General Situation Landmine and Explosive Remnants of War (ERW) problems in Cambodia occur across the country and present a constant risk and area real barrier to development in both town and the country, especially for agricultural activities in rural areas. Most of the infrastructure and resources that were broken during the war need to be restored and strengthened to assist in developing all parts of the agriculture and natural resource sectors. Saving Lives and Supporting Development for Cambodia Page 1 of 32 DEPARTMENT OF PLANNING & OPERATIONS CMAC, as the national humanitarian demining operator, is working hard on this matter in order to save lives and support development of the Cambodian people. Today, CMAC continues to undertake a number of bilateral and counterpart projects in order to support its demining management plan, as set out in the annual integrate work plan 2017, as well as in CMAC’s 5-year strategic work plan from 2015-2019. However, from January to December 2017, 237 working days were assigned and limited for all CMAC Demining Unit (DU), Technical Institute of Mine Action (TIMA), and Development Demining Unit (DDU) and CMAC Central Headquarter to respond the demining tasks to all communities’ needs, local authorities, stakeholders, Royal Cambodian government and NGOs for safe environments, development and risk reduction from the threats of landmines/ERW in Cambodia. Within this period, 148-day was for public holiday, weekend and compulsory annual leave days. 2. Deployment Tools (Asset) From January to December 2017, CMAC demining resources were assigned to the various CMAC’s Demining Unit, Head Quarter, Development Demining Unit (DDU) and CMAC Technical Institute of Mine Action (TIMA). However, all CMAC demining teams are still working to support many landmine/ERW high priority clearance tasks selected through the National Planning Mechanism, often refers to as MAPU process, as participatory and bottom up approach methods to mine action planning; and urgent humanitarian and development supported tasks requested by local authorities and mine/ERW affected communities. The following table 1 shows us the demining tools (asset) by each Demining Unit for December 2017. With addition of more HV transmission system and MV sub-transmission system, more and more licensees are getting connected to the grid supply. This has resulted in improvement in the quality of supply to more consumers. By end of 2012, more than 91% of the consumers are connected to the grid system. More licensees are now supplying electricity for 24 hours a day. The grid supply has reduced the cost of supply and consequently the tariff for supply to consumers. Due to lower cost and other measures taken by Royal Government of Cambodia, in 2012 there has been a substantial increase in the number of consumers availing electricity supply.

KRT TRIAL MONITOR Case 002/02 ■ Issue 59 ■ Hearings on Evidence Week 56 ■ 27 – 30 June 2016 Case of Nuon Chea and Khieu Samphan A project of East-West Center and the WSD HANDA Center for Human Rights and International Justice at Stanford University (previously known as the UC Berkeley War Crimes Studies Center) “Prisoners were sent to S-21 for interrogation and execution. I did not let myself kill with my own hand.” - Witness Kaing Guek Eav, alias Duch I. OVERVIEW This week the Trial Chamber concluded hearing Witness Kaing Guek Eav, alias Duch, who has appeared over the course of four weeks. Duch finished testifying on Monday morning, facing final questions from the Defense Team for Nuon Chea on blood-drawing and medical experiments at S-21 Security Center. Before moving on to begin the next sub-section of the trial on internal purges, the Trial Chamber then heard oral responses to a request from the Defense Team for Khieu Samphan for clarification over the scope of the upcoming segment, and whether a scheduled Civil Party would testify to facts that were within the scope of that segment. The Trial Chamber adjourned early on Monday to deliberate, and reconvened on Tuesday by which time they had agreed to hear the concerned Civil Party, Chhun Samorn. Chhun was a combatant in Sector 23 in the East Zone during the purges in that region. On Wednesday and Thursday Witness Meas Soeurn testified; he is the son of the former Deputy Chief of the East Zone who disappeared shortly before the end of the Democratic Kampuchea (DK) regime.

mCÄmNÐlÉkßrkm<úCa Banteay Meanchey Province : June 21/ 1999 - June 25, 1999 On the afternoon of June 21, 1999, the Documentation Center of Cambodia sent a mapping team composed of Mr. Sin Khin, responsible for contact with local authorities and also interviews with witnesses, Mr. Ouch Sam Oeun, the Global Positioning System Unit (GPS) operator to record geographical positions of killing pits, memorials and prisons, Mr. Vanthan Peou Dara, responsible for filling information in site forms and helped interview witnesses, Mr. Yin Nean, responsible for drawing map of pits and prisons, and Mrs. Iem Sokym was a report writer. We flew from Phnom Penh to Battambang and we traveled in a car from Battambang to Banteay Meanchey Province. At 3.30 PM our team got off the plan in Battambang Province and continued our journey in a car along 70 km road towards Banteay Meanchey Province. We arrived in Banteay Meanchey Provincial town at 5:30 PM . Next day, June 22, 1999 at 8:30 AM, our team went to Banteay Meanchey Provincial office to ask the provincial authority for information about the geographical locations of districts to which we were going. Unfortunately, we did not have chance to meet the provincial governor because the governor had already gone to Banteay Chhmar temple to meet with Thai delegation since June 21, 1999. We, however, met with Mr. Diep Chhuon, deputy chief of provincial cabinet. He let us know that after the election 1998, Banteay Ampil District has not been under Banteay Meanchey Province, but Oddor Meanchey Province. If we want to go there, we have to go to meet with Oddor Meanchey Provincial governor in advance.
