INTRODUCTION A Background 1. The project will support the Government’s strategy to enhance economic growth in the project area through the rehabilitation, modernization and climate proofing of selected existing irrigation system in the provinces of Battambang and Kampong Thom. The outcome of the project is to enhance water and agriculture productivity in the project province. 2. The project will (i) enhance the efficiency and climate resilience of irrigation systems, and (ii) improve water resource management by building the capacity of government agencies and of farmer water user communities (FWUCs) so that they can operate and manage the irrigation systems better. 3. According to the ADB’s guideline and The Resettlement framework has been prepared during the PPTA and used as guide in the preparation of social safeguards assessment and resettlement plans to ensure compliance with ADB’s SPS 2009 and government regulations. The feasibility study classified sub project as category C for involuntary resettlement. No land acquisition is required for this Sub Project and shall not cause involuntary resettlement. II. SUB PROJECT DESCRIPTION 4. The proposed rehabilitation of O’Kra Nhak reservoir and irrigation system is located in Mean Rith, Sandan and Chheu Teal Commune, Sandan District Kampong Thom Province. The Sub Project is located 240 km from Phnom Penh and is accessible by land with travel time of four to five hours from Phnom Penh passing through the national Road No. 6. Kampong Thom is bounded on the west by Siem Reap and Tonle Sap, the East by Kratie and Stoeng Treng, The North by Preah Vihear and the South by Kampong Cham and Kampong Chhnang. 5. The land area of O’Kra Nhak sub project is in 30 villages but only 10 villages are benefited by the project namely: Tbun Toeuk, Kanty, Kampong Trabek, Toeuk Maleang, Chhor, Bachey, Sandan, Chheu Teal, Boeng Rolum and Prey Konleng. 6. The O’Kra Nhak sub project, the average distance of the communes to the village offices is 300 m, to the District Office it is 4 km, to the province is 84 km, to the nearest market it is 6 km, to the nearest school it is 300 m, to the nearest health center it is 4 km and to the nearest road it is 500 m. 7. The total number of beneficiaries in the 10 villages is about 1,138 households as given in the following Table 1: Table 1. The area commanded by the CanalO’Kranhak sub project is about 1134.60 ha, which is double cropped. Completion of the rehabilitation works will permit production of 1100 ha WS rice and 250 ha of DS rice and 80 ha of non-rice crops . The proposed rehabilitation and improvement works include: (i) maintenance work on the dam embankment; (ii) renovation and improvement of the 3 outlet structures; (iii) repair and improvement of the spillway; (iv) restoration of the control gate across the secondary embankment; (v) extension of the secondary embankment and construction of control structure upstream of reservoir; (vi) rehabilitation and improvement of MC-1 and MC-2; and (vii) rehabilitation of secondary and tertiary canals on MC-1 and MC-2.     mCÄmNÐlÉkßrkm<úCa August 5, 1999 Mapping Report 99 Kampong Thom Province by Vanthan Peou Dara A team composed of Phat Kosal, Sin Khin, Uch Sam Oeun, and Peou Dara went to conduct the research on crimes committed by Khmer Rouge during its reign 1975- 1979 in Kampong Thom Province. The target of the team is going to Sandan District, Kampong Thom Province to gather information concerning the events happened in the actual place. We were interviewing the witnesses who survive from the Khmer Rouge regime, gathering data of genocidal sites by using Global Position System Unit (GPS) and collecting documents if possible. On 6 July 1999, this team traveled in a car towards Kampong Thom Province. It took 4 hour in the speed of 80km per hour to get Kampong Thom Province. From Road 6A to the province, we saw big bridges which on every bridge's head we saw picture of Kangaroo which represents Australia. On both sides of the road, there were people's houses and fields with rice growing. The same day at 11 AM, our team arrived in Kampong Thom Province. We then looked for accommodation and had lunch. At 2 PM we contacted local authority at Kampong Thom Provincial headquarters. First, we did not meet provincial governor as he had to attend weekly work meeting of the province, but then Mr. Sin Khin tried to meet with Mr. Chhun Chou Hut, chief of provincial cabinet. He brought Mr. Sin Khin to meet with Hem Savong, 1st deputy governor of the province. Mr. Hem Savong issued a letter for Mr.
