Monitoring & Evaluation Tasks and Implementations of this Period Hunan Flood Management Sector Project Utilizing ADB Loans, viz. the Hunan Flood Control Project for Hilly Areas, was formally started in Jan. 2007. After negotiation, the ADB and Project Management Office of Hunan Province finally determined that the resettlement external monitoring & evaluation on 19 subprojects among the 35 subprojects of this project would be carried out by Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd., including, the whole 8 core subprojects (Loudi City, Xinhua County, Sangzhi County, Wugang City, Yongzhou City, Leiyang City, Huaihua City, Chenxi County) and 11 of 27 non-core subprojects (Cili County, Xiangtan City, Xupu County, Shimen County, Jishou City, Hengyang City, Hengyang County, Fenghuang County, Baojing County, Zhongfang County, and Luxi County). The resettlement external monitoring & evaluation task of this project was formally started in the early of 2007. Our company submitted the No. 1, No. 2, and No. 3 Resettlement External Monitoring & Evaluation Reports to the ADB, the Project Management Office of Hunan Province as well as the employers of relevant subprojects in Nov. 2007, Mar. 2008 and Sept. 2008 separately. Currently, employers of 7 subprojects among 8 core subprojects have signed the contracts of resettlement external monitoring & evaluation task with our company, viz. Xinhua County, Sangzhi County, Loudi City, Wugang City, Huaihua City, Yongzhou City, Chenxi County, and the contracts of Leiyang core subproject are still in negotiation. Among the 11 non-core subprojects, only the employers of 5 subprojects of Cili County, Xiangtan City, Xupu County, Shimen County, and Fenghuang County have signed the contracts of resettlement external monitoring & evaluation task with our company, and the contracts of other 6 non-core subprojects are still in negotiation. Therefore, the resettlement external monitoring & evaluation task of this period (No. 4) is carried out mainly according to works of each subproject, the resettlement implementation progress and the signing of the external monitoring & evaluation contracts. The 7 core subprojects of Xinhua County, Sangzhi County, Loudi City, Wugang City, Huaihua City, Yongzhou City, Chenxi County, and 5 non-core subprojects of Cili County, Xiangtan City, Xupu County, Shimen County and Fenghuang County are included in the monitoring & evaluation task of this period. As some subprojects have been launched for two years, the relocation and resettlement work for the relocatees has made a certain progress, and the completed relocation has also been increased gradually. Therefore, one aspect of the key emphasis in monitoring & evaluation task of this period is to carry out the relocatee base investigation to the newly-launched project; another aspect is mainly to focus on the resettlement implementation progress and effect, relocatee’s appeal and complaint, support to the vulnerable group, public participation and negotiation, information disclosure, and the Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 2 Resettlement External Monitoring & Evaluation Report on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans existing main problems, etc. 2. Project Description The scope of the Hunan Flood Control Project for Hilly Areas is limited to the 35 cities (above county-level) with serious flood disasters in the hilly region of Hunan Province. The project includes 8 prefecture-level cites like Zhuzhou City, Xiangtan City, Hengyang City, Yongzhou City, Loudi City, Chenzhou City, Shaoyang City, Huaihua City, and one autonomous prefecture capital of Jishou City, as well as 27 counties (cities) governed by 12 cities (prefectures). All the cities are the economically advanced in the local area, and they are not only the locations of the city or county governments, the local financial, transport, commercial, educational and cultural centers, but also the distributing centers of agriculture, industry and commerce, playing a significant role in socioeconomic status. These cities lie in the areas with relatively high ground elevation, greatly varied topography, and these areas are subject to the torrent though they are affected little by the Dongting Lake and the propping of tail water level of the four rivers. Because the river level in hilly regions rises sharply and abruptly with great flow velocity, the cities along the river are always destructively damaged. Therefore, doing well in the hilly region urban flood control is of special significance. 2.1 Description of Core Subprojects 2.1.1 Engineering Description According to the selected engineering scope, flood control and waterlogging harnessing standards and the project construction task, the construction projects of the urban flood control projects of Loudi City, Xinhua County, Wugang City, Sangzhi County, Huaihua City, Yongzhou City, Leiyang City and Chenxi County mainly include the flood control project, waterlogging harnessing project, and river dredging as well as flood control highway construction project, etc. The total investment of the 8 subprojects is RMB 1337.907 million yuan, of which the resettlement investment is RMB 305.5961 million yuan. After the project implementation, the flood control and waterlogging harnessing ability of the prefecture-level cities will be improved to 50-year-occurrence and 20-year occurrence, and for the county-level cities, it will be improved to 20-year-occurrence and 10-year occurrence. Therefore, the implementation of this project will reduce the probability of being affected by flood for the cities to a great extent. See Table 2.1.1-1 for the details of the engineering scale of each subproject. 2.1.2 Resettlement Description For the Hunan Flood Control Project for Hilly Areas, the land acquisition area due to the project refers Changsha Xinghuan Water & Electricity Engineering Technology Development Co., Ltd. 3 Resettlement External Monitoring & Evaluation Report on the Hunan Flood Control Project for Hilly Areas Utilizing ADB Loans to unrecoverable area on which the residents are seriously affected in production and living due to the project construction in land acquisition area. According to the resettlement plans of Loudi City, Xinhua County, Wugang City, Huaihua City, Sangzhi County, Yongzhou City, Leiyang City and Chenxi County, due to the implementations of the 8 core subprojects, the temporary land occupation is 2,666.75 mu, the permanent land occupation is 3,997.98 mu, and the number of total affected population is 15,396 from 3,734 households, and the houses of 3,691 persons from 976 households are demolished,

    China: The functional and protective mechanism of gravity irrigation system in Ziquejie Terrace (#483) Description of the problem The Ziquejie Terrace is one of the three famous Chinese ancient terraces in Hunan Province. The crops cultivated in the terraces can manage to thrive through drought and flood without reservoir or other water storage constructions. This traditional primitive gravity irrigation system is a model for ecological construction of irrigation systems. However, the mechanism of Gravity Irrigation and water allocation within Ziquejie Terrace has not been well revealed, which to large extent affects the efficiency of environmental and ecological protection for this extraordinary natural reserve. Actions taken To better understand the mechanism of Gravity Irrigation and water resource allocation and provide the background for future systematic managements within the Ziquejie Terrace, large amounts of observational data were collected and processed. The nonlinear autonomic regulation theory and “the groundwater reservoir on the same slope position” theory have been applied to model the water supply-demand balance model for groundwater irrigation. Based on the knowledge gained from the model and the local features of planning, history and culture, functional zoning for Ziquejie Terrace is proposed. A broad consultation process culminated in adoption of protective regulations and measures applied in functional zones. Achievement - The results have been implemented in “The Planning Report of the Water Conservancy Project of Ziquejie Terrace Scenic Spot” and “The Implementation Plan of 2012 Waterwheel Project of Xinhua County”. - The results have been adopted by local government for preparing the application of World Heritage of Irrigation Projects. - The results have also been implemented by the local tourism department as the technical support for sustainable utilization and tourism development of Ziquejie Terrace.

Scholars such as Edwin Pullyblank (1984) and Jiang Jialu (2011) have briefly mentioned this development but have not yet thoroughly investigated it. There are approximately 26 Sino-Vietnamese words2 with Ying- initials that nasalize. Scholars such as John Phan (2013: 2016) and Hilario deSousa (2016) argue that Sino-Vietnamese in part comes from a spoken interaction between Việt-Mường and Chinese speakers in Annam speaking a variety of Chinese called Annamese Middle Chinese AMC, part of a larger dialect continuum called Southwestern Middle Chinese SMC. Project title shall refer to the name applied by the project at the time when it is established and approved, which shall in no case exceed 30 characters (and every two English semantic shall be deemed as one Chinese character) 2. Place of Construction shall refer to the detailed address of project location, and where a highway or railway is involved, names of start station and end station shall be provided. 3. Industry category shall be stated according to the Chinese national standards. 4. Total Investment Volume shall refer to the investment volume in total of the project. 5. Principal Targets for Environment Protection shall refer to centralized residential quarters, schools, hospitals, protected culture relics, scenery areas, water sources and ecological sensitive areas within certain radius of the project area, for which the objective, nature, size and distance from project boundary shall be set out as practical as possible. 6. Conclusion and suggestions shall include analysis results for clean production, up-to-standard discharge and total volume control of the project; a determination on effectiveness of pollution control measures; an explanation on environmental impacts by the project, and a clear-cut conclusion on feasibility of the construction project.
