Guidelines on Speeding

• Association of Chief Police Officers (ACPO) Thresholds above which vehicle speeds are regarded as “high” within the assessment framework adopted

Speed Limit Threshold Threshold (mean speeds) (85th percentile speeds) *Criteria met at 4 locations: • Church Hill: 42.9mph 20 mph 20 mph 24 mph • Rectory Road: 35.7mph 30 mph 30 mph 35 mph * • Brick House: 37.1mph 40 mph 40 mph 46 mph • Church Lane: 38.5mph 60 mph 60 mph 68 mph

• Association of Chief Police Officers (ACPO) Speed Enforcement Policy Guidelines for UK Police Forces

Fixed Penalty when Speed Awareness, if appropriate Summons in all other Speed Limit Device tolerance education is not cases and above appropriate From To 20 mph 22 mph Not currently issued No courses 40 mph 30 mph 32 mph 35 mph 35 mph 42 mph 50 mph 40 mph 42 mph 46 mph 46 mph 53 mph 66 mph What does it mean?

Category Speed Casualties Priority Treatment 1 High High Very High Speed management measures 2 Low High High Casualty reduction measures 3 High Low Medium Speed management measures, if funds available. 4 Low Low Low Speed Indicator Scheme (SID) scheme, bin stickers etc.

• Sites falling within Category “3” will be referred to Transport Projects to be considered for cost effective treatment under the speed management budget. Funding for category “three” locations they will be prioritised by:-

• Accident data

• Speeds, considering the mean/85th percentiles and the percentage of traffic over the speed limit

• Proximity to schools and shops –

• Church Hill, Rectory Road, Brick House and Church Lane locations all meet criteria for a SID

• Police enforcement may/may not be recommended for use depending on the outcome of investigations and its suitability. • This could be a traditional Police presence or the Police camera van. Way Forward

• Meet with Council (Mr Rob Camp) regarding location of SIDs • Church Hill: move SID post closer to the speed limit change • Rectory Rd: move SID pole to Paynes Close side of road, pointing out of Village • Brick House: location for a pole on the verge near the counter. • South of Church Lane: location for a pole on the verge near the field gateway • Need community volunteers to maintain SIDs and change location every 4 weeks

• Review acquisition of another SID to effectively manage 4 locations • And future operational management of SIDs

• Review upgrade to solar power

• Consultation regarding other interventions • Police presence • Police camera van • Speed management measures • Restrict access of HGVs in Piddlehinton Conservation Area to social hours
