LEKOTA, MINISTER OF DEFENCE The principal responsibility of the Department of Defence is to protect South Africa's sov- ereignty, and to safeguard her territorial integrity effectively and efficiently. The Department of Defence therefore has to maintain a core force that is able to meet its com- mitments to deal with a wide range of contingencies. The force must have the capacity to expand to an appropriate size when necessary. External military threats, internal threats to the constitutional order, the promotion of regional security through defence co-operation within the SADC framework, and the pro- motion of international security through participation in peace operations and military co- operation in support of our foreign policy goals are among the contingencies for which we must be prepared. The end of the Cold War and a subsequent changing world situation has imposed con- straints on all defence forces worldwide. The absence of a direct military challenge allows countries to focus on economic rather than military growth and expenditure. But conflict must be eliminated if we are to stabilise, develop, and move towards prosperity. Today, we understand South Africa's security to incorporate political, economic, social and environmental matters. Conflict beyond our borders potentially impacts on our security. During the period in review the SANDF contributed military capacity for regional and con- tinental peace support operations.

Here is your November edition - I trust that you will find items of interest (Ed - [email protected]) From the Chairman The Navy has been very quiet over the last while except for SAS SPIOENKOP and SAS MANTATISI sailing every now and then for some training. The Durban based OPVs (Strikecraft) have conducted patrols along the coastline, stopping over in Simon's Town for fuel and a bit of R&R. They have returned to their base in Durban. SAS AMATOLA is currently getting ready for Exercise OXIDE, which is a search and rescue exercise with the French based at Reunion. The exercise will be conducted in Durban. Talking of the French, their ship the FLOREAL sustained some damage in Durban from the storm recently and will remain in Durban for a while to effect repairs. We welcome new members and wish all those with upcoming birthdays a very special day and a great year ahead. Report from The Treasurer Financial results for September were, once again, most pleasing, with our sales target achieved and bottom line exceeded. Thanks for the great support! Our Club Manager has been particularly vigilant and has managed to keep costs down, especially controllable costs such as water, electricity and stationery / printing and we are indebted to him. The targets for October are a little more challenging, but we are confident that they will be achieved if the current support from members continues. The signs are already there.

Design: Descriptive cross-sectional survey. Methods: The setting is a military sickbay situated in the Cape Town metropolitan area, South Africa. Participants included all adult patients (³ð18 years) attending the clinic during a three week period midyear. The Alcohol Use Disorders Identification Test (AUDIT) questionnaire was completed by patients. Two direct alcohol consumption questions were added determining the total drinks per week as well as the maximum number of drinks per occasion. Results: Of the 658 patients approached, 40 (6%) declined to fill in the questionnaire. 42% of the 618 patients surveyed were female and 58% were male with an average age of 41 years. The group consisted of 44% current defence force members, 25% retired defence force members, 22% medical dependents and 7% civilians. The overall rate of alcohol misuse according to the AUDIT-questionnaire was 13,27%. Among male patients, 20,6% scored as misusers of alcohol, compared with 2,7% among females. A much higher level of misuse was also found under younger age groups. 38,1% of male apprentices at the technical college and 40,0% of male current defence force members staying on the base scored 8 or more on the AUDIT.

The War on the border between Namibia and Angola took place against the backdrop of the Cold War, during which the apartheid South African government believed that it had to protect the last remnants of Western civilization on the African continent against the communist onslaught. Civilians were made aware of this perceived threat through various civilian and military channels, which included the media, education and the private business sector. The involvement of these civilian sectors in the military resulted in the increasing militarisation of South African society through the blurring of boundaries between the civilian and the military.

It is ultimately a staff function, which is responsible for effective two-way communication between an organisation and its publics, both internal and external. With the transformation in the Department of Defence and ultimately the South African National Defence Force (SANDF), major changes took place structurally as well as in terms of the execution of functions on the operational level where Naval Base Simon’s Town (NB Smst) is one of the new General Support Bases of the SANDF. The Public Relations Section of NB Smst must deliver public relations services to the clients of NB Smst. The purpose of this study is to establish whether the services that the Public Relations Section delivers to its clients are in line with the expectations of the clients. An in-depth study is made of the theory of public relations, starting with the overall concept of communication.
