PAINT IT UP! 2016 PROGRAM RESULTS ACS2017-PWE-GEN-0001 CITY WIDE REPORT RECOMMENDATION That the Transportation Committee recommend Council receive the 2016 Paint it Up! Program results, and approve the continuation of the Program as described within this report. CARRIED TRANSPORTATION SERVICES DEPARTMENT TRANSPORTATION PLANNING 2. BASELINE ROAD BUS RAPID TRANSIT AND COMPLETE STREET PLANNING AND ENVIRONMENTAL ASSESSMENT STUDY (BAYSHORE STATION TO HERON STATION) - RECOMMENDATIONS ACS2017-TSD-PLN-0003 BAY (7) , COLLEGE (8), KNOXDALE- MERIVALE (9), RIVER (16), CAPITAL (17) REPORT RECOMMENDATIONS That the Transportation Committee recommend that Council: TRANSPORTATION COMMITTEE 4 MINUTES 21 WEDNESDAY, 01 FEBRUARY 2017 1. Approve the Functional Design for Baseline Road Bus Rapid Transit corridor (Bayshore Station to Heron Station) as described in this report and supporting documents; and, 2. Direct Transportation Planning staff to initiate the Transit Project Assessment Process (TPAP) in accordance with Ontario Environmental Assessment Act (Regulation 231/08), including the preparation and filing of the Environmental Project Report for final public review and comment. The following correspondence was received and circulated and copies are held on file: a. Petitions from Carleton Condominium Corporation 44, 49 & 62 (to be received by Council on 8 February) b. T Smits letter dated 10 January c. Copeland Park Community Alliance letter dated 23 January d. Bel Air Community Association letter dated 30 January e. D & J Wiffen email dated 31 January f. Joint submission from the Coalition to Protect the Central Experimental Farm National Historic Site and Heritage Ottawa dated 1 February Vivi Chi, Manager, Transportation Planning, together with Ron Clarke, Parsons and John Manconi, General Manager, Transportation Services Department, provided a detailed overview of the item. A copy of the PowerPoint presentation is held on file. The following public delegations were received: Marjorie Shaver-Jones, Copeland Park Community Alliance explained how the additional walking distance and time required to get to the stations will be a particular hardship on seniors, especially during the winter. Kathy McVean, Vice President, Carleton Condominium Corporation #62 * expressed particular concern about the impact this project will have on their green space, their underground parking garage and their access and egress. Barbara Giles voiced similar concerns to those previously mentioned with regards to the impact the new BRT will have on seniors. TRANSPORTATION COMMITTEE 5 MINUTES 21 WEDNESDAY, 01 FEBRUARY 2017 [*Individuals / groups marked with an asterisk above either provided comments in writing or by e-mail; all submissions are held on file with the City Clerk.] In addition to the staff presenting, also in attendance to answer questions were: Kevin Wylie, General Manager, Public Works and Environmental Services Department, Pat Scrimgeour, Director, Transit Customer Systems and Planning and Gordon MacNair, Director, Corporate Real Estate Office. David White, Deputy City Solicitor was also present and provided procedural advice. Staff responded to a number of questions and addressed concerns resulting from the comments made by the public delegations. Councillors Brockington, Taylor, Blais and Chiarelli also took part in the discussion of the item. Staff agreed to take away several suggestions to address issues raised, as well as to meet with representatives of the condominium corporations with regards to their concerns. Issues such as snow removal, accessibility and property acquisition were addressed and considered and, following detailed discussion, the Committee CARRIED the staff recommendations, with the following directions to staff: DIRECTIONS TO STAFF: 1. That staff be directed to incorporate benches along the Baseline corridor, where appropriate, to allow for safe resting areas for pedestrians of all abilities. Further, that during detail design and implementation, of the Baseline Road Bus Rapid Transit project, staff be directed to include audible signals along the corridor and that the timing of the traffic signals take into account the mobility of all users. 2. That, if the Baseline Road BRT project does not receive federal and/or provincial funding to allow project construction to proceed once final detailed design is completed in 2019, that staff be directed to review the option of providing notice to the owners of the 15 properties where it is anticipated that the entire property will be required for the Baseline Road BRT that the City will consider requests by owners that the City purchase their property in accordance with the following; a) Funding for the purchase has been identified as available by the City Treasurer; TRANSPORTATION COMMITTEE 6 MINUTES 21 WEDNESDAY, 01 FEBRUARY 2017 b) Should the City be requested in writing by an owner to consider acquisition of the property, staff will negotiate with the owner with a view to a City purchase of the property; c) The negotiations are to be based on an independent appraisal of fair market value, and on a willing seller-willing buyer basis; d) Where funding is available and staff is satisfied that a fair market value price has been agreed upon, the City will purchase that property, subject to the acquisition approval process applicable to the purchase (Council or delegated Authority). 3. That staff investigate and report back prior to the item rising to Council on 8 February 2017, on the costs associated with installing a new station at St. Helen’s Place, and the impact that this additional stop would have on transit operations as well as adjacent properties. 3. BLACKBURN HAMLET BYPASS EXTENSION AND CUMBERLAND TRANSITWAY WESTERLY (BLAIR ROAD TO BRIAN COBURN BOULEVARD) - ENVIRONMENTAL ASSESSMENT STUDY - ALTERNATE CORRIDOR – STATEMENT OF WORK ACS2017-TSD-PLN-0002 INNES (2) REPORT RECOMMENDATION That the Transportation Committee approve the Statement of Work for the Blackburn Hamlet Bypass Extension and Cumberland Transitway Westerly (Blair Road to Brian Coburn Boulevard) Environmental Assessment Study – Alternate Corridor, as outlined in this report and as detailed in Document 1. Approve the Functional Design for Baseline Road Bus Rapid Transit corridor (Bayshore Station to Heron Station) as described in this report and supporting documents; and, 2. Direct Transportation Planning staff to initiate the Transit Project Assessment Process (TPAP) in accordance with Ontario Environmental Assessment Act (Regulation 231/08), including the preparation and filing of the Environmental Project Report for final public review and comment.
