABSTRACT The fear of disappearance of the minority languages such as of the Kamayo language in Surigaodel Sur can be an interesting inquiry. Modern Kamayo of today is now heavily borrowing words and phrases from Bisaya, Filipino and English. This can be a sad reality when the danger of which people celebrate one’s language at the expense of others. The researcher’s eagerness to analyze the language of Kamayo which is in danger of extinction is therefore, deem significant in the preservation of such language; hence, this study is conceptualized. The study aims to analyze the word formation of the Kamayo language using the framework of morphological aspects of the language. The study specifically focuses on describing the word formation process of the Kamayo language in terms of nouns. This is a qualitative type of research which utilized a purposive sampling and conducted an interview in gathering the data. It was found in this study that there were eight-word formation processes in the Kamayo language, namely: blending, borrowing, coinage, clipping, inflection, reduplication, acronym, and compounding. The study further revealed that inflection is the most common word formation process found in the Kamayo language.     THE MAINTENANCE AND PRESERVATION OF THE SURIGAONON LANGUAGE IN CYBERSPACE Francisco Perlas Dumanig and Maya Khemlani David University of Malaya, Kuala Lumpur, Malaysia Abstract: The number of speakers of the Suriganon language in the province of Surigao del Norte, Philippines is slowly decreasing due to the intrusion of major languages such as English, Cebuano, and Tagalog (Dumanig, 2006). These languages are used in offi cial domains of communication in schools, church services, and government transactions. In sharp contrast, the Surigaonon language is used only in the home and other informal domains of communication and is frequently used orally, usually when talking with friends and family members. Moreover, the above-mentioned three major languages are commonly used in the written form particularly in printed and online newspapers, and orally heard in news stories on the radio and in church services. Because of their dominance, a number of Surigaonon people read these languages in print and online media. The presence of the three major languages threatens the Surgaonon language. Consequently, a Surigaonon website has been developed in the town of Gigaquit, Surigao del Norte to help in maintaining and preserving the Surigaonon language. The creation of a website where Surigaonon speakers can communicate and interact with each other using their own mother tongue might help the younger generations and other Surigaonons who have migrated to other places in the Philippines and other countries to preserve and maintain the language. It is, therefore, the focus of this study to examine how the Surigaonon language is maintained by means of cyberspace and to explore the benefi ts of creating such a website.

PDEA Director General Isidro S. Lapeña identified the suspect as Bimbo Abdulmanan Diolanen, married, an incumbent barangay chairman and resident of Purok 2, Mabini Interior, Bagua 3, Cotabato City. An operative of PDEA Regional Office-Autonomous Region in Muslim Mindanao (PDEA RO-ARMM) under Director Edgar Apalla, acted as poseur-buyer and entered into a transaction with Diolanen to facilitate the sale of one plastic sachet of shabu. They agreed to meet in his own barangay in Mabini Interior at around 6:00 in the morning. Upon receiving the buy-bust money, the barangay captain was immediately arrested by PDEA RO-ARMM agents who were strategically positioned. Seized during the operation were 10 plastic sachets of white crystalline substance suspected to be shabu, weighing approximately 20 grams, with an estimated street value of P100,000, one cal. 45 Springfield Armory pistol containing one magazine loaded with two pieces of ammunition, one homemade shotgun loaded with four pieces of ammunition.

More specifically, this study compares, contrasts, and evaluates the cultural discourses or schematic representations of cultures present in instructional materials (IMs) (i.e. word cards, images, and stories or big books) and classroom interactions in the three language subjects of five grade one sections of one school in Butuan. Division o f the One-Barangay Municipality o f Dumalneg. 2 - The One-Barangay Municipality of Dumalneg in the Province of Ilocos 3 Norte is hereby divided into three (3) distinct and independent barangays to be 4. known as Barangay Kalaw, Barangay Cabaritan and Barangay Quibel. 5 Sec. 2. Composition. - The existing puroks and sitios shall comprise 6 the new barangays herein created as follows; 7 (a) Barangay Kalaw. - Barangay Kalaw shall be composed of 8 Purok Crisalita, Purok Saniata, Sitio Pacac, Sitio Banbanag, Sitio Sta. Maria, 9 Sitio Siraong, Sitio As-asaan, Sitio Nasduan, Sitio Nappud, Sitio Nanguratao 10 and Sitio Sisilungcn. 1 (b) Barangay Cabaritan. - Barangay Cabaritan shall be composed of 2 Purok Timpuyog, Poblacion,' Sitio Alilcm, Sitio Cabaritan, Sitio Capcapitan, 3 Sitio Tapauan, Sitio Immalsung and Sitio Mangadamay. 4 (c) Barangay Quibel. - Barangay Quibel shall be composed of Purok 5 Namnama, Purok Danggayan, Purok Regta, Sitio Namoc, Sitio Arapang, Sitio 6 Nalames, Sitio Baracbac, Sitio Bobog and Sitio Baset 7 Sec. 3. Existing Boundaries. - The existing boundaries of the different 8 puroks and sitios enumerated in the immediately preeeding section shall be 9 retained and maintained.

Outstanding physical features of the Philippines include the irregular configuration of the archipelago, the coastline of some 22,550 miles (36,290 km), the great extent of mountainous country, the generally northward trend of the river systems, and the spectacular lakes. The islands are composed primarily of volcanic rock and coral, but all principal rock formations are present. The archipelago has a total land area of 120,000 sq miles (300,000 sq km) and stretches about 1,150 miles (1,850 km) from north to south, and its widest east-west extent, at its southern vase, is some 7000 miles (1,130 km).     “Proud of my Purok” – building stronger communities together A comprehensive approach to reduce disaster risk in which care for people and nature go hand in hand The Philippines are known as “a supermarket of disasters” Multiple times a year, severe tropical storms and typhoons hit the Philippines. Fortunately, the population is very resilient. After each disaster, they reconstruct their lives with creative solutions. But due to climate change and increasing pressure on ecosystems, the number of natural disasters and their impact are only expected to increase. Destruction after T yphoon Bopha (December 2012). Bopha was the strongest tropical cyclone to ever hit the southern Philippine island of Mindanao. Working together to better protect communities against disasters through preparedness & prevention Unfortunately we cannot prevent disastrous typhoons like the ones we have seen in recent years, but we can minimize their impact. Degradation of forests and wetlands erodes nature’s ability to regulate floods, droughts and storms. Therefore, to reduce the chance and impact of disasters, we have to address both the risks at community level as well as the effects of ecosystem degradation, contributing to these risks. For that reason the Netherlands Red Cross, CARE and Wetlands International joined forces in 2011 to work together on strengthening and protecting vulnerable communities. By both investing in restoration and sustainable management of ecosystems as well as in disaster preparedness, we do not only save lives but also money. With every euro invested in preparedness and prevention, we can save 5-10 euro on emergency aid and recovery! With support from the Dutch Postcode Lottery we work together on strengthening 150 puroks on Mindanao The coming three years, with support from the Dutch Postcode Lottery, we will work together with the 35.000 inhabitants of 150 local communities (puroks) situated in in the Agusan river basin on disaster prevention and preparedness.
