REPORT TITLE: PEEL GOODS MOVEMENT STRATEGIC PLAN - UPDATE

OBJECTIVE

To provide an update on the progress of the Peel Goods Movement Strategic Plan.

Regional Council approved the Goods Movement Strategic Plan in April, 2012.

Q The Peel Goods Movement Task Force, comprising of public and private stakeholders, has met three times to advance the action items designated for the first year of the plan.

DISCUSSION

I. Background

The movement of both goods and people within and through Peel is becoming increasingly affected by rising levels of congestion. In response, Regional Council made it a priority to improve the efficiency of goods movement in and through Peel. The mission of the Peel Goods Movement Task Force is to support businesses with a transportation system that moves goods and delivers services quickly and efficiently, maximizing economic opportunities and reducing environmental and community impacts.

Together, the Peel Goods Movement Task Force and Technical Working Group identified a number of actions to improve how goods are moved within and through Peel. There are a total of 23 action items.

The 23 action items are to be addressed over the next five years in order to move goods more efficiently, manage congestion and mitigate the effects on health and the environment in Peel. 2. Goods Movement Task Force

The Peel Goods Movement Task Force (the "Task Force") is comprised of public and private stakeholders. The mission of the Task Force is to support businesses with a transportation system that moves goods and delivers services safely, quickly and efficiently, maximizes economic opportunities and reduces the associated environmental and community impacts.

By recommendation of the Task Force, three subcommittees have been formed representing the strategic direction, as follows:

1. Systems Optimization and Infrastructure Improvements; 2. Partnership, Communication and Advocacy; and 3. Planning and Forecasting

Each subcommittee is comprised of volunteers from members of the Task Force. They assist in providing strategic direction and monitor project progress.

The full Task Force has met three times to advance the action items and there were two subcommittee meetings. The Task Force continues to seek new and strengthen existing partnerships with private industry for their input and collaboration.

3. Action Plan Progress

Staff made substantial progress on the 12 action items in 2012. The progress of the action items are as follows:

Staff has also initiated work to develop concepts, discussion papers and Terms of References for all action items in 2013. For a list of the 2013 - 2016 action items, please refer to Appendix I.

4. Next Steps

In the coming year, there are seven additional action items that will be initiated, along with the action items that will carry on from this year. The Task Force and Technical Working Groups will continue to work on these actions, through to completion.

CONCLUSION

Goods movement and manufacturing is important to Peel's economic vitality. Peel is a significant freight hub for the GTHA, Southern Ontario and the whole of Canada. The Peel Goods Movement Task Force was formed to address existing and future goods movement challenges and opportunities and the 3 Strategic Directions, inclusive of the 23 actions items will set the stage for the improvement of how goods are moved within and through Peel. Through continued collaboration, members of the Task Force are leading positive changes to the efficiency, effectiveness, and safety of Peel's goods movement transportation system.
