DEPUTY CHIEF DAN McDONALD Peel Regional Police

Deputy Chief Dan McDonald is a 30 year member of the Peel Regional Police, having joined the Peel Regional Police in 1979.

In the early part of his career he worked in a number of areas such as Uniform Patrol, Criminal Investigation Bureau and the Morality Bureau.

Deputy Chief McDonald was promoted to the rank of Inspector in 1998, and was assigned to the Duty Inspectors Office. Later that same year he became the Officer in Charge of Uniform Patrol at 21 Division where he served for the next 4 years.

In 2002, he was assigned to Professional Standards Bureau where he was the Officer in Charge for 4 years. In October 2005, he was promoted to the rank of Superintendent and was assigned as a Divisional Commander.

He was promoted to the rank of Staff Superintendent in January 2006, and in June of 2006 he was appointed by the Police Services Board to the position of Acting Deputy Chief in charge of Field Operations. In April 2008, he was appointed to the rank of Deputy Chief.

Deputy Chief Dan McDonald's educational background includes graduate diplomas from both Humber and Sheridan College. He is a graduate of the FBI National Academy in Quantico, Virginia and the Police Leadership Program at the Rotman School of Business, University of Toronto.

THE HONOURABLE MADELEINE MEILLEUR MPP For Ottawa–Vanier

Madeleine Meilleur represents the riding of Ottawa-Vanier. She was first elected to the legislature in 2003 after more than a decade in municipal politics.

In October 2011, she was appointed Minister of Community Safety and Correctional Services and continues as Minister responsible for Francophone Affairs. Meilleur has served as Minister of Culture from 2003 to 2006, Minister Responsible for Francophone Affairs since 2003, and Minister of Community and Social Services from 2006 to 2011.

Thanks to her leadership, Ontario passed laws promoting the social inclusion of persons with developmental disabilities and giving Ontarians access to open adoption records. She also spearheaded efforts to introduce a new and strengthened Ontario Heritage Act, concluding 30 years of efforts to provide better heritage protection.

As Minister Responsible for Francophone Affairs, she has been committed to building stronger French communities through critical investments in education and health services, including the expansion of the Montfort Hospital.

The independence of the French TV channel TFO, the creation of the office of the French- language services Commissioner, and the creation of the Franco-Ontarian Day on September 25th are some of her many accomplishments that have benefited Franco-Ontarians.

SERGEANT GAIL SIDHU Royal Canadian Mounted Police – British Columbia

Sgt. Gail Sidhu, is the current File Coordinator on the Air India Task Force with the E Division National Security Program. Sgt. Sidhu started her 20 years of service with the Royal Canadian Mounted Police in Burnaby, British Columbia on General Duty. After 6 years of uniform duty she transferred to Federal Policing and worked in the Commercial Crime Section in B.C. From Commercial Crime Sgt. Sidhu transferred to the Air India Task Force. Sgt. Sidhu has extensive experience in Federal Policing and Major Case Management.

Sgt. Sidhu will be presenting "lessons learned" as a result of the Air India Investigation. The presentation will touch on changes in airport security, non-traditional forensic evidence, International investigations and considerations in the management of mega case files.

DETECTIVE STEPHEN ROWLAND Peel Regional Police Joint Forces Operation YYZ – Airport Intelligence

Detective Rowland has been a member of the Peel Regional police for 25 years. During this time he has worked in numerous areas throughout the organization. He has extensive experience in many investigative areas: Intelligence Services, Internal Affairs, Major Drugs, Investigative Support Bureau, Mobile Support, Uniform and CIB. He is currently assigned to a Joint Forces Operation YYZ-Airport Intelligence Unit that he supervises, manages and leads the unit with respect to all investigations. He is responsible for the day-to-day operations including administrative, supervision and budget management.

He is also the co-author of the 4th edition of the Law Enforcement Handbook which is used by law enforcement organizations and students studying the trade both domestically and internationally. He is currently working on the 5th edition for release with Nelson Publishing.

PRESENTATION

The Cargo Theft Investigations presentation is based on a large scale investigation conducted at Lester B. Pearson International Airport involving airport employees that led to one of the largest Provincial Proceeds seizure in the Province.

DETECTIVE MALCOLM BOW (Ret.) Peel Regional Police Public Safety – Sheridan College, Brampton

A police officer with Peel Regional Police for over 31 years, he recently retired, taking a position with the Public Safety Faculty at Sheridan College in Brampton, Ontario.

During his service with Peel Regional Police he spent many years as a uniform patrol officer and later an investigator with the Criminal Investigation Bureau. He was promoted in 1995 and assigned for several years to the Training Bureau including three years as an instructor at the Ontario Police College.

In 1997 he was transferred to the Airport Division at Toronto’s Pearson International Airport where he was the officer-in-charge of Emergency Planning, Special Events & Training and then over seven years as the Detective-in-Charge of the Airport Division Criminal Investigation Bureau.

He has a Bachelor of Education from Charles Sturt University, New South Wales, Australia and a Diploma in Adult Education from St Francis Xavier University in Nova Scotia.

PRESENTATION

Combating crime at airports, specifically: internal theft (baggage, mail, duty free and assets), ticket fraud, on-board disturbances and organized distraction theft rings.

SUPERVISORY SPECIAL AGENT ROBERT FULLER FBI - New York Joint Terrorism Task Force – Weapons of Mass Destruction Squad

Supervisory Special Agent (SSA) Robert Fuller started his career with the FBI in February, 2000. Prior to employment with the FBI, SSA Fuller was a lead pyrotechnician for a commercial fireworks company and, a police officer in New York.

After graduating from New Agents Training, SSA Fuller was assigned to the New York Field Office. SSA Fuller was initially assigned to the Criminal Division and investigated Dominican drug gangs in New York City. In 2001, SSA Fuller transferred to the New York Joint Terrorism Task Force (JTTF), specifically the International Terrorism (IT) squad responsible for investigating Al-Qaeda.

SSA Fuller has deployed overseas on numerous occasions investigating terrorism related matters. In 2004, SSA Fuller became a Special Agent Bomb Technician (SABT) and later became a New York Airport Liaison Agent.

SSA Fuller currently supervises the New York JTTF Weapons of Mass Destruction squad. SSA Fuller holds a bachelors degree in criminal justice and a masters degree in public administration.

TIMEA NAGY Walk With Me

Ms. Timea Eva Nagy was born in Budapest, Hungary and was the daughter of a local police woman. Ms. Nagy is not only a survivor of Human Trafficking but also a speaker and social advocate on behalf of human trafficking victims worldwide.

Ms. Nagy’s sex slave nightmare took place over 12 years ago when she immigrated to Canada, in the hopes of fulfilling a summer position as a housekeeper or nanny and earning a little extra income. Upon arrival she was kidnapped, controlled, and kept under horrible conditions and forced to work in the sex trade in Toronto and surrounding areas for the next 3 months until one day she miracously escaped her captors.

As a result of her experiences, Ms. Nagy has founded the independent organization known as “Walk With Me”. Walk With Me is a community based organization established by a survivor of human trafficking to rescue and restore the dignity, freedom and well being of human trafficked victims, by providing distinctive, coordinated and comprehensive immediate victim services in Ontario. Within the last year alone her organization has assisted over 40 victims of human trafficking and continues to assist these victims as well as new ones everyday.

Ms. Nagy’s main focus and passion is to provide training for organizations, schools, service providers and law enforcement agencies so that they may be able to effectively identify victims of human trafficking. She has provided training and worked with many agencies in Canada, the United States, and Europe. Presently, she has trained and assisted the following agencies; RCMP, OPP, , Toronto Police, Police, FBI Kansas City, Drug, Vice, and Sex Crimes Units, Federal Judges, and United States District 8. Just to name a few.

Recently, Ms. Nagy received a National Hero Award by Parliament Member Ms. Joy Smith for her work with victims of human trafficking in Ontario and across Canada. Furthermore, Timea has now become a published author with her book “Memoirs of a Sex Slave Survivor”. It is a story of her journey into the underbelly of the sex slavery trade and the personal healing and forgiveness that followed.

Through the telling of her own difficult journey into the underbelly of the sex slavery trade and the personal healing and forgiveness that followed, Timea hopes to inspire others to rise above victimization and lead joyful and purposeful lives in spite of difficult circumstances - a living example of grace in action.

JACK JULIAO PUNEET LUTHRA Canada Border Services Agency (CBSA)

Jack Juliao started his career in 1990 at Pearson International Airport as a Customs Officer with Canada Customs. He has been an Intelligence Officer since 1998, holding various portfolios and has participated in various Joint Force Operations within the Greater Toronto Area focusing mainly on drugs.

Jack is currently assigned to the YYZ Intelligence Unit and has been there since its inception in 2006. Jack is also a Certified Confidential Human Source Instructor, Surveillance Instructor and Firearms instructor.

Puneet Luthra started with Canada Customs as a Customs Officer in 1998 at Pearson International Airport. He has been an Intelligence Officer since 2005 in the Greater Toronto Area. Puneet has been assigned along with Jack to the YYZ Airport Intelligence Unit since its inception in 2006.

Jack and Puneet will be presenting the various methods criminal organizations are utilizing to smuggle drugs into Canada, how the drugs may be concealed, and most importantly, how the element of corrupt airport employees adds yet another challenge to the detection and interception of drugs entering Canada from all International destinations.

Mr. Walton is employed by the Miami Police Training Center and is also Associate Dean of Student Services at Henley Putnam University. He is retired from the U.S. Secret Service after 21 years serving on 3 Presidential details and retiring as a Field Office Special-Agent-in-Charge. Mr. Walton’s other employment includes stints as Director of Corporate Security for Cummins Engine Co., Faculty at Indiana University, Division Chief at the Federal Law Enforcement Training Center, Fort Lauderdale-Hollywood International Airport, and as a training consultant for several Homeland Security funded programs. He has authored many articles, books and videos on subject matter in his area of expertise.

PRESENTATION The Aviation Industry & Associated Workplace Violence Issues The Insider Threat

This fast moving and entertaining session covers the topic of disgruntled employees, former employees and customers. It will alert attendees to the importance of recognizing pre-incident indicators, the development of proactive policies and procedures, lessons learned from past incidents, recommendations on dealing with troubled employees. Session goals and objectives will be reinforced by covering incidents involving the instructor. The session will end by listening to an incident involving an employer who became a victim in a threat case because of inaction in the early stages.

STAFF SERGEANT CHRISTIAN KNIGHT RCMP – Montreal Combined Forces Special Enforcement Unit

Staff Sergeant Knight has been a member of the RCMP for 31 years. He has been posted to the Combined Forces Special Enforcement Unit (CFSEU) – Montreal for the past 8 years, and has been responsible for the evidence management and disclosure team of Project Colisée. Staff Sergeant Knight is currently the NCO CFSEU – Montreal.

Staff Sergeant Knight’s previous 23 years of service have all been associated to criminal operations within the Montreal RCMP, including: Drugs, Commercial Crime, and, Criminal Intelligence.

VIC TOEWS, PC QC MP Provencher (Manitoba) – Conservative

Vic was born in Paraguay but is a long time resident of Manitoba, the son of Rev. Victor Toews and Anne Toews. The family came to Manitoba in 1956.

Vic attended Grades 1-8 at Princess Margaret School and Grades 9-2 at Mennonite Brethren Collegiate Institute. He graduated from high school in 1970, and in 1973 graduated from the University of with a B.A. in History. In 1976, Vic graduated with a Law Degree from the University of Manitoba.

In 1977, Vic became a member of the Bar of Manitoba and practiced law with the Provincial Department of Justice from 1976 to 1991. In that capacity he served as a Crown Prosecutor in Brandon, Manitoba and in Winnipeg as Legal Counsel to various government Departments including: the Department of Labour, Workplace Safety & Health, the Manitoba Labour Board, the Director of Child Welfare, and various other government boards and commissions.

In 1987, Vic was appointed Director of Constitutional Law for the Province of Manitoba and represented the Attorney General in many important constitutional cases at all levels of court, including a number of Supreme Court of Canada cases. He acted as legal counsel to the Premier of Manitoba at the Meech Lake Accord discussions in 1990. Vic was appointed Queen’s Counsel in 1991.

Vic taught a number of law courses in the Department of Economics, University of Manitoba from 1988 to 1995. In 1991 he joined the legal Department of Great-West Life where he was responsible for the company’s Canadian insurance litigation.

In 1995, Vic was elected the MLA for Rossmere and soon after was appointed the Minister of Labour. In 1997, until the end of his term in September of 1999, he served as the Attorney General and Minister of Justice for the Province of Manitoba.

Vic was first elected to the House of Commons in 2000 and re-elected in 2004, 2006, 2008 and 2011. In Opposition, Vic served as Justice Critic, and was Vice-Chair of the Sub-committee on the Process for Appointment to the Judiciary. He was also a member of numerous sub- committees including ones on National Security, on Agenda & Procedure and on Bill C-17.

On February 6, 2006, Vic was named Minister of Justice and Attorney General of Canada by Prime Minister Stephen Harper where he served until January 4, 2007, when he was appointed as the new President of the Treasury Board.

On October 14, 2008, Vic was re-elected as the Member of Parliament for Provencher and was re-appointed as the President of the Treasury Board by Prime Minister Stephen Harper on October 30. On January 19, 2010, Vic Toews was appointed as the Minister for Public Safety.

Vic enjoys roller blading and jogging. He resides in Steinbach, Manitoba.

YOAV LORBERT Regional Director – Israeli Aviation Security

Yoav Lorbert has been an Aviation Security Manager for the past 30 years directing the protection of a comprehensive range of facilities, corporations, embassies and airports in Israel and abroad.

Yoav started his security career with the Israel Ministry of Foreign Affairs serving as a security officer at the high-profile Embassy in Pretoria, South Africa. He then joined the El Al Security Department where he served for three decades in both operational and management roles, from 2004-2009, Yoav lived in Germany and served as the Head of El AL Security in Munich & Frankfurt Airports.

Today he is the Regional Director of the Israeli Aviation Security in North America, South America and France. In these roles, Yoav supervises all aspects of aviation security from operational planning to the management of operational stages in the field.

Chief Edward GLOMB has been in charge of the Wayne County Airport Authority Police Department for the past six years.

He was a police officer with the Wayne County Sheriff’s Department from 1971 to 1982 where his duties included police patrol, narcotic enforcement with extensive undercover assignments, training and administration. Chief GLOMB served as joint incident commander, with Special Agent in Charge Andrew Arena, in the attempted bombing of Delta Flight 253 from Amsterdam to Detroit on Christmas Day 2009.

JOSEPH W. BURKE Unit Chief, National Bulk Cash Smuggling Center Homeland Security Investigations, Illicit Finance, Narcotics & Special Operations

Mr. Joseph Burke is the Unit Chief of the newly established National Bulk Cash Smuggling Center (BCSC) co-located at the Law Enforcement Support Center in Williston, Vermont. In this position, Mr. Burke is responsible for the development and implementation of a tactical intelligence center focused on disrupting and dismantling criminal organizations involved in the transportation and smuggling of illicit proceeds.

Mr. Burke’s previous assignments include: the Acting Attaché and Assistant Attaché in Rome, Italy, Assistant Director of Financial Operations in Headquarters, Staff Coordinator in the Money Laundering Section at the Special Operations Division, and as a Special Agent in the California field offices of Calexico, San Diego, and Oceanside.

Mr. Burke began his law enforcement career with U.S. Customs in 1990.

JEFF WEYERS University of Liverpool Identifying Persons Vulnerable to Violent Extremism

Jeff Weyers, Doctoral Student, University of Liverpool Jeff Weyers is a veteran police officer from Ontario, Canada where he has worked in uniform patrol and criminal investigations for the last 12 years. Jeff is currently completing his Ph.D in the Tactical Decision Making Unit at the University of Liverpool, where he is examining counter-terrorism applications for law enforcement.

His current research includes methods for identifying persons vulnerable to violent extremism, the use of "Red Cells" in simulated terrorist decision-making, and the social networking of terrorism through the internet. Through his research Jeff has been recognized by several intelligence organizations for his applied work in terrorism prevention and diverting individuals from extremist groups.

David has been with Passport Canada for the past 12 years, beginning as a Passport Officer in Calgary, AB. In 2006, David transferred to Passport Canada’s “Certificate of Identity Section”, in , QC, to process travel document applications submitted by foreign nationals in Canada.

David has been in his current position for approximately 5 years. One of his roles is to function as a liaison for law-enforcement and partner-agencies within Ontario, raising awareness regarding Passport Canada’s authority to refuse to issue passports, to revoke passports and to withhold passport services from individuals caught up in the criminal justice system.

David is Passport Canada’s designate for CISO and is a point of contact for Ontario police officers who have questions regarding the Canadian passport.

Guy Morgan, a Certified General Accountant (CGA), has been Transport Canada’s Director of Security Screening Programs, since March 2007. In this capacity, he is responsible for managing the Aviation and Marine Transportation Security Clearance (TSC) programs and, the Policy on Government Security (PGS) Personnel Security Screening programs on behalf of Transport Canada.

Prior to taking on the responsibilities of the Director, Security Screening Programs, Mr. Morgan held a number of positions within Transport Canada including the positions of A/Director of Intelligence, Senior Programs Manager of the Intelligence Branch and Senior Financial Policy and Systems Officer.

Prior to joining Transport Canada in 1998, Mr. Morgan was the Vice-President of Finance & Administration for CAA North & East Ontario (CAA) where he worked for eight years, and previous to this was an Accountant for Bernier & Partners, Chartered Accountants and Peat Marwick Thorne, Chartered Accountants

DEREK “Rick” DEPIETRO Federal Security Director, Buffalo Niagara International Airport

Derek “Rick” DePietro is the Federal Security Director (FSD) at Buffalo Niagara International Airport (BUF). He was selected for this position in May, 2008. As the FSD he coordinates Transportation Security Administration (TSA) security activities in BUF and Western NY for all modes of transportation security. He is currently on special assignment, detailed to Baltimore Washington International Airport. He has also served TSA in key leadership positions in Pittsburgh, Erie, and Western Pennsylvania.

In 2005, Mr. DePietro was selected as one of the first TSA National Advisory Council members and is a recipient of the John W. Magaw Values Award For Leadership.

Before joining the TSA, Mr. DePietro spent 25 years in law enforcement with the Jamestown (NY) Police Department. He served in the Department’s Street Crimes Unit, and as an investigator with a multi-jurisdictional drug task force. He worked his way through the ranks serving in every division before retiring as Shift Commander.

Mr. DePietro was also a certified hostage negotiator and certified advanced computer voice stress analysis examiner. He served as a Department Field Training Officer and was certified by the NYS Department of Criminal Justice Services as a NYS Police Instructor. In 2005, Mr. DePietro was certified by FEMA as a Master Exercise Practitioner.

Mr. DePietro holds a Bachelor of Science Degree in Criminal Justice Administration from Rochester (NY) Institute of Technology.

Christopher Dockx is a Senior Country Representative in the Homeland Security Investigations (HSI) Assistant Attaché Office in Toronto, Canada.

As a Senior Country Representative. Mr. Dockx is responsible for the coordination and oversight of cross border investigations involving violations of immigration and customs related laws. This is affected by coordinating with Canadian law enforcement agencies at the federal, provincial, and regional level regarding investigations of Human Trafficking/Human Smuggling, Contraband & Narcotics Smuggling, Bulk Cash Smuggling, Money Laundering, Counter Proliferation, Child Exploitation, Export Violations, Commercial Fraud, and Immigration Fraud.

Mr. Dockx has been working for HSI for the past 9 years. Mr. Dockx has been assigned to field offices in Newark, New Jersey, and New York City, New York and is currently assigned to the U.S. Consulate – Toronto, Canada.

Christopher Lau is a Supervisory Special Agent with Homeland Security Investigations (HSI) U.S. Immigration and Customs Enforcement (ICE), Department of Homeland Security (DHS), New York, NY. He currently serves as the Group Supervisor for the HSI Internal Conspiracy Group at JFK International Airport which targets transnational criminal organizations who utilize corrupt airline employees at JFK airport to smuggle narcotics into the United States.

Prior to this assignment, Mr. Lau joined the U.S. Customs Service in New York and was assigned to the JFK Narcotics Smuggling Unit. In 2008, Mr. Lau transferred to HSI Headquarters in Washington, D.C. where he served as a National Program Manager and Section Chief in the Contraband Smuggling Unit and Border Enforcement Security Task Force. After completing his headquarters tour in 2011, Mr. Lau subsequently returned to JFK airport.

JEFF VIENS WestJet – Corporate Security

Jeff Viens leads WestJet’s Corporate Security team, which investigates all security incidents in relation to the airline, including drug smuggling, disruptive passengers, criminal offences, and terrorist threats. The team also performs comprehensive security threat and risk assessments across WestJet’s operations. Jeff has over 14 years of experience in law enforcement and corporate and aviation security.

PRESENTATION Investigation of Security Incidents – The Airline Perspective

Jeff will provide an overview of the processes that WestJet follows when investigating a security incident in relation to its aircraft operations. While the Corporate Security team will endeavor to assist law enforcement in identifying offenders and obtaining evidence to support criminal or regulatory charges; they must also investigative incidents to ensure the integrity of the airline’s security protocols. This includes the identification of root causes and recommendations for corrective actions to prevent the recurrence of similar incidents.

MAJOR WILLIAM GUSTAVO OJEDA AREVALO Colombian National Police Officer

Major William Ojeda was born in 1972 in Bogota, Colombia. He studied at the General Santander Police Academy in Bogota and at the Business Administration University. Major Ojeda has served for 19 years as a Police Officer with the Colombian National Police and is currently employed as the Anti-Drugs International Cooperation Officer. Major Ojeda has also served as a Police Station Commander, an Anti-Drugs Unit officer, and as an Anti-Drugs operational fix wing pilot.

Major Ojeda’s first assignment was as a Basic Municipal Station Commander in the Cauca Police Department for two years until 1998. In the same year he was appointed to the Anti- Drugs Unit in Miraflores-Guaviare in the south west of Colombia. In January 1999 he was selected to the Anti-Drugs pilot training section and he was in charge of the Aerial Illicit Crops Reconnaissance Group for five years.

During Major Ojeda’s current role as the Anti-Drugs International Cooperation Officer, he has been working to develop training and technical assistance programs to support Latin and Central American Police Forces and Law Enforcement groups by promoting International Investigations and Joint Operations. Major Ojeda is an ATR pilot and has 7.600 flight hours in the fix wing area.

Major Ojeda collaborates with the Jamaican Constabulary Force, the Mexican Federal Police and the Hondurean National Police. This Joint Force communication works to develop Anti- Drugs strategies against various potential and existing drugs trafficking networks.

DETECTIVE FRANK BADOWICH DETECTIVE STEVE ROWBOTTOM York Regional Police

Det. Frank Badowich is in his 23rd year with YRP. His experience includes: Uniform Patrol, CIB, Intelligence Traditional Organized Crime and for the last 4 years Intelligence Source Development with Det. Rowbottom. Frank has been responsible for in-service training of YRP members on CHS Handling and has assisted in scenario training on the CISO Source Development Course.

Detective Steve Rowbottom is in his 29th year as a member of the York Regional Police. His experience include: Uniform Patrol, CIB, Major Crimes, Drugs, Homicide, Anti Terrorism, Joint Force Operations, Under Cover Operations, Organized Crime and Outlaw Motorcycle Gangs. Steve is currently assigned to the Intelligence Bureau working in a Source Development Unit.
