    University of Pretoria etd – Wassermann, J M (2005) 250 CHAPTER 8 MARTIAL LAW, THE LINGERING WAR, AND ITS SOCIO-POLITICAL IMPACT ON NATAL AFRIKANERS Martial Law was declared in all of Natal on 23 October 18991 to act as Athe public law of self- defence (and) the right to use military means to preserve the peace against public enemies within.@2 The military commander of each area was responsible for the administration thereof. Martial Law gave the military authorities the power to use extreme measures to maintain safety and security. To achieve this movements were restricted, passes were issued,3 people were arrested and removed from their farms, and property was commandeered.4 Like most instances of Martial Law, the populace found the conditions deplorable and oppressive, and as the war dragged on beyond June1900, the relentless pressure on Natal Afrikaners made it difficult for them to manoeuver under the jingoistic wartime conditions. In Natal Martial Law was initially upheld by the Indemnity Bill published on 5 June 1900 to protect Athe Governor of the Colony, and the Officer Commanding her Majesty=s Forces in Natal, and all persons acting under their authority and in good faith in regard to acts during the existence of Martial Law.@5 This bill was subsequently updated by other Indemnity Bills as circumstances changed.6 The community of Natal Afrikaners received the bill with mixed emotions. On the one hand people such as Ds HF Schoon argued that it would sanction all kinds of abuses by the authorities,7 while the Afrikaner politician, CJ Labuschagne, who himself was innocently imprisoned under Martial Law, voted in favour of the Indemnity Bill.8 In the light of the above the emphasis in this chapter will be twofold.

    COVID-19 Sentinel Hospital Surveillance Weekly Update on Hospitalized HCWs Update: Week 31, 2020 Compiled by: Epidemiology and Surveillance Division National Institute for Occupational Health 25 Hospital Street, Constitution Hill, Johannesburg This report summarises data of COVID-19 cases admitted to sentinel hospital surveillance sites in all 1 provinces. The report is based on data collected from 5 March to 1 August 2020 on the DATCOV platform. HIGHLIGHTS As of 1 August 2020, 883 (2.0%) of the 43943 COVID-19 hospital admissions recorded on the DATCOV surveillance database, were health care workers (HCWs), reported from 153 facilities (39 public-sector and 114 private-sector) in all nine provinces of South Africa. Among 327/883 (37.0%) HCWs with available data on type of work, 227/327 (69.4%) were nurses, 40/327 (12.2%) porters or administrators, 24/327 (7.3%) allied HCWs, 22/327 (6.7%) doctors, 9/327 (2.8%) paramedics, and 5/327 (1.5%) laboratory scientists. There was an increase of 116 new HCW admissions since week 30. There were 177 (20.1%) and 706 (79.9%) admissions reported in the public and private sector, respectively. The majority of HCW admissions were reported in Gauteng (275, 31.1%), KwaZulu-Natal (253, 28.7%), Western Cape (112, 12.7%), and Eastern Cape (81, 9.2%). The median age of COVID-19 HCW admissions was 45 years, there were 89 (10.1%) admissions in HCWs aged 60 years and older. A total of 702 (79.5%) were female. Among 824 (93.3%) HCW admissions with data on comorbid conditions, 402/824 (48.8%) had at least one comorbid condition and 148/402 (36.8%) had more than one comorbidity reported.

    PRIVATE SECTOR VACCINATION SITES 16 AUGUST 2021 Business for South Africa (B4SA), which is coordinating the private sector’s work with Government to roll out the national vaccination programme, says that all private sector vaccination sites across South Africa are accepting walk-ins from anyone currently eligible for vaccination, regardless of whether they are insured or uninsured. Sites will accept anyone for vaccination who has an ID, passport or other form of identification, regardless of their nationality. These sites include both independent community pharmacies and corporate pharmacy chains (examples are Dis-Chem and Clicks), private hospitals and medical scheme vaccination sites.     COVID-19 Sentinel Hospital Surveillance Weekly Update on Hospitalized HCWs Update: Week 32, 2020 Compiled by: Epidemiology and Surveillance Division National Institute for Occupational Health 25 Hospital Street, Constitution Hill, Johannesburg This report summarises data of COVID-19 cases admitted to sentinel hospital surveillance sites in all 1 provinces. The report is based on data collected from 5 March to 8 August 2020 on the DATCOV platform. HIGHLIGHTS As of 8 August 2020, 965 (2.0%) of the 49106 COVID-19 hospital admissions recorded on the DATCOV surveillance database, were health care workers (HCWs), reported from 161 facilities (47 public-sector and 114 private-sector) in all nine provinces of South Africa. Among 565/965 (58.5%) HCWs with available data on type of work, 262/565 (46.4%) were nurses, 175/565 (31.0%) were categorized as other HCWs, 30/565 (5.3%) porters or administrators, 29/565 (5.1%) allied HCWs, 24/565 (4.2%) doctors, 13/565 (2.3%) paramedics, and 6/565 (1.1%) laboratory scientists. There was an increase of 82 new HCW admissions since week 31. There were 214 (22.2%) and 751 (77.8%) admissions reported in the public and private sector, respectively. The majority of HCW admissions were reported in Gauteng (289, 29.9%), KwaZulu-Natal (267, 27.7%), Western Cape (115, 11.9%), Free State (99, 10.3%) and Eastern Cape (93, 9.6%). The median age of COVID-19 HCW admissions was 45 years, there were 92 (9.5%) admissions in HCWs aged 60 years and older. A total of 765 (79.3%) were female.

Design: Descriptive cross-sectional survey. Methods: The setting is a military sickbay situated in the Cape Town metropolitan area, South Africa. Participants included all adult patients (³ð18 years) attending the clinic during a three week period midyear. The Alcohol Use Disorders Identification Test (AUDIT) questionnaire was completed by patients. Two direct alcohol consumption questions were added determining the total drinks per week as well as the maximum number of drinks per occasion. Results: Of the 658 patients approached, 40 (6%) declined to fill in the questionnaire. 42% of the 618 patients surveyed were female and 58% were male with an average age of 41 years. The group consisted of 44% current defence force members, 25% retired defence force members, 22% medical dependents and 7% civilians. The overall rate of alcohol misuse according to the AUDIT-questionnaire was 13,27%. Among male patients, 20,6% scored as misusers of alcohol, compared with 2,7% among females. A much higher level of misuse was also found under younger age groups. 38,1% of male apprentices at the technical college and 40,0% of male current defence force members staying on the base scored 8 or more on the AUDIT.
