However, many believe that the radio management policies are now increasingly sidelining this aspect of the radio. This is ironic given the fact that the radio stations are supposed to be community platforms where members converge to celebrate their community life and discuss issues of mutual interest. In this case study, I have studied three community radio stations- RS in Nepal, KCR in Sri Lanka and SCR in New Zealand- investigating how the radio management policies are positively or negatively, affecting community access and participation. The study shows that in their effort to stay economically sustainable, the three stations are gradually evolving as a ‘hybrid’; something that sits in-between community and commercial radio. Consequently, programmes that are produced by the local community are often replaced by programmes that are produced by full-time paid staff; and they are more entertaining in nature and accommodate more advertisements.

Department of Statistics estimated population data at 30 June 2015 indicates approximately 3,162,000 people aged 10+ years usually live in the Major Markets survey area used for the Commercial Radio Audience Measurement Survey. Of these, 77.4% listen to a commercial radio station each week. The Major Markets coverage area includes Auckland, Wellington, Christchurch, Northland, Waikato, Tauranga, Rotorua, Hawkes Bay, Taranaki, Manawatu, Nelson, Dunedin and Southland. The survey, conducted over 18 weeks and sampling 16,634 people aged 10+ years shows the Edge Network has most commercial station listeners, with 488,100 different people aged 10+ tuning in each week. Newstalk ZB Network has second highest with 398,900 different listeners, followed by More FM Network with 371,100. The Breeze Network has fourth highest commercial cumulative audience of 353,300, and ZM Network is fifth highest with 352,500. The highest commercial station market share was achieved by Newstalk ZB Network with an 11.8% share of all commercial radio listening. Second highest commercial share is Coast Network with 8.4%, followed by The Sound Network with 7.9%. Fourth equal highest commercial share is The GfK SE Edge Network and The Rock Network both with 7.5%.

Department of Statistics estimated population data at 30 June 2015 indicates approximately 411,000 people aged 10+ years usually live in the Christchurch survey area used for the Commercial Radio Audience Measurement Survey. Of these, 80.2% listen to a commercial radio station at some time during the week. The survey, conducted over 12 weeks and sampling 1,197 people aged 10+ years shows More FM has most commercial station listeners, with 100,500 different people tuning in each week. The Edge has second highest with 74,100 different listeners, followed by The Breeze with 72,200. ZM has fourth highest commercial cumulative audience of 53,200, and The Rock is fifth highest with 53,100. The highest commercial station market share was achieved by More FM with a 16.8% share of all commercial radio listening. Thompson1, July 2016 1.0 Introductory Comments: The Coalition for Better Broadcasting welcomes the opportunity to make a submission on the Wilson & Horton Limited and Fairfax New Zealand Limited application to the Commerce Commission for authorisation of a business acquisition. The CBB2 is an independent charitable trust with a grassroots membership, board of trustees, chief executive and regional committees. The Trust is non-profit, has no political party affiliation or vested interest in any commercial enterprise. Our primary interest is to inform civic debate and policy formation in regard to public service broadcasting, although media convergence extends the scope of our concern to other platforms and content providers, particularly those which support public interest journalism. It is a fundamental tenet of contemporary democratic society that the news media has to fulfil a civic ‘fourth estate’ function in informing the public and holding powerful institutions to account. In return, the news media gain certain privileges which enable them to fulfil this role, e.g. access to the Parliamentary press gallery, select committees and the courts and the right to withhold information to protect sources. Given that the media’s commercial imperatives do not always align with public interest imperatives, publicly owned and funded media (e.g. Radio New Zealand, Maori Television Service) are generally expected to accept a higher level of civic responsibility than their private, commercial counterparts in upholding the highest standards of journalistic endeavour and investing in the production of the kinds of news and information which might be commercially unattractive to a purely commercial operator.

The second Total New Zealand Commercial Radio Audience Measurement Survey was conducted over 24 weeks and sampled 9,608 people aged 10+ across the whole of New Zealand. Department of Statistics estimated population data at 30 June 2015 indicates approximately 4,010,000 people aged 10+ years live in New Zealand. The Total New Zealand Survey shows over 3,172,100 or 79.1% of them listen to a commercial radio station each week. Survey 2 has shown that commercial radio continues to thrive, delivering compelling results across key demographics.
