Right to seek asylum 14 APPENDIX I: Compliance Report 16 EXECUTIVE SUMMARY This report is based on the gender minority specific areas of the Council of Europe Recommendation CM/Rec(2010)5 to member States on measures to combat discrimination on grounds of sexual orientation or gender identity.1 The report focuses on trans and, to some extent, intersex issues and was prepared by Trasek, a volunteer-based human rights NGO that provides counselling and practical advice to trans and intersex people seeking justice. Appendix I covers LGBTIQ issues more broadly and was compiled by Finnish LGBTIQ organisations Seta, Sateenkaariperheet and Trasek. The main priority areas explored in this report include legal gender recognition, employment and education, access to transgender-specific health services, intersex issues and issues concerning asylum seekers. The report includes recommendations for policy makers and officials to improve the rights and welfare of gender minorities living in Finland. After the first cycle of reporting implementation of CM/REC(2010)5 in 2013, a set of changes have taken place. At the level of legislation, the situation has improved for gender minorities in Finland. -

Oikeistoradikalismin nousu sai aikaan tilanteen, jossa tasavaltalainen valtiojärjestys oli uhattuna. Oikeiston uhka kiteytyi kansalaisliikkeessä, jota kutsuttiin lapuanliikkeeksi. Käsittelen tutkimuksessani lapuanliikkeen aikaa, pääpiirteissään marraskuusta 1929 huhtikuuhun 1932. Kansallinen Edistyspuolue, jonka nuorsuomalaiset tasavaltalaiset olivat perustaneet joulukuussa 1918, seisoi vahvasti laillisuuden takana. Ajalooline Ajakiri, 2015, 3 (153), 287–326 The Socialist Soviet Republic of Scandinavia Ainur Elmgren ABSTRACT Nationalist and regionalist geopolitical concepts were appropriated in the ser- vice of Communist world revolution by Finnish activists in Sweden, Finland, and Soviet Karelia. The influence of Social Democratic statesman and scholar of geopolitics, Väinö Voionmaa, can be traced in the negotiations that led to the foundation of an autonomous Karelian Labour Commune in 1921. Exiled Finnish revolutionaries persuaded the Bolsheviks that Karelia could become a stepping-stone towards revolution in Finland and Scandinavia. A greater So- cialist Soviet Republic of Scandinavia, united by cultural, geographical and eco- nomical factors, would monopolize the timber market and exercise economic power over Western Europe. The idea of a Scandinavian revolution was aban- doned along with the idea of world revolution in the mid-1920s. The last men- tions of a Soviet Scandinavia can be found in anti-Soviet propaganda long after the demise of its promoters in the Great Terror. The Greater Finland project uniting the “tribal brothers” of Finland and Karelia, sometimes also the national irredenta of the border regions in Northern Sweden and Norway, the Kola Penin- sula and the Finno-Ugric minorities of Russia, was practically monopo- lized by right-wing intellectual movements after Finland’s independence in 1917 and the subsequent civil war.1 However, it had inspired politicians and scholars identifying as Socialist before, and it would continue to do so. -

Notes Introduction 1This study uses ‘Estonian Veterans’ League’ as the most practical translation of the Eesti Vabadussõjalaste Liit (‘Veterans’ League of the Estonian War of Independence’). The popular term for a Veterans’ League member was vaps (plural: vapsid), or vabs, derived from vabadussõjalane (‘War of Independence veteran’). This often appears mistakenly capitalized as VAPS. A term for the Veterans frequently found in historical literature is ‘Freedom Fighters’, the direct translation of the German Freiheitskämpfer. Another unsatisfactory translation which appears in older literature is ‘Liberators’. Tästä aiheesta syntyi aikanaan pro gradu -työ, jota tehdessäni tutustuin moniin muihinkin vaietumpiin puoliin Suomen sota-ajan historiassa. Työskennellessäni tutkimusavustajana Kansallisarkiston Suomi, sotavangit ja ihmis- luovutukset 1939–55 -tutkimushankkeessa sain perehtyä tarkemmin erääseen niistä, neu- vostosotavankien kohteluun Suomessa toisen maailmansodan aikana. Minua alkoi askar- ruttaa yhä enemmän kysymys siitä, miten sotavankien joukkokuolemat jatkosodan aikana suomalaisten käsissä olivat mahdollisia.
