I published a guide outlining Employee obligations under the Code of Ethics, Chapter 112, Part III. I also research and address specific concerns for agency employees. In my role as Chief Advocate for the Commission on Ethics, I prepare and present cases, including the more complicated or high profile cases, to the Commission for its consideration. Litigation is conducted at the Divisions of Administrative Hearings and includes discovery, motion practice, hearings, proposed recommended orders, and exceptions or responses. In addition I enforce unpaid fines in the circuit courts, and have recovered fines owned though garnishment.

I have been a member of the administrative law division of the OAG since 2004. As such, I have served as Board Counsel to several DBPR and DOH Boards, including the Construction Industry Licensing Board and the Board of Pharmacy. In my role of Board Counsel, I advise regarding the Board's legal responsibilities and duties, sunshine law, public records and other ethical obligations. Board counsel also reviews the entire agenda; prepares legal cites to anticipated board action; examines discipline cases for legal sufficiency and due process issues; and prepares and presents rules. Board work has allowed me to appear at DOAH with contested licensure issues and rule challenges. I have also appeared before the First DCA for oral argument on board appeals.

In addition to my duties as board counsel, I serve the division as the manager and coordinator for the OAG contracts with the Agency for Persons with Disabilities - involving eligibility, service and tier appeals and; and the Department of Children and Families - providing litigation services for Independent Living hearings. These are statewide contracts for DOAH and hearing officer litigation. As manager, I have created a shared data base of pleadings and other data, making the information available to all the litigators. I also instituted statewide telephonic meetings, where each litigator can explore issues and propose strategies, for all to learn by. I facilitate directly with the client, to create a unified presentation, and streamline the process to conserve resources and expedite the cases.

I was a criminal prosecutor with the Eighth Judicial Circuit for 5 years. In that position I co-founded the criminal traffic division and organized the domestic violence unit. My work in the domestic violence realm, led to mandatory victim counseling and prosecution without a victim's direct testimony.
