Edict of the President of the Republic of Belarus No. 208 of April 16, 2002 [Amended as of April 30, 2015] On Establishment of Free Economic Zone “Grodnoinvest” With a view of attracting domestic and foreign investments to promote further development of export-oriented industries based on the novel and high technologies, to provide favorable conditions for restructuring of the national economy and efficient utilization of the available production facilities, I hereby decree to: 1. To create the free economic zone “Grodnoinvest” of the total area of 3079.17 ha within the boundaries determined by the Grodno Regional Executive Committee according to the Annex for the period of 30 years. 2. To establish that: 2.1. the free economic zone “Grodnoinvest” (hereinafter -- the FEZ “Grodnoinvest”) is a complex zone; 2.2. financing of the development of the FEZ “Grodnoinvest”, including industrial, engineering, transport and other infrastructure along with the maintenance of the administrations of the FEZ “Grodnoinvest” and other expenses stipulated by the legislations for ensuring functioning of the zone, is carried out at the account of the means of the republic budget and the development fund of the FEZ “Grodnoinvest”. The development fund of the FEZ “Grodnoinvest” is formed at the account of rent payments for land plots located within the boundaries of the FEZ “Grodnoinvest” and of the Special tourist and recreational park “Avgustovki canal” and provided into lease to its residents, rent payments for the property being in the operative administration of the administrations of the FEZ “Grodnoinvest”, as well as at the account of revenues in accordance with the contracts on activity conditions in the FEZ “Grodnoinvest” and the Special tourist and recreational park “Avgustovki canal”. Other sources of forming of the said fund and directions of spending of its means are determined by the Council of Ministers of the Republic of Belarus. 3. The Council of Ministers of the Republic of Belarus shall: 3.1. within a two-month period, approve the regulations: on the Free Economic Zone “Grodnoinvest”, and On the Administration of the Free Economic Zone “Grodnoinvest”. 3.2. within a three-month period, resolve the issue of transfer of the property being in the republican ownership into the operative administration of the Administration of the Free Economic Zone “Grodnoinvest” under the established procedure . 4. To recommend to local Councils of Deputies to establish a restricted list and lower rates of taxes and dues for residents of the Free Economic Zone “Grodnoinvest”. 5. Local executive and administrative bodies in the territory of the Free Economic Zone “Grodnoinvest” shall delegate powers to the Administration of this zone, in accordance with the established procedure, to seize land plots within the boundaries of the zone and to provide them into lease to its residents. 6. This Edict shall enter into force on the date of its official publication. 1 President of the Republic of Belarus A.Lukashenko Annex to Edict of the President of the Republic of Belarus No. 208 of April 16, 2002 (as amended by Edict of the President of the Republic of Belarus No.262 of June 9, 2005) (as amended by the Edict of the President of the Republic of Belarus No. 481 of October 22, 2012) Boundaries of the Free Economic Zone “Grodnoinvest” The land plot No. 1 (area Grandichi) of 401.9 ha, situated on the northern outskirts and central part of the city of Grodno, includes: sector 1having the area of 396.4 ha, situated on the northern outskirts of the city of Grodno, is limited in the north by Lapenkovskaia Street, including the lands of the Open Joint-Stock Company "Grodno Meat Processing Factory", in the north-east – by the spur tracks to enterprises of the northern industrial region of Grodno, in the east – by Dzerzhinskogo Street, in the south – by the lands of industrial bases, urban organizations of the city of Grodno, Open Joint-Stock Company “Radiovolna”, in the west – by Gorki Street, including the lands of the Open Joint-Stock Company " Grodno Plant of Building Materials", and in the northwest – by Grandichskaya Street, including the lands of thesector residential area; sector 2 having the area 5.5 ha, situated in the central part of the city of Grodno, is limited in the northwest and north by the quarter of the multifamily residential development on Tereshkova Street, economic buildings of the training and experienced agricultural production cooperative “Putrishki”, educational establishment “Grodno State Agrarian University”, in the east – by Timiryazeva Street, in the south – by the passage, perspective street (prolongation of Ostrovskogo Street), lands of the industrial base of the Unitary Housing Maintenance Cooperative of the Leninsky district of the city of Grodno, in the west – by the lands, provided for the perspective construction of the city of Grodno, by Derzhinskogo Street. The land plot No. 2 having the area 136.96 ha is situated within the area of the village Gozha of the Grodno district and includes: sector 1 (area Novaia Gozha) having the area 73.17 ha, situated within the territory of the former military township (the village of Novaia Gozha), is limited in the north, east, south and west by the lands of the Agricultural Industrial Cooperative "GOZHA", the State Forestry Management Institution "Grodno forestry husbandry"; 2 sector 2 (area Raysta) having the area 63.79 ha, situated to the north of the village Gozha, is limited in the north by the lands of the Agricultural Industrial Cooperative " GOZHA", in the east – by the lands of the State Forestry Management Institution "Grodno forestry husbandry”, in the south – by the lands of the village Gozha, in the west – by the lands of the village Raysta of the Grodno district, the Repbulic’s Unitary Enterprise of Motorroads "Grodnoavtodor" (motoroad P- 42). The land plot No.3 having the area 523.9 ha, situated on the southern outskirts of the city of Grodno, includes: sector 1 (area Kolbasino) having the area 401.5 ha is limited in the north by Sokolovskogo Street, Gornovykh Street, Puchkova Street, by the lands of the Republic’s Unitary Enterprise " Grodno Industrial Leather Association"; in the east – by the Victory Lane, 1stDalny Lane, Fevralskaya Street, Izdatelskaya Street and Slavinskogo Street; in the south – by the lands of the Republic’s Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", Open Joint-Stock Company "Grodnoopttorg", the Grodno Trading Regional Unitary Enterprise "Bakaleia", Suvorova Street ; in the west – by the territory of the Garage- Construction Cooperative "Foliush", Olga Solomova Street, Repina Street and Industrialnaya Street. The plot does not include the territories with individual private housing, limited by Suvorova Street, Sokolskaya Street, Okulnaya Street, Puchkova Street, Usova Street, Mat rosova Street, Kosmodemianskaya Street, Zapadnaia Street; sector 2 (area of Pobedy Street) having the area 112.5 ha is limited in the north and the northeast by lands of the Open Joint-Stock Company "Belkard", in the east – by the lands of the said company, the border of the Education Establishment "Grodno State Professional Lyceum of Builders No.1", by Avenue Yanka Kupala, Pestraka Street, in the south – by Tomina Street, in the west – by the territory of the Joint Limited Liability Company "Konte Spa", lands of the Garage-Construction Cooperatives “Spring garden” and “Luch- Argon”, othodox and catholic graveyards, Open Joint-Stock Companies “Agrokombinat ”Skidelsky” and "Grodnenski Steklozavod", in the northwest by – by the lands of the Open Joint-Stock Companies "Grodnenski Steklozavod" and "Belkard"; sector 3 (area of Tinned Food Factory) having the area 9.9 ha, situated on the lands of the Unitary Affiliated Enterprise “Grodno Tinned Food Factory” of the Grodno Region Unitary Enterprise of the Food Industry “Grodnopischeprom”. The Land plot No. 4 (area of Auls) having the area 347.78 ha is situated on the east outskirts of the city of Grodno, is limited in the north and west by the territory of the Republic’s Transport Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", including in the northwest the territories of the freight terminal Auls of the joint station Grodno of the Transport Republic’s Unitary Enterprise “Baranovichi Branch of the Belarusian Railways”, in the west – by the lands of the Limited Liability Company “Fruitreal”; in the east – by the lot of contemplated bypass road; in the south – by the lands of the Communal Design, Repair and Construction Unitary Enterprise "Grodnoobldorstroi" (Skidelskaya highroad), spur tracks to enterprises of the eastern industrial region, in the southeast – by the lands of fuel-oil storage tank of the Grodno Thermal Power Station 2 of the branch of the Grodno Republic’s Unitary Enterprise of the electroenergetics “Grodnoenergo”. 3 The land plot No. 5 (area of Obukhovo) having the area 290.53 ha, situated in the territory of the Grodno district, includes the land of the Republiс’s Unitary Enterprise "Aviacompany "Grodno", is limited in the north by the lot of the unfinished air terminal building, adjacent lands of the Agricultural Industrial Cooperative "Obukhovo", in the south – by the reserve lands of the Grodno District Executive Committee (take-off unpaved field of small aviation). The land plot No. 6 having area 544.7 ha, situated in the town of Lida and in the adjacent lands of the Lida district, includes: sector 1 "Western" having the area 173.58 ha,situated on the west outskirts
