so on of the academic world , that he was several occasions appointed t o professorial

1 88 0 . In 1 888 he was appointed Minister of War in the Cabinet of President Arce , and

Manu el Pando . President Fernandez Alonso had always been associated with Southern Bolivia,and in his administration the sectional rivalry between the North and the South came to a head in the attempt of the Southern faction to change the seat of government from La of PM to . Taking advantage the

mil d and yielding character of the chief exe cu tive , this faction pushed forward their

ambitious proj ect and , with the aid of other

minor factions , succeeded in passing a law transferring the seat of government to Suc l re . The action could on y result in arousing so i hostility . In fact it brought on the

l o f 1 8 8 . ca led Revolution , or Civil War . 9 The Northern forces were promptly or ani z ed g , several regiments were raised and placed under the command of Colonel so hi s s Pando , who ably used available mean of that , in spite the lack of regular troops , l he succeeded , in a very brief campaign , in defeating the forces supporting President i Al onso . Thereupon the President fled to n A tofagasta and thence to Europe , where

he remained a number of years . He did I 1 0 not again appear in public life until 9 9 , when President Villazon appointed him Minister t o Peru and afterwards to Argen

tina . In 1 9 1 4 he was elected to the High Court

of Justice , but after a short term of service

he resigned . He is now living a retired life in Potosi .

He opposed the treaties of 1 895 and 1 896 by which Bolivian territory was transferred to Chile; he opposed the l aw making Sucre the permanent seat of govern on ment , predicting that it would bring civil war — which in fact resulted — and he gave his utmost support t o the railway pro ect o j for the development f Cochabamba . H e had a prominent and influential part in of 1 8 the Constituent Convention 99 , follow 1 8 8 ing the Civil War of 9 , and led in that as sem bl y the Federalist group . On a number of occasions he has served as member and President of the Municipal Council of Coch f or abamba , always battling improved local conditions , local autonomy , better educa tion , and better hygiene .
