Tenderers are advised to read the entire Government Tender Bulletin. No officer of any Procurement Activity will be held responsible for loss of a potential opportunity to tender due to possible incorrect categorising of requirements. 2. Requests are categorised separately for tenders with estimated values of less than R75 000 and more than R75 000. 3. The addresses at which tender documents may be obtained and to which tenders should be posted, appear in Annexure 1. 5.1 The address where a document is available from and where it must be submitted to may differ. 5.2 Tenderers should read the Conditions of Tender issued by the different tender boards. Mostly tenders that are submitted after the closing time will not be allowed for consideration. 6. The financial category for construction related supplies and services are the following: A: To R300 000 B: R300 000 to R2 000 000 C: R2 000 000 to R6 000 000 D: Above R6 000 000 6.1 Where security is required particulars thereof are indicated in the tender documents. However, security is mostly not required for services with an estimated value of less than R100 000. 7. Please note that all documents issued by the Department of Public Works will be sold as follows: • R50,00 per set for all services with a pre-estimated value from R30 000 to R300 000 • R100,00 per set for all services with a pre-estimated value from R300 000 to R2 000 000 • R200,00 per set for all services with a pre-estimated value of R2 000 000 and above These amounts will not be refunded. Only cash and postal orders will be accepted. 7.1 No documents will be exchanged. 8. Tenders must be on the official tender forms which must be filled in and completed in all respects. 9. Tenders must be submitted in sealed envelopes. 10. Separate envelopes must be used for each tender invitation. 11. The address, tender number and closing date must appear on the front of the envelope. 12. The name and address of the tenderer must appear on the back of the envelope only. 13. Design: Descriptive cross-sectional survey. Methods: The setting is a military sickbay situated in the Cape Town metropolitan area, South Africa. Participants included all adult patients (³ð18 years) attending the clinic during a three week period midyear. The Alcohol Use Disorders Identification Test (AUDIT) questionnaire was completed by patients. Two direct alcohol consumption questions were added determining the total drinks per week as well as the maximum number of drinks per occasion. Results: Of the 658 patients approached, 40 (6%) declined to fill in the questionnaire. 42% of the 618 patients surveyed were female and 58% were male with an average age of 41 years. The group consisted of 44% current defence force members, 25% retired defence force members, 22% medical dependents and 7% civilians. The overall rate of alcohol misuse according to the AUDIT-questionnaire was 13,27%. Among male patients, 20,6% scored as misusers of alcohol, compared with 2,7% among females. A much higher level of misuse was also found under younger age groups. 38,1% of male apprentices at the technical college and 40,0% of male current defence force members staying on the base scored 8 or more on the AUDIT.

The War on the border between Namibia and Angola took place against the backdrop of the Cold War, during which the apartheid South African government believed that it had to protect the last remnants of Western civilization on the African continent against the communist onslaught. Civilians were made aware of this perceived threat through various civilian and military channels, which included the media, education and the private business sector. The involvement of these civilian sectors in the military resulted in the increasing militarisation of South African society through the blurring of boundaries between the civilian and the military.

The Public Relations Section of NB Smst must deliver public relations services to the clients of NB Smst. The purpose of this study is to establish whether the services that the Public Relations Section delivers to its clients are in line with the expectations of the clients. An in-depth study is made of the theory of public relations, starting with the overall concept of communication.

    November 30, 1995 STATEMENT BY ARCHBISHOP DESMOND TUTU ON HIS APPOINTMENT TO THE TRUTH AND RECONCILIATION COMMISSION It is a very great privilege and honour to have been appointed as the head of the Commission, and I am deeply humbled. The membership of the Commission appears to represent a fair spectrum of South African society, and comprises people who have special gifts to bring to the sensitive task of contributing to the healing process in our country. I appeal to South Africans and people around the world to uphold members of the Commission in their prayers, because the healing and reconciliation of a deeply traumatised and wounded people is a deeply spiritual exercise. I hope that the work of the Commission, by opening wounds to cleanse them, will thereby stop them from festering. We cannot be facile and say bygones will be bygones, because they will not be bygones and will return to haunt us. True reconciliation is never cheap, for it is based on forgiveness which is costly. Forgiveness in turn depends on repentance, which has to be based on an acknowledgement of what was done wrong, and therefore on disclosure of the truth. You cannot forgive what you do not know. The purpose of the Commission in terms of the act which establishes it is to assist in the process of healing and reconciliation. The Commission needs to be geared towards the victims of human rights abuses rather than the perpetrators. I would like us to concentrate on the rehabilitation of victims and restoration of their dignity, emphasising restitution rather than retribution and reprisal.
