This volume on District Educational Statistics for the State of Assam is the /
fifth in the series of such volumes, brou^t out for all the States and Union / t Territories. The main aim is to highlight the inter^district variations in a State
by giving educational data at district levels with the help of some irr^ortant .
indices such as enrolment ratio, percentage of trained teachers, per-capita
expenditure and teacher-pupil ratio etc.
In order to ascertain whether the ^educational imbalances have widened or
narrowec clown over a period of time, the data for the year 1981-82 has -been
analysed and compared with that for the year 1976-77 •.

The Ministry of Human Resource Development, Department - of Education brings out the pAjblicatiqn "Educational Statistics - IJistrict-wise-^ quinquennially since 1965-66 to high light the Regiorial imbalances in educational sector. The first volume of such publication was published in 1960-61 by thd National Council of Educational Research.apd Training,

3, The total area of the Assam State as per 1971 Census is 78,523 Sq* Kms. Assam had 10 districts in 1981-82 and 1976-77. The maximum area belonged to Goalpara (10,359 Sq*Kms) and the minimum N.C. Hills (4,890 Sq.Kms.). It may be mentioned here that due to. disturbed conditions in the state, the 1981 Census could not be conducted there.
The a^tlmated papulation for, the year 1977 was 176,80 Lakhs which has been worked out for the year 1982 as 203.90 lakhs (JDDTv25'T3khs Males and 96^66 lakhs Females). In 1977, among the districts the largest population was in Kamrup disifict- fS4*50 lakhs) and the lowest in N,C,. Hills (0,92 lakh). In 1982 also the estimated population varied widely among the dis-tricts from 39 ,BO lakhs’ ih Kanirup district to 1,06 lakhs in N,G, Hills district,

To get the Sex-wise break-rup of total popylation in the various Age-Groups of the "fiistrict first the Girls population is estimated using the above equ'ation with the only .difference that in the above formula Total Population is replaced by the Girls population* The boys population is obtained by subtracting girls population from the total population for the respective districts♦ .
7. Similar formulae are used for estimating the District-wise Population in the Age-Groups il»14 and 14-17 years.
8* The Total estimated population of children in the Age-Group 6-11 years was 29*23 lakhs in 1982 (15*14 lakhs Boys and 14*09 lakhs Girls) which formed 14.3% of the total population of the State* - 4 -
9. Similarly the estimated population in the Age-Group 11-14 years was 14.63 lakhs in 1982 (7*37 lakhs Boys and 7,26 lakhs Girls) which constituted 7»2% of the total population.
10. The estimated population in the Age-Group 14-17 in 1982 was 14,13 lakhs (7.16 lakhs Boys and 6.97 lakhs Girls) which formed 6^9% of the total population.
11. Thus out of the Total Population of 203.91 lakhs of the State, School Going Population in the Age-Group 6-17 years was 57.99 lakhs consisting of 29.67 lakhs Boys and 28.32 lakhs Girls. The population in the Age-Group 6-17 years constituted 28,49^ of the Total Population The percentage for Boys was 27.7% while for Girls it formed 29.3^, District-wise details are given in Appendix No.2.
I I I . -LITERACY
12. Census was not held in Assam during 1981 due to disturbed cDonditions in the state. So according to the 1971 Census the effictive Literacy Rate that is the number of Literates per hundred of population (excluding the Age-Group 0-4) in the State was 3 4 ,6 , The Literacy Rates for Males and Females were 44.3 and 23.5 respectively indicating a wide gap between the two sexes. Details are given in the Appendix No.6.
IV. -general^s ib v e y ,
(a) INSTIJUTI^S: 13. The total number of Educational Institutions in Assam was 26,486 in 1976-77 which increased to 32,491 in 1981-82 showing an increase of 22.7% during the period of 5 years. The district of Kamrup had the largest share (5,609) of Institutions while the North Cochar Hills had the smallest share of 622 institutions in the State for the year 1981-82, The District-wise details of the institutions are given in Appendix No.l. ♦ (b) ENROUiENT^
14. The total enrolment in all educational institutions in the State increased from 25.83 lakhs in 1976-77 to 31.27 lakhs in. 1981-82, The increase in Enrolment is observed in all the Districts of the State. The total Enrolment increased with annual Growth Rate of 4.2%* Kamrup district had the highest Enrolment (21.1%) and the North Cachar Hill district had the lowest Enrolment (0.8%) during 1981-82. . ‘ ■ *

15. The Percentage of Girls enrolmant to Total Enrolment was 39.3^ in 1976-77 which increased to 40.8^ during 1981-82* Among the Districts, Nagaon districts had.^ the highest (43,5?^) share of Girls enrolment whereas the Karbi Ariglong district had the lowest (36,7?^) share of the Girls enrolment during 1981-82.
16* The total Enrolment in all the Educational Institutions as a percentage of total population was 14.6% in 1976-77 and it increased to 15.3% in 1981-82 at the State level. The percentage enrolment to total population in 1981-82 was the highest in Kamrup(21.0) District and the lowest in N.C. Hills(0*8)D£>it±:±tt:t:.
17* The percentage of Enrolment of Scheduled Castes and Scheduled Tribes to total enrolment was 8^3 and 13.9 respectivelly in 1976-77 which increased to 9.1% and 14.2% respectively in case of Scheduled Castes and Scheduled Tribes during 1981-82. .•
(c)' TEACHERS. 18. The total number of teachers in the State in all Educational Institutions increased, from 92,.526 in 1976-77 to 1,05,642 in 1981-82 showing an annual rate of increase of 2*.^ during .the period. The number of Women teachers formed 18.2% of the total number of teachers in 1981-82, the percentage,of trained teachers in Schools of General Education, was 47.0%, The corresponding percentages for.Male and Female teachers were 47.2% and 46.1% respectively. Among Districts the percentage of trained teachers in Schools for General Education varied from 55,7% in Sibsagar District to20w;S/ain N.C. Hills District. The percentage of women trained teachers in schools was the/highest (55,2%) in Nagaon district and the lowest {9*1%) in N,C. Hills District. The details may be seen in Appendix N o ^ 5 , r

19. There were 307 Pre-Primary schools in Assam in 1976-77 whereas in 1981-82 thesfe have been reported to 291, This decline is on account of these upgradation to Middle Schools, Similarly the number of teachers in 1976-77 was 344 and the same decreased to 326 (10 Male and .316 Women) in 1981-82, Out of these 5 1 . ^ were trained teachers. Total enrolment in Pre-Primary was 17622 in 1976-77 and 13418 in 1981-82, Out of these 1439 ^862 Boys and 577 '^irls) students belonged to Scheduled Caster and 1798 (1061 Boys and 737 Girls) students belonged to Scheduled Tribes in 1981-82, District-wise details are given in Appendix No,9, ■ 6 — .
20* Out of 291 Pre-Primary Schools in 1981-82, 195 are reported to be located in Rural Areas having a total enrolment of 7805 (4333 Boys and 3538 Girls) ♦ Out of the total classes, 7805 (4267 Boys and 3538 Girls) students were studying in Pre-Primary schools located in Rural Areas only. The total number of Primary Schools in Assam increased from 20,251 in 1976-77 to 21,729 in 1981-82 showing an increase of 7 ,3 ^ over the period of 5 years* The highest percentage of Primary Schools was 15.4% in Kamrup district while the lowest percentage 2*0^^as in North Gachar Hills.district. '
22. On 13ie average, in 1976-77, a Primary school was serving an Area of 3.9 Sq, Kms. Over the period of 5 years, this position improved slightly and a Primary school was serving an Area of 3 .6 Sq. in 1981-82. ^ In 1981-82, the average Area served by a Primary school was the minimum in case of Kamrup 2.5 Sq.Km. and maximum in case .of Karbi Anglong 12.9 Sq. Kms. viz. minimum primary education facilities in Karbi Anglong,
23. The Population served by a Primary School in the State was 873 in 1976-77 but the positioB deteriorated during^the period of 5 years as for population of 938 persons only a primary was* available in 1981-82. Among the Districts in 1981-»82 the population served by a Primary school varied from 238 in North Cachar toll29 in Nagaon.and Dibrugarh districts. The District-wise details are given in Appendix No.11. . ’ ■
24. The total number of teachers in Primary Schools in Assam increased from 44,512 in 1976-77 to 48,471 in 1981-82. This shows an annual increase rate of l.S ^ during the period of 5 years. During this period there was increase in the number of Teachers in all the Districts. The number of Women Teachers formed 20.1^ of the total number of teachers in 1981-82. Number of women teachers in districts varied from 2030 in'Sibsag.ar to 293 in Karbi Anglong, The highest percentage of teachers was 18.9% in Kamrup and the lowest percentage i .e . 1.8% was fo v o idin North Cachar District* .
(b) E N m M E ^ , . • • •• 25. In 1976-77 ‘the total enrolment in Primary Schools in Assam was 15,40,383 which increased to 17,51,125 (9f97fl62 Boys^and.7,53,963 Girls) in 1981-82. In classes I-V the enrolment increased from 18.27 lakhs (10.83 lakhs Boys and 7.44 lakhs Girl^V in 1976-77 to- 21.18 lakhs - 7 - these classes per annum. The annual Enrolment Growth rates in these classes separately for Boys and Girls were 4.2?^ and 2.5% respectively,
26. The percentage, of Enrolment in classes I-V to the Total Population in the Age-Group 6^11 (also called Enrolment Ratio) gives on index of the facilities available at the Primary Stage of Education. For Assam this percentage is worked out to be 73.7% {86,2% for Boys and 60.9% for Girls) in 1976-77 and the same increased to 72.5% (80.5% for Boys and 6 3 .^ for Girls) in 1981-82. Among the various districts taking Boys and Girls together, the Enrolment Ratio in. 1981-82 was the highest in North Cachar (120.4%) and the lowest in Darrang District (60.8;^ .
(C) ai-^.^OLMEHT OF SCHEDUL^ilD CASTES Sc SCHEDULED TRIBES
27, Of the total Enrolment of 18.27 lakhs in classes in 1976-77, 1.62 lakhs students belc^ged to Scheduled Castes and 2.78 lakhs belonged to Scheduled Tribes forming 8,9% and 15*2% respectivelly of the total enrolment. In 1981-82/ there were 2,01 lakhs students belonging to Scheduled Castes and 3,15 lakhs students belonging to Scheduled Tribes forming 9*5% and 14*9% the total enrolment respectively. The District-wise details are given in Appendix No.l4 and 15,

28^ Of the 21,729 Primary Schools in the State, 20827 (98,4%) were situated in rural areas, J^ong the rural districts the maximum number was 3745 (18,0%) in Kamrup followed by' 3068 (14,7)») in Slbsagar and the minimum number was 425(2,0%) in N,C, Hills in 1981-82, It is also interesting to note that only 6,0% are only pucca primary schools in the rtaral areas# Percentage of pucca schools was the highest in Sibsagar(13%) and the lowest in Cachar 2.0%), : ' ' ' r 29» Of the total enrolment in primary schools in state 1^36/102 cr 87,7% was in rural areas, in 1981-82, At the same time share of enrolment in primary classes in rural areas was 1833^832 forming 8 6 . 6 . Similar share of enrolment in rural areas of primary classes for b<^s and girls worked out 87,4% and 85,4% respectively. District-wise position of primary education in rural areas is given in App^dix No. 16, Appendix No, 17 gives the district-wise positic»i of habitations, habitation shaving primary schools in them and habitations having primary schools upto distance of 2 Kins, Out cf 27,178 h^itations in the state, 18000 had jijsijnary schools in them. Highest number of habitations viz, 2890 were in Goalpara and the l ^ e s t nundt>er of 443 in N,C, Hills, 8705 habitations had access of primary schools upto - dlstance# - 8 -
MIDDLE SCHOOL'
Institutions and Teachers
30. The total nxjmber of Hlddle Schools in the State increased from 3,545 in 1976-77 to 4,390 in 1981-82 showing an increase of 4,8% during the period of 5 years. In 1981-62/ the highest number of Middle Schools was recorded in Kamrup District(834) and the smallest in,case of N*C^ PiLlis District(44) *
31* On an avarege in 1976-77;, a Middle school served an area of 22.0 Sq.K:ns. The position impro^?ec. considerably in 1981-^2 as a Middle School was available on an average for 17«9'Sq, Kmss# In 6 districts the average area Served by a middle school was above that at state level# The availability of middle school in respect of area served was the best in Cachar and the worst in N*C. idlls* The middle education facilities increased diiring the period under review*as the population served by a middle school in the State was 4987 in 1976-77 and 4645 in 1 9 8 1 ^ 2 . Among the districts/ the population served by a Middle School in 1981-82 varied from 7269 in Darrang district to 2409 in N.C. HLlls district. The details are given in Appendix No*l8* The number of teachers in Middle Schools also increased frctn 19673 in 1976-77 to 25,066 in 1981-82 showing an increase of 27*4% with an annual Growth R a t e of 5*5% during the given perix)d. Out of the total number of teachers in middle schools 29*5% are trained. It-is also interesting to note that among men teachers 29•2% are found to be trained:*' Among th^ districts pexcentage of trained women teachers varied from as high as 48.3,;. in Darrang to 13.6/j in N.C. Hills^ District-wise position of teachers are given in Appendi:: No#20.
(b) Enrolment
32. The total enrolment in Middle Schools w^s-4/34/934 in 1976-77 which increased to 6/00/662 by l981»-82* The Enrolment at the "Middle stage Education i* e . in classes VI-VIXI increased from 4/18/118 (2/64/357 Boys and 1/53/761 Girls) in 1976-77 to 6,^.15/411 (3/604463 Boys and 2/34/948 Girls) *in 1981-82, This shows an average increase of 9*4% per'annum during the period toptder consideration. The average Annual Growth Rate of Ehrolm^t separately for Boys and Girls in these classes we;re 8.8;a and 10*6%. respectively#

33. . The percentage of Enrolment in classes VI-VIII to the Total Population in the Age-Group 11-14 i.e . pinrolment Ratio gives an index of facilities available at the Middle stage of Education. In Assam this percentage was 30,4% in 1976-77 and 42*1% in 1981-82, In case of Boys the 3nrolmcnt Ratio was 38*0% in 1976-77 which increase^ to 51*7/^ in 1981-82* In the case of Girls it changed fron 22.7% in 1976-77 to 32.3% in 1981-82, Talcing boys and girls . together/ the Enrolment ratio in case of 5> Districts was more than that corresponding^State level during 1981-82. At Middle stage/ the Ebirolment Ratio indicate wide disparities^'among the two sexes in all the districts. In 1981-82, the highest Enrolment Ratio was in Lakhimpur District (60.6) whereas i:he Ipwest was in Karbi Anglong District (26.3) . The details may be seen in Appendix No.19.
(q) Enrolment of Scheduled Castes Sc Scheduled Tribes
34. ‘ -Of the Total Enrolment of 418118 students in classes VI-VIII 30562 students belmged to the Scheduled Castes u 49/723 students belonged to the Scheduled Tribes forming 7.3% and 11.9^ respectively of the total enrolment in 1976*-77. Out of the total Enrolment of 6,15/411 in 1981-82/ the number of students belonging-to scheduled castes and scheduled tribes was 51/076 arid 68/051 respectively forming. 8.3% and 11.1% respectively to the total enrolment. Details may be seen in ApperidLx No. 21 and 22.
(d) Middle Education in Rural Areas ,
35. Of the total number of 4390 middle schools in the statfe# as many ad\3988 were located in rural areas. Among districts the highest nxmber of schools were in Cachar (583) follovzed by Goalpera <571) and the lowest in M.C. Hills (39)# It may be observed that of all the middle schools in rural areas/ only 10% ar^ pucca.Of the total enrplm^t in middle schools/ 515/890 or 85.9%^was in . rural schools. In districts the ma^dmiim enrolment of 98/308 was in rural areas* of Kamrup (98308) followed by ttiral areas of Sibsagar (89/655) ^ d the lowest in rural areas of N«C# Hills (2652). At the same time the enrolment in middle classes (VI-VIIX) in rural areas was 484928 (297428 boys and 187500 girls)# This forftis 78.8% of total enrolmo:^ in middle classes in the state. Bistrlct*^>d.se position of middle Gducation in r’yiral areas is g iv ^ in %>peaEidix No.23. J^peodix iio, 24 shows that of the total 27/178 habitations/ 4196 have middle schools in them. 40* The tet^.nisnber of teachers in HiglVHlgher Secondary schools in Assam increased from 21,281 iti - 1976-77 to 27,000 in 1981-82 showing an increase of 12.7% dxiring the period of 5 years. During the period of 5 years, there was an increase in the number of teachers in all the Districts. District-wise details are depicted in Appendix IT0.264 l/omGn Teachers formed 15.7% cf the Total number of teachers in the State during 1981—82. Of the total number of 27000 teachers in high/higher secondary schools in the state only 25% are trained. Among the districts the maximum percentage bf trained teachers(30.2%) was in Sibsagar and the lowest of 20.1% in Dibrugarh. Percoatage of trained wcmen teachers - 11 - was 22*4% in the state. The highest parcentago of womai trained teachers was in Nagaon (32.1%) and the lowest in Karbi Anglong (12*2%)* District*^wise position of teachers in high/'higher secondary schools can be seen in Appendix No* 28^
(b) Enrolmont
41. The total Enrolment in High/HLgher Secondary Schools of the State in 1976-77 was 4/68^706 which increased to 6,38,372 in 1981-82. This shows an average Annual Growth Rate of 1*2% during the period under review* The Enrolment of Secondary and Higher Secondary stage i»6, in classes IX-XI was 1,94,474 (1, 31,400 Boys and 63,074 Girls) in 1976-77 and it become 2,56,666 (1,64,463 Boys and 92,203 Girls) in 1981-82^ Among the District the percentage increase of Enrolment in these clas£?es from 1976-77 to 1981-82 varied from 51# 1% in Karbi Anglong to 14^1% in Cachar District. Percentage inctease of Bnrolmont for the state as a whole in classes IX-XI from 1976-77 to 1981-82 worked out to be 32.0;'^.
42* The enrolment ratio at the High/Higher Secondary stage for the Assam State as a whole was 15*5% in 1976-77 and 18.2% in 1981-^2* There is wide gap in the enrolment ratio aniong Boys and Girls i*e* 23.0>1 and 13.2% respectively. The disparity in the Enrolment Ratio fot the Boys and Girls is observed in all the districts. The fenrolj^ient Ratic was found to be maximtan in Sibsagar district 26.8% (29.9% for Boys & 23.5% for Girls) arid the minimum in Karbi Anglcng district 7.7% (10.6% for Boys and 4.5% for Girls). The details may be seen in Appendix No.27 & 28. 3) Bnrolmait of Scheduled Castes and Scheduled Tribes 43. Of the total enrolment of 1,94,474 in classes IX-Xi, 12,405 students belonged to J^chedul«^ Castes and 20,005 students belonged to Scheduled Tribes in 1976-77 foiitiing 6.4% ami 10,3% respectively cf the total enroljnent in these classes. Out of the total enrolment oi 2,56,666 in HLglv^Ki^her Seccmdary School classes in 1981-82, 18|i; 370 students belonged to Sche^ulod Castes and 29,702 students belc^ged to Schediiled bribes. The p^dentage of Sc^edi^ed Castes and Schedule Tribes students tp total enrolment in these classes were Sid il.6% respectively. Anong the districts enrolment percentage of Sch^ioled Castes in these classes varied from 12.1% in Cachar to 2.8% in Dibrugarh. On the other band enrolment percentage «f Scheduled Tribes students varied firon 67.1% in N.C. HLlls . followed by 52.0% in Karbi Anglong to 2.2% in Cachar.
