Kivells Messaging 2019 - Important News

Over the last 12 months we have been in discussions with our insurers and other advisors and listened to you, our sellers and buyers. The number of lots and attendees at our sales have grown over the last few years and we recognise that we need to adapt to meet and build on this increased demand for our services from both existing customers and new clients. At the same time we also recognise that our on farm dispersal sales and the Saturday collectives are not just sales but useful social events. The opportunity to meet and socialise mixing business and pleasure is essential in an age when farmers and many in the wider agricultural community work in isolation and then continue to be alone on the internet.

Getting the balance right between traditional and established ways of working and providing a safer environment is challenging particularly in market sites and farms. Kivells, Sellers and Buyers - we all have responsibilities and we at Kivells recognise that some improvements could be made. We have trialled some of these at Holsworthy and some have been well received and others less so. We ask that you bear with us as we put in place these changes many of which are primarily for your safety and to ensure you have the right information. Our staff will remind you and guide you and we ask that you respect the fact that they do so for your benefit and the benefit of other attendees.

We have introduced new signage at our market sites and the messaging will be replicated at our on farm and other sales. In addition all our sale catalogues, to include Livestock Market sales, will include additional information for all attendees under a Notice to Purchasers heading. The Notice to Purchasers will act as useful reminders for our regular Sellers and Buyers and answer many of the frequently asked questions raised by new attendees.

To ensure that all attendees to our Livestock Market sales are made aware of our new Health & Safety message we will also be creating digital messages for our canteen displays etc. We will also include this messaging in our market reports.

In addition with this initiative we will be improving the information content on Kivells.com particularly under the Agriculture Heading. You will be able to easily find much of the information you will need regarding trading with Kivells and all sales to include Terms and Conditions and Sellers and Buyers Responsibilities. The intention here is to enable you to have and absorb this information ahead of any sale and help you to register, buy and sell with knowledge. Kivells Livestock sales are conducted under the 2017 Livestock Auctioneers Association Terms and Conditions and these will also be posted in all of our market offices.

As regards Machinery Sales Kivells currently operate under our own Terms and Conditions. However the Livestock Auctioneers Association has recently published its own version and we are currently reviewing our strategy in this regard. We will update you when a decision is made.

Thank you for your business to date and we look forward to partnering you in the future.

EXETER LIVESTOCK CENTRE Matford Park Road, Exeter, Devon, EX2 8FD 01392 251261 [email protected] www.kivells.com Rural Reflection February 2019

2019 starts and we have already raced through January. They say time fly’s when you’re having fun, in contrast January must have been a very slow month for Mrs May. Credit has to be given to her willpower and lets hope we get some more certain answers soon.

Anyway, onto a more positive note and the continued dry and cold weather throughout January will have proven vital for our sheep farmer’s busy undertaking early lambing with the ability to turn ewes and lambs out in dry conditions. Reports to date seem positive however perhaps lambing percentages are down on last year probably because of the lack of forage last autumn.

Trade remains buoyant in nearly all sections with store lambs in particular meeting a storming trade throughout January. Store cattle have followed suit with increased numbers throughout our markets in January and our clients have benefited from a strong buyer demand.

January has seen a range of professional work over our desks and additional time has been given to prepare for the busy spring months in particular when dealing with the Basic Payment Scheme. On that matter, clients occupying common land have unfortunately seen payments delayed. Similar to the responses I gave to many of my clients after having a brief telephone conversation regarding the situation, the issue is beyond belief and having resolved similar situations in previous years how they have managed to screw the common land payments again is quite frankly incredible.

Over the Christmas period we received a number of emails from the Rural Payments Agency concerning common land payments and the welcomed news of receiving possible further payments. This is all in relation to the Minchinhampton challenge whereby claimants claiming on common land could receive additional payments for 2015, 2016 and 2017 BPS applications. To obtain these additional payments a claim form will have needed to be submitted. There ’isn t a deadline for submitting the claim and therefore if you don’t think you have received additional common land payment and are perhaps potentially owed common land payments then please get in touch to discuss. We have had confirmation that online applications for the 2019 BPS will open on 13th March so if you would like any assistance or if you have any entitlements to buy or sell, please get in touch.

Grass keep will be another topic in the minds of many. At each livestock market we are constantly asked on the availability of grass keep and whether or not we are in the know of land coming up for let under a grazing licence. If you have grass ground that you might be interested in letting please get in touch. We are able to recommend robust licensees through the use of private treaty or indeed set up the required informal tender process, whilst creating a meaningful agreement between parties. Something intoday’s world which is becoming ever more important.

The Countryside Stewardship Scheme (CCS) application process opens again on 18th of February. CCS is an opportunity for some, whereas the scheme would be a hindrance for a few. Capital grants are a big player when applying for the CCS in particular items such as roofing, concreting or boundary fencing. We already have clients expressing an interest in applying for the scheme, if you are of the same opinion please get in touch and we will expand on this further in next months Rural Reflection when applications open and we have more information.

Throughout January, the Kivells Professional Team have continued to carry out a range of planning work on behalf of clients ranging from new dwellings, new agricultural buildings, conversion of agricultural buildings and also working with land owners to promote land for potential development. Throughout this planning work, we work with all local councils throughout Devon, Cornwall and West Somerset and throughout this uncertain time, having further assets on the farm is often beneficial. We have seen many barn conversions take place, whether this is through Class Q or the conversion of traditional buildings through full planning, but both add value to existing assets on the farm and can therefore either be available for future generations or be sold to release capital.

Throughout the last couple of months, we have also been busy on valuations, whether this is for tax purposes, lending or business planning. Many businesses are looking at the different farm assets they have for discussions on succession, tax planning or future business planning and as RICS Registered Valuers our Red Book valuations comply with the RICS standards and include a range of advice on planning and development potential, environmental considerations including environmental stewardship and details of the current property market. The professional team within Kivells work alongside both accountants and solicitors if required in order to offer the best advice for your business and assets going forward.
