Central South BCU - Safer Schools / Youth Engagement Briefing Note

Central South Safer Schools provide a point of contact for 55 secondary education establishments and 139 Primary Schools across the BCU. As part of the BCU merger, Lambeth will hold 16 posts for secondary school officers and 1 post for the Primary School Co-ordinator (currently Lambeth have 22 secondary schools and 63 primary schools). will hold 16 posts for Secondary School Officers and 1 post for Primary School Liaison Officer (currently Southwark have 33 Secondary Schools and 76 Primary Schools).

Safer School Activity – Secondary Schools

 Presentations and workshops relevant to gangs, drugs, CSE, county lines, personal safety, internet safety, ASB, knife crime and serious youth violence. Practitioners include Trident Partnership, SCO19 Operation Make Safe, Specialist Crime (Homicide), CSE teams and 3rd sector organisations.

 In development - Youth Ward Panels.  Development of Safer Routes, Safe Havens and Safe Spaces in partnership with Southwark and Community Safety Team.

 Referral of young and vulnerable students to early intervention and diversion programmes.

 Working with statutory and voluntary sector partners as part of a violence reduction plan including representation at current pilot initiatives identifying referral pathways for vulnerable young persons.

 Supporting local youth groups in the development of community school patrol initiatives.

 Coordinated weapon sweeps around education establishment and key locations, including Volunteer Police Cadet Deployment.

 Working with Volunteer Cadets to conduct test purchase operations in relation to the sale of knives and fireworks.

 Deployment plan coordinating local and corporate assets at key locations through intelligence led tasking, including Neighbourhood Officers, Gangs officers where appropriate and if necessary, Response officers.

 Monthly meetings with designated schools (to be confirmed).

 Planned search arch/wand operations at designated schools.

 Support schools in their application for the issue of search wands from MOPAC increasing capability for search regime when required.

 Safer schools officers tasked to overt patrols outside education venues during peak dispersal times.

 Planned operations targeting emerging crime trends utilising local and corporate assets.

 Trauncy patrols / ASB initiatives.

 Working with YOTs and YOS to reduce first time entrants into the judicial system and make appropriate and proportionate out of court disposals including community resolution.

Safer Schools Activity - Primary Schools

The Primary School Liaison Officer (PSLO) is responsible for the creation and implementation of a primary school engagement plan in line with the Met’s Children and Young People Engagement Strategy (CYP). Primary school liaison officers will develop and coordinate the delivery of key themes for each school year. These subjects will initially be aimed at years 5 & 6, although some inputs will be suitable for school assemblies such as personal safety. This product will be delivered in conjunction with the local neighbourhood policing (NPT) team (DWO).

Key subjects currently delivered in primary schools include:

 Building bridges with Police  Gangs and weapons (delivered by expert practitioners including Growing Against Violence)  Stop and search  Cyber safety  Personal safety  Road and transport safety  Prevent – counter terrorism strategy  Drugs  Domestic abuse  Sexting/sexualised behaviour  ASB  Hate crime awareness  Age of criminal responsibility  Seasonal Topics – Fireworks, Halloween, Autumn Nights, Winter Nights

All DWOs (Neighbourhoods) are expected to support and work in partnership with Safer Schools officers.

The planning and delivery of the Junior Citizens Scheme also falls to the primary school liaison officer. The scheme is delivered to a large number of primary schools by the PSLO and SSOs in partnership with TFL.

Youth Engagement

The wider Youth Engagement Team support the CYP Strategic Plan. This is in line with the Youth Engagement and Crime Prevention Plan as well as the newly produced Youth Engagement Handbook.

Dedicated Youth Engagement

A team of officers dedicated to youth engagement on the BCU. There are two clear parts to the role of a Youth Engagement Officer:

1. Problem solving  Working with internal and external partners to tackle specific long term problems such as ASB, CSE, Youth Violence, street crime.  Support Safer Schools in the response to emerging issues.  ASB in key locations and associated TFL bus routes committed by Pupils and young people.  Locations and venues linked to CSE, truancy, and regular missing/absent children.  Community School Patrols - local youth groups leading on targeted community school patrols with the intention of engaging with young persons to offer diversionary activities; these patrols will be conducted in ‘high risk/vulnerable’ areas where ASB and youth related crime have previously been committed.  Support operations relating to Autumn Nights, end of term and Winter Nights.  Support test purchase operations in relation to the sale of weapons, alcohol, fireworks and knives.

2. Engagement  Supporting diversion activities such as boxing, Kicks etc.  Working with local youth provision.  Work in partnership with the Young Advisors (Southwark Council) to support engagement and diversion within the community.  Attendance at the monthly Youth Violence Meeting.  Support partners such as Youth Advisors to provide a joined up response to incidents involving/affecting young people; this may include ‘parachuting’ the team into areas where tensions are raised as a result of incidents.  Working with YOTs and YOS.  Conduct stop and search workshops.  Engage with children’s care homes and work to divert young people from the criminal justice system; officers should make use of the guide for responding to offences within children’s care homes.  Work in accordance with the Youth Engagement & Crime Prevention Tactical Planner.  Work in accordance with the Children and Young People Strategy.  Support the implementation of a youth IAG.
