1 21st Int. ADMV-Lausitz-Rally – Three. Two.. One… Gravel

Noisy hot engines, tires, and a challenge to every pilot on the best-prepared most gravel roads in Germany ... that's the Lausitz-Rally - the ultimate gravel rally in Germany and Central Europe. The with Special Stages are unique and nearly 100% on gravel roads where every Rally Fan - and those who want to be - grass, dust and mud may fly around the ears. Top driver from Germany and 25 other European countries bite itself teeth out on our perfectly prepared stages. We have already seen experienced involuntary water crossing jumps where the distance measurer almost capitulate, drifts on the edge of physics and smoking timekeeper. Each team is fighting bitterly for every tenth of a second and calls material and vehicle. The 21st Lausitz-Rallye not only provides top-class motorsport in the region of Boxberg on the first weekend in November. The ADMV-Lausitz-Rallye is a round of the European Rally Trophy for the fourth time. But also the ADMV-Rallye-Meisterschaft, the Sächsische Rallyemeisterschaft and the HD-Schotter- Cup have their home in the Lausitz for many years. The ARENA, which is unique in Germany, is a spectacular highlight equally for drivers and spectators for ten years. On natural grandstands the spectators line the artificially created crest downhill, the crest followed by a drift curve and a water crossing. You have to experience the gravel stones crackling in the fenders of the rally cars and the top pilots heading towards the curves, braking hard as late as possible and heaving their racing cars around the bend in a breathtaking drift angle. In the next moment they speed away in the forest with a dull babble. The new location for the the service park, Parc Fermé, press office and infopoint is the “Sternencamp Bärwalder See, on the Boxberg/O.L. side of the See. The rally headquarters and the rally secretariat will be set up in the tourist information centre (TIZ) “Bärwalder See” on the shores of the Bärwalder See. Administrative checks and scrutineering of the competition cars will be carried out in the fire station of the voluntary fire brigade in Boxberg/O.L. . The triumphant finale of the Lausitz Rallye will be the prize- giving ceremony in the KIEZ „Am Braunsteich“ in Weißwasser. At this stage we want to say thank in advance to our local authority Boxberg/O.L., especially to our mayor Mr. Achim Junker and to the local councils for their generous assistance in the time of preparation of our event. 2 History and facts of the Lausitz-Rally 2.1 History of the Lausitz-Rally The 1st Lausitz-Rally on 11th of November 2000 was the beginning of a new age of motor sport around Boxberg/O.L. It was a 100% gravel rally. At the beginning the Lausitz-Rally was a Rally 200 with 35 km special stages but it took a rapid development. Already the 4th Lausitz-Rally was a “2 in 1 Even” – with a National A and a Rally 200 category. As sign of appreciation for our continuous organisational work and because of the excellent conditions of Germany’s best gravel stages, we received the approval to host the final round of the German Rally Championship in 2004. With a „Small Lausitz Rallye“, a Rallye 200, the Rallye-Renn- & Wassersport Club Lausitz e.V. in the ADMV has hosted the ultimate gravel experience for amateur drivers in the summers of 2013 and 2014. The ADMV-Lausitz-Rallye has also earned an excellent international reputation. By now, besides the German competitors, drivers and co-drivers from 28 nations have participated. A run to the European Rallye Trophy is announced for the fourth time. A special hightlight at the 20th anniversary of the Lausitz-Rally, has been the final round of the European Historic Sporting Rally Championship. So the ADMV-Lausitz-Rallye is the second most important rally in Germany.

Boxberg/O.L. was first documented in 1366. Boxberg/O.L. is divides into 18 districts. Approximately 5300 residents live on 217 km². They thus are forming the largest area community of the Free State of Saxony. In confined spaces the municipality Boxberg/O.L. offers utmost diversity – scenic, architectural, technical and human. Despite decades of lignite mining the town still lies in one of the most densely wooded areas in Germany. The unique heathland with the floodplains of the rivers Spree and Schwarzer Schöps, as well as industrial sites, such as lignite-fired power plant and strip mining’s exude a special charm which you can close hard. In deep pine forests you can observe wild wolves who settled here again in recent years. Idyllic meadows, streams, rivers and lakes invite every visitor to relax. The largest lake in Saxony – the “Bärwalder See” is in the northwest of the 217 km² area of the municipal area I. He has an area of 13 km² and is increasingly developing as a sailing and surfing paradise. Athletes, visitors and guests will appreciate the good surrounding conditions and infrastructure in and around the “Landscape Park Bärwalder See”. This includes the 21.1 km long undoubtedly paved path around the lake with a connection to the neighbouring cities Boxberg/O.L., Klitten and Uhyst and the port on Klitten shore or boat docks in Boxberg/O.L. and in Uhyst. Beautiful sandy beaches arisen for the swimmers are at all locations - Boxberg/O.L., Uhyst and Klitten. On the beach of Boxberg/O.L. next to the textile beach there is an area for nudists. But Boxberg/O.L. has more highlights – amongst others the largest human ear modeled from sand masses. On a guided tour though the lignite power station Boxberg/O.L. operated by the LEAG (Lausitz Energie Kraftwerke AG), you can gaze at the modern technology and their enormous dimensions. The working in base load operation power plant originally went with 3,520 MW at the start. Already in 1968 here was laid the foundation for well into the 90's in Germany's largest lignite power plant. In the period from 1992 to 1995 the two 500-megawatt blocks (plant III) were retrofitted with the latest environmental technology and upgraded for an indefinite continued operation. The 12 x 210 megawatt plants (plant I and II) were gradually shut down and built back. As part of a replacement a 900-megawatt single-unit plant was built. This is feeding safe and highly efficient lignite electricity into the grid since 2000. Due to rising energy demand, it became necessary to build a 640 megawatt block once again. Architecturally enthusiastic visitors should in any case visit the grist wooden chapel (Schrotholzkapelle) built in 1780 in Sprey, the castles in Uhyst and Bärwalde, and the estates of Kirngelsdorf, Mönau and Reichwalde. In the district Uhyst families may marvel at the Reptile House and the Safari Wildlife Park. In the district of Nochten the unique in Europe Lusatian Findling Park invites to linger nature lovers. The bike paths Spreeradweg, Herrmannsdorfer Radweg and Wolf Radwanderweg offer a light reaching of destinations.

Safari- Wildrevier Uhyst In an interesting landscape following the coal mining the Wild Safari Park is located. Here you can take part on - guided jeep tours where you even can feed and pet real lamas or close face roe deers. In addition to classic jeep safaris and night safaris, observations from a high seat or track search are offered in the winter. Project and hiking days can be booked by schools, anniversaries spend on request beautiful hours in nature with all her birthday bevy. Gift certificates with a safari plus feeding are nice present for families or friends. Lausitzer Bergbaumuseum Knappenrode Located just outside the town of Hoyerswerda - between Knappenrode and Silbersee - is the former briquetting plant Knappenrode. From 1918-1993 here briquettes were pressed. Today, visitors can

In one of the many exhibition complexes, the largest shaft frame of the Lausitz that the underground mining symbolizes can be seen. Waldeisenbahn Muskau The beginnings of Muskau Forest Railway dates back to 1895. At this time the rich forests and natural resources of Muskau arch were opened and at the end of the 19th century created lignite mines, brickyards, sawmills, paper mills and glass factories in the area between Muskau and Weißwasser have been connected with a Pferdebahn with 600 mm gauge built by the then owner of the professional Muskau, Count Hermann von Arnim. The District Office Weißwasser decided in 1991 to build the forest railway with the help of grants and job creation schemes as a tourist attraction again. As early as 1992 went back into operation the line to park community Kromlau, initially with diesel locomotives from disused industrial railways and for passenger converted open wagons. In the own workshop also emerged covered cars. Fürst Pückler Park Bad Muskau and Kromlauer Park The Muskauer Park offers extraordinary natural experiences: sprawling lawns, majestic trees, winding paths, picturesque lakes and rivers, unique bridges and buildings. You can explore this paradise on foot, by horse-drawn carriage, bike or boat. What appears as naturally grown, is created by a firm hand landscape - a garden artwork of Prince Hermann von Pückler-Muskau. In summer 2004 the landscape of art of the Prince has been included in the list of world cultural heritage by UNESCO.

In the neighboring village of Bad Muskau, another park was created in 1844 by landowner von Rötschke and extended from 1889 by Graf von und zu Egloffstein. This had also provided the park with a large collection of azaleas and rhododendron cultivars. Today the Kromlau Park with its unique arch bridge over the Rakotzsee is the largest free range rhododendron park Germany. Bautzen – the town of towers In Bautzen there is plenty to see and do. Bautzen is best known for its old town with its many towers. Bautzen is the center of Oberlausitz. The uniqueness of the city comes from the diversity of her charms - a preserved a local beauty spot and advanced in the renovation historical Old Town, interesting German and Sorbian cultural life, a varied tourist region. The town on the river Spree is developing to a modern and attractive service, economic and residential location.

Die Europastadt Görlitz The historic city of Görlitz is the tourist magnet of the city. In addition to hundreds of listed buildings, are all sorts of legends have grown up around the old town Görlitz. 3,500 listed buildings from the late Gothic, Renaissance, Baroque, Wilhelminian and Art Nouveau shape the Görlitzer cityscape.

2.6 Commercial relevance The ADMV-Lausitz-Rally is the absolute motorsport highlight in the Lausitz and a fixed part of the sporting and event schedule in Germany.

Approximately 100 rally teams are expected, including the top drivers from all over Europe. Together with their assistants, there will be approx. 1500 persons in Boxberg/O.L., Weißwasser and within a radius of 60km. Many of them arrive some days before the start of the competition and stay until Sunday. In addition there will be approximately 600 volunteer assistants from all parts of the Federal Republic, who help things to run smoothly, and up to 100 media representatives of press, radio and TV, who report about the rally in national and international media channels. Thousands of spectators who follow the event live will constitute a framework for the rally. In the time of the rally nearly all hotels, guest houses and other accommodations are fully booked. Also restaurants, the retail, garages and fuel stations – especially in Weißwasser – are benefit from the rally. The Lausitz-Rally is also a perfect base for image campaigns in tourism and for investors. A lot of participants and spectators come back to the Lausitz after the rally as tourists to acquaint the “Lausitzer Seenland” and more sights.

5.4 Service space The service spaces in the service park are limited. Trailer, caravans and not used vehicles have to be parked on the published Trailer parking. Only competition cars with affixed starting number and service vehicles with affixed service plates („Service“) on the wind screen are allowed to go into the service area. Together with the entry form the form „Registration Service Area“ has to be sent to the organiser. Without this form the teams will be not entitled for a bigger area. The regular area provided by the organiser will be 60 m². Additional areas can be rehired, the additional fee is EUR 3,-/m². This fee has to be paid with the entry fee. During administrative checks a deposit of 100 € has to be paid to ensure a proper return of individual the service area. After proper return of the individual service area the deposit will be paid back to the crew by the chief of the service park. The amount of the deposit will not replace any payment for damages caused by a member of the crew. 5.5 Environment protection, cleanness, refuelling 5.5.1 Behaviour within the service park Crews are obliged to put a sufficiently large plastic ground sheet (minimum size 5 x 2 m) under the competition car as long as service works are carried out. Service works shall not cause sustainable and avoidable damages. Refuelling is allowed only at the foreseen refuelling zone and in accordance with art. 58 FIA-RRSR. Refuelling is strictly forbidden in the service area. At any time the service team must have a sufficient volume of oil absorbent and canisters for the disposal of oil, brake fluids, etc. Waste, packing materials, parts, tyres, empty oil cans, batteries etc. must be taken away and disposed by the team. Used oil, fluids and lubricants must be collected in cans and disposed after the event by the team in a safe manner. The team will receive two trash bags for garbage papers and biologic waste which may disposed at a specific location. More over the team is required to have additional trash bags (minimum 100 l) as a spare. This regulation may by checked by judges of fact. Unreasonable or mischievous behaviour of teams, acting against the aim of environmental protection, harms principally the image of motorsport and will be punished, even if there are no detailed regulations mentioned. After the rally the individual service area has to be handed over in tide condition. The crews are responsible for the removal of their waste and sewage. During administrative checks a deposit of € 50 has to be paid to ensure a proper return of the service area. After proper return of the service area the deposit will be reimbursed to the team. The amount of the deposit will not compensate any payment for damages caused by a member of the crew. The use of minibikes in the service park is not covered by the organisers insurance and will be on the own risk of its driver.

5.5.2 Infringement of the service park regulations Any infringement of this regulations, especially the contamination of the service area will cause the forfeiture of the deposit and will be penalised with a fine of € 500 by the clerk of the course. Major infringements will be reported to the stewards. 5.5.3 Security patrols There will be a restricted number of security patrols in the service park. The organizer takes no liability of the belongings of the teams. 5.5.4 Map Service park TBA.

6 Team radio There is no restriction in the use of radio frequencies.

7 Fuel and refuelling 7.1 Distribution during the rally (RZ) According to the road book there will be a refuelling zone after the service park exit. It is prohibited to use the competition car for transporting personnel or fuel be-tween the service park and the fuel zone. A maximum of 2 team members other than the crew can access the fuel zone, obligatory with fireproof clothing and with the “Service” card.

7.2 Refuelling (Art. 58.3 FIA-RRSR) Refuelling is allowed at the commercial filling stations marked in the road book. The crews may only use the equipment on board of the vehicle and only the pumps with no external physical assistance.

9 Road traffic regulations The drivers have to respect the road traffic regulations of the relevant country. Infringements will be reported to the clerk of the course. In case of infringements against the traffic regulations the policeman or the official who has detected the infringement has to inform the person concerned in the same method as normal road user. If the police or the official decided not to stop the driver, he may inform the organiser to hand out the punishment according the supplementary regulations. The information has to receive the organiser on the official way in written form. The description has to be sufficient to identify the involved driver, the location and the time without doubt.

10 Road traffic regulations in Germany Toll on highways and federal highways From October 1st 2015 all trucks with permitted total weight over 7.5 t have to pay the toll. Certificate of exemption The organiser arranges certificates of exemption for trucks for the rally weekend (04.11. and 05.11.2017) together with the authorities. Maximum Speed Built-up area 50 km/h Country roads 100 km/h Autobahn 130 km/h (recommended speed) or respectively signage Safety belts All vehicle occupants have to laid on the safety belts (front and back seats). Mobil phones The use of mobile phones without hands-free equipment during drive is forbidden. Right before left On crossroads without signage the rule „Right before left“ is applied. 10.1 Import of vehicles and spare parts – National regulations / tariff regulations Vehicles which enter from a country of the European Union don’t need special customs forms. Cars which enter from a country outside of the European Union need an ATA Carnet. This form will be requested normally in the Chamber of Industry and Commerce in the country of origin. 11 Reconnaissance 11.1 Registration procedure for recce-cars Before start of reconnaissance the registration of the recce-car is absolutely obligatory. Registration will take place at the rally-HQ according to the programme Art. 3. The recce-car acc. Art. 25.1 of FIA-RRSR has to be registered in the rally-HQ with the official registration plate. In case the recce-car is the competition car no competition number is allowed on the car. Should there be a competition number already affixed to the car, this number must be crossed out by a wide tape in X-form. Organiser will provide recce-numbers, which have to be placed at the top right of the front windscreen and at the rear side windows. It is not allowed to displace this numbers during the whole time of recce. Drivers are obliged to inform the secretary of the event immediately in case of change of the recce-car. Every team will receive a recce-card and the RECCE-Book during issuing of road book. The recce card has to be returned to the marshal according Art. 3 at the TC Start. During each passage through a special stage only driver and co-driver of the registered team are permitted in the car.

11.2 National regulations, Maximum speed on special stages 11.2.1 Speed limit (Art. 20.2 FIA-RRSR) All recce of the SS has to be done at reasonable speed and in accordance with German traffic rules. During recce the SS are not closed for the public traffic. The drivers have to be aware that the public may use the roads as well. The maximum speed limit in built-up areas, single houses, single farm houses and in areas marked in the road book is 30 km/h.

11.2.2 Direction Each crew may drive the special stages only in the direction of the rally, unless permitted to drive in the opposite direction for very short sections if published in a communication by the Clerk of the Course. The crews must always enter and leave the special stages through the start and stop controls.

11.2.3 Restriction of reconnaissance Any driver, or his co-driver, who has entered or intends to enter the rally and who wishes to drive ahead the rally on any road which is or might be used as a special stage in that rally, may only do so after he has obtained the organiser's written permission after publishing of the Supplementary Regulations. This shall not apply when the person is known to live along the specific road. Failure to respect this rule shall result in the driver being reported to the Stewards. Recce is permitted max. two passages each special stage (special stages run twice are considered to be one special stage).

11.2.4 Control of reconnaissance Checks may be carried out by police or officials of the event. Infringements will be reported to the clerk of the course. Checks may be carried out by police or officials of the event. Speeding will be reported to the Clerk of the Course and the Stewards and will be sanctioned according FIA-RRSR 2018 Art. 20.2.

11.2.5 Infringements against the rules of reconnaissance Any infringement against afore mentioned rules will be reported to the clerk of the course and penalized according to the FIA-RRSR 2018. 11.3 Recce-Itinerary The event takes place on private area. For safety reasons the itinerary will not be published.

12.5 Marking N.N. 12.6 During the rally Inspections of the safety equipment, incl. clothing, and the car itself can be inspected to every time after the start to leg 1 of the rally. The competitor is responsible for the technical accordance of the car during the whole event. The competitor is responsible that markings be conserved up to the end of the rally. The non-existence of a marking results in a report to the stewards. Further the competitor is responsible for the correct installation of the effected part by the inspection. Every detected fake, especially of a marking results in a report to the stewards.

12.7 Final scrutineering After the formalities at the finish of the event the cars have to be brought in the Park Fermé. They have to stay there up to the opening in the order of the stewards. The full scrutineering of the car, incl. its elemental breakdown can take place at the sole discretion of the stewards or as a consequence of a protest or at the recommendation from the clerk of the course to the stewards. 12.7.1 Final scrutineering – time and location Any teams asked to undergo final checks must immediately follow the officials in charge and the support vehicle to the final check location, even if this pre-vents them from proceeding to one or more time controls (TCs). Appendix 3 Safety instructions

Instructions on the behavior of Visitors of the 21st Int. ADMV-Lausitz-Rally

Dear visitors, We are very glad to welcome you. Please allow us to give you some safety instructions concerning the behavior of visitors. These are of great importance in the interest of your own safety and health. In this context, please pay special attention to your CHILDREN.  If you arrive by car, please use the assigned parking lots.  It is strictly forbidden to enter the LEAG training area under the influence of alcohol or drugs, or to carry them into the premises.  Please observe all access restrictions on the training area and please strictly follow the instructions of security guards or the organiser..  The entire premises are subject to the road traffic regulations.  Please wear solid, flat (max. heel height 3cm) and closed shoes to prevent foot injuries.  Please wear clothes which are suitable for the weather condition. Please note that clothes can be soiled on our premises.  Do not touch any electronic CABLES or LINES. All electronic systems can be under voltage.  Please note that the water from filtering wells and drain pipes is no drinking water!  Please maintain an adequate safety distance from the routes used during the event.  Please be aware that, despite all caution of the drivers, unintentional straying of the vehicle from the lane cannot be excluded.  Smoking is prohibited on the entire premises.  Filming and photography require a prior written authorisation.  Entering and leaving the premises is only allowed at the designated entry and exit points.  Do not step over or walk around barriers and signs indicating danger.  Please observe the warning levels for forest fires.  Prevention of decentralised fire as well as barbeque areas in the event area.  It is forbidden to open or damage electrical switchgears and mechanical plant components.  In the event of accidents, fires, emerging conflict situations please call the public emergency number 112 immediately. You enter the whole area at your own risk. You are exclusively responsible for all civil and criminal law liabilities arising out of damages or accidents that are caused by you or the vehicles you use. You recourse in the case of accidents or damage sustained during the event, and release, discharge and covenant not to sue the ADMV, the organiser, his representatives, local authorities, the LEAG and its contractors and all other persons affiliated with the event organisation, if and to the extent the damage cannot be attributed to wilful intent or gross negligence.

The tracks of the coal transport railway will not be closed during the 21st ADMV Lausitz-Rallye. There will be high rail traffic at this time. Stop immediately at the signal „red“ at the railway crossing and pay attention to your children. Please only cross the railroad tracks at the railway crossings.

Motorsport is Dangerous!!! Please note and follow the following spectator’s information!

The organiser of this rally does everything to guarantee maximum safety to the participants, marshals and spectators. But only the compliance with the determined measures from all persons, especially from spectators can care for the necessary safety. Please respect signs and instructions of the marshal’s faithful. You protect yourself and a smoothly process of this rally. Please follow to this safety instructions: Please respect the instructions of the marshals and assistants. Never cross the stages or only on explicit shown places / route sections and only after instruction of a marshal. Stay only in safe spectators areas! Never stand on outside bends or emergency exits! Don’t remove instruction plates or arrows! Look especially after your children, never let them without control! Don’t bring animals to the stages! In the whole forest and in the service zone smoking is forbidden.
