Dr. Muammer DEMİREL Yrd. Doç. Dr. Ersin GÜLSOY Yrd. Doç. Dr. Hasan ŞAHİN Bu çalışmada, Islahat Fermanı’nın yayımlanmasından (1856), I. Dünya Savaşı’nın çıkmasına (1914) kadar olan dönemde, Bingöl (Çapakçur) ve çevresinde Ermeni- Müslüman ilişkilerini, daha ziyade arşiv kayıtlarından istifade ederek ortaya koymaya çalıştık. Tez, giriş, dört bölüm ve sonuç kısmından oluşmaktadır. Giriş kısmında, Ermeni sorununun ortaya çıkmasından önce iki toplum arasındaki ilişkiler ele alınmış; Ermeni olaylarının başlamasında Islahat Fermanı, Ermeni Milleti Nizamnamesi ve Berlin Antlaşması’nın etkileri üzerinde durulmuştur. Ayrıca bu gelişmelerden sonra Ermenilerin örgütlenmeleri ve Anadolu’da çıkarmış oldukları isyanlara kısaca değinilmiştir. Birinci bölümde, yörenin tarihine değinilerek yörede hâkim olan medeniyetler hakkında bilgi verilmiştir. İkinci bölümde, yörede meskûn milletler ve yörenin demografik yapısı kaleme alınmıştır. Üçüncü bölümde, yöredeki Ermenilerle Müslümanlar arasında dinî, kültürel, eğitsel, sosyal ve ekonomik ilişkiler ele alınmıştır. Dördüncü bölümde, XIX. yüzyılın son çeyreğinde Ermeni- Müslüman ilişkilerinin bozulmaya başlaması, olayların çıkmasında yabancı konsolosların etkisi ve yörede Ermenilerin çıkarmış olduğu isyanları kaleme aldık. Sonuç bölümünde, bugünkü Bingöl sınırları içerisinde, Osmanlı hâkimiyeti boyunca Müslüman nüfusun Ermeni nüfusa nazaran olukça fazla olduğunu; Ermenilerin din, eğitim, kültür ve ekonomi alanlarında geniş bir özgürlüğe sahip olduklarını ortaya koyduk. Son olarak, Fransız İhtilali’nin getirmiş olduğu milliyetçilik akımının etkisinde kalan Ermenilerin, Müslümanlarla, son yüzyılda ciddi sorunlar yaşadıklarını ve bu durumun iki toplum arasında büyük kırılmalara neden olduğu gerçeğiyle çalışmamızı neticelendirdik. Prof. Dr. Hasan ŞAHİN In this thesis, based on archive registry, I have tried to set forth the relationships between Armenians and Muslims in Bingöl and surrounds, especially during the period from Islahat Fermanı to the I. World War. The thesis is consisting of introduction, four chapter and conclusion. In the introduction part, the relationships of the two societies before the Armenian problem are handled. The effects of Islahat Fermanı, National Regulation of Armenian (Ermeni Milleti Nizamnamesi) and Berlin Agreement on starting point of Armenian trouble are mentioned. Also after these situations, Armenian community and the troubles coming from them are mentioned shortly. In the first part, the information about the dominating civilization of the region is given. In the second part, the residential nation in the region and the demographic situation of the region are (written down mentioned) typed. In the third part, the religional, cultural, educational, social and economical relations between Muslims and Armenians of the region are mentional. In the fourth part, I have mentioned and write about how the relationships between the Armenians and Muslims broke down, the effects of the foreign consul on the problem and the riots those are brought out by the Armenians. In the conclusion part; I have mentioned that, inside today’s Bingöl border during Ottoman Empire, Muslim population was extremely much more than Armenians population and Armenian had completely freedom about education, religion, culture and economy. Finally I have concluded my thesis with the truth that; in the last century the Armenians under the effect of the nationalism which comes from French Revulation had very big troubles with the Muslims and this caused a very deep impact, problem between the two societies. VI ÖNSÖZ Anadolu coğrafyasında Müslüman ve Ermeni halklar asırlarca bir arada yaşamış; aynı acıları, kaygıları, sevinçleri ve mutlulukları beraberce paylaşarak birbirleriyle kader ortaklığı yapmışlardır. Osmanlı toplumunda birçok alanda varlık gösteren Ermeniler, devlete ve diğer milletlere karşı sadık olmalarından dolayı asırlarca, ‘’Millet- i Sadıka’’ olarak adlandırılmışlardır. 1856’da yayımlanan Islahat Fermanı’ndan sonra devlet memuru olma hakkını elde eden Ermeniler Bakanlık dâhil birçok önemli görevde bulunmuşlardır. 1863 yılında yayımlanan Ermeni Milleti Nizamnamesi ile Ermeniler her alandaki özgürlüklerini daha da genişletme ve geliştirme imkânını elde etmişlerdir. Din, eğitim ve kültürel alanda geniş özgürlüklere sahip olan Ermeniler, Anadolu’da birçok kilise, manastır, okul ve gazete açmışlardır. 1878 yılında imzalanan Berlin Antlaşması ile Ermeniler ilk defa uluslararası bir antlaşmada yer almış ve bu tarihten itibaren Batılı büyük devletlerin de destek ve kışkırtmalarıyla bağımsızlık için mücadeleye girişerek,

Dilek KANTARCI 28.01.2019 IV ÖNSÖZ Bu çalışmada 1900-1925 yılları arasında Trabzon’da yaşayan Rum ve Ermenilerin şehrin sosyal, ekonomik ve kültürel yapısına etkileri araştırılmıştır. Bu sürecin içinde yer alan Ermeni sevk ve iskânı konusunda birçok araştırma yapılmış fakat bu araştırmalar daha çok siyasi boyutta kalmış sevk ve iskân hareketinin sosyo ekonomik boyuttaki etkileri yeterli düzeyde araştırılmamıştır. 1916-1918 Rus İşgal Dönemi ile ilgili yapılan çalışmalarda azınlık konusundan ziyade muhaceret konusu üzerine odaklanılmıştır. Bu çalışmanın amacı, XX. yüzyılın ilk çeyreğinde Trabzon şehrinde yaşayan Rum ve Ermeni topluluklarının şehrin siyasi, idari, ticari, sanatsal ve zanaatsal yapısı içerisindeki yerlerini ortaya koymaktır. Bu tarih aralığında yer alan Sevk ve İskan, Rus İşgali, Muhaceret dönemleri ayrıntılı olarak işlenmiş; Mübadele Dönemi ise kısaca irdeleniştir. Böylece Trabzon’daki Rum ve Ermeni varlığı dönemsel olarak değil geniş bir perspektifte değerlendirilmiştir.     ON THE HIERARCHY OF PERPEtrators DURING THE ARMENIAN GENOCIDE Suren Manukyan Outlining organizers and perpetrators of genocides, as well as analyzing their roles in the process of mass killings are crucial for the study of particular cases of the crime. Genocide is first and foremost a political crime, which is masterminded by humans and is carried out by humans. To understand the machinery of the crime we have to learn the system of hierarchy inside its operating mechanism: from decision-makers to ordinary executioners and their proponents. This problem has remained somewhat out of the academic scope of the Armenian Geno- cide studies and has found itself in a specific perceptual trap of the belief that there is no need to study a subject as obvious as this. Surely, there have been researchers, which have reflected on the matter of identifying the felons; however, the system per se, its horizontal and vertical connections, from decision-making through execution has not been subject to academic scrutiny. The Encyclopedia of Genocide defines perpetrator as individuals, who “initiate, facili- tate, or carry out acts of genocide or crimes against humanity”1. These functions – the ini- tiation, facilitation, and implementation – to some extent describe the operational sequence of any genocide. Article 4 of the UN Convention on Prevention and Punishment of the Crime of Geno- cide (adopted on December 9, 1948) defines the scope of complicity to the crime: “Persons committing genocide or any of the other acts enumerated in Article III [of this Convention – S.M.] shall be punished, whether they are constitutionally responsible rulers, public offi- cials or private individuals.”2 At the court hearings against the Young Turks in 1919-1920, the offenders were classified into a similar hierarchal order.

Using mass expulsions of Armenian and Greek communities of the Ottoman Empire in the early 20th century as a unique natural experiment of history, we show that districts with greater presence of Armenian and Greek minorities at the end of the 19th century are systematically more densely populated, more urbanized, and more developed today. Results are robust to accounting for an extensive set of geographical and historical factors of development and minority settlement patterns. Matching type estimators, instrumental variable regressions, and a sub-province level case study corroborate our findings. Importantly, we provide evidence on the channels of persistence. Armenian and Greek contribution to long-run development is largely mediated by their legacy on local human capital accumulation. In comparison, the mediating effect of minority asset transfer on development appears less important. Riegg: Claiming the Caucasus: Russia’s Imperial Encounter with Armenians, 1801-1894 (Under the direction of Louise McReynolds) My dissertation questions the relationship between the Russian empire and the Armenian diaspora that populated Russia’s territorial fringes and navigated the tsarist state’s metropolitan centers. I argue that Russia harnessed the stateless and dispersed Armenian diaspora to build its empire in the Caucasus and beyond. Russia relied on the stature of the two most influential institutions of that diaspora, the merchantry and the clergy, to project diplomatic power from Constantinople to Copenhagen; to benefit economically from the transimperial trade networks of Armenian merchants in Russia, Persia, and Turkey; and to draw political advantage from the Armenian Church’s extensive authority within that nation. Moving away from traditional dichotomies of power and resistance, this dissertation examines how Russia relied on foreign-subject Armenian peasants and elites to colonize the South Caucasus, thereby rendering Armenians both agents and recipients of European imperialism. Religion represented a defining link in the Russo-Armenian encounter and therefore shapes the narrative of my project. Driven by a shared ecumenical identity as adherents of Orthodox Christianity, Armenians embraced Russian patronage in the early nineteenth century to escape social and political marginalization in the Persian and Ottoman empires.
