O people of the great south: Today, we arc gathering in , the capital of the South, and its identity and eternal capital in the Victory Square with all the sacrifices it represents, the struggle of our people and its collective memory. All that expresses the meanings of loyalty, defiance and determination to resist all kinds of injustice, oppression and tyranny, as a victory for the dignity of the South and its free national will towards the restoration of its full sovereign state with its internationally recognized borders before May 1990.

O heroic people of the south: We meet today to renew our pledge and fulfill the dreams of all the martyrs of the South and to declare our full support for the approach of the Southern Transitional Council, headed by Commander Aidroos Al-Zubaidi, and for all steps and actions taken by the STC aimed at protecting the gains and achievements of our people and safeguarding their rights, wealth and national capabilities, and accordingly we affirm the following:

* What happened in the capital Aden recently was an inevitable result of the mentality of the regime and its Houthi and terrorist forces and the failure and malpractice of successive governments that have turned into a guillotine on the throats of the people since the liberation of Aden the capital of south four years ago, and became a tool to hinder any efforts to normalize life and service, security and economic conditions. Thank you for your regular updates on the situation in Aden. As you may have seen, the U.S. Department of State has been closely following these developments, and on August 3 issued a public statement: https://www.state.gov/violence-in-aden/. We continue to urge all Yemeni parties to address 1/2 their grievances through political dialogue and to maintain the agreed-upon ceasefire. It is our hope that the STC can support broader efforts to reach a political reconciliation among all parties leading to a stable, unified, and prosperous Yemen. The voices of Yemenis opposing the Houthis speak louder, when they speak together.

We understand that the Central Bank branch in Aden has been unaffected by the unrest thus far. We urge the STC to continue to respect ROYG institutions underpinning economic stability as reconciliation talks move forward.

l/l Important Political Statement by the Southern Transitional Council 15 August 2019

Today, the South is witnessing a historic moment, made by the victories of our people and putting it on the threshold of a new phase, the culmination of a strenuous struggle full of enormous sacrifices, which have been incurred by our people for two and a half decades since the occupation of the South in 1994. And lastly the events of this month that led to securing the city of Aden and the security and stability of the South, after a crisis that was imposed on the Transitional Council which managed the events with a high degree of wisdom and responsibility, and was keen to save lives, and miss the opportunity on the enemies of the South, and block their bets.

We applaud our great Southern people, all its sectors and constituencies have proven their keenness to encircle and contain this crisis, based on the approach and culture of Southern reconciliation and tolerance, which was the decisive element in ending the crisis and stop its repercussions, and a legendary urgency in the defense of its national gains, with the million people rally for stability and victory of the popular will.

We also applaud those leaders and individuals who have consciously aligned themselves with the will of the people of the South and have declared their accession to the Southern forces, of which they are already an integral part since the battle for victory over the Iranian expansion in 2015.

We do not forget to pay tribute to the Arab Coalition countries, led by Saudi Arabia, and thank their unremitting efforts to contain the crisis, and the call on both parties of the conflict to invoke dialogue under their sponsorship, which will be held in Jeddah once the necessary arrangements are completed, and thanks to all countries and regional and international organizations for their efforts to contain this crisis. We expect them to be more responsive to the hopes and aspirations of our people.

Despite the complexities we have faced in the wake of this crisis, which have revealed to the regional and international public opinion that our just cause is the issue of a people, a nation, a state and an identity, an independent political issue with its roots and dimensions since the occupation of the South in 1994, and that any further procrastination in dealing positively with it in accordance with the will of the people of the South will generate further complications and risks to the security and safety of the region and the world. This is what we sought in the declared and undeclared political positions that expressed the concern of regional and international powers, and international human rights organizations, during the recent events in Aden.

The historical responsibility placed on us as the leadership of the Transitional Council, necessitates that we deal responsibly with reality, consistent with the gravity of the requirements of the current phase and entitlements, by implementing a clear national strategy, based on general guidelines, shown as follows:

-The goal of the people of the South to restore the independent federal state of the South is an irreversible and irrevocable choice.

- All the people of the South are partners in the victory, and partners in taking responsibility for the consolidation of security and stability and institution-building. - Managing the repercussions of the events of Aden and its consequences in order to enhance the cohesion of the Southern social fabric and restore the city of Aden.

- To take care of the families of martyrs and wounded of both sides of the recent events and all martyrs of the South, and to treat them responsibly and equally.

- Based on the foundations and literature of the Southern Transitional Council as expressed in the historic Aden Declaration and popular mandate, that the South is for all its sons and all its children, on the basis of reconciliation, tolerance and national partnership, we affirm that any Southerner that participated in these events consciously or unconsciously, are our comrades and brothers. We have a responsibility to reassure them and give them security, and it is their responsibility to participate in securing and building the South, except those belonging to terrorist groups.

- Criminalize and punish anyone who exploits his position to practice corruption, nepotism or to serve a self-interest.

- Rejection of the policy of treason and the imposition of charges and the promotion of rumors to settle political disagreements.

- To conduct a serious dialogue, which removes the isolation arising from the mistakes of the past, and provide a solid ground for independence, by reaching a national consensus formula, which guarantees the South an active and strong presence at the upcoming negotiating table.

- To mobilize all available national efforts, capabilities, capacities and competencies; to manage the South in a rational and exemplary manner, and to face the rubble of the contracts of decades of looting, obliteration, corruption and deprivation.

- We direct the local authorities in the capital Aden, and all governorates of the South to assume their service and civil responsibilities, in the normalization of the situation, and meet the needs and requirements of the citizens, especially the services of electricity, water, sanitation, fuel and medicine, and all requirements related to people’s lives, improve their efficiency urgently, and neutralize the services and interests of the people from any political conflict, and affirm the Council’s intolerance towards any messes or corruption.

- Strengthening the partnership between the local authorities in the governorates, directorates and local leaders of the Transitional Council, on planning and security, people’s requirements, and improving health, education, electricity, water and sanitation services, etc.

- We call on all citizens to promote tolerance and harmony among citizens, promote national alignment to protect the South, preserve public and private property, assist the security services, and report any terrorist cells.

- Supporting and encouraging the honest national administrative staff and enabling them to exercise their duties in all public institutions.

- Reviewing the mechanism of importing and selling petroleum products.

- Work to resolve land disputes, end the phenomenon of land grab and chaotic construction, which distorted the aesthetic view of the city of Aden, and narrowed the streets, and start re­ planning and the rehabilitation of all neighborhoods of informal construction in Aden and all major cities.

- Harnessing the resources and possibilities available from domestic and external support and private sector donations to achieve the principle of optimal utilization of resources, and to achieve balanced, efficient and sustainable development.

- Directing the security services and military units to assume their national responsibilities in securing and protecting public and private property, maintaining security and stability, constant vigilance, conscious discipline and resolutely dealing with any infractions.

- Activating the role of the police and criminal investigation agencies, providing full support for the reconstruction of security institutions, and providing security services with qualified cadres capable of giving and serving the citizen, and training new recruits.

- End the state of chaos and insecurity, armed manifestations, assassinations, firing shots in the air, and organize the carrying of weapons in Aden and the rest of the cities, with licenses and according to precise criteria.

- Activate the work of courts and prosecutors, to enhance security and speed up the adjudication of cases before the courts.

- Developing legal control systems and addressing the practices of expropriation and confiscation of public and private land and property by individuals.

- Harnessing all available means to eliminate the threat of terrorism and achieve political stability at the local, regional and international levels.

- Transferring all military units to camps outside the city of Aden, except for General Security and Support Forces.

- Work to liberate the remainder of Wadi Hadramout, Beyhan and , and any other part of the Southern territories still suffering from terrorism and occupation.

- Fighting corruption and drying up its sources and following the standard of efficiency and integrity to fill the public office at all levels.

- Protection of the private sector and insuring it, except by law and through the judiciary, regardless of identity and affiliation

- Establishment of a national media body to contribute to the development of a media policy and a unified media discourse.

- The establishment of media and audio-visual, readable paper and electronic outlets and provide them with material and technical elements and qualified competencies.

- Adopting an enlightening public speech reflecting the Southern national identity and the desired civil state.

- Reforming the educational system (elementary, university, vocational, technical, and scientific research) and raising it, upgrading its level, correcting the destructive curricula of the religious identity of the South and the identity, and developing the capabilities and skills of the teaching staff.

- Attention to girls ’ education, literacy, and the adoption of creative talents and rehabilitation and development.

- Supporting scientific research, establishing rehabilitation and training institutions, and raising social awareness about education.

- To fortify Southern society by rationalizing religious speech, creating awareness that rejects violence, extremism, political anomalies, intellectual and moral anomalies, and positively exploiting the energies of youth in education, construction and development.

- Activating all vital economic establishments (ports, airports, refineries, public and private institutions).

- To achieve effective control over prices and fraud, to ensure the protection of consumers from fluctuations, and support the basic consumption commodities.

- Encouraging investment and creating an attractive environment for Southern financial capitals residing abroad and foreigners, and removing constraints and challenges to investment.

- Allowing and encouraging the private sector to play a positive and active role in the implementation of investment and service projects with a view to reviving and developing the national economy and reducing poverty and unemployment among the youth.

- Encourage the establishment of non-politicized local civil society organizations and facilitate their work in meeting the needs of the community.

-To contribute effectively in addressing economic and social problems, promoting social peace and coexistence, preserving rights, preserving lives, and spreading love.

- We pledge to secure and protect the headquarters and staff of international humanitarian and human rights organizations, diplomatic missions, and the interests of foreign countries and companies located on the territory of the South, and secure their movement in all Southern territories.

- Coordinate with donors to provide humanitarian and relief needs, development projects and reconstruction, improve coordination and communication, and partnership with regional and international humanitarian and human rights organizations.

- The people of the South are part of their Arab surroundings and will continue to be a focal point in preserving Arab national security and thwarting expansionist projects and plans aimed at threatening the security of the Gulf and the Arab world.

- Standing fully with the Arab coalition, and continue to resist Houthi and Iranian expansion in the region.

Today, the South is witnessing a historic moment, made by the victories of our people and putting it on the threshold of a new phase, the culmination of a strenuous struggle full of enormous sacrifices, which have been incurred by our people for two and a half decades since the occupation of the South in 1994. And lastly the events of this month that led to securing the city of Aden and the security and stability of the South, after a crisis that was imposed on the Transitional Council which managed the events with a high degree of wisdom and responsibility, and was keen to save lives, and miss the opportunity on the enemies of the South, and block their bets.

We applaud our great Southern people, all its sectors and constituencies have proven their keenness to encircle and contain this crisis, based on the approach and culture of Southern reconciliation and tolerance, which was the decisive element in ending the crisis and stop its repercussions, and a legendary urgency in the defense of its national gains, with the million people rally for stability and victory of the popular will.

We also applaud those leaders and individuals who have consciously aligned themselves with the will of the people of the South and have declared their accession to the Southern forces, of which they are already an integral part since the battle for victory over the Iranian expansion in 2015.

We do not forget to pay tribute to the Arab Coalition countries, led by Saudi Arabia, and thank their unremitting efforts to contain the crisis, and the call on both parties of the conflict to invoke dialogue under their sponsorship, which will be held in Jeddah once the necessary arrangements are completed, and thanks to all countries and regional and international organizations for their efforts to contain this crisis. We expect them to be more responsive to the hopes and aspirations of our people.

Despite the complexities we have faced in the wake of this crisis, which have revealed to the regional and international public opinion that our just cause is the issue of a people, a nation, a state and an identity, an independent political issue with its roots and dimensions since the occupation of the South in 1994, and that any further procrastination in dealing positively with it in accordance with the will of the people of the South will generate further complications and risks to the security and safety of the region and the world. This is what we sought in the declared and undeclared political positions that expressed the concern of regional and international powers, and international human rights organizations, during the recent events in Aden.

The historical responsibility placed on us as the leadership of the Transitional Council, necessitates that we deal responsibly with reality, consistent with the gravity of the requirements of the current phase and entitlements, by implementing a clear national strategy, based on general guidelines, shown as follows:

-The goal of the people of the South to restore the independent federal state of the South is an irreversible and irrevocable choice.

- All the people of the South are partners in the victory, and partners in taking responsibility for the consolidation of security and stability and institution-building.

3/7 - Managing the repercussions of the events of Aden and its consequences in order to enhance the cohesion of the Southern social fabric and restore the city of Aden.

- To take care of the families of martyrs and wounded of both sides of the recent events and all martyrs of the South, and to treat them responsibly and equally.

- Based on the foundations and literature of the Southern Transitional Council as expressed in the historic Aden Declaration and popular mandate, that the South is for all its sons and all its children, on the basis of reconciliation, tolerance and national partnership, we affirm that any Southerner that participated in these events consciously or unconsciously, are our comrades and brothers. We have a responsibility to reassure them and give them security, and it is their responsibility to participate in securing and building the South, except those belonging to terrorist groups.

- Criminalize and punish anyone who exploits his position to practice corruption, nepotism or to serve a self-interest.

- Rejection of the policy of treason and the imposition of charges and the promotion of rumors to settle political disagreements.

- To conduct a serious dialogue, which removes the isolation arising from the mistakes of the past, and provide a solid ground for independence, by reaching a national consensus formula, which guarantees the South an active and strong presence at the upcoming negotiating table.

- To mobilize all available national efforts, capabilities, capacities and competencies; to manage the South in a rational and exemplary manner, and to face the rubble of the contracts of decades of looting, obliteration, corruption and deprivation.

- We direct the local authorities in the capital Aden, and all govemorates of the South to assume their service and civil responsibilities, in the normalization of the situation, and meet the needs and requirements of the citizens, especially the services of electricity, water, sanitation, fuel and medicine, and all requirements related to people’s lives, improve their efficiency urgently, and neutralize the services and interests of the people from any political conflict, and affirm the Council’s intolerance towards any messes or corruption.

- Strengthening the partnership between the local authorities in the govemorates, directorates and local leaders of the Transitional Council, on planning and security, people’s requirements, and improving health, education, electricity, water and sanitation services, etc.

- We call on all citizens to promote tolerance and harmony among citizens, promote national alignment to protect the South, preserve public and private property, assist the security services, and report any terrorist cells.

- Supporting and encouraging the honest national administrative staff and enabling them to exercise their duties in all public institutions.

- Reviewing the mechanism of importing and selling petroleum products.

- Work to resolve land disputes, end the phenomenon of land grab and chaotic constmction, which distorted the aesthetic view of the city of Aden, and narrowed the streets, and start re­

4/7 planning and the rehabilitation of all neighborhoods of informal construction in Aden and all major cities.

- Harnessing the resources and possibilities available from domestic and external support and private sector donations to achieve the principle of optimal utilization of resources, and to achieve balanced, efficient and sustainable development.

- Directing the security services and military units to assume their national responsibilities in securing and protecting public and private property, maintaining security and stability, constant vigilance, conscious discipline and resolutely dealing with any infractions.

- Activating the role of the police and criminal investigation agencies, providing full support for the reconstruction of security institutions, and providing security services with qualified cadres capable of giving and serving the citizen, and training new recruits.

- End the state of chaos and insecurity, armed manifestations, assassinations, firing shots in the air, and organize the carrying of weapons in Aden and the rest of the cities, with licenses and according to precise criteria.

- Activate the work of courts and prosecutors, to enhance security and speed up the adjudication of cases before the courts.

- Developing legal control systems and addressing the practices of expropriation and confiscation of public and private land and property by individuals.

- Harnessing all available means to eliminate the threat of terrorism and achieve political stability at the local, regional and international levels.

- Transferring all military units to camps outside the city of Aden, except for General Security and Support Forces.

- Work to liberate the remainder of Wadi Hadramout, Beyhan and Mukayras, and any other part of the Southern territories still suffering from terrorism and occupation.

- Fighting corruption and drying up its sources and following the standard of efficiency and integrity to fill the public office at all levels.

- Protection of the private sector and insuring it, except by law and through the judiciary, regardless of identity and affiliation

- Activating all vital economic establishments (ports, airports, refineries, public and private institutions).

- To achieve effective control over prices and fraud, to ensure the protection of consumers from fluctuations, and support the basic consumption commodities.

fADEN - 9 AUGUST 20191 In a letter sent to members of the UN Security Council and EU Foreign Ministers, today, the Southern Transitional Council calls for urgent international action to secure a sustainable solution for and prevent further deterioration of the critical situation in the South. On the back of the 1 August attack by Houthi forces and the shooting of civilians by Hadi government guards in Aden on 7 August, Mohammed Al-Ghaithi, STC Deputy Head for Foreign Affairs, wrote:

"This violence and instability are a symptom of the lack of a credible solution for the South. We have long warned of this and called for a comprehensive resolution to the Southern issue, without which we can expect cycles of violence and suffering to continue. Amid the current developments, the STC's sole objective is to restore stability and security in the areas where we operate and where we have a responsibility to the Southern people.

"Far from further escalation, our efforts now are focused on ensuring that the people in the South are protected, rule of law is maintained, and humanitarian needs are met. We will continue to deliver on this responsibility until a sustainable solution for the South is secured and in place," he continues.

Al-Ghaithi highlights that the "STC is doing its best to manage the situation in the South. But the only way to bring about an end to this instability is a solution once and for all. We can only grip the current escalation and its consequences to an extent. It is high time for the South issue to be tackled head on as part of the political process, and with credible Southern representation. Today is further proof that the Hadi government has lost its ability and credibility to service and represent Southern govemorates, and to protect people in those areas."

Al-Ghaithi concludes by calling on the international community to take action to urgently address the Southern issue with credible representation of Southerners in the UN-led political process: "If the UN Security Council and international community are serious about a sustainable solution to the Yemeni conflict and the world's worst humanitarian crisis, then we must be clear that the South issue is an integral element 1/3 of that solution and not secondary or subsequent to it."

[ADEN - AUGUST 8th 2019] Violent clashes broke out today between Hadi government forces and Southern Resistance Forces in Aden, following the firing of live ammunition by government presidential guards on Southern protesters on August 7th 2019. This was a continuation of violence since August 1st 2019. When a missile attack on a military parade of the Forces in Aden that killed at least 36 people, including a senior commander, Brigadier General Abu Al-Yamamah and 36 others which itself came only hours after an explosion at Sheikh Othman Police Station which resulted the loss of 15 policemen. These attacks coincided with an attack on Al-Mahfad base in Abyan, which resulted in the killing of 19 soldiers.

Today's escalation follows a coordinated attack by government forces and extremists elements against Southern units and civilians in Khormasker and Crater areas in Aden. This included deliberate targeting of civilian facilities causing further humanitarian suffering. In response to the escalation on the ground, the Southern Transitional Council had no choice but to mobile the Southern Defense Forces to ensure protection of the civilian population and restore a level of stability.

Our aim remains de-escalation of the violence, resume the rule of law, and secure the situation on the ground for all those in the South including the northern population. The STC takes seriously any reports of forced displacement or harassment of northerners, and neither the STC nor Southern forces are responsible for any such incidents. In line with our commitment to international law, we are investigating such reports and will hold perpetrators accountable.

One thing is clear from this week's developments: Without a sustainable and credible solution for the Southern issue and Southern demands, peace and stability in the South will continue to elude us. The South is at the heart of Yemen's political solution and the stability of the region.

We welcome the international community's commitments to an inclusive political process and to restoring calm across Yemen; this necessitates a deliberate collective effort to solve the Southern issue, including Southerners' right to self-determination, with credible Southern representation at the negotiating table. We have reiterated this to UN Envoy Martin Griffiths and we stand ready to play our part in these efforts.

Your Excellency,

Since my last letter concerning the latest developments in Aden, the Southern Transitional Council has worked to de-escalate the situation in the city and we have successfully restored security for the local population. But the threat of violence and instability, including from ongoing extremist forces, remains real. The STC's focus is now moving into the next phase of managing this context on the ground, which requires coordination with UN-led diplomatic activities, if we are to secure a political solution for South Yemen.

We should be clear that our actions to ensure security and the protection of the Southern people was necessitated by the violence at the hands of Yemeni government guards against civilians, in addition to a number of attacks by Houthi and extremist forces on Aden. Our loyalty to the Southern people and answering their calls - as demonstrated by the 'million people march7 in Aden on 15 August - is what guides the STC. Our actions in recent weeks have been to fill the vacuum left by a government deemed illegitimate by Southerners. As long as this is the case, then the STC cannot risk the security of the Southern people and governance of the South's capital by handing control of Aden over to the government.

The STC is in full governance of Aden and we are working diligently to ensure the functioning of basic services for our people - most of which had been deliberately neglected by the government as a form of collective punishment against Southerners for several decades - and that there is freedom of movement across the city. We stand ready to cooperate with the UN and its partners on the ground to facilitate continuous humanitarian and relief efforts to and through the port city of Aden, as well as medical care for all those injured and affected by the violence.

Your Excellency, the above actions centre on handling the urgent immediate needs on the ground. But to address the root causes of the crisis comprehensively requires a re-doubling of efforts on the political track. In this regard, we welcome Saudi Arabia's initiative to hold talks between the STC and Hadi government. For too long the Southern voice has been excluded from any negotiation table, and therefore we are grateful to Saudi Arabia for taking steps to address this diplomatic deficit. We view these talks as the start of an effort that will finally create a framework under UN auspices which includes the Southern issue and credible representation from the South.

Any alternative approach to the above would not only fail, but it would not be tolerated by our constituency on the ground, including local military forces. The reality is they like us are exhausted of

the obstacles put in front of Southern inclusion in the political process. We were told previously that the South lacked an organised political entity to represent it. This led to the creation of the STC as the main body from the Southern Movement, which underpins all our efforts. We were told that we needed a clear plan for our role in the political process, and as such the STC embarked on a diplomatic strategy to explain our vision to the international community. And more recently we were told all the various Southern groups needed to coordinate and speak with one voice. This has happened organically among Southern groups, and events in Aden have led to all other Southern political groups announcing their support and backing for the STC. The STC is likewise looking ahead to the South s future; Our political declaration of 15 August sets out the key principles and components of the governance of the South, and for ensuring the security and protection of all civilians.

Your Excellency, we have taken all the actions requested of us to ensure Southern inclusion in a political process to determine our own future. And yet we have been told the timing is not just yet right for our inclusion. Let's be clear: that position is no longer viable. The onus is now on the international community, and in particular the UN Security Council, to accept the new realities on the ground. Ahead of your meeting on 20 August and any future rounds of UN consultations, we urge you to:

(i) Reinvigorate the political process with movement on the South issue. The political process has so far delivered limited progress on many of the key issues of the Yemeni political solution. The developments in the South offer an opportunity to inject energy into UN Envoy Martin Griffiths' efforts, on which the international community must capitalize. We are engaging constructively with the Envoy but the process needs stronger international leadership and leverage over the parties - not only to address the South and include Southerners at the table, but to unlock movement on the other important components of the UN framework for negotiations.

(ii) Deliver urgent funding to UN humanitarian operations in South. Aden is of vital importance to humanitarian access in the South and across Yemen. We encourage you to commit increased earmarked support for the efforts of UN Resident Coordinator in Yemen Lise Grande and Under- Secretary-General Mark Lowcock to ensure sustained access and delivery of basic services to meet the urgent needs on the ground and pave the way for stabilization support for the South down the line.

(iii) Ensure Southern civil society and women leaders can shape the political process. The STC is committed to ensuring women play an active role in its ranks - at the leadership level, national assembly, and in committees supporting our work on the ground. We also regularly engage with Southern civil society and youth to guide our priorities. They are significant voices in Southern society, and any truly broad and comprehensive process must include them. We welcome Mr Martin Griffiths' efforts to consult with members of civil society and efforts by the UN to convene Yemeni women. We call on you to secure a process for more of these representatives to feed their thinking

into the political process, and to enable them to do so on a sustained basis but with a proper and fair representation of South Yemen women in such initiatives and we're ready to assist with candidates.

Your Excellency, we are at a critical juncture for the South and for the Yemeni political process. The manner in which we handle this moment will have ramifications for the prospect of sustainable peace in the South and the region. We continue to be guided by our responsibility and commitment to the Southern people. And we still firmly believe in a negotiated political solution toward a peaceful future for the South and region, with the international community as partners.
