The changes by jurisdiction are illustrated on the attached map. It is also proposed that MTA patrons be notified through new timetables as existing supplies are depleted. All modifications will be completed by the June 26, 1994, Shake-Up.

ALTERNATIVES CONSIDERED

No alternatives to the staff recommendation are presented.

IMPACT ON BUDGET DEFICIT AND OBJECTIVES

These actions will not affect the projected budget deficit since they are funded as part of the Authority’s normal business expenses included in the operating budget.

BACKGROUND

As part of the community actions honoring the late Cesar Chavez, the County of Los Angeles and Cities of Los Angeles and Monterey Park have taken action to change the name of Macy Street, Brooklyn Avenue, and a segment of Sunset Boulevard and Riggin Street (see attached resolutions from each jurisdiction). As indicated in the attached map, the City of Los Angeles renamed the segment of Sunset Boulevard between and Main Street, Macy Street between Main Street and , and Brooklyn Avenue between Mission Road and the city limits at Indiana Street. These street segments are collectively renamed to Cesar E. Chavez Avenue. The County of Los Angeles renamed Operations Committee April 26, 1994 page 2

Brooklyn Avenue between Indiana Street and Vancouver Avenue to Cesar E. Chavez Avenue, as well. The City of Monterey Park is renaming Brooklyn Avenue between Vancouver Avenue and Collegian Avenue, and Riggin Street east to Atlantic Boulevard to Avenida Cesar Chavez.

MTA public notification material will be distributed in the form of new timetables as current inventory is depleted (see attached sample). Other changes such as bus headings are already installed; all changes will be made by the June 26, 1994, Shake-Up.

IMPLEMENTATION

Recent community actions include naming several major thoroughfares in honor of the late Cesar Chavez. The Board is requested to concur with staff’s proposal to take those actions required to update public information and internal documentation where appropriate, and approve the reissue of the Official Route Descriptions, copies of which are on file with the MTA Secretary:

Recommendation for Council action:

APPROVE the recommendation of the Cultural Heritage Commission to include the Brooklyn Avenue Neighborhood Corridor (right-of-way, now named Cesar E. Chavez Avenue) between Cummings Street and Mott Street in the list of Historic-cultural Monuments.

SUMMARY

By communication dated February 3, 1994, the Cultural Affairs Department has transmitted for Council concurrence and approval the action of the Cultural Heritage Commission which acted to include the above property in the list of Historic-Cultural Monuments.

As required under the provisions of Section 22.126 of the Los Angeles Administrative Code, the Commission solicited opinions and information from the office of the Council District inwhich the site is located and from any Department or Bureau of the City whose operations may be effected by designation of such site as a Historic-Cultural Monument. Additional information on this structure is available in the staff reports on file, including an amended transmittal from the Staff Architect revising the placement and number of historic signs.

There being no objections to this designation, your Committee concurs with the recommendation of the Commission and forwards this matter for approval by the full Council.

WHEREAS,on April 21, 1993, this country lost one of its ~most noted leaders in the continuing struggle for justice, dignity, and fair working conditions for those whotoil to put food on our tables.

WHEREAS,Cesar Chavez devoted his life to raise the conscience of America as to the plight of farm workers in this country and the unhealthy and intolerable working conditions which they have to endure.

WHEREAS,because of this tireless dedication to the oppressed and those without a voice it is fitting and proper that the citizens for the Countyof Los Angeles honor his legacy by renaming a street in his honor.

WHEREAS,the renaming of Macy Street and Brooklyn Avenue to "Avenida Cesar Chavez’ has relevance for the East Los Angeles community becauseit ties together the historic birthplace of Los Angeles, Olvera Street, with the Mexican American community of East Los Angeles. Crossing through the communities of Boyle Heights, Maravilla, East Los Angeles and Monterey Park, ’Avenida Cesar Chavez" would terminate at East Los Angeles CommunityCollege, an important cultural and educational landmark for this community.
