Printed in China. 01 Basic profile City profile n Location: Loudi is located in the geometric center of Hunan, across east longitude 110°45′40″~112°31′07″, north latitude 27°12′31″~28°14′27″, connecting Yiyang and Changde in the north, Shaoyang and Hengyang in the south, adjacent Huaihua and western Hunan in the west, and Changsha and Xiangtan in the east. n Area: East-West length is 160 kilometers, North-South length is 102 kilometers, and the total area is 8117.6 square kilometers. n Population: 4,531,700(end of 2016). n Jurisdiction: Loudi City has jurisdiction over 1 municipal district: Louxing District; 4 counties and cities: Shuangfeng County, Xinhua County, Lengshuijiang City and Lianyuan City; it also sets up the national Loudi Economic and Technological Development Zone and the "Two Type" social construction demonstration area Wanbao New Zone. n Climate condition: Loudi City is located in the mid-subtropical monsoon humid climate area. It has both monsoon and continental characteristics. The climate is warm and the seasons are distinct. The annual average temperature is 16.5 ~17.5 , the annual relative humidity is 78~80%. Following the breakthrough of the RMB100 billion in 2012, the total GDP of the city is about RMB154.5 billion in 2017, with an annual compound growth of 12.8%. The GDP per capita calculated by the permanent resident population reached 39,555 Yuan, which increased by 9.9% over the same period last year. Printed in China. 6 01 Basic profile City facilities Infrastructure construction Convenient urban traffic: The construction of 6 highways were successively completed, such as Lou-Xin highway, An-Shao highway, and Chang-Shao-Lou highway. All counties and districts in the city have highway passing across. 25 villages and towns (offices) have interworking highway, and 100% of the city's administrative villages are covered by road network. With the opening of Shanghai-Kunming high speed rail, the urban area of Loudi can reach all counties within half an hour. Loudi is in the first batch of construction of transit metropolis. By the end of 2020, Loudi will be built as a "transit metropolis" with complete facilities. Sound public utilities: Energy security capacity has been strengthened constantly. Xiangtan-Loudi natural gas pipeline has been built. Some residents in the central urban area have been using natural gas. The construction of natural gas pipelines in four counties and cities has been accelerated. The Xiangtan-Shuangfeng oil pipeline has been put into operation, and Loudi has become one of the five major oil reserves in the province. Construction of information infrastructure: The construction of intelligent Loudi is fully started. The construction of information network infrastructure, intelligent government, city management, people's livelihood services, and intelligent industry are accelerated with an investment of RMB700 million. The big data center of "Cloud Loudi" (phase I) has been basically built up to be a unified support platform for accurate operation, scientific management, efficient service and innovative development in the city. Comprehensive upgrade of urban environment: The three-year action plan of “ blue sky, clean water and green earth” is actively promoted. Urban and rural residents show good attitude toward green living style. More than 1.9 billion Yuan has been invested in this field. 473,500 Mu of artificial afforestation was built and 30 million trees were planted. The area of forest land in the city reaches 6,165,000 Mu, and forest coverage in the city reaches 50.21%. The achievement in greening equals to sum of the past 10 years. The excellence rate of air quality in central towns and counties is 77.3%. Efficient urban management: Actively promote the intelligent management of the city, promote the big data action plan of urban management, improve the level of intelligent management of the city, promote the standardization and legalization of urban management, and establish a great city management system. The QR code management method of urban public facilities is formulated, which is implemented on main street public facilities.

    Guangdong-HK-Macao youth cultural programme promotes exchanges ********************************************************* The Secretary for Home Affairs, Mr Tsang Tak-sing, encouraged young people from Guangdong, Hong Kong and Macao to consolidate the invaluable experiences gained from the 2010 Guangdong-HK-Macao Youth Cultural Exchange Tour to further strengthen co-operation and explore wider scope for exchanges. Mr Tsang witnessed around 130 young people completing this meaningful programme at the closing ceremony held in Guangzhou today (July 20). He said he was glad to know that the young participants had not only made acquaintances during the eight-day tour, but had also learned about the background and preservation of the cultures in the three places. With the theme "Culture Links Friendship", this year's tour enriched participants' understanding of the cultures of the three places through excursions and cultural seminars. "The 11th Greater Pearl River Delta Cultural Co-operation Meeting was held on June 25 in Macao. There were fruitful developments on exchanges of artists and information, cultural programme and library collaboration, intangible cultural heritages as well as development of the cultural and creative industry," Mr Tsang said. "And yet, the future growth of the arts and culture in Guangzhou, Hong Kong and Macao hinges much on young people's passion and innovation. Thus, apart from forming new friendships among the participants, I hope this tour will also help broaden their horizons and lay a solid foundation for further co-operation and exchange in the arts and culture among the three places in future," he added. The nine-day Guangdong-HK-Macao Youth Cultural Tour was co-organised by the Home Affairs Bureau of the HKSAR, the Department of Culture of Guangdong Province and the Tertiary Education Services Office of Macao SAR.
