Present: Cllrs Ebdon (CHAIR), Clifton, Lock, Potts, Abbott, Cox, Mailer, Coombes, Howard, Brackstone, Murray, Phillips.

Apologies received: County Cllr Haynes & District Cllr Haynes, Clerk, Cllr Sherwood Absent without apology: Cllrs Hiscock

Democratic Period A resident reported the bench at Whitemans Orchard as broken beyond repair. She offered to replace the bench. Her offer was accepted with thanks. ACTION – Cllr Cox to remove broken bench as soon as possible.

A resident who lives adjacent to the planning application at Greens Services, White Lackington spoke in favour of the application.

A question was raised asking if Ironman was a permanent event, whether they donated anything to the villages affected and whether the Parish Council could object. It was explained that we had raised our concerns every year, when approached Ironman had contributed to Piddlehinton Fete, and that the Piddle Inn were holding an event that day.

Police/Home watch update PCSO Allison Donnison attended and gave an update – one report of a suspicious vehicle, a white van, partial registration “VOP”. A resident asked if we could do anything about the cyclists that are already here, possibly practicing for the Ironman event. Allison explained that the Police get reports from both cyclists and car drivers of unacceptable behaviour, and if details were obtained, eg club names on jerseys, it can be reported to the Police on either on 101 or online. Cllr Murray asked a question about bonfires – Alison could not answer this – Cllr Mailer explained that it was Environmental health, or if the fire was lit, the Fire Service.

133/2018 Declarations of Interest There were none.

134/2018 Minutes of meeting held on Tuesday 31st July It was proposed by Cllr Cox and seconded by Cllr Phillips that these minutes should be accepted as a true record of the meeting.

136/2018 Planning matters a) Planning Consultation; WD/D/18/001629 Change of use of 3 existing buildings on the site from B1/B2 Use to form 3no. self‐contained dwellings (C3 Use Class) with associated off‐road parking ‐ GREENS SERVICES, WHITE LACKINGTON, PIDDLETRENTHIDE

The applicant was asked – If any of the buildings has ever flooded, answer No. If the buildings were on the existing footprint – answer Yes If there was an increase in height of any of the buildings – answer Yes, but minimal.

The Chairman summarised the comments already submitted which had no objections. He also listed the policies which support the application, Piddle Valley Neighbourhood Plan, Policy 7, Local Plan Policy Sus3. Cllr Mailer proposed vote in favour, seconded by Cllr Abbott, vote – All in favour.

The Chairman outlined the application, and explained it was being sought under the same legislation as other recently received applications, 9GPDO Schedule 2, Part 3, Class Q and amendment to Part 3, Class Q)

2 Councillors have reported to WDDC that the application form does not open, and that the “Show on map” facility shows the application in the wrong location.

Cllr Abbott asked if these buildings are classed as redundant as his understanding is that no new barns should have been built on the same farm in the last 10 years, for these to be classed as redundant.

It was decided that we cannot make a decision without all the information, and therefore we ask for this information, and ask for an extension so that we can make an informed decision.

i) Application for modification order

Public Bridleway 8, Cheselbourne and Bridleway 18, Dewlish ‐Application for upgrade to a BOAT.

The Chairman has spoken to Paul Hopkins of Countryside Access Management Ltd who wrote to us, landowners and all affected Parishes for clarification on the status of this application. He clarified that this was still an ongoing application that was initiated in 2004 and was consulted on in 2006 and 2009.

This particular application has not gone the ‘full course’ unlike Bridleways 3 & 4, on which the examiner made a decision in December 2015. At the moment he is still gathering evidence that will used to determine the legal status of the routes and is asking for information on the following that would be of assistance by September 24th.

o The use of the route by the public

o Any actions taken to prevent the public from using the route as a public right of way

o Any documentation which refers to the route

Once information is gathered it will be compiled and a recommendation made that will be open to public consultation. Should there be any objections it would go to public enquiry as experienced with Bridleways 3 & 4 in 2015. He felt that the process before a final decision was made would be years. (At least 2 years of consultation)

Neighbouring Parishes are all aware. and Cheselbourne both have it as agenda items for their September meetings.

An affected landowner has informed her agents and Solicitors of this application and expects to supply a definitive reply before September 24, the deadline for objections.

Mrs Milne has passed all the documentation that she has from previous work to the Chairman.

WEST DORSET, WEYMOUTH & PORTLAND LOCAL PLAN REVIEW – Preferred Options consultation

There are drop in sessions to view the plan in Dorchester, at South Walks House on Friday 31st August.

The Chairman hi‐lighted the areas that may impact the Piddle Valley.

There are visions and site‐specific policies for each of the main towns and areas of growth, being WEYMOUTH, PORTLAND, LITTLEMOOR, , DORCHESTER, CROSSWAYS, , , and . The remaining settlements do not have specific policies but may still be covered by neighbourhood Local Plan Review

development plans prepared by that local community, which will become part of the development plan.

Revise policy ENV4 GREEN INFRASTRUCTURE NETWORK which includes things like Amenity greenspace Natural and seminatural green spaces, local character areas (including Gaps) which ties well to the NP. Now also include Green corridors which includes rights of way, rivers and floodplains etc.

Preferred option has significant expansion planned for Dorchester with 3,500 houses and associated commercial/business and community facilities to the north of Dorchester including Coker’s Frome and filling between Slyer’s Lane (B3143) and A35 west of Stinsford.

A further 320 homes to NW of Charminster

All comments should be received by 8 October 2018.

GOVERNMENT SHALE GAS EXPLORATION AND PRODUCTION PLANNING CONSULTATIONS

The Chairman outlined the content of the document –

We are currently outside of the area considered prospective. We do, however, fall in an area licenced for Shale Gas: PEDL327 awarded 21/7/16 with an initial term to 20/7/2021 and potential term to 2046. Development would not be permitted in the AONB.

Cllr Mailer raised that the area of the document that she felt important to comment on was that the purpose of this consultation is to seek views on the principle of whether non‐ hydraulic fracturing shale gas exploration development should be granted planning permission through a permitted development right, and in particular the circumstances in which it would be appropriate. Any permitted development right would not apply to the appraisal and production operations of shale gas extraction.

The closing date for responses is 25th October.

iv) Camp Site, Church Lane, Piddletrenthide .

A resident of Church Lane had made Cllr Mailer aware of a Camp site being advertised, located at Princes Farm, Church Lane, Piddletrenthide – as we have not received an application for this it was passed to the Clerk who has passed to the Enforcement Officer.

137/2018 Community Car scheme working group Cllr Potts gave an update and confirmed funding has been received. A leaflet requesting volunteer drivers will be going in the Sept/October News and Views. Cllr Cox has created a separate column in the accounts for this money. Cllr Mailer said that there is a timeline in place with a view to going live in the new year – IF we get drivers.

138/2018 GDPR Compliance Policy a To review and adopt the Date Breach Policy – moved to Septembers agenda. b To review completed Security Compliance Checklists from all Councillors – Cllrs Murray, Brackstone, Hiscock are still to complete the forms.

There was discussion about GDPR and security of personal devices, but until we have all forms completed, we cannot progress this item.

139/2018 Neighbourhood Plan Working Group i) Response to Freedom of Information request was sent on the 8th of August, no reply has been received as of today’s date ii) Neighbourhood Planning in your community ‐ Cambridge University is leading a study, with partners including ACRE and Planning Aid, to understand how Neighbourhood Planning can contribute to creating communities that support ageing well. If we participate the results will be shared. It was agreed that we should respond.

The Clerk has emailed to ask for the written confirmation that the plan has been adopted by planning. Email has been sent, no reply. ACTION – Clerk to chase final email.

140/2018 Flood Plan Discussions around whether the Community Flood plan should be placed on the Website as it contains information that could be in breach of Data Protection and GDPR regulations. ACTION – CLERK/CHAIRMAN TO SPEAK TO THE ENVIRONEMENT AGENCY AND SEEK ADVICE.

142/2018 Transparency (New website) Working Group update Eyelid have been appointed and are in the process of copying data from community website PC page. Awaiting further conversations with Eyelid. Pictures for the front page will be required so if anyone has any or ideas for what you would like please let the Clerk know.

143/2018 Defibrillator Working Group update As a result of Mr Clifton leaving, Cllr Potts will now be checking the Alton Pancras defib – he has been added to the email process. The VETS system is live, so if you have given your name and number to Cllr Sherwood, you may receive a phone call asking you to help. The 13th September has been proposed for further training/VETS input, awaiting confirmation from the Community Heartbeat Trust. Cllr Mailer will now be the contact point for any training enquiries.

145/2018 Highway Matters 15. Highway Matters

i) Church Lane Bridge – A resident of Church Lane has raised an issue about the river clearance which she has taken advice about, but the water level is high as a result and she has asked if there is any update on the proposed bridge works – the Clerk has spoken to DCC bridge engineer and there are no immediate plans for any works on this bridge but there are plans in the pipeline

iv) Parish Councillor vacancies – Piddlehinton & Alton Pancras – notices have been sent to all cllrs for noticeboard purposes. The process is that these should be displayed and if WDDC do not hear from 10 electors calling the elections from each of the parishes by 10th September they will then contact me again advising the Parish Council that we can go forward to co‐option.

Cllr Mailer raised the issue that we do not have a proper process for co‐option, and if we are in the position that we have more than one applicant, we need a fair process.

146/2018 Post Office Outreach service update – all councillors have received the latest on this – Post Office Services will be available in the Piddletrenthide Shop, Monday afternoons, between 1330‐1530hrs, starting on September the 3rd 2018.

147/2018 Centenary Fund from Cllr Sherwood.

 Met with a resident who is willing to help and also a quick chat with Cllr Lock about what to do with the grant.

 Looking to collect remembrances of WW1 from residents of the valley. These could be memories of stories from people who served or the consequences for people at home. It could be medal, other memorabilia, photos, letters etc.

 Recognising £500 is a vast sum for a tree, the recommendation is to put one in each community with a plaque

 Leaflets will go in News and Views asking for any help/ideas.

149/2018 Playing Field & Playground Discussion around the painting that is required. ACTION ‐ Cllrs Brackstone and Murray to liaise with the PTA.
