DEPARTMENT OF PLANNING & OPERATIONS CAMBODIAN MINE ACTION CENTRE CMAC ANNUAL DEMINING ACHIEVEMENT REPORT JANUARY – DECEMBER 2017 1. General Situation Landmine and Explosive Remnants of War (ERW) problems in Cambodia occur across the country and present a constant risk and area real barrier to development in both town and the country, especially for agricultural activities in rural areas. Most of the infrastructure and resources that were broken during the war need to be restored and strengthened to assist in developing all parts of the agriculture and natural resource sectors. Saving Lives and Supporting Development for Cambodia Page 1 of 32 DEPARTMENT OF PLANNING & OPERATIONS CMAC, as the national humanitarian demining operator, is working hard on this matter in order to save lives and support development of the Cambodian people. Today, CMAC continues to undertake a number of bilateral and counterpart projects in order to support its demining management plan, as set out in the annual integrate work plan 2017, as well as in CMAC’s 5-year strategic work plan from 2015-2019. However, from January to December 2017, 237 working days were assigned and limited for all CMAC Demining Unit (DU), Technical Institute of Mine Action (TIMA), and Development Demining Unit (DDU) and CMAC Central Headquarter to respond the demining tasks to all communities’ needs, local authorities, stakeholders, Royal Cambodian government and NGOs for safe environments, development and risk reduction from the threats of landmines/ERW in Cambodia. Within this period, 148-day was for public holiday, weekend and compulsory annual leave days. 2. Deployment Tools (Asset) From January to December 2017, CMAC demining resources were assigned to the various CMAC’s Demining Unit, Head Quarter, Development Demining Unit (DDU) and CMAC Technical Institute of Mine Action (TIMA). However, all CMAC demining teams are still working to support many landmine/ERW high priority clearance tasks selected through the National Planning Mechanism, often refers to as MAPU process, as participatory and bottom up approach methods to mine action planning; and urgent humanitarian and development supported tasks requested by local authorities and mine/ERW affected communities. The following table 1 shows us the demining tools (asset) by each Demining Unit for December 2017. BAC#19 is recreated and deployed at DU2-CFR14 from 01 March 2017 to 28 February 2018. 5BC(BC#03,13,15,20,23), 3TSC(TSC#07,12,19) and BAC#01 of former DDU-NR5-3 moved to work along National Road No.4 of DDU-ALEX-02 from 15 March until 30 July 2017. 4MPL(MPL#101,102, 103 and MPL#104) are recreated and deployed the operational mine/UXO clearance along National Road No.4 under DDU-AlEX-02 from 15 March until 31 July 2017. TSC#21 of DDU-ECD2 starts working on 27 March 2017. 2 NTS (NTS#01 and 04) of DU1-CFR have been deployed an operation in Banteay Meanchey province from 01 April to 31 October 2017. Saving Lives and Supporting Development for Cambodia Page 3 of 32 DEPARTMENT OF PLANNING & OPERATIONS . 3 NTS (NTS#02, 03 and 14) of DU2-CFR have been deployed an operation in Battambang and Pailin provinces from 01 April to 31 October 2017. 2 TSC (TSC#08 and 30) of DDU-NR5-3 have been moved to work at DDU-ALEX2 from 01 May to 31 July 2017. TSC#18 of DDU-NR5-3 have been moved to work at DU4-RGC12 22 May 2017 until new notice. 2TSC(TSC#07&08) of DDU-NR5-3 were transferred to work for EDC-2 of DDU from 24 Jun to 31 Oct 2017. BC#10 of former DDU_NR5-3 West moved to work at DU1_CFR13 (Top Up) 0n 01 December 2017. NTS#03 of former TIMA_Golden West moved to work at CMAC HQ_CMA17 0n 01 December 2017 Anyway, during the report in 2017 signaled some changes in the CMAC’s deployment. First, Mobile Platoons were recreated which each Mobile Platoons consisted of 17 deminers to deployed the operations under DDU-Alex02 project for four and half months from 15 March 2017 until now. 5 non-Technical Survey/Basline Survey teams (NTS/BLS-5) were also recreated to provide land reclamation non-technical survey and Basline survey services under DU1 (2teams) and DU2 (3teams) CFR projects for 6 months from 01 April to 30 September 2017 and 2 teams continued their tasks for 2 months from October to November 2017and another team worked at TIMA_Golden to survey underwater ERW West for 2- month from October-November, this team moved to work at CMAC HQ_CMA17 on 01 December 2017. Other hands, 3 SLD teams which were recreated and deployed operation at DU1 (1team) and DU2 (2teams) on 01 August 2017.
