1.0 Introduction

Aylesbury Central is home to 3,821 people and provides 10,300 jobs in 685 businesses. Of these businesses, 95 (13.9 per cent) are Buckinghamshire Business First members.

There were 2,147 employed people aged 16-74 living in Aylesbury Central ward at the 2011 Census, 786 more than the 1,361 recorded in 2001. Over that period the working age population rose 903 to 2,732 while the total population rose 1092 to 3,821. The number of households rose by 561 (43.2 per cent) to 1,859. This is a significant percentage increase and is the second biggest increase in households out of all wards in . The remarkable increase is the third highest of all wards across Buckinghamshire.

The largest companies in Aylesbury Central include:

 Buckinghamshire County Libraries;  ESRI (UK) Ltd;  Facilities Services Group;  Aylesbury Waterside Theatre;  Vale of Aylesbury Housing Trust;  House of Frasier; and  James Beattie Ltd.

There are 54 Aylesbury Central, representing 2.4 per cent of working age residents, including five claimants aged 18-24 and 10 who have been claiming for more than twelve months.

Superfast broadband is expected to be available to 97 per cent of premises in the Aylesbury Central ward by March 2016 with commercial providers responsible for 75 per cent. The Connected Counties project, run by BBF, deliver the remaining 22 per cent through its interventions in Aylesbury Central, Aylesbury, , , Tring and exchange areas. BBF is seeking to deliver an extended superfast footprint via additional funding, adaptation of downstream technology and contract claw- back mechanism.

At the time of the 2001 Censusi, of the 1,488 employed residents, 488 people lived and worked in the ward, with the most common destinations by local authority district being:

2.0 Industrial structure

There are 685 businesses located in Aylesbury Central employing 10,300 people. Of these businesses, 490 are micro businesses, employing fewer than 10 people.

Aylesbury Central is over-represented most notably in Public Administration & Defence, Business administration & Support services and property. Public administration & Defence makes up 18.9 per cent of employment in the ward which ranks it at 339th out of all wards for employment in the sector. Business Administration & Support services make up 28.1 per cent of employment. Aylesbury Central is ranked 149th out of all wards based on this ch ranks it 485th out of all wards.

Aylesbury Central is under-represented in a number of sectors including manufacturing, construction and wholesale. The ward is also significantly under-represented in the proportion of jobs in education. Only 0.2 per cent of employment is found in this sector which ranks the ward 8,362nd out of all wards.

2.1 The Industrial Strategy and the Plan for Growth

economic objective is to secure sustainable economic growth. The Plan for Growth and the Industrial Strategy set out policies to realise this objective and to rebalance the economy, which include focusing on sectors expected to deliver strong growth. Ay -represented in these sectors, particularly aerospace, the information economy and professional and business services.

While Aylesbury Central provides jobs in these sectors, the industrial strategy sector where the ward delivers the highest share of national employment is professional & business services, which accounts for 28.3 per cent of employment, ranking Aylesbury Central at 406th among English wards. The proportions of jobs in Aylesbury Central in Industrial Strategy sectors are presented in Table 1.

At 3.2 per cent, the proportion of Aylesbury Central information economy is the 1,574th highest of all wards in England, the proportion is below that of both the county level but above that of the district level.

3.0 Labour market

At 73.1 per cent of 16-74 year olds, Aylesbury Central highest in the country. Aylesbury Central has a proportion of 34.6 per cent of its residents qualified to degree level or higher. Furthermore, 49.0 per cent work in managerial, professional or technical occupations.

In Aylesbury Vale the wards most similar to Aylesbury Central are Coldharbour, Mandeville & Elm Farm and South with seven of the other 35 wards among the top thousand closest matches. The least similar ward in the district is Soutcourt, one of three wards in Aylesbury to rank lower than the 4,000th closest match along with and .

Aylesbury Central has a high level of those who work from home and are self-employed. Furthermore, as stated previously, the ward has a high level of those educated to degree level or higher and those working in managerial, professional and technical roles. Aylesbury Central looks to have an average employment rate and level of working age residents.

4.0 Occupational Structure

Aylesbury Central remunerated occupations, with 49.0 per cent of working residents employed in managerial, professional and technical occupations, ranking in the top quartile nationally for both technical and professional occupations. In contrast Aylesbury Central ranks in the bottom quartile for other occupations, with only 7.7 per cent and 5.6 per cent of working residents employed in caring and process plant and machinery operating occupations respectively. This places caring, leisure and other service occupations in the lowest quartile nationally.

Buckinghamshire has the lowest level of economic deprivation of any Local Enterprise Partnership, with Aylesbury Vale having the 37th lowest economic deprivation of all 326 local authority districts in England, behind (10th) and Chiltern (13th) but ahead of Wycombe (69th). Chart 4 wards among the least deprived in England with 17 of the 36 wards featuring among the least deprived 10 per cent of all wards in England and only six ranking among the most deprived half of English wards, a stark contrast to the Borough of Newham where no ward ranks above halfway, highlighting the challenge Aylesbury Vale faces to attract resource tackle deprivation.

Aylesbury Central has the 4,474th lowest economic deprivation of the 7,707 wards in England and is the fourth most economically deprived of the 36 Aylesbury Vale wards. Aylesbury Central ranks 2,589th out of all wards in England based on the Index of Multiple Deprivationii; this makes it among the least deprived decile in England, well below Aylesbury Vale 6006th,demonstrating that the ward is less deprived than the district as a whole.

The wards in Aylesbury Vale most closely matching Aylesbury Central deprivation profile are presented in Table 3. Nationally, the closest matches are Park (Peterborough), Arbury (Cambridge) and Castle (Colchester), while Elmhurst & Watermead and Gatehouse are the most similar in Aylesbury Vale ranking as the 594th and 672nd most similar of all English wards. Of the 36 Aylesbury Vale wards, these two are the only wards among the 1,000 best matches. The ward which is least similar to Aylesbury Central is which is the 7438th closest match, one of 13 wards to rank outside the top 7000 matches.

6.0 Demography

At 36.5 years, Aylesbury Central above the 40.0 recorded across Aylesbury Vale as well as the county average of 41.0. This makes Aylesbury Central one of the youngest wards in England as suggested in Chart 6. In terms of age structure, two of the wards in Aylesbury Vale most similar to Aylesbury Central are Oakfield and Gatehouse with average ages of 36.6 and 36.2 respectively.

Aylesbury Central has a lower proportion of working age residents than Aylesbury Vale at only 71.5 per cent. This ranks Aylesbury Central at 447th of all wards in England based on proportion of residents at working age. Aylesbury Central has a fairly low proportion of those aged 65+ at 12.3 per cent. This ranks Aylesbury Central at 6,466th putting it among the lower quintile of all wards in England for this age bracket.

7.0 Educational attainment

Aylesbury Vale is one of the best qualified places in the country, with only 17.8 per cent of residents aged 16 and over holding no qualifications, well below the 22.5 per cent recorded across the country as a whole, while 32.0 per cent hold degree level qualifications, well above the national level of 27.4 per cent.

Aylesbury Central overall, with only 16.9 per cent having no qualifications and 34.6 per cent educated to degree level or higher. Only 1.6 per cent of Aylesbury Central residents are schoolchildren or full-time students aged 16 to 17. Aylesbury Central is most similar to Constantine (Cornwall), Breck (Wyre) and Windermere Bowness South (South Lakeland) of all English wards with regard to educational attainment. In the district the most similar wards are Haddenham, Mandeville & Elm Farm and Wendover with only 2 of the other 35 wards ranking among the top 1000 closest matches. The ward in Aylesbury Vale least similar to Aylesbury Central is Southcourt which ranks at 8,324th.
