The thesis may not be reproduced elsewhere without the permission of the Author. i Portrayals of the Moriori People Historical, Ethnographical, Anthropological and Popular sources, c. 1791- 1989 By Read Wheeler A thesis submitted in partial fulfilment of the requirements for the degree of Master of Arts in History, Massey University, 2016 ii Abstract Michael King’s 1989 book, Moriori: A People Rediscovered, still stands as the definitive work on the Moriori, the Native people of the Chatham Islands. King wrote, ‘Nobody in New Zealand – and few elsewhere in the world- has been subjected to group slander as intense and as damaging as that heaped upon the Moriori.’ Since its publication, historians have denigrated earlier works dealing with the Moriori, arguing that the way in which they portrayed Moriori was almost entirely unfavourable. This thesis tests this conclusion. It explores the perspectives of European visitors to the Chatham Islands from 1791 to 1989, when King published Moriori. It does this through an examination of newspapers, Native Land Court minutes, and the writings of missionaries, settlers, and ethnographers. The thesis asks whether or not historians have been selective in their approach to the sources, or if, perhaps, they have ignored the intricacies that may have informed the views of early observers. The thesis argues that during the nineteenth century both Maori and European perspectives influenced the way in which Moriori were portrayed in European narrative. -

BEYOND THE LENS THE MARTI & GERRARD FRIEDLANDER COLLECTION Marti Friedlander’s contribution to the development of contemporary New Zealand art has been quite simply outstanding and it is with great honour that we bring you this catalogue, Beyond the Lens - The Marti and Gerrard Friedlander Collection. Celebrated and respected for her photography, but also for her generosity, in later life Marti became known to many of us through the causes that she and Gerrard supported with great passion. Breast cancer, issues of Māoridom and helping young people – all these were causes close to their hearts. Marti was an unforgettable character to those that knew her. Curious and direct, with a distinctive gravelly voice and an accent that gave away her Northern Hemisphere start in life. I was most interested to read Kathlene Fogarty’s account of Driving with Marti, mainly as I had previously assumed that Marti didn’t drive. Having lived and worked in Parnell for years, she was a most familiar figure to locals; striding purposefully up Brighton Road and determinedly around the village, frequently pausing to chat and always stopping for coffee. Known for her strong personality and love of people, Marti’s curiosity for the strange new land she came to with husband Gerrard in 1958 was borne out in the photographs she took. Over the next fifty years she famously photographed not only the landscape but it’s people – both the ordinary and the extraordinary - in a time well before the notion of celebrity existed. Her visual record of our country in a time of change and maturation is invaluable. -

When Storylines put the call out for tributes to Margaret Mahy, they came in thick and fast - long and short - from all walks of life. From close friends, colleagues, and fans. From people who had worked closely with Margaret, those who had met her once - or a few times - and from those who never met her. But, all of us have been blessed by Margaret's life and work. And, all of us were grateful to share our thoughts. We thank you all. We are sorry that we couldn't share ALL the photos... there were so many! Herewith - with little editing - are the words of Margaret's friends and fans... Margaret Mahy is my role model. She inspired me to start writing stories and I haven’t stopped since. She opened the gateway to my passion when I met her properly for the first time at a Storylines Festival. I was nervous when I waited in the (very long) queue for her autograph, I was speechless and I didn’t know what to say. But soon my nervousness went away when we started talking, she was warm and friendly and she drew a picture of one of her characters next to her eloquent signature. It was one of the greatest opportunities in my life meeting Margaret Mahy. My admiration for Margaret Mahy formed when I was six. She came to our school wearing a funky, rainbow-coloured wig; she performed a hilarious puppet show that I can still remember. -

The broad political consensus shared by both National and Labour-led governments in New Zealand over the past decade collapsed in the wake of the soaring political popularity of Don Brash, the new leader of the National Party, the main opposition po- litical party in the New Zealand Parliament. The legitimacy of policy initiatives and programmes that specifi- cally target Mãori in order to reduce the relative socio-economic dis- parities that exist between indigenous communities and other New Zealanders, and the role of the Treaty of Waitangi in managing con- temporary relationships between indigenous communities and the Crown, have come under sustained attack. The Treaty of Waitangi under threat The underlying theme of Brash’s widely reported speech to the Orewa Rotary Club in January 2004 was the apparent “threat” that the Treaty of Waitangi settlement process represented for the future of the coun- try. -

“UNFIT FOR PUBLICATION”: RAPE, ASSAULT, AND ASSAULT WITH INTENT IN COLONIAL AOTEAROA NEW ZEALAND, 1842-1872 by CAITLIN ANN CUNNINGHAM B.A., University of British Columbia, 2011 A THESIS SUBMITTED IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF MASTER OF ARTS in THE FACULTY OF GRADUATE AND POSTDOCTORAL STUDIES (History) THE UNIVERSITY OF BRITISH COLUMBIA (Vancouver) August 2014 © Caitlin Ann Cunningham, 2014 Abstract In Aotearoa New Zealand between 1842 and 1872 British colonial judges, juries, and reporters expressed their particular understandings of what constituted “rape” in the contexts of Supreme Court trials. Both white and Maori women encountered scepticism in court and a share of the responsibility for provoking the crimes carried out against them, although Maori women faced particular vilification. While judges frequently declared their strong aversion to the crime of sexual assault, they rarely backed their rhetoric up with strict sentencing practices, even when the male perpetrators were Maori. As a result, an important distinction arose between hypothetical scenarios of rape, characterized by judges and the press as egregious, and real life cases, which rarely met the high standards of rape according to definitions recorded in the press. Through the primary use of newspaper reports on Supreme Court trials contained in the Papers Past database, this thesis explores the contours of these hegemonic definitions of sexual violence in a formative moment of British colonization efforts in New Zealand. It traces the struggle between British masculinity and Maori resistance efforts, and how this struggle played out in heterosexual rape trials tried according to British colonial law. While Maori tribes successfully resisted the British colonial take-over of both their cultural autonomy and land, the British responded by softening the boundaries of race and strengthening the bond of masculine power. -

Everywhere the waves created turbulence and activity but they only engulfed a few small islands; more substantial landmasses were hardly touched at all [and]…the high ground remained completely untouched. Ivor F. Goodson (1994, 17) iii Abstract This thesis examines the development of the New Zealand secondary school history curriculum in the late 20th century and is a case study of the transformation of an academic discipline into a senior secondary school subject. It is concerned with the nature of state control in the development of the history curriculum at this level as well as the extent to which dominant elites within the history teaching community influenced the process. This thesis provides a historical perspective on recent developments in the history curriculum (2005-2008) and argues New Zealand stands apart from international trends in regards to history education. Internationally, curriculum developers have typically prioritised a narrative of the nation-state but in New Zealand the history teaching community has, by and large, been reluctant to engage with a national past and chosen to prioritise English history. -

THE EFFECTS OF PROPORTIONAL REPRESENTATION ON ELECTION LAWMAKING IN AOTEAROA NEW ZEALAND by Joshua Ferrer A Thesis Submitted to the Politics Programme University of Otago in Fulfillment of the Requirements for the Degree of Master of Arts January 2020 ii iii ABSTRACT It is widely recognized that most politicians are self-interested and desire election rules beneficial to their reelection. Although partisanship in electoral system reform is well- understood, the factors that encourage or constrain partisan manipulation of the other democratic “rules of the game”—including election administration, franchise laws, campaign finance, boundary drawing, and electoral governance—has received little scholarly attention to date. Aotearoa New Zealand remains the only established democracy to switch from a non-proportional to a proportional electoral system and thus presents a natural experiment to test the effects of electoral system change on the politics of election lawmaking. Using a longitudinal comparative case study analysis, this thesis examines partisan and demobilizing election reforms passed between 1970 and 1993 under first-past- the-post and between 1997 and 2018 under mixed-member proportional representation (MMP). Although partisan election reforms have not diminished under MMP, demobilizing reforms have become less common. Regression analysis uncovers evidence that partisan election lawmaking is more likely when the effective number of parties in parliament is lower, when non-voters have more leverage, and when reforms are pursued that diminish electoral participation. iv To Arthur Klatsky, with all my love v PREFACE This thesis would not be what it is without the generosity, time, and aroha of countless people.
