sites: new series · vol 5 no 1 · 2008 – article – SETTLER SOCIETY AND POSTCOLONIAL APOLOGIES IN AUSTRALIA AND NEW ZEALAND Jennifer Lawn Abstract From the 1990s onward, collective apologies for historical injustices prolifer- ated in political arenas across the globe, usually in response to intense activism by wronged parties or their descendants. Addressing this turn to symbolic reconciliation, I ask how such apologies might realign relationships between the Crown, indigenous communities, and settler society, with particular focus on apologies for the stolen generations of Aboriginal and Torres Strait Islander children forcibly removed from their families in Australia, and on Treaty of Waitangi settlements in Aotearoa New Zealand. Interpretations of collective apologies as purely calculable, impossible, or self-interested transactions are rejected. Instead, I regard apologies as a powerful mode of discourse capable not only of acknowledging wrongdoing on the part of State authorities, but also of generating new forms of historical consciousness and collective identity within settler society. However, the extent of settler engagement in the politics of collective apologies varies greatly between Australia and New Zealand. introduction Observing a recent ‘spate of apologies for the mistakes of the past’, Deborah Montgomerie asks: The personal is, as the slogan goes, political. But does that mean that the converse is true too? Should we extend the courtesies and conventions of personal life to politics by apologising for our collec- tive misdemeanours? … Is this a matter of etiquette or intellectual substance? (2003: 4). A transcript of Prime Minister John Key's speech to the Canterbury Employers' Chamber of Commerce function, 2nd July 2015. Good afternoon. Thank you Peter for that warm welcome and for the Chamber's hosting of this event. It's good to see so many of you here today. Can I start by acknowledging Mayor Lianne Dalziel and other local body representatives from around the region. Just as central government has to make some tough decisions and trade-offs, so too do councils as we work together to rebuild this city. Together, we're making significant progress. Although, of course, there is still much to do. I'd also like to acknowledge my ministerial colleagues Gerry Brownlee, Amy Adams and Nicky Wagner. Gerry has provided strong leadership in overseeing what continues to be one of New Zealand's largest and most complex undertakings. Most recently he has been turning his mind to where we go following the expiry of the special earthquake recovery laws next April. I'll have some more to say about that in a few minutes. As we've said before, the estimated cost of the rebuild is around $40 billion. As a proportion of the economy, this makes it one of the most expensive natural disasters in the developed world. So thanks to all of you here who have worked so hard since the first earthquake in September 2010. I want to start today by talking about the economy and the significant contribution Canterbury makes to it. A strong and growing economy allows us to provide essential public services like hospitals and schools, and support our most vulnerable families. -

China's Political Influence Activities Under Xi Jinping Professor
Magic Weapons: China's political influence activities under Xi Jinping Professor Anne-Marie Brady Global Fellow, Wilson Center, Washington, DC; Department of Political Science and International Relations University of Canterbury, Christchurch, New Zealand In September 2014 Xi Jinping gave a speech on the importance of united front work— political influence activities—calling it one of the CCP’s “magic weapons”. The Chinese government’s foreign influence activities have accelerated under Xi. China’s foreign influence activities have the potential to undermine the sovereignty and integrity of the political system of targeted states. Conference paper presented at the conference on “The corrosion of democracy under China’s global influence,” supported by the Taiwan Foundation for Democracy, and hosted in Arlington, Virginia, USA, September 16-17, 2017. Key points: • CCP General Secretary Xi Jinping is leading an accelerated expansion of political influence activities worldwide. • The expansion of these activities is connected to both the CCP government’s domestic pressures and foreign agenda. • The paper creates a template of the policies and modes of China’s expanded foreign influence activities in the Xi era. • The paper uses this template to examine the extent to which one representative small state, New Zealand, is being targeted by China’s new influence agenda. Executive Summary In June 2017 the New York Times and The Economist featured stories on China's political influence in Australia. The New York Times headline asked "Are Australia's Politics too Easy to Corrupt?,"1 while The Economist sarcastically referred to China as the "Meddle Country."2 The two articles were reacting to an investigation by Fairfax Media and ABC into the extent of China's political interference in Australia,3 that built on internal enquiries into the same issue by ASIO and Australia's Department of Prime Minister and Cabinet in 2015 and 2016. -

The broad political consensus shared by both National and Labour-led governments in New Zealand over the past decade collapsed in the wake of the soaring political popularity of Don Brash, the new leader of the National Party, the main opposition po- litical party in the New Zealand Parliament. The legitimacy of policy initiatives and programmes that specifi- cally target Mãori in order to reduce the relative socio-economic dis- parities that exist between indigenous communities and other New Zealanders, and the role of the Treaty of Waitangi in managing con- temporary relationships between indigenous communities and the Crown, have come under sustained attack. The Treaty of Waitangi under threat The underlying theme of Brash’s widely reported speech to the Orewa Rotary Club in January 2004 was the apparent “threat” that the Treaty of Waitangi settlement process represented for the future of the coun- try. -

New Zealand Journal of Employment Relations, 45(1): 14-30 Minor parties, ER policy and the 2020 election JULIENNE MOLINEAUX* and PETER SKILLING** Abstract Since New Zealand adopted the Mixed Member Proportional (MMP) representation electoral system in 1996, neither of the major parties has been able to form a government without the support of one or more minor parties. Understanding the ways in which Employment Relations (ER) policy might develop after the election, thus, requires an exploration of the role of the minor parties likely to return to parliament. In this article, we offer a summary of the policy positions and priorities of the three minor parties currently in parliament (the ACT, Green and New Zealand First parties) as well as those of the Māori Party. We place this summary within a discussion of the current volatile political environment to speculate on the degree of power that these parties might have in possible governing arrangements and, therefore, on possible changes to ER regulation in the next parliamentary term. Keywords: Elections, policy, minor parties, employment relations, New Zealand politics Introduction General elections in New Zealand have been held under the Mixed Member Proportional (MMP) system since 1996. Under this system, parties’ share of seats in parliament broadly reflects the proportion of votes that they received, with the caveat that parties need to receive at least five per cent of the party vote or win an electorate seat in order to enter parliament. The change to the MMP system grew out of increasing public dissatisfaction with certain aspects of the previous First Past the Post (FPP) or ‘winner-take-all’ system (NZ History, 2014). -

It has recently been observed that evidence today places New Zealand in the context of “a significant and disturbing increase of inequality”.3 The Government’s fundamentalist policy of eliminating discrimination in New Zealand is harming Māori (for example, see commentary below on paras 54 and 55 of the NZ Report). -
Simon Lusk's Plan
CHAPTER 5 SIMON LUSK’S PLAN Simon Lusk had been watching US Republican politics for years and looking for ideas that were applicable to New Zealand. Gradually he put together a plan to move the country’s politics to the right. He laid this out in conver- sations with his close political allies and in a three-page strategy paper that was never intended to be made public. The plan was practical and methodical. The idea was to target candidate selection processes in safe National seats, installing a rump of hard right candi- dates who would influence politics for many years to come. Suitable candidates could also be found and trained for local government elections. At the same time, a pool of younger people would be identified, cultivated and guided into right-wing politics. Each of these groups would be managed and supported by professional strategy advisers, notably Lusk himself. Such figures were familiar in US politics but not in New Zealand. Lusk was also well aware, from his American observations, that the single greatest advantage of right-wing parties and candidates was their ability to greatly outspend their opponents with support from wealthy and corporate donors. Fundraising was central to the plan. Next, the right could dominate the media by the dominance of right-wing blogs: ‘the right currently controls the blogosphere,’ he wrote, ‘and political journalists repeat much of what appears on blogs.’ The blogs were part of the second track of politics available for ‘black ops’ and nega- tive campaigning. Finally, his plan involved ‘weakening the power of those who believe in big government’, meaning deliberate strategies and tactics to margin- alise anyone, even within the National Party itself, who did not hold hard right views. -

Mike Reid The Problem with Defining Core Services One of the fundamental challenges faced by those who design governance systems involves determining at which level of government public decisions should be made, and whether the decisions are overwhelmingly political, managerial, technical, or should be left for citizens to make themselves. When designing democratic systems one of the critical considerations is ensuring that decision-making power is well distributed to avoid risks to citizens’ liberty. These questions are currently on the minds of people involved with local government. Since its election in 2008 the current government has initiated Act 2002, the minister of local government, Rodney Hide, a number of policy debates that directly broach the question stated that councils should focus on core services, which in of who should be making decisions about the nature and his view meant: role of local government.
