Helsingfors November 2010 1 Introduction 1.1 Images and experiences of conscripted soldiering Around 1930, two of the most brilliantly talented Finnish male novelists of their generation went into the army to do their military service. Both of them returned from their military training replete with stories to be told and both quickly wrote one book each about what they had experienced. Yet these two accounts of the conscript army and compulsory military training in interwar Finland were as different as day and night. Pentti Haanpää, an autodidact and a farmer’s son from rural Northern Finland, presented his readers with a bitter critique of the nationalistic rhetoric surrounding the conscript army. He depicted life in the army as a grey, barren and anguished world of physical hardship, meaningless drill, humiliating treatment and unfair punishment. The conscripts in his fictional short stories are men of little education; farm hands and lumberjacks used to hard work and plain living. Nevertheless, these men think of the barracks and training fields as “gruesome and abominable torture devices”. For them, the year spent in military service is simply time wasted. Haanpää described Finnish working men as brave soldiers in war but extremely recalcitrant conscripts in peacetime. Military service offended two basic elements of their self-esteem as men: personal autonomy and honest work. If they could not be in civilian “real” work, they saw more adult male dignity in fighting the system by deceiving their officers and dodging service than in submitting to fooling around in the training fields playing pointless war games.1 Mika Waltari, the other author, was two years older than Pentti Haanpää and had already attained a Bachelor of Arts before joining up. Yet his diary-like documentary of life as a conscript is marked by an unreserved boyish eagerness, depicting military training as almost like a Boy Scout camp with an atmosphere of sporty playfulness and merry comradeship. He is carried away by the “magical unity of the troop, its collective affinity”, depicting his army comrades as playful youngsters, always acting as a closely knit group, helping, supporting and encouraging each other. He pictured military service as the last safe haven of adolescence before an adult life of demands, responsibilities and duties. At the same time, the army was the place where boys, according to Waltari, learned to submit themselves to a higher cause and thereby matured into the responsibilities of adult manhood.2 Haanpää and Waltari represented different ways of being men and different ways of ascribing military training with gendered meaning. From the perspective of the Finnish military and political establishment, Haanpää’s heroes displayed problematic masculinities that had to be reformed, whereas Waltari and his comrades demonstrated the kind of wished-for masculinity upon which the independence, prosperity and stability of the new Finnish national state would be built. Haanpää strongly identified with the perspective of the lower-class, uneducated men he served with. He shared their suspicion of all “masters” with their fancy rhetoric about the nation and its protection. Waltari came from a middle class background and was trained in elite schools to a self-discipline not unlike the one that the army demanded. Together with other educated young men pre-destined for prestigious positions in society, Waltari was trained for military leadership. He understood his military service from a perspective informed by bourgeois nationalist ideology and modernist ideas about the future of Finnish society. As illustrated by Pentti Haanpää’s and Mika Waltari’s diverging portraits of military service, the Finnish conscript army was created and developed within a field of social and political conflicts and ambivalence. After independence from Russia had been gained in 1917, everybody seemed to hope or fear that soldiering and military training carried great significance for the meanings attached to Finnish manhood. Yet in the aftermath of a short, but bloody civil war in 1918, there was no consensus on the outcome.

Abstract This article provides an overview of Latvian-Finnish economic relations in the interwar period. In the interwar period, economic relations between Latvia and Finland were mainly confined to foreign trade, although there were some investments in Latvia from Finland as well. Latvia declared its independence in 1918, however normal trade with Finland did not commence until 1920 after the end of the Latvian War of Independence. It ended with the outbreak of the Winter War in 1939. Latvia’s foreign trade in relation to Finland was more or less regulated by the 1924 Commercial and Navigation treaty, as well as the 1936 Commercial Agreement. Latvia’s main imports from Finland in the interwar period were textiles and textile products, metals and metal products, cellulose, paper and paper products, agricultural machinery, and knives and knife products, whilst Latvia’s main exports to Finland were rubber products, gypsum, bone meal, paint and paint products, seeds, radios and linoleum. In general, trade and thus economic relations were of marginal significance to both countries in the interwar period due mainly to the similarities of their economic structures. On the other hand, Latvia had fairly intensive relations with Finland in the political, social and cultural spheres. This was mainly due to the fact of geographic propinquity, and Finland’s special relationship to Estonia, which was Latvia’s neighbour and closest ally. Keywords: Latvia, Finland, economic relations, interwar period Introduction Although Latvians had had sporadic contact with the Finns in previous centuries, especially after Finland was annexed to the Tsarist Empire, it was in the aftermath of the 1905 revolution and during WWI that a large number of Latvian intelligentsia (writers, public figures, etc.) found refuge in Finland.2 After WWI and into the 1920s, Finland was regarded as a Baltic State along with Estonia, Latvia, Lithuania and to a lesser extent Poland.

Applying constructionist social problems theory, it discusses the constructions of communism as a religious social problem, Christian piety as a solution to the problem of godless communism, and the religious legitimation of violence. The article argues that by identifying Christianity with the Finnish nation the construction of communism as a religious problem—itself an outcome of the influence of revivalist Lutheran ministers in the leadership of the movement—resonated with the broader audience, but that this indigenous religious nationalism lost support with the increasing belligerence of the movement. At the end of the 1920s Finland was a divided country. The Civil War of 1918, fought between the socialist “Reds” and the bourgeois and agrarian “Whites” in the aftermath of independence from (now Bolshevik) Russia, was a cultural trauma on par with the Spanish Civil War.1 The proportional death toll in the repression of the defeated Reds exceeded that of all other European civil conflicts in the inter-war era.2 Yet, despite the victory and the official banning of the Communist Party, some factions on the White side saw the re-emergence and 1 Sami Koskelainen has a Bachelor of Arts from University College London, School of Slavonic and East European Studies.

    William D. Sullivan, Navy Vice Admiral Bill Sullivan graduated from Florida State University in June 1972. He received his Navy commission in September 1972 following graduation from Officer Candidate School in Newport, Rhode Island. During his 37 years of active duty, Vice Admiral Sullivan served in a variety of sea-going assignments including cruiser, destroyer and frigate class surface ships and aircraft carrier strike group staffs. He commanded the guided missile destroyer USS SAMPSON (DDG 10)during Operations Desert Shield and Desert Storm, deploying to the Red Sea while enforcing United Nations sanctions on Iraq. From 1997 to 1999 he commanded the Aegis guided missile cruiser USS COWPENS (CG 63), deploying to the Persian Gulf and executing Tomahawk strike operations against Al Qaeda in Afghanistan. Vice Admiral Sullivan has served in a variety of staff positions. Joint assignments include Director for Pacific Operations on the Joint Staff (J-3), Director for Strategic Plans and Policy (J- 5) at U.S. Pacific Command and Vice Director, Strategic Plans and Policy (J-5) on the Joint Staff. From 1999 to 2001 he served as Commander, U.S. Naval Forces, Korea. Prior to his retirement from active duty, Vice Admiral Sullivan served as the U.S. Representative to the NATO Military Committee, NATO Headquarters, Brussels, Belgium. The views expressed are his own. Introduction “The three main security challenges for Finland today are Russia, Russia and Russia. And not only for Finland, but for all of us.”1 This quote is from a speech by Finnish Minister of Defence Jyri Häkämies in Washington in September 2007. His remarks were immediately strongly criticised as inappropriate and it was pointed out that his view didn’t represent the official position of the Finnish Government. Mr. Häkämies seemed, however, to gain in credibility a month later, when a senior Russian diplomat gave a strongly worded presentation about the security threats in the Baltic Sea area in a seminar organised by the Finnish National Defence University and later appeared several times on Finnish television.2 The message sent was that Finnish membership in NATO would be perceived as a military threat to Russia. This peculiar episode caused cold shivers, as it reminded us of unpleasant experiences during the post-war period. The Russian military force build-up and the war in Georgia in August 2008 was the ultimate confirmation for all of Russia’s neighbours, that the Soviet-style mindset is not a thing of the past.

With a determined hand, Lieutenant General Seppo Toivonen has developed the Finnish Army and its readiness in accordance with the demands of the rapid change in the security environment. The defence reform planned under your leadership has created a good foundation for the operations of the army in peacetime and war, and for their further development. The army is currently going strong and in a good upward development curve. Thank you General Toivonen - Seppo, for the excellent work that you have done. The boots I have to fill are large and demanding. I wish you and Tarja many good years together in the reserve. The army's result is brought about in the brigade-level units. It is you, esteemed commanders of these units, who together with your troops have created the capability of our army and of which we can now be proud.     Olena Semenyaka, The “First Lady” of Ukrainian Nationalism Adrien Nonjon Illiberalism Studies Program Working Papers, September 2020 For years, Ukrainian nationalist movements such as Svoboda or Pravyi Sektor were promoting an introverted, state-centered nationalism inherited from the early 1930s’ Ukrainian Nationalist Organization (Orhanizatsiia Ukrayins'kykh Natsionalistiv) and largely dominated by Western Ukrainian and Galician nationalist worldviews. The EuroMaidan revolution, Crimea’s annexation by Russia, and the war in Donbas changed the paradigm of Ukrainian nationalism, giving birth to the Azov movement. The Azov National Corps (Natsional’nyj korpus), led by Andriy Biletsky, was created on October 16, 2014, on the basis of the Azov regiment, now integrated into the Ukrainian National Guard. The Azov National Corps is now a nationalist party claiming around 10,000 members and deployed in Ukrainian society through various initiatives, such as patriotic training camps for children (Azovets) and militia groups (Natsional’ny druzhiny). Azov can be described as a neo- nationalism, in tune with current European far-right transformations: it refuses to be locked into old- fashioned myths obsessed with a colonial relationship to Russia, and it sees itself as outward-looking in that its intellectual framework goes beyond Ukraine’s territory, deliberately engaging pan- European strategies. Olena Semenyaka (b. 1987) is the female figurehead of the Azov movement: she has been the international secretary of the National Corps since 2018 (and de facto leader since the party’s very foundation in 2016) while leading the publishing house and metapolitical club Plomin (Flame). Gaining in visibility as the Azov regiment transformed into a multifaceted movement, Semenyaka has become a major nationalist theorist in Ukraine.
