Edict of the President of the Republic of No. 208 of April 16, 2002 [Amended as of April 30, 2015]

On Establishment of Free Economic Zone “Grodnoinvest” With a view of attracting domestic and foreign investments to promote further development of export-oriented industries based on the novel and high technologies, to provide favorable conditions for restructuring of the national economy and efficient utilization of the available production facilities, I hereby decree to: 1. To create the free economic zone “Grodnoinvest” of the total area of 3079.17 ha within the boundaries determined by the Regional Executive Committee according to the Annex for the period of 30 years. 2. To establish that: 2.1. the free economic zone “Grodnoinvest” (hereinafter -- the FEZ “Grodnoinvest”) is a complex zone; 2.2. financing of the development of the FEZ “Grodnoinvest”, including industrial, engineering, transport and other infrastructure along with the maintenance of the administrations of the FEZ “Grodnoinvest” and other expenses stipulated by the legislations for ensuring functioning of the zone, is carried out at the account of the means of the republic budget and the development fund of the FEZ “Grodnoinvest”. The development fund of the FEZ “Grodnoinvest” is formed at the account of rent payments for land plots located within the boundaries of the FEZ “Grodnoinvest” and of the Special tourist and recreational park “Avgustovki canal” and provided into lease to its residents, rent payments for the property being in the operative administration of the administrations of the FEZ “Grodnoinvest”, as well as at the account of revenues in accordance with the contracts on activity conditions in the FEZ “Grodnoinvest” and the Special tourist and recreational park “Avgustovki canal”. Other sources of forming of the said fund and directions of spending of its means are determined by the Council of Ministers of the Republic of Belarus. 3. The Council of Ministers of the Republic of Belarus shall: 3.1. within a two-month period, approve the regulations: on the Free Economic Zone “Grodnoinvest”, and On the Administration of the Free Economic Zone “Grodnoinvest”. 3.2. within a three-month period, resolve the issue of transfer of the property being in the republican ownership into the operative administration of the Administration of the Free Economic Zone “Grodnoinvest” under the established procedure . 4. To recommend to local Councils of Deputies to establish a restricted list and lower rates of taxes and dues for residents of the Free Economic Zone “Grodnoinvest”. 5. Local executive and administrative bodies in the territory of the Free Economic Zone “Grodnoinvest” shall delegate powers to the Administration of this zone, in accordance with the established procedure, to seize land plots within the boundaries of the zone and to provide them into lease to its residents. 6. This Edict shall enter into force on the date of its official publication.

The land plot No. 1 (area Grandichi) of 401.9 ha, situated on the northern outskirts and central part of the city of Grodno, includes: sector 1having the area of 396.4 ha, situated on the northern outskirts of the city of Grodno, is limited in the north by Lapenkovskaia Street, including the lands of the Open Joint-Stock Company "Grodno Meat Processing Factory", in the north-east – by the spur tracks to enterprises of the northern industrial region of Grodno, in the east – by Dzerzhinskogo Street, in the south – by the lands of industrial bases, urban organizations of the city of Grodno, Open Joint-Stock Company “Radiovolna”, in the west – by Gorki Street, including the lands of the Open Joint-Stock Company " Grodno Plant of Building Materials", and in the northwest – by Grandichskaya Street, including the lands of thesector residential area; sector 2 having the area 5.5 ha, situated in the central part of the city of Grodno, is limited in the northwest and north by the quarter of the multifamily residential development on Tereshkova Street, economic buildings of the training and experienced agricultural production cooperative “Putrishki”, educational establishment “Grodno State Agrarian University”, in the east – by Timiryazeva Street, in the south – by the passage, perspective street (prolongation of Ostrovskogo Street), lands of the industrial base of the Unitary Housing Maintenance Cooperative of the Leninsky district of the city of Grodno, in the west – by the lands, provided for the perspective construction of the city of Grodno, by Derzhinskogo Street. The land plot No. 2 having the area 136.96 ha is situated within the area of the village Gozha of the and includes: sector 1 (area Novaia Gozha) having the area 73.17 ha, situated within the territory of the former military township (the village of Novaia Gozha), is limited in the north, east, south and west by the lands of the Agricultural Industrial Cooperative "GOZHA", the State Forestry Management Institution "Grodno forestry husbandry";

2 sector 2 (area Raysta) having the area 63.79 ha, situated to the north of the village Gozha, is limited in the north by the lands of the Agricultural Industrial Cooperative " GOZHA", in the east – by the lands of the State Forestry Management Institution "Grodno forestry husbandry”, in the south – by the lands of the village Gozha, in the west – by the lands of the village Raysta of the Grodno district, the Repbulic’s Unitary Enterprise of Motorroads "Grodnoavtodor" (motoroad P- 42). The land plot No.3 having the area 523.9 ha, situated on the southern outskirts of the city of Grodno, includes: sector 1 (area Kolbasino) having the area 401.5 ha is limited in the north by Sokolovskogo Street, Gornovykh Street, Puchkova Street, by the lands of the Republic’s Unitary Enterprise " Grodno Industrial Leather Association"; in the east – by the Victory Lane, 1stDalny Lane, Fevralskaya Street, Izdatelskaya Street and Slavinskogo Street; in the south – by the lands of the Republic’s Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", Open Joint-Stock Company "Grodnoopttorg", the Grodno Trading Regional Unitary Enterprise "Bakaleia", Suvorova Street ; in the west – by the territory of the Garage- Construction Cooperative "Foliush", Olga Solomova Street, Repina Street and Industrialnaya Street. The plot does not include the territories with individual private housing, limited by Suvorova Street, Sokolskaya Street, Okulnaya Street, Puchkova Street, Usova Street, Mat rosova Street, Kosmodemianskaya Street, Zapadnaia Street; sector 2 (area of Pobedy Street) having the area 112.5 ha is limited in the north and the northeast by lands of the Open Joint-Stock Company "Belkard", in the east – by the lands of the said company, the border of the Education Establishment "Grodno State Professional Lyceum of Builders No.1", by Avenue Yanka Kupala, Pestraka Street, in the south – by Tomina Street, in the west – by the territory of the Joint Limited Liability Company "Konte Spa", lands of the Garage-Construction Cooperatives “Spring garden” and “Luch- Argon”, othodox and catholic graveyards, Open Joint-Stock Companies “Agrokombinat ”Skidelsky” and "Grodnenski Steklozavod", in the northwest by – by the lands of the Open Joint-Stock Companies "Grodnenski Steklozavod" and "Belkard"; sector 3 (area of Tinned Food Factory) having the area 9.9 ha, situated on the lands of the Unitary Affiliated Enterprise “Grodno Tinned Food Factory” of the Unitary Enterprise of the Food Industry “Grodnopischeprom”. The Land plot No. 4 (area of Auls) having the area 347.78 ha is situated on the east outskirts of the city of Grodno, is limited in the north and west by the territory of the Republic’s Transport Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", including in the northwest the territories of the freight terminal Auls of the joint station Grodno of the Transport Republic’s Unitary Enterprise “Baranovichi Branch of the Belarusian Railways”, in the west – by the lands of the Limited Liability Company “Fruitreal”; in the east – by the lot of contemplated bypass road; in the south – by the lands of the Communal Design, Repair and Construction Unitary Enterprise "Grodnoobldorstroi" (Skidelskaya highroad), spur tracks to enterprises of the eastern industrial region, in the southeast – by the lands of fuel-oil storage tank of the Grodno Thermal Power Station 2 of the branch of the Grodno Republic’s Unitary Enterprise of the electroenergetics “Grodnoenergo”.

The land plot No. 5 (area of Obukhovo) having the area 290.53 ha, situated in the territory of the Grodno district, includes the land of the Republiс’s Unitary Enterprise "Aviacompany "Grodno", is limited in the north by the lot of the unfinished air terminal building, adjacent lands of the Agricultural Industrial Cooperative "Obukhovo", in the south – by the reserve lands of the Grodno District Executive Committee (take-off unpaved field of small aviation). The land plot No. 6 having area 544.7 ha, situated in the town of and in the adjacent lands of the , includes: sector 1 "Western" having the area 173.58 ha,situated on the west outskirts of the town of Lida and on the part of the adjacent lands of the Lida district, is limited in the north by the lands of the Agricultural Industrial Cooperative "Yedkovsky", the lands of the Education Directorate of the Grodno Regional Executive Committee (Educational Establishment “Lidsky State Professional Politechnic Lyceum” ), in the east – by Masherova Street of the town of Lida, in the southeast – by the part of the railroad Lida-Mosty-Molodechno of the Transport Republic’s Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", excluding the village of Dolina of the Tretiakov Rural Council of the Lida district, in the southwest – by the lands of sewage disposal plant of the Lida Urban Unitary Enterprise of Housing and Communal Services, in the west and northwest – by the lands of the village of Ostrovlya and the orthodox graveyard of the Tretiakovsky Rural Council of the Lida district; Sector 2 "Northern" having the area 318.68 ha, situated on the northern outskirts of the town of Lida and on the part of adjacent lands of the Lida district, is limited in the north by a section of the motorroad Novitskiie-Bernuti of the Communal Design, Repair, and Construction Unitary Enterprise "Grodnoobldorstroi", in the east – by a section of the railroad Baranovichi-Lida- Stasilai of the Transport Republic’s Unitary Enterprise "Baranovichi Branch of the Belarusian Railways", lands of the Republic’s Unitary Enterprise of themotorroads "Grodnoavtodor" (motor road M-11), in the south – by spur tracks of the Regional Unitary Enterprise "Lida meat processing factory", the lands of the cooperatives of prefabricated garages of the town of Lida, the State Forestry Husbandry Institution "Lida forestry husbandry", lands of the general use of theLida Urban Executive Committee, in the west – by Bulata Street of the town of Lida, by the lands of the Agricultural Industrial Cooperative"Krupovskoie", by the lands of the State Forestry Husbandry Institution "Lida Forestry Husbandry ", the Republic Unitary Enterprise of the motorroads "Grodnoavtodor" (motorroad M-11), excluding the farm yard of the village of Guda of the Krupovsky Village Council of the Lida district. sector 3 "Eastern" having the area 52,44 ha, situated on the eastern outskirts of the town of Lida in the existing industrial area, is limited in the north by the lands of the Transport Republic’s Unitary Enterprise “Baranovichi Branch of the Belarusian Railways” and further on the border of the State Forestry Husbandry Institution “Lida Forestry Husbandry”, in the east – by the lands of the Lida Urban Executive Committee, in the south – by Khimikov Street, in the west – by Kachana Street; The land plot No. 7 having area 79.02 ha, situated in the town of Mosty and in the adjacent lands of the Mosty district, includes: sector 1 having the area 43 ha, situated on the south part of the town of Mosty, including the lands of the industrial area of the Open Joint-Stock Company “Mostovdrev”, is limited in the

4 north by Zavodskaya Street and Sovetskaya Street, in the east – by ZavodskayaLane, in the south – by the river , in the west – by the area of the estate development; sector 2 having the area 4.7 ha, situated in the central part of the town of Mosty, including the lands of the upholstered furniture shops of the Open Joint-Stock Company “Mostovdrev”, is limited in the north by Gastello street, in the east – by the residential urban development, in the south – by the lands of the branch of the Open Joint-Stock Company “Belagroprombank” of the town of Mosty and Mosty District Executive Committee (building of the district military commissariat), in the west – by the area of the estate development; sector 3 having the area 6.29 ha, situated in the industrial area in the northwest part of the town of Mosty, is limited in the north by the lands of the Transport Republic’s Unitary Enterprise “Baranovichi Branch of the Belarusian Railways”, in the east and south – by the lands of the town of Mosty, in the west – by the lands of the Garage Consumer Cooperative No. 3 of the town of Mosty; sector 4 having the area 25.03 hectares, situated in the communal-deposit area in the northern part of the town of Mosty, is limited in the north and east by the lands of the Mosty District Unitary Agricultural Enterprise “Mostovchanka”, in the south – by the lands of theMosty District Executive Committee, Transport Republic’s Unitary Enterprise “Baranovichi Branch of the Belarusian Railways”, in the northwest – by the lands of the State Forestry Husbandry Institution “Schuchinsky forestry husbandry”. The land plot No. 8 having area 57.3 ha, situated in the industrial area in the southwestern part of the town of , is limited in the north by Mitskevicha Street, by the lands of the Executive Committee, in the northeast – by VolchetskogoStreet, in the south – by the lands of the Agricultural Industrial Cooperative named after Kutuzov, in the southwest – by Sovetskaya Street and further on the borders of the Limited Liability Company “Park_Service”. The land plot No. 9 having area 136.92 ha, situated in the town of and on the adjacent lands of the , includes: sector 1 having the area 55.92 ha, situated in the industrial area in the west outskirts of the town of Slonim, is limited in the north by the lands of the State Forestry Husbandry Institute “Slonimsky forestry husbandry”, in the east – by the high-voltage line, by the lands of the Agricultural Industrial Cooperative “Druzhba-Agro”, in the southeast – by the lands of the Slonim District Executive Committee, Region Unitary Enterprise “Slonim specialized state farm “Ryschitsy”, in the southwest – by the lands of the Agricultural Industrial Cooperative “Druzhba-Agro”; sector 2 having the area 51 ha, situated in the central part of the town of Slonim in the industrial area, is limited in the north by the estate development on Kosmonavtov Street and further on Zagorodnyaya Street, in the east – Odoevskogo Street, in the south – by the farmlands of the development on Kotovskogo Street, by the lands of the Open Joint-Stock Company “Grodnooblavtotrans” (branch “Autobus park No. 3 of the town of Slonim”), in the west – by the coastal and nature conservation area of the river of Schara; sector 3 having the area 30 ha, situated in the eastern outskirts of the town of Slonim, is limited in the north by the coastal and water protection area of the river of Issa, in the east – by the lake Albertin, by the lands of the general use of the town of Slonim, in the south – by the lands

The land plot No. 10 having the area 38.81 ha, situated in the town of Schutchin and on the adjacent territories of the Schutchin district, includes: sector 1 having the area 6.71 ha, situated in the central part of the town of Schutchin, including lands of the industrial territory of the Open Joint-Stock Company “Schutchinsky factory “Avtoprovod”, is limited in the north by Molodezhnaya Street, in the east – bySovetskaya Street, in the south – by the park of the town of Schutchin, in the west – by Chaikovskogo Street; sector 2 having the area 2.02 ha, situated in the western part of the town of Schutchin, is limited in the north by the cleaning constructions of the town of Schutchin, in the south – by Michurina Street, in the southwest – by the lands of the Industrial Base of the SchutchinDistrict, by the electric network of the Grodno Republic’s Unitary Enterprise “Grodnoenergo”; sector 3 having the area 30.08 ha, situated in the southeastern part away from the town of Schutchin, is limited in the north and east by the lands of the State institute on Protection and Use of the Property “Aviator” of the Scutchin district, in the south – by the lands of reserve, in the west – by the lands of the town of Schutchin. The land plot No. 11 having the area of 521.35 ha, located in the city of Smorgon and adjacent lands of the Smorgon district includes: sector 1 having the area of 321.16 ha, located in the north of the city of Smorgon in the industrial area in the adjacent lands of the Smorgon district, limited in the north by lands of the State Experimental Forestry Institution "Smorgon Experimental Forestry Husbandry", in the east – by , Industrialny Ave. of the city of Smorgon, lands of the Production Communal Affiliated Unitary Enterprise "Sovkhoz Smorgonski" and the city of Smorgon, in the south – by the Industrialny Ave. of the city of Smorgon and lands of , in the west – by lands of the State Forestry Institution "Smorgon Experimental Forestry Husbandry" and the Grodno Republic's Unitary Enterprise of Electroenergy "Grodnoenergo"; sector 2 having the area of 200.19 ha, located in the southwest of the city of Smorgon in the industrial area, limited in the north by the bystreet Komsomolski, lands of citizens on the streeets Komsomolskaia and Yakuba Kolasa, in the east – by the riverside strip of the river of Oksna, in the south – by streets Gagarina, Avtomobilnaia and Zheleanodorizhnaia, lands of citizens on the Privokzalnaia street and a section of the railroad Minsk – of the Transport Republic's Unitary Enterprise "Minsk Branch of the Belarusian Railways", in the west – by lands of the Republic's Unitary Enterprise of Highways "Grodnoavtodor" (motor road P- 106).
