Passing of Minutes of 3rd Meeting of PAB held on 13th May, 2014 Minutes of 4th & 5th Meetings of PAB held on 5th & 10th December, 2014 respectively are placed at Annexure-I & Annexure II. The Minutes had been circulated to all the participants of the meeting and also uploaded on the Ministry’s website for comments/inputs, if any. No comments have been received. The minutes are placed before the Board for any further comments and subsequent approval.

ITEM -3

Release of Preparatory Grants to Delhi RUSA has laid great emphasis on the need to prepare the States for participating in the scheme to put in place an institutional mechanism to absorb and effectively utilise RUSA funds. Under the component “ Capacity Building and Preparation, Data Collection and Planning” upto Rs.10 Crore are proposed to be released to States and UTs (including State share) to undertake baseline surveys; collect and compile data; organise meetings, workshops and trainings; engage consultants; prepare State perspective plans/strategy reports; set up State Higher Education Councils etc. States therefore need to undertake certain capacity building exercises, conduct baseline surveys, and set up State Higher Education Councils etc. The Preparatory grants have been allocated to the states according to size of the State, institutional density and population (18-23 age group). The states were then clustered into small (6 crore), medium (8 crore) and large (10 crore)

NCT of Delhi had submitted its willingness along with the undertaking and other prerequisites as per RUSA norms to participate under RUSA. The Joint Secretary (HE) & National Mission Director (RUSA) has given in-principle approval to include this State under RUSA. 50% of the preparatory activity amount may be released to the NCT of Delhi (central share only). The total amount proposed for sanction is Rs.1.95 crore.

ITEM -4

Appraisal of State Higher Education Plans (SHEPs) Till date 24 States have submitted their State Higher Education Plans (SHEPs) namely Himachal Pradesh, Gujarat, Jammu & Kashmir, Punjab, , , Odisha, Uttar Pradesh, Uttarakhand, Haryana, West Bengal, Tripura, Assam, Mizoram, Arunachal Pradesh, Chhattisgarh, Karnataka, Andhra Pradesh, Bihar, Madhya Pradesh, Goa, Tamil Nadu, Telangana and Kerala.

Out of these, 16 SHEPs viz. Himachal Pradesh, Gujarat, Jammu & Kashmir, Punjab, Manipur, Nagaland, Haryana, Odisha, Uttarakhand, Uttar Pradesh, Arunachal Pradesh, Assam, Chhattisgarh, Mizoram, Tripura & West Bengal have been approved by the PAB. The States of Tripura & West Bengal have been asked by the PAB to come back with the revised proposals. The SHEPs of Andhra Pradesh, Kerala, Karnataka, Goa and revised SHEP of Tripura are appraised along with their DCFs. The observations and recommendations of the TSG have been summarised in an Appraisal Note for each of the SHEP which are placed at Annexure III, IV, V, VI & VII.

The other SHEPs of Telangana, Bihar, Madhya Pradesh, Tamil Nadu & West Bengal are also appraised by the Technical Support Group (TSG) and will be placed before the PAB in its subsequent meeting.

Annexure – I Minutes of the 4th Meeting of RUSA Project Approval Board (PAB) held on 5th December,2014

The fourth meeting of the RUSA Project Approval Board (PAB) was held on the 5th of December, 2014 at 3:00 PM under the Chairmanship of Shri. Satya N. Mohanty, Secretary, Higher Education, MHRD. The list of participants who attended the meeting is placed at MoM Table - 6

The Chairman welcomed all members of the PAB to the meeting and requested the Member- Convenor Shri. SP Goyal, Joint Secretary (HE) and National Mission Director (NMD), RUSA, to go ahead with the agenda of the meeting.

The meeting began with the participants introducing themselves.

The minutes of the meeting are as follows:-

Item 1: Passing of Minutes of 3rd Meeting of PAB held on 13th May, 2014. The PAB approved the Minutes of the 3rd Meeting of PAB.

Item 2: Action taken on 3rd Meeting of PAB decisions of 13th May, 2014. The PAB was apprised of the action taken and plans for further action and the PAB took note of it.

Item 3: Release of Preparatory grants. After the 1st Meeting of Mission Authority, the States of Telangana, Madhya Pradesh, Sikkim, Rajasthan, Tamil Nadu and Administration of Puducherry had submitted their willingness along with the undertaking and other prerequisites as per RUSA norms to participate under RUSA. The Hon’ble HRM in her capacity as Chairperson of National Mission Authority has given in- principle approval to include these States under RUSA. 50% of the preparatory activity amount may be released to the eligible 5 States and 1 UT (central share only). The total amount proposed for sanction to the 5 States and 1 UT is Rs.17crore as the table below:

Financial Advisor, MHRD suggested that new States/UTs joining RUSA should be advised that they must utilise the preparatory grants expeditiously. He further suggested that States/UTs which have not utilised preparatory grant should receive no further funding.

Decision of PAB: The PAB approved the release of preparatory grants for the States/UTs of Madhya Pradesh, Puducherry, Rajasthan, Sikkim, Tamil Nadu and Telangana who have newly joined RUSA and also no further grants will be released to those States/UTs which have not yet utilised the preparatory grants released to them.

Item 4: Revalidation of funds released to NAAC. NAAC has submitted its interim report. As per the report, NAAC had informed in that out of the grants released it had utilised Rs.27.40 lakhs by 31st March, 2014. Since a new financial year is ongoing NAAC has requested the approval for the remaining amount of the 1st instalment to be carried over to the current financial year.

Decision of PAB: The PAB approved the revalidation of funds released to NAAC and decided that an internal review in the Ministry would be undertaken at the level of the Joint Secretary (HE) with Director, NAAC on the progress of NQRI, activities undertaken and funds utilised.

Item 5: Leadership Development and Capacity Building.

Decision of PAB: The PAB decided that TISS would make a presentation on the same in the next PAB meeting along with UKIERI on the contest framework of Leadership Development and Capacity Building, Financial implication and roll out plan. Copies of the TISS report will be circulated to the members.

Item 6: Action taken by States on funds released. Mission Director (RUSA) expressed concern regarding the slow pace of utilization of funds by the various States/UTs. He informed the PAB that in 18 States/UTs no action has been taken on the central share released to the States/UTs. He further informed that there is a demand from all the States/UTs that central funds be directly transferred to the RUSA accounts of the respective States/UTs.

Secretary, Higher Education and Financial Advisor, MHRD informed that funds from the Central Government can only go to the State/UT Governments. They suggested that MHRD and the State/UT Mission authorities will have to be persuasive enough for the state finance departments to transfer the money to the RUSA accounts quickly. The State/UT Higher Education Departments also need to play a proactive role in pressing their Finance Departments for early release of funds.

Decision of PAB: The PAB decided that letters in this regard be sent from Secretary, Higher Education to all the State/UT Chief Secretaries.

Item 7: Appraisal of State Higher Education Plans (SHEPs). The states of Haryana, Odisha, Uttarakhand and Uttar Pradesh were taken up alphabetically.

SHEP Appraisal for the State of Haryana The TSGs recommendation for 3 components out of the 15 proposed by the state was put before the PAB.

Component 3: Infrastructure grants to Universities

The proposal for funding under the component has been made for a total of 13 state public universities with an outlay of Rs. 198.00 crore.

The recommendation consisted of shortlisted 6 universities on the basis of their being non 12 B in status. One agriculture university was dropped from the list and five universities were recommended for funding @Rs 8.00 crore each for 2014 -15.

Prof Venkatesh, TISS informed that institutions primarily teaching veterinary and law do not fall under RUSA purview and the remaining universities must be prioritised on the basis of inter – se – antiquity. In the course of discussions, it came out that out of the five universities proposed by the TSG have recently been setup. Prof. Venkatesh suggested that funding should be given to institutions with some antiquity.

Decision of PAB:

The PAB did not approve funding for any university.

Component 6: New Professional Colleges The proposal for funding under the component has been made for two professional colleges; Chaudary Ranbir Singh State Institute of and Technology (Jhajjar) and Rao Birender State Institute of Engineering and Technology (Rewari).

The colleges have been proposed in the rural areas viz Silanikesho and Zainabad in Jhajjar and Rewari districts. The percentage of enrolment of female students is meagre at just 2% and the percentage of SC students too is low. The two proposed colleges were recommended for funding @Rs. 26.00 crore each provided Detailed Project Reports (DPR) as per the required format are received.

The PAB enquired whether Jhajjhar and Rewari falls under EBDs list of UGC and if there are any engineering colleges in those districts. The state representatives informed that SC GER for the Jhajjar is 2.5 and for Rewari is 17.9 but they could not provide any clear cut information about the other colleges in those districts.

Decision of PAB: The PAB decided that the complete information regarding other colleges in these districts be sought before taking up a final view in the matter.

Component 7: The proposal for funding under the component has been made for a total of 20 colleges for infrastructure grants.

Four colleges have been shortlisted on the basis of being non 12B, three being all women colleges and the fourth one with very low enrolment. Funding recommended for each college is @Rs. 2.00 crore per college and Rs. 1.00 crore per college for the year 2014-15 (The list of the colleges is attached in the MoMTable 1).

Secretary, Higher Education suggested that colleges which have not applied for accreditation 13 should apply immediately and those which have applied for it should try to get accredited as soon as possible.

State informed that Haryana is in the process of acquiring building for directorate and appointment for SPD will be done soon. They also raised the point of reduction in the state resource envelope due to delay of seven days in submitting willingness to join RUSA.

SHEP Appraisal for the State of Odisha: The Secretary, Higher Education sought to know the amount that was released to the state of Odisha as preparatory grants and MMER. It was brought to his notice that Rs. 2.60 crore was released to the State as Preparatory Grant and Rs. 33.8 lakh as MMER. Also, an amount of Rs. 31.2 crore was released to the State for establishment of 8 New Model Degree Colleges in its Educationally Backward Districts.

The TSGs recommendation for 5 components out of the 12 proposed by the state was put before the PAB.

Component 1: Creation of Universities by Up-gradation of existing Autonomous Colleges The State had given three proposals for upgrading Autonomous colleges to Universities in different districts for consideration. The TSG has recommended only one of the proposals, that of the RamaDevi College in Bhubaneswar, Odisha. The PAB was informed by Prof. Venkatesh that the idea behind the component is to allow autonomous colleges to subsequently develop into universities. It was brought to the notice PAB that the colleges of the other two proposals do not have a capacity to function as a University.

Decision of PAB: The PAB gave in-principle approval to the proposal of R.D. Women’s college at Khurda district @ Rs. 55.00 crore in all and Rs. 18.30 crore for 2014-15, subject to submission of Detailed Project Report in respect of the University. The norm of student teacher ratio and teaching to non-teaching ratio (which was high as against RUSA norms) was relaxed for the proposal.

Component 2: Creation of Universities by conversion of colleges into Cluster The State had given three proposals in different districts for consideration.

The TSG has recommended only one of the proposals, that of the Khalikote College in Ganjam District. Principal Secretary, Higher Education, Govt. of Odisha proposed Koraput district for funding consideration on the grounds that Koraput is a backward district. The TSG consultant stated that the Koraput proposal did not adhere to RUSA norms and the district is already the location of one Central University.

Decision of PAB: The PAB gave in-principle approval to the proposal for Ganjam district (Lead College- Khalikote College; 04 Cluster Colleges- SBRG College; Binayak Acharya College; Gopalpur College; Govt. Sc. College) @ Rs. 55.00 crore in all and Rs. 18.30 crore for 2014-15. It was also decided that the Gopalpur College should immediately apply for accreditation.

Component 3: Infrastructure Grants to Universities The proposal for funding under the component has been made for a total of 9 state public universities with an outlay of Rs. 180.00 crore.

Decision of PAB: The PAB approved infrastructure grants to 5 universities @ Rs. 20.00 crore for each

15 university in all i.e Rs. 100.00 crore and @ Rs. 10.00 crore each for 2014-15 i.e Rs. 50.00 crore. Out of the 5 approved universities, 2 are technical universities, Biju Patnaik University of Technology, Rourkela (BPUT) & VSSUT, Burla, and three are multidisciplinary universities with high student enrolment, Utkal University, Berhampur University and Sambalpur University. All five universities are to apply for accreditation (1st or 2nd cycle as the case may be). Total Outlay for this component is Rs. 100 crore. It was also decided that the all these 5 universities should immediately apply for accreditation.

Component 5: Up-gradation of Existing Colleges to Model Degree Colleges. The state had proposed upgradation of five degree colleges at Puri, Ganjam, Sundargarh, Keonjhar and Balasore districts.

Decision of PAB: The PAB approved 3 proposals from non-EBD districts for funding. These are S.C.S. (Autonomous) College, Puri, Govt. Degree College, Sundargarh and K.K.S. Women’s College, Balasore @ Rs. 4.00 crore for each college in all i.e Rs. 12.00 crore and @ Rs. 2.00 crore each for 2014-15 i.e. Rs. 6.00 crore.

Component 7: Infrastructure Grants to Colleges The state has submitted proposal for 69 colleges and 17 post-graduate departments for consideration. Out of the total colleges proposed, 31 colleges (6 Non 12B and 25 12B) were approved by PAB on the basis of no. of students enrolled, year of establishment and percentage of SC/ST/Women students @ Rs. 31 crore (1 crore per college) for 2014-15. No technical college was funded as 7 of them were constituent colleges and 17 were PG departments of technical Universities, which cannot be funded as per RUSA norms. 13 colleges out of 31 approved colleges need to apply for NAAC accreditation. On the request of Principal Secretary (HE, Odisha), the state was permitted to substitute any 3 colleges with new ones, which has been incorporated. The list of 31 colleges is annexed at MoM Table – 2. (Total Outlay: 62 crore)

Decision of PAB: The PAB approved funding for the above mentioned 31 colleges @ Rs. 2.00 crore for each college in all i.e Rs. 62.00 crore and @ Rs. 1.00 crore for 2014-15 i.e Rs. 31.00 crore as recommended by the TSG.

Decision of PAB Approval was accorded by the PAB to 5 components for a total amount of Rs. 123.6 crores to the state of Odisha for the financial year 2014-15, including the central share of Rs. 80.34 Crores.

SHEP Appraisal for the State of Uttarakhand The TSGs recommendation for 5 components out of the 12 proposed by the state was put before the PAB The PAB discussed about each of the five components recommended for funding. The components approved during for the financial year 2014-15 by the meeting are given below:

Component 3: Infrastructure Grants to Universities The State had given five proposals under “Infrastructure Grants to Universities”: (1) Sri Dev Suman Uttarakhand University, (2) Doon University, (3) Kumaun University, (4)Uttarkhand Sanskrit University and (5) Uttarakhand Open University.

TSG recommended funding of 4 universities as given below: a. Sri Dev Suman Uttarakhand University (Outlay for 2014-17, Rs.19.43 crore) b. Doon University (Outlay for 2014-17, Rs.20 crore) c. Kumaun University (Outlay for 2014-17, Rs.13.30 crore) d. Uttarakhand Sanskrit University (Outlay for 2014-17, Rs.18.25 crore) Total outlay: Rs.70.99 crore

The funding proposal for the Open University did not meet RUSA norms and was rejected.

Decision of PAB: The PAB approved the funding of Rs.70.99 crore for 2014-17 to four universities as detailed above and Rs.20 crore for 2014-15 @ Rs.5 crore for each university

Component 4: New Model Colleges The state has proposed establishment of a new Model degree College, “Govt. Degree College, Devidhura”, in Champawat District at a total cost of Rs. 10.29 crore.

The TSG recommended the proposal since it meets RUSA norms. Champawat is an Educationally Backward District.

Decision of PAB: The PAB approved the proposal of the new MDC at Champawat @ Rs.10.29 crore for 2014-17 and @Rs. 5.15 crore (50% of the total outlay approved for three years) for 2014- 15 which may be released as the first instalment with a condition that the State submit a detailed project report for the setting up of the college.

Component 5: Upgradation of Existing Degree Colleges to Model Degree Colleges The State had proposed upgradation of five colleges located in Pithorgarh, Uttarkashi, Chamoli, Almora and Nainital at a total cost of Rs.16.36 crore during the 12th Plan.

The TSG recommended the proposal and recommended release in 2014-15 of an amount of Rs. 8.18 crore (50% of the total outlay approved for three years) as per schedule given below: a) Govt. Degree College, Narainagar, Pithoragarh: Rs.1.61 crore b) Govt. P.G. College, Uttarkashi: Rs. 2 crore c) Govt. P.G. College, Gopeshwar, Chamoli : Rs.1.75 crore d) Govt. Degree College, Manila, Almora: 1.73 crore e) Govt. Degree College Ramnagar, Nainital: Rs.1.09 crore

Decision of PAB: The PAB approved the proposal to fund the upgradation of existing colleges to model Degree College at a cost of Rs.16.36 crore for 2014-17 and release of differential initial amounts for the year as noted above for the year 2014-15.

Component 7: Infrastructure Grants to Colleges The State has submitted 82 proposals for infrastructure grants to colleges.

The TSG recommended release of an amount of Rs. 59.82 crores during the 12th Plan period as infrastructure grants to 30 non-12(b) colleges in the State as indicated in MoMTable 3.

Decision of PAB: PAB approved funding of the 30 colleges with a total outlay of Rs.59.82 crore for 2014-17 and an amount of Rs.29.91 crore (50% of the total outlay), as per details given in Annexure 3, as the first instalment in the year 2014-15. The colleges shall apply for the accreditation of the NAAC.

Component 11: Faculty Improvement The state had proposed funding of the Academic Staff College, Kumaun University for initiating programmes to improve the academic and pedagogical skills of teachers in the State through innovative ways. The funding sought was for Rs.9.8 crore for the 2014-17 period.

The PAB was of the view that construction of new buildings and support to brick and mortar physical infrastructure will not be funded under this component. The funding will be only for equipment, books, laboratory, programmes and other technical requirements.

Decision of PAB: The PAB approved an amount of Rs.2.49 crore for the 2014-17 period and Rs.1.24 crore was approved for funding in 2014-15.

Additional Funds under Special Needs The PAB also approved the recommendation to provide an additional amount of Rs.25 crore under ‘special problems’ to the State of Uttarakhand. As per the Fund Equalisation Formula, the final allocation to the State was only Rs.43.10 crore. The State was thus deprived of funds under the ‘special problem’ criteria of the RUSA.

Decision of the PAB

The PAB approved a total amount of Rs.64.48 crore for 5 components to the State of Uttarakhand for the financial year 2014-15, with the central share of Rs.58.04 crore. The PAB also approved an additional amount of Rs.25 crore under ‘special problems’ to the State of Uttarakhand.

SHEP Appraisal for the State of Uttar Pradesh The TSGs recommendation for 4 components out of the 16 proposed by the state was put before the PAB

Component 3: Infrastructure Grants to University: The state had proposed 16 universities under this component. The TSG proposed 14 Universities for funding to the PAB which met all norms of RUSA. Decision of PAB: PAB has approved 12 Universities for total funding of Rs.240 crore for the 2014-17 periods and funding of Rs. 120 Crore for 2014-15 @ Rs.10 crore each. Two universities which are uni-disciplinary and of special nature were dropped from the list of recommendations. All the universities must commit to apply for accreditation. The list of Universities approved is attached as MoMTable 4. Component 6: New Professional Colleges: State has proposed 8 districts for setting up of professional colleges. TSG has recommended the proposals for three districts namely Basti, Devipatan and Saharanpur.

Decision of PAB: PAB gave an in-principle approval for 2 professional colleges, at Basti and Devipatan subject to state submitting DPRs for the 2 districts. Shaharanpur has a high concentration of HEIs and was, therefore, not approved by the PAB. PAB gave approval for a total amount of Rs.52 crore for the two approved institutions and Rs.26 crore for 2014-15 @Rs.13 crore for each proposed professional college.

Component 7: Infrastructure Grants to Colleges: Out of the 142 government 12 B colleges proposed by the state, 66 colleges were prioritized and recommended for funding by TSG on the basis of enrolment, accreditation status and location. Decision of PAB: The PAB has approved funding of these 66 colleges at a total outlay of Rs. 132 crore @Rs.2 crore each for the 2014-17 period and Rs.66 crore for the 2014-15 year @ Rs. 1 crore each. List is attached as MoMTable 5.

Component 8: Research, Innovation and Quality Improvement: The state had given a proposal for Rs. 120 Crore under this component for the plan period. The TSG has recommended funding of Rs. 13 Crore under this component to the PAB. Decision PAB: PAB asked the state to put this component for funding in next PAB after submitting the detailed project report and after TSG appraises it. Hence NO FUNDING was approved in this PAB. Secretary (HE) suggested that the state should focus on only one area in the research domain. State informed that they will get a group of expert to draft the proposal.

Component 9: Equity Initiatives: The state had submitted a proposal of Rs.5 Crore. State has planned to set up language labs and training cells. Decision of PAB: PAB has not approved any funding under this component stating that a better and more holistic proposal may be submitted.

Component 11: Faculty Improvement: The state has given a proposal of Rs 10 Crores for this component for 2 academic staff colleges for developing teaching modules, training and development and quality control. TSG recommended this proposal. Decision of PAB: PAB approved funding for the ASC at Lucknow University. The amount approved for this component @ Rs. 10 crore for the 2014-17 period and Rs.4 crore for the year 2014-15. Infrastructure strengthening at the ASC will not be funded from RUSA funds, the PAB directed. When National Mission for Teach Training (NMTT) proposal is finalised in Ministry, State should look into the NMTT to seek the funds.

Component 12: Vocationalization of Higher Education: The state had proposed an amount of Rs 15 Crores under this component for the plan period. The TSG examined the proposal and recommended it to PAB for their approval. PAB did not consider this proposal stating that the Vocationalization of HE needs to merge with the existing traditional system. No funding approved for this year. State representatives informed that the plan has been drafted based on a study conducted by the state. State was told that UGC also has a scheme for community college and there is an option for tapping UGC’s funding. The state has also sought approval regarding the MMER unit and implementation in the state. PAB however responded that implementation and utilization of MMER funds is subject to state policy and PAB has no objection to it.

Minutes of the 5th Meeting of RUSA Project Approval Board (PAB) held on 10th December,2014

The fifth meeting of the RUSA Project Approval Board (PAB) was held on the 10th of December, 2014 at 3:00 PM under the Chairmanship of Shri. Satya N. Mohanty, Secretary, Higher Education, MHRD. The list of participants who attended the meeting is placed at MoMTable-6 Shri Harpreet Singh, Director (RUSA) introduced the agenda items for discussion.

The minutes of the meeting are as follows:-

Item 1: Presentation by TISS & UKIERI on Capacity Building and Leadership Development

Director (RUSA) invited Prof. Venkatesh to make a presentation on Capacity Building and Leadership Development. The presentation gave a brief overview of the challenges faced by the State Higher Education systems and the need to train higher education sector leaders, which would have huge implication for the success of RUSA. Tata Institute of Social Science (TISS) had extensive consultations with academics and experts from across the nation. Since leadership and governance are desired requirements in RUSA, this programme intends to create pool of leaders in the Indian academic world. The programme will run in four stages: First, review of leadership standards; Second, Program design with focus on content, Third, Capacity building and pilot implementation; and Fourth, National scale roll-out.

The Secretary (HE) asked whether the initiative would focus on the Registrars of the Educational Institutions since in majority of the universities the registrars and VCs came from the same departments. There is an element of comfort yet its impact needs to be studied.

Ms. Malyaj Varmani, Asst. Director, UK Education and Research Initiative (UKIERI) spoke about the scope and vision of UKIERI and how leadership development has been a priority area. She spoke about UKIERI’s involvement with projects of University Grants Commission (UGC) and All India Council for Technical Education (AICTE) and Department of School Education & . She concluded by saying that UKIERI would be happy to be involved in the following areas of Leadership Development- Development of a national framework, Content creation, Capacity building and implementation, development of tool for blended learning and policy research.

PAB Decision:

TISS and UKIERI would prepare a collaborated report which will be examined in detail before being placed in the next meeting of PAB. Additional discussions: The Secretary (HE) in his opening remarks stated that RUSA should not lapse into becoming another grants giving scheme. It was important he mentioned, that RUSA interventions are strategic and seek to promote quality and excellence of higher education. National Assement and Accreditation Council (NAAC) accreditation would therefore be insisted upon for considering any proposal. On this account, the 12B status of an institutions should not be a factor if it qualifies for RUSA support.

The Secretary (HE) further observed that the two components of upgradation of a college to Model Degree College (MDC) and setting up of new MDCs need to be re- examined. The distinction between an Educationally Backward District (EBD) and a non EBD was an artificed construction and it should be left to the states to decide which district needs a new MDC and which one has a deserving existing college which can be proposed for upgradation. The Secretary (HE) agreed that this would be subject to the number of districts being restricted to the 2011 census and one MDC per district.

It was mentioned by Director (RUSA) that no. of proposals approved for new MDC had reached 51 against a physical target of 60 in the 12th Plan. He informed the Chair that an exercise would be undertaken in the National Project Directorate (NPD) for inter component scaling based on the demands and proposals received from the States under various components of RUSA.

Item 2: Appraisal of State Higher Education Plans (SHEPs) The PAB was apprised of the fact that 21 state plans have been submitted to MHRD, out of which the 10 SHEPs have been appraised by the Technical Support Group (TSG) and placed before the PAB in its 3rd and 4th Meetings for sanction of funds.

The SHEPs of States of Arunachal Pradesh, Assam, Chhattisgarh, Mizoram, Tripura and West Bengal were appraised and were placed before the PAB for recommendation and approval of funds.

SHEP Appraisal for the State of Arunachal Pradesh Arunachal Pradesh was the first state to be presented to the PAB. The TSG’s recommendation for 3 components out of the 12 proposed by the state was put before the PAB.

Component 5: Up-gradation of Existing Colleges to Model Degree Colleges. The state had proposed up gradation of two degree colleges at Papum Pare and East Siang district. TSG recommended both to the PAB for funding.

Decision of PAB The PAB approved these 2 proposals from non-EBD districts at Rs.8 crore for the 12th Plan Period @ Rs. 4.00 crore for each college, and Rs. 4 crore for the current financial year @ Rs. 2.00 crore each for 2014-15. The approval was accorded conditionally subject to submission of DPR.

The PAB was informed that the RUSA scheme provides for green field MDCs in the country’s 374 Educationally Backward Districts (EBDs) and upgradation of an existing college to an MDC in the rest of the districts. In the 12th Plan Period 60 MDCs can be sanctioned.

Component 6: New Professional Colleges: Arunachal Pradesh had proposed 2 new professional colleges in two districts of the sate, i.e. Papum Pare and East Siang. TSG recommended the proposal for only district, that of Papum Pare . Decision of PAB PAB gave an in-principle approval for the professional college subject to state submitting a detailed project report. The PAB approved the proposal at Rs. 26.00 crore for the plan period and @ Rs. 13.00 crore for 2014-15.

The state informed the PAB that it is very difficult for the students from north east to enter into existing institutions in the state and with sectors like hydropower emerging in the state youth need to be trained.

Component 7: Infrastructure Grants to Colleges The state had proposed infrastructure grants for 06 colleges.

4 colleges were prioritized by the TSG on the basis of non 12B and accreditation status.

Decision of PAB: The PAB approved funding for these 4 colleges at a total of Rs.8 crore @ Rs. 2.00 crore for each college for the Plan period and Rs. 4 crore for 2014-15 @ Rs. 1.00 crore for each college.

Approval was accorded by the PAB to 3 components for a total amount of Rs. 21 crores to the state of Arunachal Pradesh for the financial year 2014-15, including the central share of Rs. 18.09 crore.

SHEP Appraisal for the State of West Bengal The TSG’s recommendation for 2 components out of the 9 proposed by the State was put before the PAB. After discussions, the PAB approved proposals under 2 components for the financial year 2014-15, the details of which are given below:

Component 6: New Colleges (Professional) The State Govt. had proposed for an engineering college in Cooch Behar district under the component ‘New Colleges (Professional)’ at a total cost of Rs 30 crore for 2014-17. The TSG recommended funding the proposed engineering college in Cooch Behar district under the component ‘New Colleges (Professional)’ at a total cost of Rs 26 crore for 2014-17.

Decision of PAB: The PAB approved funding for the proposed engineering college in Cooch Behar district at a total cost of Rs 26 crore for 2014-17 and Rs.13 crore for 2014-15 on the condition that a Detailed Project Report (DPR) is submitted for the same.

Component 3: Infrastructure Grants to Universities The State had submitted seven proposals under ‘Infrastructure Grants to Universities’: (1) University of Gour Banga, Malda Dist.; (2) West Bengal , North 24 Parganas Dist.; (3) Sidho-Kanho-Birsha University, Purulia Dist.; (4) Diamond Harbour Women's University, South 24 Parganas Dist.; (5) Kazi Nazrul University, Burdwan Dist.; (6) Cooch Behar Panchanan Barma University, Cooch Behar Dist.; (7) Bankura University, Bankura Dist. The TSG recommended 5 universities for the grants. All the recommended universities have commenced operations and being less than six years old are not eligible for NAAC accreditation. Decision of PAB The PAB, however, looked beyond the TSG recommended list and approved funding for two universities--University of Gour Banga, Malda Dist and West Bengal State University, North 24 Parganas Dist. that are more than six years old and are eligible for applying for accreditation. The approval was for Rs.40 crore for 2014-17 at Rs 20 core per university and Rs. 20 crore for 2014-15 @Rs.10 crore per university. The approval is conditional upon both universities applying for accreditation. State representatives informed that the state GER has improved from 12.8 to 17.5 in just last two years and state is looking for fast development in the GER in near future. The national GER is expected to reach 28 by the year 2017 and reaching 30

46 is possible without RUSA as well. States has the aspiration for increasing their base. The new institutions that are coming up are for equity and investment is for quality. Dir. (RUSA) informed the PAB that while RUSA may focus on non-12 B institutions, it does not exclude 12B institutions from funding. The PAB was in agreement with this view. The PAB observed that the fund from component -3 will not flow to the constituent colleges. The funds in this component will get utilised for the campus only. Universities which are ready for the accreditation can be given funds.

The Principal Secretary, Higher Education, West Bengal stated that the resource envelope for State, the size of West Bengal was too meagre. Secretary (HE) asked Director (RUSA) to have a relook at the inter-se resource allocation of States. Director (RUSA) stated that an exercise would be undertaken for both RE (2014-15) and BE (2015-16) based on the fund equalisation formula. However, instead of applying the “incentive, disincentive framework” the performance of states on funds utilisation on fulfilment of pre-requisites would be factored in.

Decision of the PAB

The PAB approved a total amount of Rs. 33 crore for 2 components to the State of West Bengal for the financial year 2014-15, with the Central share of Rs.21.45 crore. As the resource envelope of the State is Rs 74.01 crore, the PAB has suggested the State to come up with additional proposals for the consideration of the PAB.

Component 3: Infrastructure Grants to University: The state had proposed 5 universities under this component. The TSG proposed 5 Universities for funding to the PAB which met all norms of RUSA. Decision of PAB: PAB has approved 3 Universities for total funding of Rs. 60 crore for the 2014- 17 period @Rs.20 crore for each and funding of Rs. 15.60 Crore for 2014-15 @ Rs. 5.20 crore each. Component 6: New Professional Colleges: State has proposed 3 districts for setting up new professional colleges. TSG has recommended the proposals for three districts namely , Nalbari and Udalgiri. Component 7: Infrastructure Grants to Colleges: 36 government 12 B colleges were proposed by the state for infrastructure grants. After the colleges were prioritized 36 colleges were recommended for funding by TSG in front of PAB on the basis of enrolment, accreditation status and location. Decision of PAB: The PAB has approved funding of these 36 colleges at a total outlay of Rs. 72 crore @ Rs.2 crore each college for the 2014-17 period and Rs.36 crore for the 2014-15 year @ Rs. 1 crore each. List is attached as MoM Table 2.

Component 9: Equity Initiatives: The state had submitted a proposal of Rs 5 Crore. State has planned to set up language labs and training cells. Also state sought money for financial aid and scholarship and initiating a transport facility for 2 colleges. PAB has not approved any funding under this component stating that a better and more holistic proposal may be submitted.

Component 12: Vocationalization of Higher Education: The state had proposed an amount of Rs 15 Crores under this component for the plan period. The TSG examined the proposal and recommended it to PAB for their approval. PAB did not consider this proposal stating that the Vocationalization of HE will be addressed by a more comprehensive program of the Government. No funding approved for this year. It was suggested that the state may consult AICTE for this component.

The total funds approved for Assam for the plan period is Rs. 230.00 Crore of which central share is Rs. 207.00 Crore and state share is Rs. 23 Crore. The outlay for year 2014-15 is Rs. 91.60 Crore of which central share is Rs. 82.44 Crore and state share is Rs. 9.16 Crore.

SHEP Appraisal for the State of Tripura The TSGs recommendation for 2 components out of the 6 proposed by the state was put before the PAB The PAB discussed about each of the 2 components recommended for funding. The components approved during for the financial year 2014-15 by the meeting are given below:

Component 7: Infrastructure Grants to Colleges The State has submitted 26 colleges’ proposals for infrastructure grants to colleges.

The TSG recommended release of infrastructure grants to 19 colleges (6 Non- 12(B), 13 colleges 12B , 2 accredited 9 colleges who have submitted letter of intent and 8 which are not eligible for NAAC accreditation).

Decision of PAB: PAB approved funding of 11 colleges (MoM Table- 3), all of which have either obtained NAAC accreditation or have submitted LoI for accreditation, with total funding of Rs.22 crore for the 2014-17 period and an outlay of Rs.9.90 crore for 2014-15 @Rs. 0.9 crore for each college. The remaining colleges should apply for NAAC Accreditation, PAB advised.

State informed that it had 4 EBDs in 11th Plan and now after division of districts the number of EBDs should be increased to 8.

Director (RUSA) of the state was allowed to choose districts for MDC.

Component: Equity Initiative The state has submitted 26 colleges proposal for Equity Initiatives. The funding sought was for Rs.3 crore for the 2014-15 period which was not considered as the Plan was sketchy.

Decision of PAB: The PAB was of the view that the State must submit a revised plan under this component and submit for consideration in the 6th PAB.

Decision of the PAB

The PAB approved a total amount of Rs. 9.9 crore for Infrastructure grants to colleges to the State of Tripura for the financial year 2014-15, with the central share of Rs. 8.91 crore. The PAB also recommended Tripura to submit revised plan for the component equity initiative for consideration in the next PAB meeting.

SHEP Appraisal for the State of Chhattisgarh The TSGs recommendation for 3 components out of the 15 proposed by the state was put before the PAB. Component 1: Creation of Universities by Up-gradation of existing Autonomous Colleges

The State had given one proposal for up gradation of Govt. VYT PG Autonomous College, Durg, to a new University. The TSG recommended the same to PAB. Decision of PAB: However, the PAB recommended that to maintain the quality of the autonomous college, it may be upgraded to a unitary-university instead of an affiliating one. Hence the State may revisit the proposal and submit it again.

Prof. Venkatesh suggested that university can be approved as it has invested in quality, research facilities, as it has good quality student.

The PAB was of the view that good, quality colleges must be encouraged.

Component 3: Infrastructure Grants to Universities The State had proposed four out of ten universities for funding, namely Pt. Ravishankar Shukla University, Raipur; Bilaspur Univeristy, Bilaspur; Sarguja University, Ambikapur and Bastar University, Jagdalpur. The TSG had not recommended any university for funding as the accreditation norms were not being fulfilled. However, the State informed the PAB that the accreditation status has changed for two universities and they have applied for accreditation and submitted the LoI.

Accordingly, the PAB approved Sarguja University, Ambikapur and Bastar University, Jagdalpur for funding @Rs. 20 crore each ie 40 crore for the plan period and Rs. 20 crore for 2014-15 @ Rs.10 crore each.

Component 4: New Model Degree Colleges. The state had proposed 13 new model degree colleges in thirteen EBD districts of Chhattisgarh, namely, Narayanpur, Jagdalpur, Sukma, Kanker, Dantewada, Bijapur, Kondagaon, Bilaspur, Janjgir-Champa, Korba, Mungeli, Raigarh, Jaspur Nagar. The TSG recommended setting up of 2 new model degree colleges in districts of Kanker and Jagdalpur. The PAB, however, approved 5 proposals from the EBD districts for funding and the State was requested to submit names of 5 new fresh districts which may be considered. Accordingly the State proposed for Rajnandgaon, Bastar, Kanker, Durg and Raipur. The approval was accorded conditionally subject to submission of DPR.

Decision of PAB:

The PAB approved a total outlay for New Model Degree Colleges for these five districts of Rs. 60 crore @ Rs. 12 crore each for the plan period and Rs. 30 crore for 2014-15 @Rs. 6 crore each.

Component 7: Infrastructure Grants to Colleges The state has submitted proposal for 27 colleges for consideration.

Out of the total colleges proposed, 8 colleges were prioritized by the TSG on the basis of non 12B and status of accreditation (Accredited/applied for) @ Rs. 8 crore (1 crore per college) for 2014-15.

Decision of PAB: The PAB approved funding for all the above proposed 27 colleges @ Rs. 2.00 crore for each college i.e, Rs. 54.00 crore for the Plan Period and Rs.27 crore for 2014-15 @ Rs. 1.00 crore each college.

The state had proposed 12 components for funding. TSG’s recommendation for 6 components out of the 12 proposed by the state was put before the PAB.

Component 5: Upgradation of Existing Degree Colleges to Model Degree Colleges The State has proposed eleven colleges for upgradation.

The TSG recommended one college for upgradation, Govt. Hrangbana College, Aizawl.

Decision of PAB: The PAB approved funding of 2 colleges as given below:

1. Govt. Hrangbana College(Outlay for 2014-17: Rs.4 crore) 2. Govt. Zirtiri Residential Science College(Outlay for 2014-17: Rs.4 crore)

The funding proposal for 7 colleges located in Educationally Backward Districts did not meet RUSA norms and was rejected.

The PAB approved the funding of Rs.8 crore for 2014-17 to the two colleges as detailed above and Rs.2 crore for 2014-15 @ Rs.1 crore for each college (25% of the total outlay approved) with the condition that the State submit a detailed project report for the upgradation of the two colleges.

Component 6: New Colleges (Professional) The state has proposed the establishment of 4 new professional colleges: (a) Engineering College in Lunglei District, (b) State Institute of Fashion Technology, Aizawl (c)Institute of Management and Commerce also in Aizawl District and (d) College for Sports and Physical Education in Sercchip district.

Among these 4 proposals, the TSG recommended the State’s proposal for a new Engineering college in Lunglei district at the proposed cost of Rs.26 crore during the Plan period.

The PAB suggested that the proposed new professional college in Lunglei district should be able to offer programmes in engineering, management and commerce.

Decision of PAB: The PAB approved the funding of Rs.26 crore for 2014-17 for the new college that would offer programmes in engineering, management and commerce and for the year 2014-15, Rs.7.8 crore (30% of the total outlay) was approved for release as the first instalment with the condition that the State submit a detailed project report for the establishment of this college.

Component 7: Infrastructure Grants to Colleges The State has proposed funding to all the 24 government colleges in the State and the TSG placed the proposals before the PAB for approval.

Of these 24 government colleges, the PAB approved 21 government colleges for funding as indicated in MoM Table-5. The three colleges which were not approved for funding are Govt. Hrangbana College, Govt. Zirtiri Residential Science College and Mizoram Hindi Training College. Among these three colleges, Govt. Hrangbana College and Govt. Zirtiri Residential Science College were approved for upgradation as Model Colleges. The Govt. Hindi Training College is a non-2(f) college.

Decision of PAB: The PAB approved the funding of Rs.42 crore for the plan period 2014-17 and for the year 2014-15, Rs.10.5 crore was approved for release as the first instalment (25% of the total outlay approved for 2014-17) with a condition that the non-accredited colleges among the colleges approved for funding shall apply for the accreditation of NAAC.

Item 3:

Model Degree Colleges

The Director (RUSA) placed the proposal for release of second instalment of funds for Model Degree Colleges at Arunachal Pradesh and Jammu & Kashmir, which have utilized the first instalment under the erstwhile scheme of UGC.

The Secretary (HE) enquired whether the colleges are fulfilled all conditions of the scheme. Additionally, he also sought an explanation on how is a model degree college better than a degree college and what impact does the MDC have on the area.

Decision of PAB: The PAB did not approve the funds release and asked that a report on whether all conditionalities had been fulfilled or not.

Item 4

Shifting of location of approved MDC in Himachal Pradesh

The Director (HE) put forward the request for change in location of a Model Degree College within the EBD of Himachal Pradesh approved by PAB in its 3rd Meeting. The land availability at the Chhatrari area (previously approved) is 1.6 acres which is covered with grown up tress and is unsuitable; whereas Lylh Kothi area (requested area within the same EBD district) has adequate land availability of 7.6 acres connected with road and is centrally located place to 40,000 population.

Decision of PAB: The PAB approved the request for change of location of MDC within the same EBD district. The state would be asked to submit the DPR for the proposal to avail release of funds.

2. Conversion of university by clustering of colleges to University A total of two universities at Kurnool and Srikakulam districts are proposed @ 55 crore for each university. The total proposal is for Rs 110 crore for the plan period. None of the proposal is being recommended for funding as both districts have existing universities. 3. Infrastructure Grants to Universities A total of 6 universities are proposed @ 20 Crore for each university. The total proposal is for Rs. 120 Crores for the plan period. committee. There is no provision to approve the appointment of VC by the government as is normally done in other states of India

4. To ensure accountability, a government nominee is appointed on all statutory committees/ councils of the University.

5. The Goa University and affiliated colleges have active grievances redressal mechanism.

2. Work to be done by States: a) Preparatory funds – The state was sanctioned preparatory grant of Rs. 1.95 crore by the centre. An amount of Rs. 65 lakhs has been credited in the RUSA account by the State Government. The State has committed that a Sum of Rs. 45 lakhs will be utilised under the following heads: (i) Setting up of RUSA office (ii) Data Collection (iii) Monitoring of RUSA projects.

b) State share – The state has not contributed its share (35%) of preparatory grant of Rs. 1.05 crore in the RUSA Bank A/c yet.

3. Appraisal of SHEP/DCF submitted: A. Physical and Financial Details

1) Component 1: Creation of Universities by way of Upgradation of existing Autonomous Colleges

The State of Goa has only one Autonomous College whose Up gradation into University would be proposed by the State Government in the year 2016-17. Hence, no proposal for this component has been submitted in the current financial year.

2) Component 2: Creation of Universities by conversion of colleges in a cluster No Proposal by the State Government.

3) Component 3: Infrastructure Grants to University

The State has proposed 1 University for infrastructure grants & claimed a sum of Rs. 20 crores during 12th Plan and a total of Rs. 15 crore for the years 2014-15 & 2015-16. The proposal is of Goa University which is the single State University in the State located in , affiliating all the Govt., Govt. Aided and Private Colleges (total 53). The University is 30 years old (established in 1985), NAAC Accredited with a valid Grade ‘A’, and is multidisciplinary with teaching programs in Arts, Science, Commerce and Management at PG & Research levels. There are 28 departments in the University with student enrolment of 1,154 and no. of research publications total up to 150. The financial proposal adheres to RUSA norms with 35% cost limit each in Construction & Renovation and 30% in New Equipments. The State has given a commitment to implement the Academic, Examination and Governance reforms in the University.

Augmentation of infrastructure needs of the University by RUSA grants are expected to result in increased access to Higher Education with a target of doubling the student intake by 2017, increased annual research publications, increase in collaborations, MOUs and exchange programs with other institutions within India and Abroad. Hence, the proposal is considered for funding @ Rs. 10 crores for 2015-16 and Rs. 20 crores for XII Plan.

4) Component 4: New Model Colleges (General)

Since none of the two districts of Goa State is EBD, no proposal has been submitted by the State Government under this component.

5) Component 5: Up gradation of existing degree colleges to Model Degree Colleges

The state has proposed up gradation of 1 Government Degree College, namely Government College of Arts, Science & Commerce, Quepem into a Model Degree College with total fund claim of Rs. 4 crores during 12th Plan and Rs. 2 crore for the financial years 2014-15 & 2015- 16. The Govt. College is located in , which is a non-EBD and has high proportion of SC/STs (around 32%). The College is 26 years old, NAAC accredited with Grade ‘B+’ and LoI has been submitted for second cycle re-accreditation. The College is multi- disciplinary with Arts, Science and Commerce streams, has student enrolment of 1,243 and present student-teacher ratio stands at 17:1. The financial proposal adheres to RUSA norms with 35% cost limit each in Construction & Renovation and 30% in New Equipments. Tribal students form 15% of the total student population in the College.

The Up gradation of the College is expected to result in academic outcomes of increased access for marginalized sections, enhancement in no. of research projects by 10%, a decline in student-teacher ratio to 1:13 and all round development of students with provision of Hostel and Sports facilities. Hence, the component is considered for funding @ Rs. 2 crores for 2015-16, on a condition that the state submits Detailed Project Report for the proposal.

6) Component 6: New Colleges (Professional) No Proposal by the State Government.

7) Component 7: Infrastructure Grants to Colleges The state has submitted a proposal for 24 Govt./ Govt. Aided Colleges for consideration with total fund claim of Rs. 48 crore during 12th Plan and Rs. 24 crore for the financial year 2014- 15 & 2015-16. Out of the total colleges proposed, 18 General Education Colleges and 1 Govt. Engineering College were prioritized which had either valid NAAC accreditation or have submitted LoI. Also, all the Colleges are very old established and have teaching programs in either Arts, Science & Commerce. The financial proposal also adheres to RUSA norms with project cost for each institution meeting the norm of 35% limit for Construction and Renovation and 30% for New Equipments. The rest 5 proposed colleges have not been prioritized since they are either uni disciplinary in nature (Law or Education) or would be proposed for upgradation to University in 2016.

The State plans to upscale the infrastructure of these Colleges by way of new creation and renovation/ up-grade the Classrooms, Laboratories, Hostels, Toilets, Libraries etc. and purchase of new equipments such as books, journals, sports facilities, etc; in accordance with the need based requirement of each College as furnished in the SHEP. Hence, the proposal is considered with funding @ Rs. 19 crores (Rs. 1 crore per colleges) for 2015-16, on a condition that LoI Acceptance document for 4 Colleges is given by the State, for which LoI status is ‘Submitted.’

The list of 19 shortlisted colleges is given in Annexure I.

8) Component 8: Research, innovation and Quality Improvement The state has submitted a proposal under this component with a fund claim of Rs. 12 crores for the 12th Plan and Rs. 10 Crore for 2014-15 & 2015-16. No research and innovation plan has been furnished and the current plan is not outcome based. The state needs to prepare the same and send the revised version for consideration. Hence, the component is not considered for funding.

9) Component 9: Equity Initiatives The state has submitted a very sketchy proposal for equity initiatives, demanding funds only for 21 affiliated General Education Colleges with total fund claim are Rs. 0.75 crores for 12th Plan.

The state needs to rework the plan and devise innovative state-specific strategies to ensure greater inclusion of the disadvantaged. Hence, the component is not considered for funding.

10) Component 10: Faculty Recruitment Support:

The State would be submitting the proposal under this component in 2016-17 after filling all the vacant sanctioned positions in Colleges. Hence, no proposal by the State Government.

11) Component 11: Faculty Improvement

This component would be covered under a separate UGC scheme and hence, would not be considered for funding under RUSA.

12) Component 12: Vocationalisation of Higher Education

State has given proposals for 10 colleges with a total fund claim of Rs. 0.5 crores in the 12th Plan and Rs. 0.4 crores in 2014-15 & 2015-16, whereas the RUSA limit is Rs. 15 crores. State has not provided any details regarding implementation of NVEQF, steps taken to enhance skills delivery or curriculum reforms. The state is required to resubmit the detailed plan of this component. Hence, the component would not be considered for funding.

13) Component 13: Leadership Development of Educational Administrators

This is a Centrally Administered Scheme and hence, would not be considered for funding under RUSA.

14) Component 14: Institutional restructuring & reforms

The component is included under the ambit of preparatory grants and hence, would not be considered for funding under RUSA.

15) Component 15: Capacity building & preparation, Data collection & planning

The component is included under the ambit of preparatory grants and hence, would not be considered for funding under RUSA.

In view of the above, only the Government College (Autonomous), Mandya is recommended to PAB for its consideration at Rs 55 crore for 2015-17 and Rs 27.5 crore for 2015-16.

2. Creation of University by Converting Colleges in a Cluster The State has sent a proposal for creation of a university by clustering 3 government-aided colleges very recently and could not be considered for the 6th PAB as a detailed appraisal of the proposal is required. Further, a visit to these colleges may also be required for deciding on recommendation.

3. Infrastructure Grants to Universities The State has submitted proposals for eighteen universities, out of which the following ten universities are shortlisted for recommendation (Annexure A): Karnatak University, , Univesity, , , University, , , Visvesvaraya Technological University, Karnataka State Women's University. All the universities are 12B and were accredited at least once. Four universities have valid accreditation of Grade A (Karnatak

University, Mangalore University, Kannada Univesity, University of Mysore); Two other universities have valid accreditation of Grade B (, Tumkur University). Further, two universities whose Cycle 2 accreditation validity has expired have applied for re-accreditation (Bangalore University & Gulbarga University). The remaining two universities have applied for accreditation and the same has been accepted (Visvesvaraya Technological University & Karnataka State Women's University). Except Visvesvaraya Technological University, all the other universities are under 12B category. The State Govt. needs to furnish for each university the details of proposed funds required in terms of Creation of New Facilities, Renovation/ Upgradation of Existing Facilities and Purchase of New Equipment, which shall not exceed 35%, 35% and 30% of the total cost of the project, respectively. All the ten universities are recommended for funding at Rs 10 crore per university for a total of Rs 100 crore for 2015-16, with priority to 4 universities with Grade A and 2 universities with Grade B accreditation.

For the year 2015-16, an amount of Rs.72 crore is recommended for these universities(out of the total Rs.120 crore recommended during the Plan period) as per details given below:

22. Upgradation of Existing Degree Colleges to Model Degree Colleges The State has proposed six government colleges for upgradation. All these colleges are located in the non-EBD districts of Thiruvananthapuram, Kollam, Pathanamthitta, Alappuzha, Idukki and Thrissur. However, none of these colleges are recommended for up gradation as the districts where these colleges are located are relatively better-off districts in terms of Gross Enrolment Ratio, College Population Index, Institutional Density and Gender Parity Index.

23. New Colleges (Professional) The State has proposed the setting up a new professional college in Malappuram District. Since there are six engineering colleges(two under State universities),two medical colleges offering MBBS courses(one is a government college),three private dental colleges, one Ayurveda college, etc. are located in the same district, this proposal is not recommended for funding.

24. Infrastructure Grants to Colleges The State has submitted proposals for grants to 64 colleges. Of these, only 30 colleges have either valid accreditation (NAAC and NBA) or have submitted the letters of intent and these colleges are recommended for funding. For the year 2015-16, an amount of Rs. 15 crore is recommended for these 30

colleges as against the total recommended amount of Rs.60 crore during the Plan period.

25. Research, Innovation and Quality Improvement No proposal from the State government for the current year.

26. Equity Initiatives No proposal from the State government for the current year.

27. Faculty Recruitment Support The State government has proposed funding for creating 320 faculty positions during the Plan period. However, the current Student-Teacher ratio is 1:30 and hence not recommended for funding.

29. Vocationalisation of Higher Education No proposal from the State government for the current year.

30. Leadership Development of Educational Administrators This component is centrally administered and hence not recommended for funding.

4). Approval Sought from the PAB

1. Infrastructure Grants to Universities

The PAB may approve Rs.120 crore to the following six universities during the Plan period: University of Kerala, Sree Sankaracharya University of Sanskrit,Mahatma Gandhi University,University of Calicut,Cochin University of Science and Technology and Kannur University.

For the year 2015-16,an amount of Rs.72 crore may be approved as per details given below:

1.University of Kerala( Rs.12 crore). 2.Sree Sankaracharya University of Sanskrit(Rs.12 crore) 3.Mahatma Gandhi University(Rs.12 crore) 4.University of Calicut(Rs.12 crore) 5.Cochin University of Science and Technology(Rs.12 crore) 6.Kannur University(Rs.12 crore)

2. Infrastructure Grants to Colleges The PAB may approve an amount of Rs. 60 crore during the 12th Plan period as infrastructure grants to 30 colleges in the State. For the year 2015-16, as the first instalment, an amount of Rs. 15 crore may be approved as against the total recommended amount of Rs.60 crore during the Plan period as per details given in Annexure 1.

3. Appraisal of SHEP/DCF submitted: A. Physical & Financial Details

1) Component (1): Creation of Universities by way of Upgradation of existing Autonomous Colleges

The State has not submitted any Proposal under this component.

2) Component( 2) : Creation of Universities by conversion of colleges in a cluster The State of Tripura has proposed setting up of 1 University as a New State University by clustering (i) Govt. Bir Bikram Memorial, (ii) Govt. Women’s College, (iii) Govt Ramthakur College and (iv) Maharaja Bir Bikram College as Lead College. Currently, there is no State University in Tripura. The development of Higher started in the reign of the then Maharaja Bir Bikram Kishor Manikya Bahadur with the establishment of 1st Educational Institute in the year 1947 with 60 acres of land named as Maharaja Bir Bikram College (MBB) which will be the Lead College.

The lead college and the three cluster college are affiliated with the . The Lead college is having maximum number of faculties, library with its vast collection of books and journals, the well-equipped laboratories, amenities and opportunities for co-curricular and extra-curricular activities and above all, its uninterrupted tradition of over half a century as center of higher learning have earned this premier college of North-East its present fame.

However, the State needs to adhere to all the future commitments detailed in the appraisal and submit detailed Project Report in respect of the university. The 3 cluster colleges along with the lead college are not having CPE status hence for acquiring the same the State has submitted proposals under the scheme entitled “College with Potential for Excellence” dated 13th February, 2015 to the Secretary, UGC.

The total fund claimed under this component is Rs. 47.28 cr for the 12th Five Year Plan and Rs. 14.71cr for the current financial year 2014-15.

3) Component (4): New Model Colleges ( General) The State has proposed west for one New Model Colleges (General) at with a total fund claim of Rs. 12 crores during the 12th Plan and Rs. 6 crore for the next financial year 2015-16. As the State Government has requested for seeking grants in the next financial year (2015-16) hence the proposal is not considered for funding in this PAB.
