Dr. Ahmet Şimşirgil Osmanlı Devleti'ni kurmuş olan hanedanın menşei ve Osmanlıların küçük bir beylik iken büyük bir devlet haline nasıl geldiği sorusu, tarihçiler arasında bir muamma gibi tazeliğini korumaya devam etmektedir. Esasında Osmanlı Devleti'ni kuran hanedanın tarihi kayıtlara, etnik incelemelere, geleneklere, mevcut damgalarına ve sikkelerine göre Oğuzların sağ kolu olan Gün Han kolunun Kayı boyundan geldikleri kesinleşmiş durumdadır.1 Bunun aksine olarak çeşitli görüşler ileri sürülmüş ise de2 hiçbiri ilim aleminde rağbet görmediği gibi bu tezlerin sahipleri, görüşlerini güçlendirecek belge ve bilgilerde ortaya koyamamışlardır. O, bölgedeki gayrimüslim unsurlarla iyi geçinmekte, büyük bir ihtimalle arazi ve sair ihtilaflarda hakem rolü üstlenmekte, Müslim, gayrimüslim halklar arasında bir baba rolü oynamakta ve herkes üzerinde saygı uyandırmaktadır. Akylas Millas in his “Pera Crossroads of Constantinople” gives as location the Bonmarche at Istanbul Grand Rue de Pera (today Istiklal Caddesi of Beyoğlu) saying “The Bartoli brothers famous for Au Bon Marche department store occupied the ground floor of a neo-classical building erected in 1870 on the site of the residence of Manolaki Valtadji efendi which burnt in the frequent fires which occurred in Pera”.

Peer-reviewed paper Melih Birik, Kırklareli University, Turkey Abstract “Water”, the main signifier of Istanbul had different meanings for the city specifically starting from Haliç (also known as the Golden Horn) to the Bosphorus. During the long period of urbanization, Haliç became the backbone of integrated historical sites that encounters different morphologic characteristics. Despite deep cultural, social and geographical roots integrating its identity with the water, today Istanbul’s city centre is under the risk of turning its back on the waterfront because of currently planned spatial interventions. Lack of connections and flows are separating this vibrant city centre from the coastline. In this assessment, the spatial qualifications of the waterfront of Beyoğlu Peninsula examined according to morphologic values in order to re-associate it with its hinterland. During the 1950s and 60s, a modernizing ideology of new production methods guiding the spatial planning policies had transformed the waterfront of Istanbul, creating barriers between the city centre and the water. Especially, along the Beyoğlu Peninsula following the coastline from Besiktas to the Halic shipyard the barriers have a massive effect. While the new urban planning ideology of the 80s was predicting the decentralization program for waterfront, the city centre has had a new chance to create the potential for the use of spatial voids within the solid structure of the old urban fabric. Unfortunately, during the last decade, these potential public areas, consisting of warehouses, shipyards, industrial plants and customhouses of mostly industrial heritage buildings were enclosed in privatization programs under the guidance of a real estate market based on certain urban transformation policies.

The paper summarizes the events in the Turkish banking sector until the 2001 crisis. After that, a section focuses on the major regulatory changes. A detailed account of the consolidation and transformation of Turkish banks following the crisis is presented with reference to various structural indicators of the sector. Efficiency and foreign bank entry are examined in for the post-crisis period as well.     MORAL HAZARD, CORPORATE GOVERNANCE, AND BANK FAILURE: EVIDENCE FROM THE 2000-2001 TURKISH CRISES Canan Yildirim Working Paper 486 May 2009 Send Correspondence to: Canan Yildirim, Kadir Has University; Kadir Has Caddesi, Cibali, 34083, Istanbul, Turkey Email: [email protected] Abstract This paper analyzes the role of moral hazard and corporate governance structures in bank failures within the context of the 2000-2001 currency and financial crises experienced in Turkey. The findings suggest that poor performers with lower earnings potential and managerial quality, and hence lower franchise value, were more likely to respond to moral hazard incentives provided by the regulatory failures and full coverage deposit insurance system. The findings also suggest that ownership and control variables are significantly related to the probability of failure. Privately owned Turkish commercial banks were more likely to fail.
