They provide a visual presentation of the spatial distribution of the larger currently licensed water abstractions within defined catchments. Also shown are NRA monitoring sites for Flood Warning, Rainfall, Climate, Groundwater Status and Flow Gauging Sites. Information is current for the date displayed. The inclusion of reference numbers enables data to be accessed easily for further details as required, either internally or externally. When used in conjunction with the Water Quality Maps and Index, (report FWP/92/001) they provide a compatible display of 'activities' (within catchments). It has been necessary to display the information in two separate reports for clarity. Most abstractors of natural (non-mains) water supplies are required to hold a Licence under the Water Resources Act 1991. There are however some significant exceptions to this principle, the main ones are listed below * Abstractions from groundwater for own private domestic use where quantity is less than 20 cubic metres per day. * Abstractions from inland waters (surface water) on abstractors own property for either agricultural and/or own private domestic use, provided that the aggregate quantity for those uses is less than twenty cubic metres per day. * Abstractions from groundwater in certain areas of the Region (ie parts of North and Mid Devon and South Hams) irrespective of volume or use, as allowed for in the Devon Rivers Authority (Exceptions from Control) Order 1970.. see attached map. There are numerous legal unlicensed abstractions throughout the region. The locations of many of these are not known to the NRA and there has been no obligation on these abstractors to notify the NRA. If these abstractions are used for drinking water, then the locations will be registered by the Environmental Health Officers of Local Authorities, as part of their responsibilities under EC Directive on the quality of water intended for human consumption (80/778/EEC). This information will be available to NRA. For the sake of consistency and clarity, only licensed abstractions where the aggregate total of all uses is greater than twenty cubic metres per day have been plotted on the maps and quoted in the lists. There are many licences below this value, but displaying them on this scale of map proved inpossible for several catchments. In the abstraction lists, the locations of the water sources are shown by National Grid References. Two entries joined by a means abstraction between the two points. Location text describes approximate site of water use and the Additional Details provide an indication of broad categories of licensed abstraction uses. It should be noted that the 'maps' in these reports are not designed to be accurate Ordnance Survey Maps. They are diagrammatic representations of catchments designed to fit A4 format with grid numbers and an approximate scale provided as an aid to location. There may be apparent discrepancies between the two forms of presentation. Accurate grid references are provided by the lists.     INTRODUCTION In 1876 Charles Worthy wrote “The History of the Manor and Church of Winkleigh”, the first and only book on Winkleigh to be published. Although this valuable little handbook contains many items of interest, not all of which fall within the range of its title, it is not a complete history and consequently fails to meet the requirements of the Devonshire Association. More than a dozen years ago a friend remarked to me that the monks of Crediton at one time used to walk to Hollacombe in order to preach at the ancient chapel of Hollacombe Barton. I was so surprised by this seemingly long trek that I made enquiries of the Devonshire Association. I was referred to the Tower Library of Crediton Church where it became obvious that Hollacombe Crediton and not Hollacombe Winkleigh was implied and quite a different proposition. Meantime the Honorary General Editor of the Parochial Section (Hugh R. Watkins Esq.) suggested that I should write a history of Winkleigh. The undertaking was accepted although it was clear that my only qualification for the task was a deep regard for the associations of the parish combined with a particularly intense love for the hamlet of Hollacombe. The result of this labour of love, produced in scanty spare time, and spread over the intervening years should be considered with these points in view. The proof of this present pudding will be measured by the ease with which the less immediately interesting parts can be assimilated by the general reader. Due care has been taken to verify all the subject matter.

Chagford Primary School has been awarded much needed funding worth around £2.6m to improve the school which is due to be completed in September 2016. The EFA have started the Tender process for a new build and refurbishment options. Once the EFA have selected the contractors and architects the School Governors will be inviting the Community to help with the design, resources, position of the School etc. It is hoped that the PTFA will set up a Community based forum to deal with these issues. It is also hoped that the School will have resource for the Community in a Multi Surface Sports Area and a Helipad for the Air Ambulance. 402.     LANREATH PARISH COUNCIL Minutes of Parish Council Meeting held on 16th October 2018 Present: Mr R Pugh – Chair (County Councillor), Mr P Seaman, Mrs E Lee, Miss J Tamblyn, Mr J Williams, Miss S Cave, Mrs R Karensa, Mr D Pugh, Mr P Bartram, Mr P Meatyard, PCSO Cocks, Mrs L Rigler (Clerk) The Chair welcomed everyone to the Parish Council Meeting. 1. Apologies None. 2. Public Participation Attending members of the public were welcomed to the meeting. Police – PCSO Cocks reported that from 1st to 30th September there had been no crime within the parish. He advised that parishioners remain vigilant and report any suspicious activity. Numerous patrols have been conducted around the Parish and all was found to be in order. Shop – Mrs S Rawlins reported that the hot water has been restored. Thanks to the Parish Council for addressing this. Village Hall – Mrs S Rawlins reported that the recent car boot sale had raised £310 towards the extension. It is intended to donate £40 to the Air Ambulance. Fundraising will now stop until the New Year. Over £1000 has been raised with just two fund raising events. Potholes – Mrs Rawlins reported that, as a regular cyclist, there are shallow potholes along the B3359 where it should be safe for cyclists to ride. 3. Minutes of meeting held on 18th September 2018 Mr P Seaman proposed that the minutes be accepted. This was seconded by Miss S Cave. The Chair signed the minutes. 4. Matters Arising Maintenance work around the village / Gardening Club – it was reported that this is progressing well with regular meetings.
