For the countries given in the assignment, part of the problem is that in Canada and Ukraine, the political and governmental systems are very different – just the fact that Canada has a bi-cameral Parliament and Verkhovna Rada of Ukraine is unicameral automatically means that a huge batch of laws is different in Canada and Ukraine, even though these two countries are based on similar principles and are both democracies. As you can see from the chart provided above, Office of the Auditor General of Canada carries out more functions than the Accounting Chamber of Ukraine. Accounting Chamber mostly controls the spending of the State Budget by the highest state institutions whereas Office of the Auditor General of Canada audits all operations with federal money, whoever carries out these operations. In this sense, Office of the Auditor General of Canada is similar to Main Control and Revision Office of Ukraine, which audits all institutions that deal with state money, even commercial ones, but not Verkhovna Rada, the President etc. Thus, I can say that there is no sole analog of the Office of the Auditor General of Canada in Ukraine, and its functions are carried out by Accounting Chamber of Ukraine and Main Control and Revision Office of Ukraine together.

However, if we take a closer look at the structures of the institutions, we may notice that the Office of the Auditor General of Canada carries out work for Parliament and is responsible to Parliament whereas corresponding institutions in Ukraine, the Accounting and the Main Control and Revision Office, are independent from Verkhovna Rada, even though they report to it on a regular basis. As for the Office of the Conflict of Interest & Ethics Commissioner of Canada, the only corresponding institute that exists in Ukraine is Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of the Verkhovna Rada, which, unlike the Canadian analog, fully consists of people's deputies (members of Verkhovna Rada) and is much more dependent on Verkhovna Rada than the Office of the Conflict of Interest & Ethics Commissioner is dependent on the House of Commons. When it comes to the differences in the functions of these institutions, one may notice that Office of the Conflict of Interest & Ethics Commissioner of Canada focuses mostly on the conflict of interest and ethics, whereas Ukrainian analog mostly supports the work of the Verkhovna Rada and doesn't even mention preventing the conflict of interest as one of its functions. Unfortunately, at the moment, conflict of interest isn't a problem that many people and politicians pay much attention to in Ukraine, even though this might be one of the biggest challenges that Ukraine has to overcome in the nearest future. Before beginning the research, I thought that openness to public would be something that Ukrainian institutions (the Accounting and the Main Control and Revision Office, and Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada) lack as opposed to the Canadian analogs.
