Progressive Punjab Investors Summit 2015 was received overwhelmingly well by the investors and it was extremely successful in achieving the desired goal of forging partnerships, facilitating knowledge transfer and attracting private sector investments. Participation of industry captains from across the sectors and their interest to invest in the State were testimony to the growing investor confidence in the State’s industrial ecosystem. Some of the key highlights of the Summit are given below:

The Progressive Punjab Investors Summit 2015 was inaugurated on 28th October, 2015 in the main auditorium of ISB, Mohali Campus with the keynote address by the Hon’ble Chief Minister, S. Parkash Singh Badal in the presence of prominent industry leaders of India and abroad. Further, there was a 35 min long address by the Hon’ble DCM, S. Sukhbir Singh Badal, wherein he showcased the strength and plethora of investment opportunities in Punjab.

Delegates from multiple countries including Poland, Hungary, South Korea, Vietnam, Netherlands, Israel, China, South Africa, USA graced the event with their presence. In addition to the investments, there was an equal focus on knowledge collaborations. MoUs were signed with University of California Los Angeles and the State of South Carolina in the areas of healthcare and Skill development respectively.

 Indian manufacturing industry is in the phase of digital transformation known as India 4.0. Therefore, there is an immediate need for the existing manufacturers to modernize the manufacturing practices and for the government to upgrade existing industrial clusters. Leading practices from countries such as Germany, China etc. shall provide good learning examples

 Connectivity with has transformed Mohali and other areas of proximity in Punjab. The State government should make similar efforts to boost the air connectivity of other prominent cities of Punjab with other mainstream cities like Mumbai, Bangalore and Hyderabad, etc. This shall significantly improve the access and give the required boost to the sector

 The State government should focus on building an appropriate ecosystem to encourage R&D in the manufacturing sector

 Being leaders in agriculture, Punjab should invest more on agri industry including agri machinery and agri mechanization. Punjab can attract large investment by levying exemption to entry tax, discounting VAT rate for tractors manufacturers, etc.

 De-risking the farm income from various vulnerabilities such as weather, floods, environment, regulations etc. is critical to instil trust between the industry and the farmer. Therefore, it is important for the companies to implement a fair price model with assured income to the farmer

 Stern regulations to ensure quality and standards for food safety are critical. However, government should standardize the testing procedures and should try to ensure more consistency to the testing process in the labs

 Policy formulation for Food Processing Industry should also equally consider the perspectives of farmers. Regulations such as automatic change of land use for farmer may be considered in the policy

 Govt of Punjab has enacted law for Contract Farming in 2011. The State government is keen to hold discussions with industry and farmers to seek feedback in the law and ensure an effective implementation of the Law

 State government should look to develop a strong ecosystem for startups in the Food processing sector. Incubation centres focusing on Food processing shall be established in the State

 It is essential for the industry to do appropriate capacity building and handholding of farmers to ensure that benefits of the processed food value chain cascade to the farm level

Key Discussion Points

 India is a low cost destination for Healthcare. The issue however is the fact that this low cost healthcare is not regulated. As the Government faces limitations to increase the healthcare budget, it was recommended that PPP models be adopted for service delivery and the Government should focus on implementing an effective regulatory regime.

 Preventive health was highlighted as an important area of focus for the government. Education programs, wellness programs, preventive care can help in detection of disease and its cure in early stages. This will further help in reducing per capita health expense

 There is need to penetrate further in rural areas for ensuring effective healthcare services. Service delivery network should be enhanced by engaging NGOs and village panchayats for preventive medical care.

 People in the State need to made aware of the available healthcare services. An extensive marketing drive for healthcare facilities across the state may be carried out in order to increase awareness

 It was suggested that the healthcare system in Punjab may be benchmarked with that of Turkey & Brazil in terms of policy, government initiatives, and types of partnerships formed etc.

22 3 Towards better access “I’m happy to share that Punjab has taken lead and started Health sector skill development initiatives in the State. The Hon’ble CM also mentioned about the various skill development programs coming up across the state, hence the human resource requirement for the Health sector will be taken care of. As it is a humungous task that cannot be completed over night, we will continue to work together as industry and meet the challenges which are being faced.”

Key Discussion Points

 In India, there is no specific state/area that is recognized as a center for agri-biotech. Since Punjab is the “Food Bowl of India”, the state has immense potential to be radically developed and positioned as a hub for agri-biotech in the country; this potential must be pro-actively tapped

 The ecosystem supporting industry & academia collaborations needs to be further enhanced in order to address the concern regarding lack of opportunities for industry-trained resources from leading biotech institutions in the region. The collaborative model in USA may be used as a benchmark

 The concept of “liaison organizations” to promote the biotechnology park was introduced. These bodies could act as lobbyists for the biotech industry in Punjab.

 It was suggested that initiatives should be taken by the state government to encourage local entrepreneurship- this would require the initial support (for example: a collaboration with BIRAC). It was suggested that the state government could explore other types of incubation support that may be provided to startups in the state and a possibility of setting up a small venture capital for early stage startups shall be explored

 On the human healthcare side, Oncology (areas such as Genomics to identify cancer & Therapeutics to treat cancer) was identified as an important area requiring focus

“Nowhere in India do we have a real center for agricultural biotechnology. Since Punjab is the ‘Bread Basket’, there is a willingness to make farming more effective and the need to make farming less chemically intensive. Thus, agricultural biotechnology is an important area for Punjab to focus on.”

The Progressive Punjab Investors Summit 2015 successfully ended on 29-Oct-2015. The valedictory function, which was presided over by Deputy Chief Minister S. Sukhbir Singh Badal, also saw him announcing a startup fund of Rs 100 Crore for young entrepreneurs. The Deputy Chief Minister also gave a call for all "born in Punjab" industrialists to invest back in their State in case they have settled out of Punjab or abroad.

On this occasion, the Industries and Commerce Minister, Punjab, Shri Madan Mohan Mittal said that what the Punjab Government speaks, it promises to translate into action. He also extended the invitation to the industrialists to become partners in the novel technique of agro-diversification.

Overwhelming response from the industry at the summit reinforces the fact that Punjab is moving forward in the right direction to become the preferred investment destination in the country.
