Signed ……………………………………………………………… Date ……………………………………………………………… Abstract: In a post-1945-world, European countries were confronted with a range of challenges. Among them, they had to eventually deal with the question of how to remember their role in the Holocaust, and how to narrate it to the younger generations. For some countries the answer seemed to be clear cut; a categorisation into perpetrators and victims enabled an interpretation of what horrors had occurred. Especially education and public commemoration here serves as a medium of memory. While the Holocaust has an undeniable European dimension, the increasing entanglement of countries in a globalising world as well as with progressing European integration raises the question of how national commemoration changes through existing in a transnational frame. Do transnational challenges have an equal impact? While they and national commemoration are often studied extensively apart from each other, there is a negligence to investigate how these challenges are reflected in the public commemoration of nations in a comparative manner. In this discourse, government officials bring forward their interpretation of the past and connect it to how the nation should face the future, thus formulating political arguments. This thesis analyses not only the arguments formulated in the speeches held on the national Holocaust Commemoration Day, but also compares the impact of transnational challenges. The countries Austria and Germany were chosen because they show similarities in their historical past, being successor states of the Third Reich, and because of the overlap in their cultural and linguistic character. A time frame from 2000 till 2019 allowed for the inclusion of the following factors: the EU- enlargement, the economic crisis, the refugee crisis, and the rise of populism. An approach derived from Critical Discourse Analysis and the Discourse-Historical Approach, as well as some of the methods rooted in Aristotle’s study of rhetoric, were used. The comparison enabled me to decode the construction of national identity through historical memory and the various influences and constraints this process is under in the two countries. Among other findings, the conclusion was drawn that transnational challenges shape national commemoration differently as the constraints and possibilities of the political culture depend on historical memory as well as the cultivated self-image which is exported abroad. My findings are relevant not only to understand the importance of Holocaust memory for fostering European and national identity, but also the way memory regimes operate in Europe. In late January 2000, the EU14 initiated a protest co-ordinated by the Portuguese EU Presidency against the coalition between Wolfgang Schüssel’s ÖVP and Jörg Haider’s right-wing extremist/populist FPÖ, accused of violating EU fundamen- tal values expressed in Article 6(1) TEU. When the government took office on 4 February diplomatic ‘sanctions’ were launched. During spring, the EU14’s wider interpretations of the sanctions, clumsy handling of Austrian countermeasures and deficient strategy on dismantling the protest contributed to crisis escalation. The solution was the appointment of so-called ‘wise men’ to evaluate the politi- cal nature of the FPÖ and the effects of the EU14’s ‘diplomatic whipping’ on government policies. Shortly after the Wise Men Report was published the EU14 lifted the ‘sanctions’ unconditionally, but insistent question marks remained. At the informal European Council meeting in Biarritz 13-14 October, the EU14 and the Austrian government agreed on amendments to the trigger mechanisms for the ‘sanctions article’, Article 7 TEU, incorporated in the Nice Treaty from De- cember 2000.

Drawing on different literatures in political science, David Art builds a framework for understanding how public deliberation transforms the political environment in which it occurs. The book analyzes how public debates about the “lessons of history” created a culture of contrition in Germany that prevented a resurgent far right from consolidating itself in German politics after unification. By contrast, public debates in Austria nourished a culture of victimization that provided a hospitable environ- ment for the rise of right-wing populism. The argument is supported by evidence from nearly 200 semistructured interviews and an analysis of the German and Austrian print media over a twenty-year period. David Art is an assistant professor of political science at the College of the Holy Cross. He teaches courses in European politics, international relations, and globalization. He received his B.A. from Yale University and his Ph.D. from the Massachusetts Institute of Technology.     Performing Austria: Protesting the Musical Nation Allyson Fiddler Lancaster University [email protected] Abstract The Austrian national elections of 1999 and the subsequent government formation in 2000 sparked a wave of protests, both at home and abroad, due to the inclusion of the extreme-right populist Freedom Party of Austria (FPÖ) into the coalition. This article examines a body of protest music (ranging from heavy metal, rock and punk, to mock-choral and microtonal) that came about between 1999 and 2004 as a direct response to the turn in Austrian politics towards the extreme right. In interrogating this protest music I discern an important and hitherto under- researched facet of identity-(de)construction in Austria’s artistic self-expression. It suggests a highly politicized counter-image to the usual, musically inspired representations of Austria, the land more readily associated abroad with Mozart and Haydn, the Vienna boys’ choir, waltzing and yodelling. The music here is interrogated for the textual and musical strategies it deploys, and the spaces and icons of protest performance are probed for their efficacy and for the political interventions that they engender.
