Assam-Mizoram Border Dispute drishtiias.com/printpdf/assam-mizoram-border-dispute Why in News Recently, Assam-Mizoram border witnessed firing over a territory dispute, which spotlights the long-standing inter-state boundary issues in the Northeast, particularly between Assam and the states which were carved out of it. Mizoram borders Assam’s Barak Valley and the boundary between present- day Assam and Mizoram is 165 km long. Both states border Bangladesh. Key Points 1/3 Ongoing Tussle: Residents of Lailapur village in Assam’s Cachar district clashed with residents of localities near Vairengte in Mizoram’s Kolasib district. Earlier in October 2020, a similar clash took place on the border of Karimganj (Assam) and Mamit (Mizoram) districts. Mizoram civil society groups blame “illegal Bangladeshis” (alleged migrants from Bangladesh) on the Assam side. Background: The boundary issue between present-day Assam and Mizoram dates back to the colonial era when inner lines were demarcated according to the administrative needs of British Raj. The issue could not be settled once and for all when the state was created in independent India. The result is both states continue to have a differing perception of the border. Mizoram was granted statehood in 1987 by the State of Mizoram Act, 1986. Assam became a constituent state of India in 1950 and lost much of its territory to new states that emerged from within its borders between the early 1960s and the early 1970s. The Assam-Mizoram dispute stems from a notification of 1875 that differentiated Lushai Hills from the plains of Cachar, and another of 1933 that demarcates a boundary between Lushai Hills and Manipur. -

The city is flanked on east and west by two streams, namely Roro Chu and Ranikhola, respectively, comprising 17 municipal wards. These two rivers divide the natural drainage into two parts, the eastern and western parts. The concept of tourism could be traced back to ancient times when people travelled with a view to acquiring knowledge of unknown lands and people, for the development of trade and commerce, for religious preaching and also for the sheer adventure of discovery. In fact the system of tourism involves a combination of travel, destination and marketing, which lead to a process of its cultural dimension. Gangtok as a core centre of Sikkim has potential command area over different tourist spots in East Sikkim, which are directly linked by a network of roads centering Gangtok and are perfectly accessible for one-day trips. The tourist attractions of East Sikkim are clustered mostly in and around Gangtok, the state capital. This study shows the tourism infrastructure as well as seasonal arrival of tourists in the Gangtok city and to develop the probabilistic travel model on the basis of tourist perception which will help the tourism department for the further economic development of the area. It improves quality of life such that, attaining education one becomes more aware about socio-economic obstacles. Higher education is a most powerful tool to upgrade one’s efficiency to handle social, economic, moral and cultural issues. Education empowers women to overcome social, mental and economic barriers faced by them. In India, the “Right to Education” is for free and compulsory education to the children of the age group 6 to 14 years. But higher education is yet to achieve such a governmental facility. Gender Gap or Gender Inequality in education is being considered as an obstacle to Human Development. Absence of gender gap in education enhances legal, social and economic security for the women. This study is an attempt to investigate the nature of gender gape in higher education on the basis of secondary information collected for Assam. Assam is a state of North-East India where people of different castes and tribes are considered as aborigines. Gender gape in higher education in Assam is found in different kinds. Percentage of women enrolment, Gross Enrolment Ratio (GER) and Gender Parity Index (GPI) are found different not only at courses levels but also found different at cast and community basis. However, gender gap in higher education is found as gradually as narrowing in Assam compared to some other states of India. -

CHAPTER ONE INTRODUCTION 11 Lepcha is a Tibeto-Burman language spoken in Sikkim, Darjeeling district in West Bengal in India, in Ilm district in Nepal, and in a few villages of Samtsi district in south-western Bhutan. The tribal home- land of the Lepcha people is referred to as ne mayLe VÎa ne máyel lyáng ‘hidden paradise’ or ne mayLe malUX VÎa ne máyel málúk lyáng ‘land of eternal purity’. Most of the areas in which Lepcha is spoken today were once Sikkimese territory. The kingdom of Sikkim used to com- prise all of present-day Sikkim and most of Darjeeling district. Kalim- pong, now in Darjeeling district, used to be part of Bhutan, but was lost to the British and became ‘British Bhutan’ before being incorpo- rated into Darjeeling district. The Lepcha are believed to be the abo- riginal inhabitants of Sikkim. Today the Lepcha people constitute a minority of the population of modern Sikkim, which has been flooded by immigrants from Nepal. Although the Lepcha themselves estimate their number of speakers to be over 50,000, the total number is likely to be much smaller. Accord- ing to the 1991 Census of India, the most recent statistical profile for which the data have been disaggregated, the total number of mother tongue Lepcha speakers across the nation is 29,854. While their dis- tribution is largely in Sikkim and the northern districts of West Ben- gal, there are no reliable speaker numbers for these areas. In the Dar- jeeling district there are many Lepcha villages particularly in the area surrounding the small town of Kalimpong. -

Carrying capacity is a concept that has been extensively applied in tourism and leisure studies since the 1960s, but its appearance can be date back to the 1930s. It may be viewed as an important thought in the eventual emergence of sustainability discussion, it has become less important in recent years as sustainability and its associated concepts have come to dominate planning on the management of tourism and its impacts. But the study of carrying capacity analysis is still an important tool to know the potentiality and future impact in tourism sector. Thus, up to some extent carrying capacity analysis is important study for tourist destinations and states like Mizoram. Mizoram is a small and young state with few thousands of visitors that visit the state every year. -

They point to the particular historical trajectory of interaction of state-making leaders and other social forces, and the divergent authority structure that took shape, as underpinning this difference. In Manipur, where social forces retained their authority, the state’s autonomy was compromised. This affected its capacity, including that to resolve group conflicts. Here powerful social forces politicized their narrow identities to capture state power, leading to competitive mobilisation and conflicts. -

Primary education is a basic requirement for economic development, modernization of the social system and the smooth functioning of modern democratic institution. The modern primary education started in the British period of Assam. It is seen that the primary education was not developed as expected level before independence in Assam. Assam being a backward state, the primary education has an important role to play in the overall smooth development of the state. Primary schools have been established for fulfilling the obligation to provide for free and compulsory education to all children as stipulated after independence in Assam. The work is mainly concerned with the development of primary education before independence in Assam. Introduction: Primary education is considered as an important factor which can play a significant role for the development of a society. Primary education has been defined in different ways. The Extent and Nature of the CPRs in the Northeast The Common Property Resources (CPRs) are important sources of livelihood to rural households in general and to the rural poor in particular. They are the livelihood both tangible and intangible of thousands of people. Far from being an exception to this, since most North Eastern States are on a hilly terrain inhabited by tribals, the CPRs play a more important role in people’s livelihood in this region than in the rest of India. The North Eastern economy is agrarian . Agriculture is the principal means of livelihood of most of its people 47.4 percent of whom are cultivators and 11.41 percent earn their livelihood as agricultural labourers. Table 2 shows the significance of land as a source of livelihood of the people of the Northeast. Thus, agriculture occupies an important place in the economy of the region but other sectors are neglected. 70 to 75 percent of the workforce of the region depends on the primary sector against 66 percent in India as a whole. More than 20 percent depend on the tertiary sector. These figures show the importance of CPRs as a source of livelihood of people of the region. I. The Concept of CPRs in General and in North East India The CPRs are community assets that provide both tangible and intangible livelihood (Shyhendra 2002: 3291) to their dependants. They include land used for cultivation and grazing, forests from which non-timber forest produce (NTFP) are collected, waste and panchayat land, watersheds, rivulets, rivers, ponds and other community assets.
