  • Public Space in the Soviet City: a Spatial Perspective on Mass Protests in Minsk
PUBLIC SPACE IN THE SOVIET CITY: A SPATIAL PERSPECTIVE ON MASS PROTESTS IN MINSK Arve Hansen (UiT the Arctic University of Norway) Abstract In many capitals, the central public square is the place where people go en masse when they wish to voice their discontent. The squares used for such collective actions are diverse. Each square has its unique combination of symbols and history; they are used in different ways by the public; and they often have distinct physical characteristics. Yet, in social sciences, when determining what makes collective actions successful, space is often overlooked. In this article, I present an approach for analysing public space in relation to mass protests. I then apply this approach to the Belarusian capital Minsk, where virtually no protests have been successful during the post-Soviet period. In what ways are mass protests in Minsk affected by the perceived (symbolic), social and physical elements of the city’s public spaces? I examine the centre of Minsk in general, and analyse two central squares in particular. The article is based mainly on qualitative, semi-structured interviews with protesters, observers and opposition leaders; research literature; and on my own fieldwork and experiences from living in Minsk. I conclude that space is contributing to the difficulties facing the Belarusian opposition in several ways. 1) The perceived elements of Minsk and the two main squares do not have a preferable symbolic value to the opposition. 2) The social elements of the city show that the political centre is avoided by the public, thus making protests less noticeable. 3) This latter point is important, given that the physical elements of the squares makes policing particularly easy and swift.

The type locality of the Sicilian pond turtle Emys trinacris is here amended, and its correct name and geo- graphical coordinates are provided. The locus typicus of the species lies at 1007 m a.s.l., i.e. nearly 400 m below what previously thought. The updated altitudinal distribution range of the species, based on verified published localities only, is between 0 and 1036 m a.s.l. Keywords. Altitudinal limit, type locality, Sicily, Emydidae. The largely Nearctic family Emydidae is represented the description of the species, the name of the collec- in the Palaearctic region by two species belonging to the tion locality has been reported as “Lago Gian Fenaro, genus Emys Duméril 1805: the polytypic European pond below the pass of Pizzo Laminaria approximately 1400 turtle, E. orbicularis (Linnaeus 1758), which is widely m above sea level” (Fritz et al. 2005). (Ernst and Lovich, 2009). The natural distribution of T. In Sicily the first record of the alien red-eared slider scripta ranges from southern Virginia south to northern Trachemys scripta elegans (Wied-Neuwied, 1839) Florida and west to Kansas, Oklahoma, New Mexico dates back to 1993 (Lo Valvo, 1998). Despite this and north-eastern Mexico (Bringsøe, 2006; Ernst and species is frequently reported in the Sicilian lacustrine Lovich, 2009). REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 2 REVIEW-CHRONICLE OF THE HUMAN RIGHTS VIOLATIONS IN BELARUS IN 1999 INTRODUCTION: GENERAL CONCLUSIONS The year of 1999 was the last year of Alexander Lukashenka’s original mandate. In 1994 having used the machinery of democratic procedure he was elected president of the Republic of Belarus for five years term. But in 1996 A.Lukashenka conducted illegal, non-free and unfair referendum and by it prolonged his mandate to seven years. Constitutional Court’s judges and deputies of the Supreme Soviet that resisted to A.Lukashenka’s dictatorial intentions were dismissed. Thus provisions of the Constitution of the Republic of Belarus were broken. Attempt to conduct presidential elections done by the legitimate Supreme Soviet of the 13th convocation was supported by the most influential opposition parties and movements. But Belarusan authorities did their best to prevent opposition from succeeding in presidential elections and subjected people involved in election campaign to different kinds of repressions. Regime didn’t balk at anything in the struggle with its opponents. Detentions and arrests, persecutions of its organisers and participants, warnings, penalties and imprisonment followed every opposition-organised action… Yet the year of 1999 became a year of mass actions of protest of Belarusan people against a union with Russia imposed by the authorities to the people. In 1999 the OSCE Advisory and Monitoring Group in Belarus made an attempt to arrange talks between Belarusan authorities and opposition. This year will go down to history as a year when some of prominent politicians and fighters against the regime disappeared, when unprecedented number of criminal proceedings against opposition leaders and participants of mass actions of protest was instituted..

Parfomuk E-mail: [email protected], [email protected] Brest State Technical University Moskovskaya 267, Brest, 224017, Belarus INTRODUCTION The main hydrological parameters of the river this is their main difference from natural causes. The runoff are not stable. These parameters change economic activities causing changes in quantitative constantly under the influence of the complex and qualitative parameters of water resources are variety of factors. The combination of these factors diverse and depend on the physiographic conditions can be divided into climatic and anthropogenic those of the territory, the characteristics of its water differ by the nature and consequences of impact on regime and the nature of the use (Water Resources, water resources (Water Resources, 2012). 2012). Natural causes determine spatial-temporal The climate change and the increasing of variations of water resources under the influence of anthropogenous effect on the river runoff during the the annual and secular climatic conditions. Intra- last 20-30 years are observed. Hydrological regime annual fluctuations occur constantly and for the Neman River basin is determined by the consistently. Secular variations occur slowly and natural fluctuations of meteorological elements and cover quite extensive areas. These variations are anthropogenic factors. In this case the role of the typically quasi-periodic and tend to some constant anthropogenic factors increases every year despite value. Studies show that in historical time these the economic downturn, and inadequate attention to deviations were not progressive. Periods of cooling these factors may lead to significant errors in the and warming, dry and wet alternating in time and the determination of estimated parameters (Ikonnikov et general condition of water resources and their al., 2003; Volchak, Kirvel, 2013).
