FLASH FLOOD ASSESSMENT AND RESPONSE UPDATE,08 SEPTEMBER, 2020

SUMMARY The four most affected provinces affected by flash floods on 26th August were Parwan, Kapisa, Logar and Wardak provinces.

• Human impact 177 killed, 207 sustained injuries and 15 persons are still missing • Housing: 670 completely and 1,452 severely damaged • WASH-Irrigation system: eight hand pumps, 4 dug well, 4km main irrigation canal, two Kariz, a check dame, a spring, eight borewell and pipe scheme damaged/destroyed in Parwan. • Livestock and Agriculture: 562 livestock killed, and 5,150 Jeribs agriculture land impacted • Joint assessment teams consisting of IOM, ANDMA, WFP, UNICEF, DRC, CARE International, DACAAR, IRC, DAIL, DoRR, and ARCS conducted assessment that verified 2,151 families (16,602 individual) verified for humanitarian assistance in Logar, Wardak, Kapisa, Parwan, and Laghman provinces. • ANDMA distributed cash grant (AFN50,000) to 105 families who lost their family members and food items to the victims while charity organizations and private sector also distributed food items, essential supplies to 354 affected families in Parwan. ANDMA also distributed cash and food items in Kapisa, Logar, Wardak and Kabul provinces. • IOM together with partners distributed relief assistance to 1,896 families in Logar, Wardak, Kapisa, Parwan, Kabul and Laghman provinces • Assessment of the affected families concluded on 02 September 2020 while the distribution of humanitarian assistance to the remaining 273 families is on-going in Parwan and Wardak expected to conclude by 10 September. • The devastating impact has left hundreds of dwelling destroyed, affected/displaced families will need shelter construction and rehabilitation in irrigation and WASH sector. Following conclusion of emergency phase, recovery and reconstruction efforts needs to be initiated by relevant sectors

SITUATION OVERVIEW CENTRAL REGION:

o Parwan: Following devastating flash flood in (P11, P12, P6 and P9) on 26 August that resulted in heavy casualties and damages to the dwelling, agriculture land and public infrastructure, seven Joint teams consisting of IOM, WFP, DACCAR, DRC, CARE International, UNICEF, ARCs and ANDMA initiated needs assessment. 972 families (406 houses destroyed, 566 severely damaged) were verified in need of humanitarian assistance. IOM, DACAAR, DRC and WFP distributed NFIs, tents, emergency shelter, cash for food and hygiene kits to 892 families. 39 families were also identified in Shinware, Ghorband and Salang districts for which the distribution of relief assistance will be distributed together with the remaining families of Charikar. Over 500 petitions from Charikar were also received by ANDMA claiming to have been remaining from the initial assessment. Second phase of joint assessment teams deployed to verify and cross check with the already verified families which will conclude by 09 September.

Afghanistan 2020: Flash Flood 26th August 2020

o Wardak: Flash flood on 26 August resulted in destruction of dwelling and agriculture land in Chalk, Jarliz and Sayed Abad districts. Joint teams consisting of IOM, WFP, DRC, DACAAR and ANDMA concluded the assessment on 29 August and verified 540 families (54 houses destroyed and 486 severely damage) in Saidabad, Chak and Daymirdad who were eligible for humanitarian assistance. Four persons killed and another eight sustained injuries. IOM, DACCAR and WFP distributed NFIs, tents, emergency shelter, hygiene kits and food items to 393 families in Sayed Abad district. The distribution of relief assistance for 102 families in Daymirdad is planned on 10 September.

o Kapisa: 500 families were reported affected, 19 persons killed and another 20 sustained injuries due to flash flood in Hasa-e-Awal, Hasa-e-dowm, Kohistan, Tagab and on 26 August. The joint assessment team consisting of IOM, DRC, ANDMA, WFP, DoRR, UNICEF, Agriculture department and economic department conducted assessment that verified 3,15 families (117 destroyed, 198 Severely damage) for humanitarian assistance. IOM, DACCAR, DRC and WFP distributed NFIs, emergency shelter, hygiene kits and food items on 03 September.

o Kabul: 50 families were reportedly affected by flood in PD8 and Sorubi district on 26 August. Joint assessment team consisting of IOM, DRC, DACCAR and ANDMA concluded the assessment on 28 August that verified 58 families eligible for humanitarian assistance. IOM distributed NFIs, tents and emergency shelter kits, ANDMA distributed one-month food ration to each family, DRC distributed multi-purpose cash and DACAAR distributed hygiene kits.

o Logar: Reportedly 300 families were affected (two persons sustained injuries), agriculture land/crops destroyed in Pul Alam, Khoshi, Padkhab Shana, Mohamad Agha and district on 26 August. A joint assessment team consisting of IOM, IRC, WFP, DACCAR and ANDMA conducted assessment and identified 243 families (86 destroyed houses, 157 Severely damage) eligible for humanitarian assistance. IOM, DACCAR, IRCs and ANDMA distributed NFIs, emergency shelter. cash for food items and hygiene kits.

o Panjshir: As per the initial report obtained from ANDMA, 28 families were affected by flash flood in Anaba and Dara districts of on 27 August 2020. IOM in coordination with ANDMA and other stakeholders conducted assessment on 30 August. None of families were identified eligible for humanitarian assistance.

EASTERN REGION:

o Laghman: Based on the initial reports, 34 families were affected in Mehterlam, Qarghy, Alingar and districts. Joint assessment teams consisting of IOM, IRC, DACAAR and ANDMA initiated assessment and verified nine families eligible for humanitarian assistance. IOM, IRC and DACCAR distributed NFIS, Cash for food and hygiene kits.

SOUTHEAST REGION: o : As per the initial report, 17 families are affected and 38 Jirabs Agricultural land is destroyed in Matoon center and two other districts. A joint team consisting of IRC, ANDMA, ARCS, DRR, DAIL initiated assessment that verified only two families which will be assisted by ANDMA.

o Paktika: 11 houses were reported partially damaged, two persons killed and another two sustained injuries, several shops and about 300 jirabs of agricultural land is impacted by flood in Sharana center and Yousaf Khail districts. ANDMA in coordination with other stakeholder conduct assessment and verified 46 families (10 destroyed 36 severely damage houses) for humanitarian assistance. ANDMA and RRD will distribute NFIs and food items.
