The scope of the evaluation covered: - Review of the BP’s management procedures; - Review of the production processes, production site visit; - Review of FSC system control points, analysis of the existing FSC CoC system; - Interviews with responsible staff; - Review of the records, calculations and conversion coefficients; - GHG data collection analysis and assessment of compliance with ID 5E ver. 1.0. The area of the forest fund managed by the GLHU Novogrudski leshoz of Grodno State Forestry Board is 98.8 thousand ha, including 91.6 thousand ha covered by forest. GLHU Novogrudski leshoz has sawmill plant as well as pellet plant located at the same production site where sawmill plant of leshoz works. Pellet plant uses sawmill residues from their sawmill: sawdust (feedstock) and chips (biofuel for burning). Therefore, the fuel for burning is chips (made by chopping slabs and edgings). The feedstock for pellet production - sawdust (also slabs, edgings for chips as biomass fuel) comes from the sawmill plant. Some part of sawdust is purchased from the neighboring state forestry institutions (leshoz). All suppliers (leshoz) belong to the Ministry of Forestry of the Republic of Belarus and are certified by both forest certification schemes: PEFC and FSC. The newly commissioned pellet plant has the production capacity of 30000 tonnes pellets/year. GLHU Novogrudski leshoz (biomass producer, BP) is forest management institution, located in Grodno region, Belarus, has more than 300 staff members. The BP holds valid FSC FM/CoC certificate covering round wood, firewood, sawmill and biomass products (sawmill products, chips, pellets), and for biomass production uses 100% PEFC-certified secondary feedstock and FSC 100%-certified secondary feedstock (sawdust from the own sawmill plant and sawdust from three certified adjacent forestry institutions: GLHU Slonimski leshoz, GLHU Ivievsky leshoz, GLHU Dyatlovsky leshoz) for production of certified pellets. Feedstock from organisation’s own sawmill plant originates from forest fund of GLHU Novogrudski leshoz, as round wood for sawmill production comes from the forest of GLHU Novogrudski leshoz (round wood is not purchased from external suppliers). Feedstock is moved from sawmill to production site of pellet plant by frontal loader of the organisation. Biomass will be delivered to the customer by means of railway service (railway wagons). Occasionally the deliveries can be made by the trucks (however it is not common mean of deliveries for export, but more typical transport for the internal market). 5.2 Description of Company’s Supply Base GLHU “Novogrudski leshoz” is a state forestry institution that manages the forest fund and has its own sawmill plant, and since 2020, a new production of fuel wood pellets. Production of fuel pellets is located at the following address: south-west of the village Small Leznevichi, Ladeniksky village council, Novogrudok district, Grodno region, Republic of Belarus. For the production of SBP-compliant biomass GLHU “Novogrudski leshoz” uses only SBP-compliant Secondary Feedstock (sawdust (at the moment), other wood processing wastes can also be used (wood chips, slabes, edgings)). Raw materials for the sawmill come from the own forest fund GLHU “Novogrudski leshoz”; for pellet production, sawdust is also purchased from neighboring certified forestry institutions of the Ministry of Forestry of the Republic of Belarus; all wood raw materials have PEFC 100% and / or FSC 100% claims. Thus, as the Supply Base, the GLHU “Novogrudski leshoz” has got the area of its own forest fund of the GLHU “Novogrudski leshoz”, since the area and structure of the forest fund make it possible to fully supply raw materials for our own woodworking production. Also, for the production of SBP-compliant biomass GLHU “Novogrudski leshoz” uses SBP-compliant Secondary Feedstock (sawdust), which is purchased from certified NEPCon Evaluation of GLHU Novogrudski leshoz: Public Summary Report, Main (Initial) Audit Page 5 forestry institutions of the Ministry of Forestry of the Republic of Belarus (with a PEFC 100% claim and / or FSC 100% claim). All forestry operations are based on the data of the forest management plan, which was compiled for the period 10 years and is subject to revision every 10 years in the process of basic forest management inventory by employees of RUE “Belgosles”. The volume and structure of designated forestry activities and final cutting is regulated in the materials of the forest management plan. Tree species included in CITES or IUCN Lists do not grow on the territory of GLHU “Novogrudski leshoz”. The forest inventory plan (valid until 2028) has been expertised both within the Ministry of Forestry and other organizations, including divisions of the Ministry of Natural Resources and Environmental Protection, etc. Brief description of the Supply Base: forest fund GLHU “Novogrudski leshoz”. Supply Base forest fund of GLHU “Novogrudski leshoz” is located in the eastern part of the Grodno region on the territories of the Novogrudok, Korelichi and Lida districts (source: materials from the Forest Management Plan of GLHU “Novogrudski leshoz”; official
