DOI: 10.17234/RadoviZHP.51.4 Between the King and the Sultan: the Romanian Colony in Constantinople at the End of the 19th Century The article focuses on certain results of a long-term research project which addresses a very specific aspect concerning Romanian-Ottoman relations after 1878: Romanian subjects, residents of the Ottoman Empire, perceived as a community under the pro- tection of the diplomatic and consular missions of Romania. The present contribution accords particular attention to the definition of this community and the legal status of the members of the colony registered with Romanian consulates in the imperial capital. A brief discussion of their ethno-religious profile and socio-economic char- acteristics is also included in the analysis. This is the first attempt to analyse several aspects concerning the Romanian multiethnic colony in Constantinople from different perspectives, such as occupations, nationality papers or the major problems which in- fluenced their status as foreign residents in the Ottoman Empire. The primary sources of data are the consular registers and correspondence between representatives of the Romanian state and the Ministry of the Foreign Affairs, with a special focus on the analysis of an unpublished volume of documents, no. 422, “Registration,” and dated 1867-1916, from the Romanian Diplomatic Archives, Constantinople fonds. Other alternative sources were also used, such as censuses, newspapers and memoirs, in order to reconstruct an image of the Romanian colony in Constantinople up to 1900.

After two years of devastating war in Europe and after two years of neutrality, on August 14 th 1916, Romania joined the right and saint war of union, of fulfilling the national aims, legitimate and ancient, of the Romanian people. The inhabitans of Transylvania received the offensive of the Romanian army beyond the Carpathians with enthusiasm and joy. During only two months, the Romanian troops almost reached Sibiu. Being insufficiently supported by the countries of the Antanta, the Romanian army had to retreat fighting heroically for each piece of land. On the rivers Jiu and Olt, at Bucharest and Ramnicu-Sarat, the Romanian soldiers proved heroism simply legendary, sweeping away the intentions of the enemy to throw Romania out of war. The front became stable on the alignment of the Eastern Carpathians, the lower course of the rivers Putna and Siret and of the big river Danube. Moldavia remained the only free part of the country. Here was the strenght and the hope of the Romanian nation. After the recovery, after those intense preparations of June- July 1917, the fights of the Romanian army were to become real in the bright victory from Marasti since 24 th - 30 th of July 1917.

    CCI3 HISTORY THE PORTRAIT OF A ROMANIAN DIPLOMAT: MIHAIL BURGHELE Emanuil Ineoan, PhD Student, ”Babeş-Bolyai” University of Cluj-Napoca Abstract: Using an unpublished historical source, the diary of Mihail Burghele, we try to analyse the background and the political orientation of a Romanian diplomat during La Belle Époque and also the Romanian foreign political objectives in Southern Europe at the beginning of the XXth century. With Mihail Burghele begin the Romanian-Albanian diplomatic relations, since this was the first Romanian Minister Plenipotentiary sent in the spring of 1914 in Durres, the capital of Albania. His mission there took place in a time when this new Balkan state represented a problematic issue on the map of international relations on the eve of World War I. In other words, were they specialists in Scandinavian matters? Were the Nordic states a professional attraction /a trampoline in the career of Romanian diplomats or were they `quiet` diplomatic missions, marginal in importance, less attractive to diplomats? In my attempt to provide an answer to these questions I found that most of those who took turns as head of legation in the Scandinavian countries had not previously been trained at the same missions.

Due to the success registered by the Romanian delegation there, it was decided that the second congress to be held in Romania. The idea was welcome in the oil field, but politicians were rather reserved. In 1903, the political circles refused organizing the congress. As a result, the second International Petroleum Congress was held in 1905 in Belgium. The performance of the Romanian delegation was also excellent, so it was decided that the next congress to be held in Romania. If in 1906 the preparations went rather slowly, at the beginning of 1907 they accelerated. The Programme of the Congress (August 22 - September 2 1907) was complex and included both scientific papers and documentary visits, as the ones to the city of Constanţa, to Constanţa port and to oil facilities in the area. The sensitivity of the romanian society to the events that took place in the other part of the continent dates from the end of the 18th century to the beginning of the 19th century. The french revolution of 1789 will have profound insights into the political and social evolution of the pincipalities and later on Romania. The revolutionary ideas at the end of the eighteenth century produced a double effect in the principalities, being both the origin of the conservative party constitution and the emergence on the romanian political scene of the liberal party. The process of coagulation of the two political parties that would dominate the romanian political life until the beginning of the last century when, after the end of the first world war, the new realities of our society have led to the disappearance of the conservative party whose leaders have failed to adapt their political discourse to the new political, economic and social context.
