Like its predecessors, the third report on the social and economic situation and development of the regions in the Community seeks to give as comprehensive a picture as possible of the dis­ parities between regions in the Community and their characteristics. However, it cannot and does not set out to present a detailed account of the situation in each individual region; that is done by the regional development programmes.

The content and structure of the report have been shaped in particular by two events: — enlargement of the Community in 1986 to include Spain and Portugal; the situation in the regions and the differences between them have thus had to be looked at for the first time within this wider framework; — adoption of the Single European Act which incorporates Community regional policy into the framework of the Community Treaties and assigns to it the task of helping to achieve convergence and cohesion in the Community.
