PRESIDENT AND EXECUTIVE DIRECTOR’S REPORT From Mark Searle, President and Glenn Lethbridge, Executive Director

Ontario Sailing has had an exceptional year both on and off the water.

Welcoming Mark Searle as our New President after five years of strong leadership by Donna Scott really helped kick off the year at the Toronto Boat Show in January.

With the support of the Ontario Sailing Board, a budget and yearly priorities were set in place to work on more support for our Clubs, Schools, Camps and Affiliates. The board had us add more coaching time on and off the water in both the traditional classes of boats and in other classes that we have not sup- ported as much in the past. This has been well received by the Keelboat community and non-racing sail- ors and boaters.

We have been doing a lot of club visits with a presentation called “Your Clubs Health – Time for a Checkup.” This has helped us increase membership by another 18 organizations and strengthen the support that Ontario Sailing can give to our clubs. Membership fees have topped $208,000 with this be- ing split with Sail . Currently we have 211 member organizations in Ontario with the potential of growing in the future.

Highlights on the racing scene include a strong showing at the Canada Summer Games, Canadian Youth Championships and North American’s to name just a few. Our clubs have had an equally successful year such as the Team at RCYC winning the New York Club Invitational.

Some great events have been run in Ontario this year supported by our Race Officials, Judges, Umpires and a host of Volunteers. We launched a Regatta Safety Course and expanded the Club Judge program offering our first ever online program for Northern Ontario Clubs.

To support the transition to the New Provincial Not-for-Profit Act, Lawyer and Sailor John Curtis was brought in to present on the impending new act. We continue to support our clubs by running workshops both in person and online all in the aid of strengthening the membership base of the clubs.

Financially Ontario Sailing continues to be very healthy; always being prepared for any short falls in funding from our Government sources. We ran our 6th consecutive financially positive year, increasing funds in our Endowment Funds, Legacy Funds and reserves.

A strong High Performance partnership continues with -Canadian Sport Institute Ontario-our clubs and Ontario Sailing. We partnered with Kingston by jointly hiring Rob Frost as a Skiff Class expert coach in Kingston. This is in addition to our partnership with our Provincial Training Cen- tres: RCYC (Olympic) and (Paralympic). We have a network of some 24 Training Centres in the Province that run strong racing programs under the LTAD model.

We continue to be blessed with an exceptionally strong staff. Murray McCullough, Chris Hewson and Rob Frost are our full time OST coaches. Dan Cunningham (RCYC), Peter Wood (Nepean) and part- time OST coaches Emily Hill and Graham Fraser round out a great group. Of special note is the hiring of Thomas Fogh to fill in for Murray while he had to take a medical leave this summer. Thomas, along with working with the non-Olympic Pan Am Classes, supported our Tier One Single Handed team along with supporting the National Laser Team. It is great to have this type of talented coach to draw on when needed.

While High Performance is important, without youth and adults entering at the Grass Roots level at our clubs and schools, we would not have a strong racing program in Ontario. With that in mind, the Ontario Sailing Board announced recently the start of the “Get into Sailing” campaign. This program being held Saturday June 21st 2014 will encourage clubs and schools across the province to open their doors for an on the water open house. PRESIDENT AND EXECUTIVE DIRECTOR’S REPORT (… continued) From Mark Searle, President and Glenn Lethbridge, Executive Director In the office, Krystal Smith, Kathy Chamoun, Margaret Mummery and our newest staff member Melanie O’Brian continue to make my job much easier. We ran 5 coaches in our Mobile “Boom Program” and in addition,finished our first full year of a 4-year partnership with Row Ontario in our Shells &Sails Program.

We continue to support a large Coach Training program in Ontario with over 300 coaches trained. We are working with Port Credit Yacht Club to start Ontario’s first ever Sailing Coach Training Centre.

In our CANSail Learn to Sail programs, over 6000 participants were registered in the program online. We estimate that over 10,000 individuals participate in LTS programming each year so it is a priority to get the additional people to use the system.

I would personally like to thank the board, our staff and all the member Clubs, Schools , Camps, Affiliate Organizations along with our Sponsors, the Province of Ontario, Wind Athletes, Canadian Sport Insti- tute, Coaches Association of Ontario and the many volunteers on our committees that make Ontario Sailing the organization that it is today.

We will launch a new Strategic Plan at our Annual General Meeting, a new website, and set new goals for the upcoming two years. This includes reviewing new technologies in boats, training applications, partnerships and an outreach to new organizations.

On behalf of the Ontario Sailing Board, staff and membership we would like to thank the Sail Canada Board and Staff for their continued strong partnership with Ontario Sailing. Likewise, the ongoing part- nership with the other Provincial staff and Boards continue to help strengthen our system in Canada.

APPEALS COMMITTEE REPORT From Kathy Dyer, RHYC - IJ, NU - Committee Chair

The task of the appeals committee is to decide appeals submitted by competitors who have been a party to a protest hearing and are dissatisfied with the decision of the protest committee. Appeals may only be submitted by parties to the protest hearing and usually claim there was an incorrect interpretation of a rule or conclusion, or a procedural error by the protest committee. Some appeals attempt to appeal the facts found which, according to The Racing Rules of Sailing, may not be appealed. The appeals commit- tee also answers requests for confirmation or correction of a protest committee’s decision when it is un- certain it came to the correct decision.

The appeals committee decided only three appeals in 2013, down from 11 in 2012. Two of these deci- sions were further appealed to Sail Canada. Sail Canada upheld our decision in both cases. The third appeal was returned for a new hearing.

This marks the end of my four years as the chariman of the committee. I am very pleased to announce that Wendy Loat will take over the chairmanship on 1 January 2014. The membership of the committee will not otherwise change. Ontario Sailing is fortunate to have an excellent group of experienced judges serving on the committee, and they are:

Judge Training Seminars in 2013 We held only one seminar in the spring as we were awaiting updates to the Club Judge seminar and tests due to the rule changes. The session was hosted by Highland Yacht Club. In addition, a “mini sem- inar” was held at Little Current followed up by an evening telephone session. Another seminar was held in the fall at Mimico Club. It was a very active and involved group and the seminar ran overtime. Thanks to hard work from the staff at Ontario Sailing for their assistance in organizing and promoting the seminars. We are holding a seminar at RCYC January 18th with another later in the spring in Oakville. We also ran a “New Rules” seminar at Ashbridge’s Bay Yacht Club with Robert Stewart.

I wish to thank the members of the committee for their support and work. I also wish to send a thank you to Robert Stewart for his support as Chair of the Sail Canada Judges’ Sub-Committee. We were able to hold a National / Regional Judges seminar in Ontario for the first time.

I welcome Katie Coleman-Nicoll as co-chair for 2014 and new members Sean Hewson (Bronte Harbour YC) and Greg Dargavel (Nepean SC). Ontario has more certified Club Judges than the rest of Canada combined but there is still much work to do.

TREASURER’S REPORT From Tom Bolland CPA, CA, Treasurer

It is my pleasure to report that Ontario Sailing received an unqualified audit report on the financial state- ments prepared by management and approved by the Board. The audited financial statements are available on the Ontario Sailing website.

In May 2012, the Board of Directors set the following financial priorities; 1. To keep reserves (as measured by net assets) to a minimum of $225,000 in order to manage the peaks and valleys in running its programs from year to year. 2. To grow revenue outside of government sources.

During the year, Ontario Sailing adopted the new accounting standards for not for profit organizations and as a result it reports the April 1, 2012 opening balance sheet.

Overall Ontario Sailing continues to strengthen its financial position. Through careful financial manage- ment, Ontario Sailing has managed to generate a modest net surplus of $77,197 (2012 $62,669) for the year. For the past few years, the organization has focused on cash management. Building a healthy unrestricted reserve was a priority as a large portion of revenue comes from government funding. As a result of our managing expenses, our unrestricted reserves are $326,991 (2012, $288,818 & 2011, $214,754). The organization is in a much better position to focus on its operational goals. We have also been advised that our government funding is stable. In fact we have been considered a model sports organization for sport management and athlete development. During the year, Ontario Sailing purchased assets of $58,154 (2012, $20,072) and continues to invest for the replacement of equipment and efficiencies. Funds invested in capital assets are $90,976 (2012, $51,953). Restricted funds have increased with donations and investment income. The combined assets of the restricted funds are at $54,558 (2012, $53,283 /2011, $52,104) which are available to support athlete development.

As a result of increasing revenue Ontario Sailing has been able to offer more programs and support the membership better. During the year, total revenues increased modestly to $1,109,020 (2012 $1,083,298). Total expenses increased to $1,031,824 (2012 $1,020,628). Leadership Development revenue (fees from coach registrations) declined $32,136 (2013 $153,991 vs 2012 $186,127). This was more than offset by an increase in Athlete Development revenue (fees and sponsorship of the Ontario Sailing Team) of $51,614 (2013 $127,978 vs 2012 $76,364). Government funding ($234,437) did not increase and represents approximately 21% of total revenue. Administration expenses increased but were offset with increased membership revenue. Administration represents 20% of operating expenses.

Looking forward, Ontario Sailing will continue to build sustainable programs that are supported by the enthusiasts and member clubs. Staff continue to play a vital role within the organization whether involved in developing and implementing new training programs like CANSail or helping to plan and or- ganize future events like the upcoming Pan Am Games. Our athletes are better supported by quality coaching as there has been some growth and improvement in this area. The organization is focused on the value it offers its members. It offers various programs to help promote a lifelong interest in boating while ensuring that there is a strong foundation supporting this recreational pursuit.

I greatly appreciate the assistance of management and staff to responsibly manage the resources of the organization. I also appreciate the numerous volunteers and clubs that support our organization. With- out your contribution in so many areas, the sport wouldn’t be as consistent and effective across the province. I know that working together helps our sport perform on the water. As Toronto prepares for the Pan Am Games in 2015, I am looking forward to your continued support which will enable this event to be a great success for our athletes and more importantly, the sport of sailing. Events like this are formative moments for many Canadian athletes and Ontario Sailing along with its partners is proud to help our athletes (and local clubs) prepare for this event.

As always, your support, encouragement and involvement, is greatly appreciated. 7

FUNDRAISING and BUSINESS DEVELOPMENT REPORT From Krystal Smith Fundraising events are an important part of Ontario Sailing. Ontario Sailing’s fundraising goal is to raise funds through corporate sponsorships, individual donations and targeted fundraising events. Ontario Sailing is honoured by the continued support of our members, sponsors, partners, contributors and the sailing community in Ontario.

Some of our corporate sponsorship support is received in the form of monetary support, some in the form of gifts-in-kind, and some in the form of services provided. We would like to extend a huge thank you to all of our sponsors and partners for 2013! Without you, many of our programs would just not be possible. We had a wonderful time seeing many of our sponsors and partners at the Annual Sponsor Luncheon in November and we look forward to working with you in 2014 to maximize the return you re- ceive from your investment in Ontario Sailing. Our sponsors and partners are listed on the Ontario Sail- ing website. We encourage our members to support the sponsors and partners that support us!

We are extremely pleased that the Ontario Sailing Able Sail, Access BOOM Program was again select- ed as one of the programs that benefited from the Toronto International Boat Show’s Special Preview Night Supporting Children’s Charities on January 11th, 2013. Ontario Sailing’s share was $15,784.00. The program has again been selected as one of the recipients for 2014. We are very grateful for the Toronto Boat Show’s continued support!

The Ontario Sailing Gala, this year themed “Viva La Fiesta”, was held at The Boulevard Club in Toronto on Saturday, April 6th, 2013. It was the 11th Annual Celebration of Sailing fundraising evening for On- tario Sailing and a great night was had by all! Many of the guests took the Fiesta theme to heart and produced some wonderful themed pictures to take home with them. Thank you to all who were able to attend the Gala this year and to those individuals and companies that donated to the cause. Thank you also to my fellow Committee members Donna Scott, Carolyn Weckesser, Jim Allen, and Ruby Pennell for their endless dedication and commitment to the success of the evening. With everyone's help we were able to raise $8,000.00 that will go towards the development of sailing in Ontario!

The 12th Annual Celebration of Sailing Red Carpet Gala will take place on April 12th, 2014 and will be at The Oakville Club. Tickets are on sale now! Tickets are limited so be sure to get yours today!

As always, the Individual Donor Campaign was strongly supported by our community. Thank you to all our continued supporters and those who have decided to support Ontario Sailing financially for the first time!

BOOM PROGRAM REPORT From Melanie O’Brien, Program Coordinator Summer 2013 showed another strong year for the BOOM Program. Along with running 16 weeks of pro- gramming with four instructors at 12 sites, Ontario Sailing also sent equipment to three sites on Lake Simcoe to run additional programming for four weeks. Our Access BOOM Mobile spent five weeks at three different sites running a traditional Access BOOM Program.

Equipment – This past summer, the BOOM Program operated with 8 Laser Pico Dighies, and eight RS Quba . An additional eight Laser Picos were used for the Lake Simcoe BOOM Program. We used two Access 2.3w and two Access 303w dinghies on the Access BOOM mobile unit. Each mobile unit includes a dedicated trailer. The Access BOOM mobile unit, and Lake Simcoe mobile unit each use one coach boat, while the traditional BOOM mobile each have two coach boats for instructors to use. The Access BOOM and Lake Simcoe mobile units each are moved from site-to-site by volunteers, while the traditional BOOM mobile units use the Ontario Sailing van and a rental van to travel from site to site.

ABLE SAIL REPORT From Melanie O’Brien, Program Coordinator & Keith Hobbs, Special Advisor

In 2013, Ontario Sailing has continued to run several programs and initiatives to increase the level of ac- cessible sailing in Ontario. Through these programs and the use of special equipment, people of all ages and with all types of disabilities were able to experience the sport of sailing.

These programs and initiatives included:

Access BOOM -- a mobile sailing program for people with disabilities The Access BOOM Mobile visited three sites during the summer of 2013 for a total of five weeks. During that time, 39 individuals with disabilities participated in the sport of sailing with a CANSail Certified instruc- tor. With the purchase of two new Access-303w dinghies, the Access BOOM Program will be continuing its Legacy program in 2014, which focuses on developing sustainable long-term accessible sailing programs with each Access BOOM Host Site. In addition, Ontario Sailing BOOM Instructors also spent one week teaching sailing to participants and families at the Canadian National Institute of the Blind (CNIB) Camp on Lake Joseph.

Paralympic Training Centres- funded training facilities and services for athlete and coach develop- ment Ontario Sailing has several clubs participating in its Training Centres Program. Both the Disabled Sailing Association of Ontario (with locations in Toronto and Burlington), and the Nepean Sailing Club are acces- sible training facilities that include training programs specific for athlete development. The Nepean Sailing Club is the Provincial Training Centre for sailors of Paralympic class boats. Both clubs work closely with Ontario Sailing to support both the development of athletes and coaches from the grassroots to high per- formance levels. Ontario Sailing Coaches Rob Frost and Peter Wood continue to work with athletes to increase the amount of coaching available for athletes in the 2.4mR class, and the Martin-16 class as a transition boat to the 2.4mR.

Program Development- resources to help develop more accessible sailing across Ontario In October of 2013, Ontario Sailing coach, Rob Frost, and Program Coordinator, Melanie O' Brien were invited to attend and contribute ideas the Parasailing Long Term Athlete Development Summit in Montre- al, . This was a national summit organized by both Sail Canada and the Canadian Paralympic Committee. Ontario Sailing will be contributing to developing a program that will train our Learning Facili- tators, existing instructors around the use of the CANSail Parasailing-specific Programming. Ontario Sail- ing would like to thank the Canadian Paralympic Committee for funding such an opportunity to help im- prove our and grow accessible sailing across the country.

Furthermore, Quinte SailAbility and the Able Sail Network both attended the Canadian Paralympic Com- mittee’s Parasport Festivals in Whitby on November 28th, 2013 and Mississauga on December 3rd, 2013 to honour the International Day of Persons with Disabilities. Both festivals worked towards promoting parasports, including accessible sailing.

Regattas and Results The Canada Summer Games took place August 2-17, 2013 with Aaron Wong-Sing of Nepean Sailing Club representing Ontario in the 2.4mR fleet. Ontario Sailing coach, Peter Wood, provided on-water coaching during the event and ran daily briefings and de-briefings. Ontario Sailing would like to congratu- late Aaron for winning the bronze medal.

The 2013 season was the first year the new CANSail Learn to Sail Program was fully implemented across clubs/sailing schools within Ontario. There were 76 participating clubs in Ontario, compared to 36 in the 2012 pilot year. Supporting our clubs/sailing schools, Ontario Sailing delivered CANSail Instructor/ Coach training clinics.

The instructor clinic schedule and registration will be available on our website, www.ontariosailing.ca in January. All candidates will be able to register for courses online.

Instructors, please make sure your pre-requisites are up to date prior to you clinic to ensure proper certi- fication before the start of the sailing season. All instructors must pay their annual Sail Canada dues, and complete all necessary pre-requisites before they are fully certified to instruct or coach. Annual dues are valid from January 1st- December 31st and are due prior to the start of your coaching season each year.

In 2014, Ontario Sailing will be providing optional additional training for current and prospective instruc- tors on topics such as safety lessons and preparation, the basic physics of sailing, the effects of wind, weather and waves on your boat, and racing tactics and rules.

ATHLETE DEVELOPMENT COMMITTEE REPORT From Ontario Athlete Development Committee & the Coaching staff of Ontario The change that made the biggest impact in 2013 was the collaboration of coaches within Ontario and amongst provinces. The coaching staff has worked together on a regular basis integrating multiple coaches into training camps along with coaches sharing information within the province openly and ef- fectively. The theme of coaching collaboration has been prevalent throughout the country but for effi- ciency, this document will focus primarily within Ontario.

Single Handed update: Combine – During the 2012 combine, Matthew Sherar was identified. Through 2012/2013 training he ultimately won the Sail Canada Youth Champs in 2013 in Vancouver. This shows that identi- fication at the Combine is a useful resource that only Ontario is using. Braden Garvey was iden- tified in the fall of 2013 as a Laser class prospect. At the age of 14 he is currently 6’3’’ and weighs 178lbs. The coaching staff is excited to work closely with Braden this coming spring. Centralized Training Environment – The implementation of the Legion Facility based out of TSCC has been a success. The team called this site their home for all spring training. After seeing the difference it has made first hand, it is exciting to see Ontario’s program begin to resemble that of some of the world’s top countries with centralized training. All in all, a centralized training facility has lead to the creation of a true team environment and healthy team cohesion, a critical piece in the development of young athletes. Identified Team Captain – At the end of November 2013, Justin Norton was selected to represent the Laser team as their team captain. The purpose of this role is to distinguish and set a role model for the younger athletes to aspire towards. The captain also acts as the “go to person” if any of the athletes do not feel comfortable coming directly to the coach with a specific item. Since Justin’s announcement, he has done a thorough job of working closely with myself to en- sure the program is tailored to the wants and needs of the athletes, which in addition to the vi- sion of the coach, will ensure our programming continues to be the sought after program that it is across the country.

Double Handed update: Centralized Training - A centralized training centre was established in Kingston, ON for our OSDT 29er sailors. All team members made the transition to training out of Kingston Yacht Club during the summer. Teams from Barrie to Ottawa all made the move to Kingston to create a stronger training environment. Increased Training - Increased winter training schedule for the 29er program with an added 3 weeks of training and competition in Florida from previous years. With the increased training schedule there has also been a significant increase in participation in the winter training sched- ule with at least 4 boats at each training camp and competition. Mentorship and PTS - Creation of a mentorship program with two new coaches from Kingston Yacht Club that shadowed OSA coaches Rob Frost and the 29er program. Creation of the Pro- vincial Talent Squad that helps better prepare and identify athletes that are up and coming but below the provincial level. Several PTS workshops were held at KYC, NSC and Fogh Marine where athletes were given guidance on the creation of a training plan and proper training tech- niques. Guest experts also spoke, including Evan Lewis on fitness training and several National team athletes sharing their experiences.

Canada Summer Games: This past August, seven Provincial athletes competed at the 2013 Canada Summer Games held in Sherbrooke, Quebec. Although the athletes faced difficult wind conditions and strong competi- tion, the Ontario athletes finished strongly with 2 Gold Medals in the 29er class, Bronze in the Radial, Bronze in the 2.4 and 4th in the Laser class.

Pan Am Development Camps: With the Pan American Games being held not only in Canada in 2015 but in our home Province, Ontario Sailing organized development training camps this past summer and fall for all the Pan Am classes. For each of the classes, a specialized coach was brought in to give Ontario Pan Am hopefuls expert advice in things like boat set-up, tuning, and tactics and strategies specific 22

Ontario Learn To Cruise Instructors Basic Instructor clinics were held in Ottawa (1), Toronto (2) and Bronte (1) in the spring. An Intermediate Instructor clinic was conducted in early spring out of Midland.

Instructors are certified to teach specific student certification levels. The certification levels for the Cruis- ing and Power instructors in Ontario focus on the Basic (initial and introductory courses) training levels where most of student training occurs.

Ontario Learn To Cruise Student Registrations In the tenth year of the Student Registration Program, the overall certification numbers show a signifi- cant decline over prior years. Basic and Intermediate Cruise levels represent on average 94% of the Cruising certifications awarded that have an on water component. Basic and Intermediate level certifica- tions were the lowest recorded and were 26 and 30 percent respectively below the average of the pre- ceding nine years. The breakdown reflecting successful course completion by students is shown below. These numbers exclude students that did not successfully complete a standard and students that com- pleted the introductory levels in Sail or Power.

There were 71 instructors active in the province who certified students in the programs shown in the above table (78 last year). This year instructors were required to work for registered schools in order to be able to certify students. Instructor activity broken down by certification as reported for the 2012 registrations are shown below. There were 36 schools registered with the prov- ince in 2013. At least one of these schools focused on delivery of programs within the Introductory Standard. Salus Marine Wear once again sponsored the Learn to Cruise Student Registration Program. On the national level, the Training and Certification Committee establish Cruising Panel continued to provide Sail Canada technical support to assist in the maintenance and development of the Learn to Cruise and Learn to Power Standards. Sail Canada has agreed to pilot a new approach to student train- ing in the Cruising scheme which includes nationally tracking student progress and the development of a modular approach to training. The intent is to allow students to continue to build skills towards achieving certification in cases where at the end of a course some skills need further development..

Work related to the Transport Canada Standard for Recreational Boating Schools (RBS) continues. The RBS Standard is still under review by TC internal groups. The Shipping Act defines paying students as passengers, and as such school vessels carrying students that have paid tuition fall under commercial rules. The RBS Standard defines special rules for the manning and carriage requirements of the training vessels typically used in delivering Sail Canada Cruising programs and is intended to allow cruising schools to continue to operate using Sail Canada trained instructors on recreational vessels. We contin- ue to wait for indication on the timing of implementation of the RBS Standard.

The Cruising Panel has proposed a new entry point to the Cruising Instructor training scheme to try to reduce the effort for skilled sailors to join the instructor ranks and to provide a path to build coaches in clubs across Canada. Ontario is planning to pilot this program in 2014. 24
