In reaching its recommendations, the Review Body is to have regard to the following considerations: • the need to recruit, retain and motivate suitably able and qualified people taking account of the particular circumstances of Service life; • Government policies for improving public services, including the requirement on the Ministry of Defence to meet the output targets for the delivery of departmental services; • the funds available to the Ministry of Defence as set out in the Government’s departmental expenditure limits; and, • the Government’s inflation target. -

BRIEFING PAPER Number 8628, 6 January 2020 Operation Kipion: Royal Navy assets in the Persian By Claire Mills Gulf 1. Historical presence: the Armilla Patrol The UK has maintained a permanent naval presence in the Gulf region since October 1980, when the Armilla Patrol was established to ensure the safety of British entitled merchant ships operating in the region during the Iran-Iraq conflict. Initially the Royal Navy’s presence was focused solely in the Gulf of Oman. However, as the conflict wore on both nations began attacking each other’s oil facilities and oil tankers bound for their respective ports, in what became known as the “tanker war” (1984-1988). Kuwaiti vessels carrying Iraqi oil were particularly susceptible to Iranian attack and foreign-flagged merchant vessels were often caught in the crossfire.1 In response to a number of incidents involving British registered vessels, in October 1986 the Royal Navy began accompanying British-registered vessels through the Straits of Hormuz and in the Persian Gulf. Later the UK’s Armilla Patrol contributed to the Multinational Interception Force (MIF), a naval contingent patrolling the Persian Gulf to enforce the UN-mandated trade embargo against Iraq, imposed after its invasion of Kuwait in August1990.2 In the aftermath of the 2003 Iraq conflict, Royal Navy vessels, deployed as part of the Armilla Patrol, were heavily committed to providing maritime security in the region, the protection of Iraq’s oil infrastructure and to assisting in the training of Iraqi sailors and marines. 1.1 Assets The Type 42 destroyer HMS Coventry was the first vessel to be deployed as part of the Armilla Patrol, followed by RFA Olwen. -

We arrived in the South Shetlands early on the Monday morning, and after the flight prepared the first helicopter to make a reconnaissance Flight a snow storm delayed the start of a busy day. Owing to the unpredict- able weather it was decided to anchor in Harmony Cove, close to the proposed site of the Survey Camp Party. The Camp Party's task was to survey Harmony Cove, and, assisted by the ship, to survey Nelson Strait, the only suitable passage between the South Shetland Islands for large vessels. After the very busy day of landing the camp and erecting the necessary markers, with the surveyors and their assistants established ashore in their gaily coloured tents, we sailed from Harmony Cove across the Bransfield Strait, and south into the Weddell Sea. The Weddell Sea was far from kind to us and as we passed from the Bransfield Straits into Antarctic Sound, with ice-bergs all around us the upper deck was becoming quite picturesque with the addition of many icicles formed by frozen sea spray. It was in the Weddell Sea that Shackleton's ship ENDURANCE became beset by pack ice, eventually causing her to be crushed and sink. It was across this sea that Shackleton and his companions made their epic sledge and boat journey back to civilisation, enduring 5 months under atrocious conditions, without losing a single man. We entered the Weddell Sea to investigate sea and weather conditions, and then returned through the Antarctic Sound this time to head southwards down the west coast of the Graham Land peninsular. -

Royal Naval Guns at the battle of Colenso As a researcher of the Colenso family, my interest in the Boer War battle, just outside of the village of Colenso, named for the first Bishop of Natal, is easy to understand. Many British children were named after this battle a loss. Recent research into why there are so many called Colenso Jones, led me to Edward Pitcairn Jones a Tasmanian‐born Royal Naval captain who commanded naval guns at Colenso. This led to the question of why, despite the description of ‘the British army as a projectile that should be fired by the Royal Navy’, at the beginning of the second Anglo‐Boer War the Royal Navy was firing projectiles for the British Army?1 This war began on October 11, 1899, when the Boers of the Transvaal and Orange Free State declared war on the British colonial forces of South Africa. Ladysmith, on the border of Natal and Orange Free State, was one of the towns under immediate attack. The garrison commander, General Sir George White, after observing the Boer artillery advancing on Ladysmith, urgently requested naval guns with sufficient range. The Boers had acquired four 155mm Creusots (Long Toms), six 75mm Creusots and eight 75mm Krupp QF guns. All of these were more modern than the British 15‐ pounders and their performance was much better. The Long Toms were sent to the battle‐front ‐ the Boers moved these 5‐ton guns over difficult terrain. They fired a 94 lb shell about 11,000 yards. A first class cruiser, HMS Powerful, returning from China, was in the dockyard at Simonstown (near Cape Town). -

Appendix: The Price of Victory According to official estimates and public statements, the War itself cost f800 million, replacement of eqmpment lost during the campaign cost f1172 million and the total capital costs incurred since 1982 have amounted to f2005 million (Figure A.2). The additional postwar defence costs will amount to almost B.6 billion over ten years (Figure A.1). A large amount of this expenditure has already been spent or committed, not only on the replacement of equipment but also on the building of a new strategic airfield at Mount Pleasant, 20 miles from Port Stanley, on the development of a military base, also at Mount Pleasant, to house the Islands' garrison, and on the related infrastructure facilities such as roads (almost non-existent outside the Islands' capital) and docks required for these developments (Figure A.1). But large capital expenditures remain outstanding together with the large running costs of the garrison. The postwar economic aid programme, including immediate rehabilitation and compensation of civilian losses and a six-year development plan, but excluding longer-term claims for compensation from the Islanders, totalled f51 million (Figure A.3). By 1992, therefore, the total expenditure on the War, on Fortress Falklands and on the economic aid extended to the Islands since 1982 will amount to at least f4.5 billion (Figure A.4, 1983-84 average prices). But this figure is almost certainly a large underestimate of the final cost which for various reasons is likely to be weil in excess of f5 billion. The f4.5 billion figure, for example, excludes a number of additional items of expenditure for which figures are not currently available or are difficult to estimate. -
