EXECUTIVE SUMMARY 1. Project in Brief. The Tonle Sap Poverty Reduction and Smallholder Development – Additional Financing Project (TSSD-AF) was approved by ADB on 25 September 2017 and declared effective on 4 April 2018 with a loan amount of $45.73 million and a grant of $4.37 million, and a closing date of 31 July 2023. The project is co-financed by the International Fund for Agricultural Development (IFAD) with a loan of $10 million. The project outcome will be increased agricultural productivity and improved access to markets in 271 communes1 in seven provinces in the Tonle Sap Basin2. The outputs will be: (i) rural productive infrastructure and livelihood improved with capacity in disaster risk management enhanced; (ii) enabling environment for increased agricultural productivity, diversification, and climate resilience created; and (iii) project management strengthened. 2. Purpose of Report and Report Preparation. This Semi-annual Environmental Monitoring Report (EMR) was prepared for the period, July to December 2019, in compliance with the Project Loan Agreement stipulating the need for an EMR to be prepared and submitted to ADB every six months. The report presents the findings of the monitoring of environmental protection and environmental supervision activities conducted during project implementation. In particular, it determines whether or not the EMP/COC and environmental protection measures recommended in the approved by ADB for each contract as part of the bidding document 3 have been implemented effectively to avoid, minimize, or mitigate environmental

The data received from some licensees may not up to the required level of accuracy and hence the information provided in this report may be taken as indicative. This report is for dissemination to the Royal Government, institutions, investors and public desirous to know about the situation of the power sector of the Kingdom of Cambodia during the year 2012. With addition of more HV transmission system and MV sub-transmission system, more and more licensees are getting connected to the grid supply. This has resulted in improvement in the quality of supply to more consumers. By end of 2012, more than 91% of the consumers are connected to the grid system. More licensees are now supplying electricity for 24 hours a day. The grid supply has reduced the cost of supply and consequently the tariff for supply to consumers. Due to lower cost and other measures taken by Royal Government of Cambodia, in 2012 there has been a substantial increase in the number of consumers availing electricity supply.

OVERVIEW This week the Trial Chamber concluded hearing Witness Kaing Guek Eav, alias Duch, who has appeared over the course of four weeks. Duch finished testifying on Monday morning, facing final questions from the Defense Team for Nuon Chea on blood-drawing and medical experiments at S-21 Security Center. Before moving on to begin the next sub-section of the trial on internal purges, the Trial Chamber then heard oral responses to a request from the Defense Team for Khieu Samphan for clarification over the scope of the upcoming segment, and whether a scheduled Civil Party would testify to facts that were within the scope of that segment. The Trial Chamber adjourned early on Monday to deliberate, and reconvened on Tuesday by which time they had agreed to hear the concerned Civil Party, Chhun Samorn. Chhun was a combatant in Sector 23 in the East Zone during the purges in that region. On Wednesday and Thursday Witness Meas Soeurn testified; he is the son of the former Deputy Chief of the East Zone who disappeared shortly before the end of the Democratic Kampuchea (DK) regime.
