Fondazione Internazionale Trieste Per Il Progresso E La Libertà Delle Scienze and SISSA Interdisciplinary Laboratory EUROPEAN CITY OF SCIENCE 2020 Freedom for Science, Science for Freedom 1 FREEDOM FOR SCIENCE, SCIENCE FOR FREEDOM Dear Dr. Tindemans I would like to express again the support of the Italian Ministry of Education, University and Research – MIUR – to the candidature of Trieste to host the Euro Science Open forum (ESOF) in 2020. The candidature is solid and the proposed PROESOF2020 program, with the specifc goal of promoting discussion and deepening European scientifc collaboration ahead of the opening of ESOF is an unprecedented initiative represents an added value to the Valeria Fedeli proposal. Minister of Instruction, University and Research The motto “Freedom for Science, Science for Freedom”, is a refection of our times. Not only does it apply to the modern age, but it also provides guidance in the face of rapidly changing societies resulting from technological advancements and innovations, and Trieste, for it’s very well known high concentration of national and international Scientifc Institutions, functioning both as institutes of higher education as well as science and technology parks for high level research, and for both geographic and historical reasons, could not be a more ftting city to be named the European City of Science. Euro Science Open Forum would surely gain extra visibility and play an unprecedented role in the integration of Europe and in the relations between Europe and the Far-East and the South Mediterranean, and we believe that, with all its outreach and scientifc opportunities, ESOF 2020 would represent a milestone in Italy’ events to promote the role of science in society in a European context. For all of the above reasons, I sincerely hope that the proposal to host ESOF 2020 in Trieste will be accepted. Given that creativity and innovation have become hallmarks of our Country and, in particular, of the Friuli Venezia Giulia Region, it could not be more ftting than for Trieste to be named the European City of Science. 9 TRIESTE — EUROPEAN CITY OF SCIENCE 2020 Additionally, for both geographic and historical reasons, Trieste is diverse and multicultural. It has played an essential role in the relations between East and West Europe as well as formed a natural connection between Europe and Asia. I would like also to mention the great interest on the perspectives of the legacy of this event. In frst place, the reinforcement of the network between scientists and entrepreneurs in the geographical area including the North-East of Italy and the Center-East Countries, of which Trieste is the gravity center under many respects. This is viewed as a powerful tool of political European integration to bridge the still existing gaps. The scientifc institutions of national and international value by participating in the network in Euroscience Open Forum 2020 in Trieste, might establish a “scientifc network of excellence” and implement scientifc activities, and share research infrastructures and researchers so as to increase their own capacity for action, attractiveness and competitiveness at a national and international level. Region Friuli Venezia Giulia, once the decision on Trieste ESOF city is made, will be able to contribute 250.000 € to create the local organization and to fnance the start-up operations. For all the above reasons, I sincerely hope that the proposal to host ESOF 2020 in Trieste will be accepted. Trieste is fantastic city, very well known in Europe and worldwide for its high concentration of national and international Scientifc Institutions. This is very important for the networking and the legacy that the ESOF event will leave behind. The reinforcement of the network between scientists and entrepreneurs in the broad geographical area, including the North- East of Italy and the Central-Eastern Countries of Europe, will be of great relevance for the social, cultural and economic development of the whole area, and will represent a powerful tool of political European integration bridging the still existing gaps. I believe that the project leader, Professor Stefano Fantoni, guarantees a strong and recognized direction which is, at the same time, open and inclusive for the various facets of science and culture. The authors argue that democratic processes in several EU countries are suffering from systemic failure, with the result that the basic conditions of media pluralism are not present, and, at the same time, that the distortion in media pluralism is hampering the proper functioning of democracy. King Johann Heinrich Zimmermann (1741-1805) a navigué sur le Discovery lors du troisième voyage de James Cook au Pacifique (1776-1780) et a écrit un compte du voyage, Reise um die Welt mit Capitain Cook (Mannheim, 1781). En 1782 il a été invité par William Bolts à participer à un voyage à la côte nord-ouest de l'Amérique partant de Trieste sous les couleurs autrichiennes impériales.     Obituary: Professor Arturo Falaschi The Human Frontier Science Program Organization is greatly saddened by the sudden death of Prof. Arturo Falaschi on June 1st 2010. Arturo was a member of the HFSP Council of Scientists from 1996-2001, serving as Chair of the Council for two years from 2000-2001. This was a time of great change for HFSP following the appointment of Torsten Wiesel as Secretary General and the introduction of many program initiatives. Arturo led the discussions at the Council of Scientists with great energy and imagination. He contributed substantially to the transformation of HFSP that occurred during this period, being instrumental in the reorganization of the scientific programs by championing the merging of the traditional neuroscience and molecular biology committees. Arturo Falaschi had a distinguished scientific career in the field of DNA replication. After postdoctoral training with Nobel Laureates Har Gobind Khorana in Wisconsin and Arthur Kornberg at Stanford, he returned to Italy to the Institute of Genetics of the CNR (the Italian National Research Council) at the University of Pavia, where he was later appointed as Director of the CNR Institute for Biochemical and Evolutionary Genetics and then Director of the CNR National Project for Genetic Engineering. In 1987 he became Head of the Trieste component of the International Centre for Genetic Engineering and Biotechnology (ICGEB). From 1989-2004 he was Director-General of the ICGEB and remained associated with the Centre as Head of the ICGEB Molecular Biology Laboratory in Pisa. He also served as a member of the Executive Committee of the CNR. Arturo had a strong commitment to the global scientific endeavour.

I would first like to thank the Barcola Award organizing committee for considering ICTP worthy of receiving a prize which in the past has recognized individuals and organizations who have given a lot to this city. In the next few minutes I would like to tell you what ICTP gave Trieste, but also how important it was for us to choose Trieste as the seat for our institution, and how the city has given us not only infrastructure and institutional support, but also hospitality and friendship. I like to call ICTP a unique model of international cooperation. ICTP is in fact the first, and remains the most important, global institution for research and education in the sciences. The Abdus Salam ICTP was founded with the help of Paolo Budinich in 1964, exactly 50 years ago, under the auspices of the Italian Government and the International Atomic Energy Agency. The research that led to Abdus Salam's Nobel Prize in 1979 was conducted in large part right here in Trieste . Since 1995, the administration of the ICTP has been handled by UNESCO, with a tripartite agreement in which Italy makes most of the financial contribution. Abdus Salam was not only one of the best physicists of the time, he was also a special person in many ways. Born in Pakistan (at the time a British colony), Salam had the good fortune to have his talent recognized from a young age.
