Discussion BVCA AGM The Annual General Meeting was held January 28th, 2016 at the Britannia Club. Thank you to Councillor Mark Taylor’s assistant Jodi Jennings for presiding over the election, and to Community Police Officer for the Bayshore Area, Cst. Jeff Kostuch, for speaking to the AGM. Thank you also to Paul and Brianna of the Britannia , for kindly opening their doors to the BVCA AGM.

February 9 BVCA Meeting 1) Agenda Incoming President Jonathan suggests that in the future executive members or directors take ownership of particular agenda items. If no one takes ownership of an agenda item, then that item will be dropped from the agenda. It is agreed that incoming communication from outside organizations regarding potential topics or items of interest, received by email or through the website contact page, be distributed to the executive and directors. Only if an executive member or director then takes ownership of the outside organization’s communicated item at the next meeting will it be placed on the agenda.

2) Approval of Minutes January 2016 minutes approved for upload to website.

3) Flood Proofing (Waterfront Infrastructure Project) In discussion various aspects of how the imposed levy will be implemented in conjunction with the lifting of building restrictions are questioned. It is noted there may be conflicts within the community on what restrictions should be lifted, and what restrictions should remain or be imposed on development within the Village. As reported at the January BVCA meeting an Official Plan and Zoning By-law amendment report is anticipated to go to Planning Committee, Agriculture and Rural Affairs Committee and City Council in April 2016. It was suggested in January that the BVCA should be represented at this meeting. Sue Anglin has emailed Carol Ruddy, the planner responsible, to receive information updates and notice of the dates of meetings.

Britannia Village residents are also encouraged to visit the City of Ottawa website http://ottawa.ca/en/official-plan-and-zoning-amendments for information on The City of Ottawa proposed amendments to update the flood plain policies and mapping in the Official Plan and Zoning By-law. This is the first of a series of amendments in a multi-year program to implement updated flood plain mapping received from the Conservation Authorities.

4) Neighbourhood Watch In discussion it is noted that the resurgence that Neighbourhood Watch experienced in 2012 has now waned. It is suggested that an effort to reignite interest again be initiated. Moe will be asked his thoughts at the next BVCA meeting on this issue.

5) Traffic Issues (Salina and Kehoe Street Parking – Britannia Park) Marie reports that last summer residents had complained that people using Britannia Park had started using Salina and Kehoe Streets to park. It was especially bad where Kehoe intersects Salina, as at times two cars coming from opposite directions could not pass each other. The City has placed one No Parking sign on the east side of Kehoe near where it joins Salina. It is agreed to wait and see if the problem re-emerges this coming summer.

6) Village Sign Jonathan reports that Matilde is still looking for a manufacturer for the sign. Mark Taylor’s assistant Jodi has stated a bond will not be required for the sign if it is hung from the Ottawa Hydro pole. A bond would also not be required if the sign is placed at the originally proposed location, as long as the sign is hung from a single pole. Carole states that the BYC may have a proposal for the BVCA regarding the sign. She will report back on any further developments.

7) Community Communications Jonathan reports Susan Anglin is interested in creating a Facebook page for the BVCA.

Jonathan would like to send out a BVCA notification email to the mailing list on a regular monthly basis. The email will summarize topics of interest to the Village, directing those who receive the email to more detail and content available on the website where appropriate. Proposed topics include upcoming community events, relevant news items, community safety issues, local artist and business promotions, and notice of minutes being posted to the website The BVCA website address is: http://bvcaottawa.wordpress.com/

8) Community Plan It is noted: i) At a Committee of Adjustment meeting held in October 2015, the Committee recognized that the completion of the berm infrastructure project will impact Britannia Village. It is expected that new development initiatives will come forward to the Committee of Adjustment. The community was advised to consult with the City of Ottawa to develop a Community Plan for Britannia Village. ii) The City of Ottawa Official Plan has a number of communities with such a plan, which are documented in City of Ottawa Official Plan Volume 2a - Secondary Plans.

Jonathan reports he had a brief meeting with Mark Taylor and his assistant Jodi Jennings on February 9th. Further to the proposed meeting with a City planner, Jodi has promised to forward relevant background material to Jonathan so that community members may be prepared for a productive meeting. It is suggested that it will be easier to arrange a meeting with a planner during regular business hours at City Hall. Jonathan will follow up with Jodi to arrange a meeting time.

9) Federation of Citizens Associations Doug reports that he and John attended the meeting on February 4th at Community Association. The major topic of this meeting was Ottawa 2017, including funding opportunities and ideas for community legacy projects and celebrations. Doug has paid the annual membership fee of $30 for in the FCA on behalf of the BVCA. The next FCA meeting will be held on March 3rd at the Ron Kolbus Lakeside Centre, cohosted by the Belltown Neighbourhood Association and the BVCA.

10) 2017 Initiatives In discussion thoughts and ideas put forward thus far include: -Opportunities for community celebrations -To plant 150 trees in the village. -Have the children of the village write stories and articles about Britannia Village. These stories and articles would be bound in one book. -Republish Eva Taylor’s book ‘Ottawa’s Britannia’ (1983), or create a ‘Volume II’. In discussion it was suggested that a chapter could be added at the end to chronicle the history of the village from 1983 until the present. Local resident Stephen Clarke may be interested in writing a chapter on the Britannia railway accidents that have occurred. Jonathan reports he has done a cursory investigation into costs, and discovered the initial setup publishing costs would be around $1500. Production costs on a printing of 50 books would be $13 per book. It is suggested that available funding may defray some costs and that at least 50 or more residents would be interested in purchasing the book.

11) Britannia Park i) Ron Kolbus Lakeside Centre Working Group In discussion it is suggested Councillor Mark Taylor appears to have lost political will to push redevelopment of the Ron Kolbus Lakeside Centre, and the possible new development of a ‘Dovercourt’ like facility on top of the hill near Carling Avenue. The option of enhancements to the park area itself appears to still be open, including reforestation and improving pathway interconnectivity. No meetings have taken place since the working group meeting held Saturday March 21st 2015. Thank you to all the volunteers that have helped out with the rink.

12) News Items i) Ecology Ottawa and NCC 50 year plan Neil Kabesh of Ecology Ottawa has emailed the BVCA through the website contact page regarding the NCC announcement that it is preparing a 50-year plan for ’s capital region that will be launched in 2017. The Social Planning Council of Ottawa coordinated and facilitated the consultation. The Healthy Kids Community Challenge is a multi-year, community-driven initiative that promotes children’s health through physical activity and healthy eating for children 0 to 12 years. The Ottawa-based HKCC is being led by the City of Ottawa, working with partners from multiple sectors. It focuses on 20 priority neighbourhoods. 13) Round Table i) Flashbacks and Malenka Originals Flashbacks and Malenka Originals are leaving the neighbourhood. The building containing these businesses will now become an ice cream shop and café. ii) Antique Hoarders It is noted that the building containing ‘Antique Hoarders’ is now for sale. The mural produced by local artists on the south side of the building may be in danger of being lost. Marie will contact the realtor to ensure the mural is preserved, or can be rescued if the new owner does not want it on the building.
