Notice of next meeting Tuesday 25 September 2018, 7.30pm, Piddletrenthide Memorial Hall Clerk to Piddle Valley Parish Council – 19 August 2018 Draft Minutes of Piddle Valley Parish Council Tuesday 28th August 2018 Piddletrenthide Memorial Hall Present: Cllrs Ebdon (CHAIR), Clifton, Lock, Potts, Abbott, Cox, Mailer, Coombes, Howard, Brackstone, Murray, Phillips. Apologies received: County Cllr Haynes & District Cllr Haynes, Clerk, Cllr Sherwood Absent without apology: Cllrs Hiscock Democratic Period A resident reported the bench at Whitemans Orchard as broken beyond repair. She offered to replace the bench. Her offer was accepted with thanks. ACTION – Cllr Cox to remove broken bench as soon as possible. A resident who lives adjacent to the planning application at Greens Services, White Lackington spoke in favour of the application. A question was raised asking if Ironman was a permanent event, whether they donated anything to the villages affected and whether the Parish Council could object. It was explained that we had raised our concerns every year, when approached Ironman had contributed to Piddlehinton Fete, and that the Piddle Inn were holding an event that day. Police/Home watch update PCSO Allison Donnison attended and gave an update – one report of a suspicious vehicle, a white van, partial registration “VOP”. A resident asked if we could do anything about the cyclists that are already here, possibly practicing for the Ironman event. Allison explained that the Police get reports from both cyclists and car drivers of unacceptable behaviour, and if details were obtained, eg club names on jerseys, it can be reported to the Police on either on 101 or online. Cllr Murray asked a question about bonfires – Alison could not answer this – Cllr Mailer explained that it was Environmental health, or if the fire was lit, the Fire Service. 133/2018 Declarations of Interest There were none. 134/2018 Minutes of meeting held on Tuesday 31st July It was proposed by Cllr Cox and seconded by Cllr Phillips that these minutes should be accepted as a true record of the meeting. 135/2018 Matters arising from last minutes – action sheet The outstanding items on the action sheet were updated as attached. 1 | Page 136/2018 Planning matters a) Planning Consultation; WD/D/18/001629 Change of use of 3 existing buildings on the site from B1/B2 Use to form 3no. self‐contained dwellings (C3 Use Class) with associated off‐road parking ‐ GREENS SERVICES, WHITE LACKINGTON, PIDDLETRENTHIDE The applicant was asked – If any of the buildings has ever flooded, answer No. If the buildings were on the existing footprint – answer Yes If there was an increase in height of any of the buildings – answer Yes, but minimal. The Chairman summarised the comments already submitted which had no objections. He also listed the policies which support the application, Piddle Valley Neighbourhood Plan, Policy 7, Local Plan Policy Sus3. Cllr Mailer proposed vote in favour, seconded by Cllr Abbott, vote – All in favour. WD/D/18/001455 Change of use of a vacant business unit within Use Class B1 (Business) to a Dance Studio within Use Class D2 (Assembly and leisure) ‐ UNIT 31, PIDDLEHINTON Cllr Mailer proposed vote in favour, Cllr Phillips seconded – Vote – All in favour WD/D/18/001747 THE TOWN AND COUNTRY PLANNING (GENERAL PERMITTED DEVELOPMENT) (ENGLAND) ORDER 2015 (AS AMENDED) ‐ Change of Use of Agricultural Buildings to Dwellinghouses (5 dwellings) (Use Class C3) and for associated operational development ‐ LITTLE PUDDLE FARM, LITTLE PUDDLE FARM LANE, PIDDLEHINTON The Chairman outlined the application, and explained it was being sought under the same legislation as other recently received applications, 9GPDO Schedule 2, Part 3, Class Q and amendment to Part 3, Class Q) 2 Councillors have reported to WDDC that the application form does not open, and that the “Show on map” facility shows the application in the wrong location. Cllr Abbott asked if these buildings are classed as redundant as his understanding is that no new barns should have been built on the same farm in the last 10 years, for these to be classed as redundant. It was decided that we cannot make a decision without all the information, and therefore we ask for this information, and ask for an extension so that we can make an informed decision. The Chairman has spoken to Paul Hopkins of Countryside Access Management Ltd who wrote to us, landowners and all affected Parishes for clarification on the status of this application. He clarified that this was still an ongoing application that was initiated in 2004 and was consulted on in 2006 and 2009. This particular application has not gone the ‘full course’ unlike Bridleways 3 & 4, on which the examiner made a decision in December 2015. At the moment he is still gathering evidence that will used to determine the legal status of the routes and is asking for information on the following that would be of assistance by September 24th. o The use of the route by the public o Any actions taken to prevent the public from using the route as a public right of way o Any documentation which refers to the route Once information is gathered it will be compiled and a recommendation made that will be open to public consultation. Should there be any objections it would go to public enquiry as experienced with Bridleways 3 & 4 in 2015. He felt that the process before a final decision was made would be years. (At least 2 years of consultation) Neighbouring Parishes are all aware. Puddletown and Cheselbourne both have it as agenda items for their September meetings. An affected landowner has informed her agents and Solicitors of this application and expects to supply a definitive reply before September 24, the deadline for objections.

    Piddle Valley Neighbourhood Plan 2018 to 2033 As modified by the Independent Examiner November 2016 Post Examination Draft–January 2018 Produced by Piddle Valley Parish Council with the help of local residents Piddle Valley Neighbourhood Plan – 2018 to 2033 How this Plan came about Back in 2012, the idea of a Neighbourhood Plan for the Piddle Valley was discussed at the Parish Council meetings. A small working group was formed. Having done some research and looked at other examples, the group wanted to be sure that there was enough support for a Neighbourhood Plan, as it was clear that producing a plan would take a lot of community time and effort. So the group put articles in the Piddle Valley News and Views to try to explain what a Neighbourhood Plan was, and what it could achieve, and organised presentations at the school in October that year. They gave local residents the chance to vote whether or not they wanted a Neighbourhood Plan. They explained that - If nothing is done, then future planning decisions that affect the Valley will be taken by the District Council as they see fit. If the Valley has its own Neighbourhood Plan, which sets out our wishes for things we both do and do not wish to see occur, then the District Council have to take those views into account in reaching their decision. The Plan will take a lot of time and work to prepare, including further consultations, and must eventually be approved by a referendum of the Valley residents. It is important therefore for the Parish Council to know that there is support in principle for the work involved.

The slopes and crests are mostly comprised of shallow well-drained calcareous silty soils over chalk, whilst the valley bottoms are made up of deep calcareous and non-calcareous fine silty soils. Due to its geology and topography, the Piddle Valley is prone to high water tables during prolonged wet periods.

    Enterprise Park Piddlehinton Report prepared for the Piddle Valley Neighbourhood Plan Working Group September 2012 1 1.0 Purpose of this Report The Piddle Valley Neighbourhood Plan Working Group was constituted in early 2012 by the Piddle Valley Parish Council to research and determine the feasibility of establishing a Neighbourhood Plan for the Piddle Valley. It was clear to the members of the Working Party that appropriate consideration should be given to the owners and tenants of Enterprise Park. It was further acknowledged that within the Working Party - and probably among the Piddle Valley residents - that there was low level of knowledge and understanding of the entrepreneurs and their activities within Enterprise Park. One of the delegated tasks of the Working Party was to make contact with the owners and tenants to discover what kind of work is undertaken at Enterprise Park and more about the people who work there. This contact would also bring the opportunity to explain to them about the implications of adopting a Neighbourhood Plan. Contact was made with the owners and tenants and a questionnaire sent to them all. The response rate was encouraging – just 8 tenants and 2 independent owners did not respond (one of them - Open Networks - is currently not operating from the site). The data gathered is based on 20 responses. Without exception, all entrepreneurs were friendly, welcoming and interested in why the enquiry was being undertaken. 2.0 Location of Enterprise Park Enterprise Park is situated approximately 1mile to the south of Piddlehinton on the B3143. It is situated within a site of approximately 90 acres.

Democratic Period i) Dorset Councillor update Dorset Cllr Haynes gave an update on Dorset Council including the following; The Council’s restructuring is continuing with the second tranche now in consultation. Local Plan – a new Dorset-wide Local Plan for the new Dorset Council needs to be progressed and the aim is to have this complete by early 2024. The Dorset Council cabinet has agreed to stop progressing work on the Local Plan Reviews of the former District Councils, although information and evidence gathered as part of those reviews would be used for the new review. There are implications to this regarding National Parks within the AONB and the Emergency Climate bill. The existing Local Plan will remain in place until the new plan has been formed.
